Children EITF European Taekwon-Do Championship will be supported by the Ministry of Culture, the National Olympic Committee as well as the Tallinn City Government and Estonian Taekwon-do Union. We will do our best to provide You the XXVI. Adult, XVII. Junior, III. Veteran and I. Children EITF European Taekwon-Do Championship on a high level and pleasant stay in Tallinn, Estonia.

Geographically, Estonia is on the north-eastern edge of the European Union, bordering Russia and Latvia. Finland is a short hop across the sea – just 80km away.

Estonia is in the Schengen Area so we have open borders with the rest of Europe. Lennart Meri Tallinn Airport, named after our late President, has direct flights all over Europe.

Estonia has a population of just 1.3 million. Everyone in tourism speaks good English and often German, Finnish, Russian and Swedish too!

Great food is everywhere and you can even eat marinated bear here! In winter it gets cold and we get plenty of beautiful snow.

No, there are no polar bears in Estonia!

Roads are traffic jam free. Estonia is almost 50% covered by forest. Estonia has over 1,500 islands. Small size: Size is everything. Estonia is small. Distances are short and travel is cheap. It means you can squeeze in lots of sightseeing and activities in a relatively short period of time. Traveling to Estonia is easy – by plane, train, automobile or boat (ferries and cruises). As a member of European Union, we’ve got all the comforts of modern European country to offer.

Tallinn’s medieval Old Town is known around the world for its well-preserved completeness and authentic Hanseatic architecture. Enchanting atmosphere, rich cultural scene, beautiful surroundings and plenty of galleries, cafes and restaurants to choose from: there is something for everyone in Tallinn.

Spend a day in a true medieval milieu and you will soon understand, why so many have described Tallinn Old Town as mystic, addictive and mesmerizing. Unlike other capital cities in Europe, Tallinn has managed to preserve the completeness and structure of it’s medieval and Hanseatic origin. Most of the cobblestone streets and properties, important state and church buildings, citizens’ and merchant’s residences, barns and warehouses dating back as far as to 11th century, are preserved in their original form.

Powerful defensive structures have protected Tallinn from being destroyed in wars, and its lack of wooden buildings has kept the fire damages low. But it is also crucial that Tallinn has not been massively rebuilt or ‘improved’ in the interest of dispensing with the old and modernizing the town. 1997, Tallinn Old Town became a UNESCO World Cultural Heritage site and is often referred to as the “medieval pearl of Europe”.

In 2011 Tallinn will be the European Capital of Culture. XXVI. Adult, XVII. Junior, III. Veteran and I. Children EITF European Taekwon-Do Championship is included in the official program of European Capital of Culture.

XXVI. Adult, XVII. Junior, III. Veteran and I. Children EITF European Taekwon-Do Championship will be held in Estonian Fairs Center. The Estonian Fairs Center is the biggest and most famous fair centre in Baltic states (more than 10 436m2). It is located in the capital city of Tallinn, near the sea (10 minutes from Old town). The Fairs Center holds many different trade shows every year. Some of these have included sport, traveling, beauty and home decoration fairs.

ITF/EITF Tournament Rules and Umpire Rules will be applied to both individual and team competitions: Pattern, Sparring, Special Technique, Power Breaking, Self-Defense Routine. The current rules are available for download from the International Taekwon-do Federation website www.itftkd.org. COMPETITORS: CHILDREN: The 1st EITF Taekwon-do championships, Chidren must be 10 - 12 years old to participate, and must be red or black belt holders, in line with the ITF promotion rules, 1st dan must be a minimum of 10 years old. Competitors must present their ITF Degree card and national passport at the registration. Each country will be allowed two (2) competitors in each division for the children's competition. Children’s will be divided in male and female divisions. Red and black belts will be in one division for male and one division for female. Sparring will be together (male red and male black belts holders; female red and female black belts holders), patterns will be separately for red and black division. There will be five height divisions for sparring as follows: -125 sm, -135 sm, -145 sm, -155 sm, +155 sm. Head guards will be compulsory for all children's sparring together with existing compulsory protection. Patterns for children’s (red belts) will compete in one division, one male and one female division from Chon Ji to Hwa Rang. Patterns for children’s (black belts) will compete in one division, one male and one female division. Patterns from Chon Ji to Ge – Baek. There will be no power or special technique for children, there will also be no team event for children at these championships. Competitors must be in possession of a Blue and a Red set of approved type of safety equipment. Other colors will not be allowed. It is the responsibility of participant to have full insurance coverage for all eventualities. The organizer will not be responsible for any injury or loss for participants before, during and after the championships.

JUNIORS: Only ITF affiliated NGBs and ITF registered black belt holders can participate in the Championship. Competitors must present their ITF Black Belt Degree card and national passport at the registration. Juniors must be at the age of 13 to 17 years at the beginning of the Championship and be holder of 1st, 2nd or 3rd Dan ITF black belt certificates. In line with ITF promotion rules: Junior 2nd dan must be minimum of 14 1/2 years old Juniors 3rd dan must be a minimum of 16 1/2 years old Maximum of two (2) junior competitors per county are allowed for individual division or category. Special techniques: Male Female Flying high front kick 2,7m 2,2m Flying high turning kick 2,4m 2,1m Flying long side kick 2,5m x 70cm 1,5m x 70cm Flying high back kick 2,3m 2,0m Flying high reverse 2,3m 2,0m Self-defense routine must consist of 1 + 3 (male hero) and 1 + 2 (female hero) competitors, not necessarily chosen out of the individual competitors. ADULT: Only ITF affiliated NGBs and ITF registered black belt holders can participate in the Championship. Competitors must present their ITF Black Belt Degree card and national passport at the registration. Adult must be aged 18 years or older to 39 years at the beginning of the Championship and be holders of 1st, 2nd, 3rd, 4th, 5th or 6th Dan ITF black belt certificates. There will be two new pattern divisions for both male and female 5th and 6th degrees. In line with ITF promotion rules: Adult 4th dan must be a minimum of 19 1/2 years old Only one (1) adult competitor per country is allowed for individual division or category. The 5th and 6th degrees will compete in degree for pattern and be able to compete within the existing divisions of sparring, power, special technique and self – defense routine. They will also be eligible to enter the team events, therefore the adult teams will be allowed to perform any pattern up lowest degree in team. Power breaking test The amount of plastic power breaking boards for each technique will be set before the Championship on the base of property of boards. Each Individual or Team may select any of 5 techniques as an eliminator. Maximum points must be scored in order to progress/qualify. More boards may be selected in order to score more points if required. Once an individual or team has qualified, the other 4 techniques will then be allowed. In the case of Team event the same competitor cannot perform more than 1 technique, including the elimination. Special technique will carry the same format as in Power.

Team events: each NGB may register up to ten (10) members in a team event and they can use any combination of these members for each of the disciplines (i.e. members 1 to 5 for patterns and 6 to 10 for sparring or any other combination). Existing ITF rules for adult and junior championships is applied for these Championship. Competitors must be in possession of a Blue and a Red set of approved type of safety equipment. VETERANS: Competitors for the Veteran Championship must be 40 years and above on the date of registration. Competitors must be 40 – 49 years old (Silver Class), 50 – 59 years old (Gold Class) and 60 years and above (platinum Class) on the starting day of the Championship and be holders 1st, 2nd, 3rd, 4th, 5th or 6th Dan ITF black belt certificates. For Veteran Competition only each country is allowed to send up to three (3) competitors to the individual sparring according to the weight divisions for the Silver and Gold Class. Sparring will be organized in 5 weight divisions (excluding Platinum Class). Power breaking will be organized only for Silver and Gold Class. Only one team from each country can enter irrespective of age. For Veteran self-defense at least 4 techniques for male and at least 3 techniques for female among those mentioned in ITF rules should be performed. Competitors must be in possession of a Blue and a Red set of approved type of safety equipment. Other colors will not be allowed. It is the responsibility of participant to have full insurance coverage for all eventualities. The organizer will not be responsible for any injury or loss for participants before, during and after the championships. COMPETITOR DRESS CODE: Only the competitors who wear the Official ITF Dobok manufactured by Sasung Company will be allowed to access the competition. If the competitors want to have the Country’s name on Dobok, they are able to print it on the back under the Tree and the Competitor’s Number should be below the belt on the back of the Dobok Jacket. Sponsorship logos may be on the right side of the chest at a recommended size of 10cm by 5cm. National flag may be granted to be stitched to the right sleeve on the side approximately 2cm below the shoulder seam. It will be possible to buy Sasung doboks during the championship. AWARDS FOR PARTICIPANTS: All participants will receive a Certificate of Participation signed by the EITF President and President of the Organizing Committee. Finalists of specified divisions and categories will receive the Diplomas and Medals.

CEREMONIES: For the Opening Ceremonies, the participants can wear the ITF Dobok or the team apparels. Each Country must submit its participants and officials to represent its country during the official parade. The Opening Ceremonies will take place in Estonian Fairs Center according to the program of events.

UMPIRES: The Organizing Committee will pay 8 days/7 night’s hotel accommodation for 50 qualified umpires invited personally by the President of the EITF Umpire Committee (no drinks and city & international telephone call included). Umpires will be required to carry out their duties as scheduled. Other Umpires wishing to participate maybe used, but must pay for the Hotel accommodation at their own expenses according to the arrangements detailed above. Umpires must attend all the Umpire Meetings scheduled in the period of the event. The EITF Umpire Committee will dismiss any Umpires who do not abide by the work schedules or guidelines and such Umpires will have to pay for the hotel accommodation and meals by themselves. The Umpire’s dress code will consist of the Navy blue blazer jacket, White long sleeved shirt, Navy blue trousers, Navy blue necktie, White short socks and White sport shoes as laid down in the Umpire rules. COACHES: Only one coach per competitor is allowed to enter the competition area during the matches. He/she must wear only sport suit and gymnastic shoes. The coach is the only person who can make an official protest. Coaches must attend the draw and the coaches meeting. It is the participant’s responsibility to have full insurance coverage for all eventualities. PIRITA TOP SPA HOTEL (http://hotels.tallink.com) Pirita TOP SPA Hotell is a spa hotel, which offers a choice of health, beauty and wellness services and packages. The hotel is located right on the seaside, 10 minutes from downtown Tallinn, by the Pirita River mouth and close to the beautiful Pirita sea beach. There is a large parking lot in front of the hotel (free of charge for hotel guests) and nearby is also the picturesque primeval valley of Pirita, whereone can also find lighted running and skiing tracks. All hotel customers are free to use the 25-m swimming pool and relax at the Finnish or steam bath in Sport Center. The hotel has a good bus connection with the center of Tallinn. Next to the hotel there is a spacious parking lot.

METROPOL HOTEL (www.metropol.ee) The Hotel Metropol is located in the heart of Tallinn in a recently renovated Rotermanni section, just a walking distance away from the historical old town, main sights, shopping centers and port.

The hotel was established in 1999 and renovated in spring 2006. There are 149 rooms in our hotel, including 17 rooms with private sauna. Two conference rooms are technically equipped and ideal for meetings, seminars and trainings. There are also a beauty salon and a sauna in the hotel. Entertainment venues are provided by the restaurant and café Berlin.

The ID package includes: - Taekwon-do European Championship ID card - Transportation from hotel to Arena and back - Transport from Airport to hotel, on arrival and departure - Free entrance to the sport hall Transportation Countries arriving by plane at Tallinn airport, railway station, sea port should arrive on or before 21st of February, 2011 and inform the organizer of their schedule including arrival/departure times and flight numbers before 15th of January, 2011 by fax (+372) 6 08 00 27 or e-mail: [email protected] Transportation to and from the hotel to airport, and from the hotel to Arena and back will be arranged by the organizer. Without the booking, no transportations are available from the organizer; subsequently own means of transportation must be made. Groups arriving by other means must all proceed to the meeting point at the designated time and location set forth by the Organizer. Visa Countries requiring a Visa to Estonia should contact the nearest Estonian Embassy. In the recent years, the Estonian Ministry of Foreign Affairs has become stricter in regards to issuing visas. The waiting period after applying for visa to Estonia will vary according to the countries. For more specific information, please contact the nearest Estonian consulate or embassy, or check the Estonian Ministry of Foreign Affair's website (http://www.vm.ee/) Countries requiring a visa invitation must send the list with next information: name, date of birth, passport number, validity of passport, by whom passport is given, place of residence (street, country) of all members of delegation to the Organizer, as soon as possible and not later than 15th of January 2011 by e-mail [email protected]

Application form On www.tkd.ee and www.europe-itf.eu you can download the application software that, after filling in the application, will enable you to send your application automatically from your computer by your E-mail. The photos of all participants (JPG, GIF, BMP, resolution max. 75dpi, size max 45 kB) must be put into the application software. NOTE:

- Any N.G.B. that has not submitted its entry form at all up to 5 days before the Championship will have to pay a penalty of 400 EUR.

- An application changed after deadline will be penalized by a charge of 150 EUR
