The Executive Committee(Exco) agreed that the pay-and-usetoilet system for public toilets willcurb people from abusing municipalablution facilities, and that thissystem will be exercised at thePublicity House public toilets.
The feasibility study for thepay-and-use toilet system for thewhole city will be conducted beforethe system can be implemented.
A report circulated at the Excomeeting,whichhadbeencompiledbythe tourism business unit, states that
the public toilets at the back ofPublicityHouseareusedbyresidents,road travellers and tourists.
“The issue at hand is that thesepublic toilets have been previouslymisusedandvandalisedby thepublicthemselves; hence we proposethat the management of theseablutionfacilitiesbechangedinorderto enhance and maintain them onregular basis.
“A programme of regularservicing, maintenance, upgradingandmonitoring of thesepublic toiletsshould be prioritised, since they arewithin the commercial, businessarea, civic and tourist facilities,therefore servicingandmaintenanceshould be of high standard.
“These facilities should includetoilet paper, hygienic water andhand drying facilities,” states thereport.
It further states that paying for theuse of public toilets will succeed asthis has been a fruitful initiative inother parts of the city.
The Msunduzi has promised thatin theprocess, noemployeeswill losetheir jobs and that employees will beallocated accordingly. Theunitmighthavetoimplementashiftsystemasanalternative to overtime.
The R2 charge will go to thecooperative that will be managingandmaintaining the toilets and apaysystem will be installed at theseablution facilities, said the report.
Some of the public toilets at theFreedom Square Taxi rank, oppositethe Natalia building, are broken andcannot be used by the public.
“We use the toilets, but most of thetime there is no water so we are notable to wash our hands after we havedone so,” said Nompilo Mkhize fromNorthdale.
The Freedom Square taxi rankpublic toilets are free to use and mostof the time, toilet paper is provided tothe public by Msunduzi employees.
It is still not clear whether or not theR2 charge might affect the municipalpublic toilets at the Imbali taxi rankalong Pietermaritz Street in the nearfuture. These public toilets are a healthhazard, with a horrible stench that fillsthe air and leaking sewage pipes. Onrainy days, the sewage seeps throughthe pipes and gathers at the bottomend of the taxi rank tar surface. Acouple of meters away from thesetoilets are street vendors who sell fruitand vegetables.
Doctor Stephen Knight from theDepartment of Public Health Medicineat the University of KwaZuluNatalpreviouslystatedthatfaeces,andeventhe smell of faeces, on pavements isunhealthy especially with fruit and
attracts flies, rats and other pests suchas cockroaches. All of these, butespecially flies, are known to spreadinfection. If there are faeces on thestreet, this is totally unacceptable andneeds to be addressed by the localauthorities.”
No toilets for street vendorsThe issue of the unavailability of
ablution facilities for illegal informaltraders has been raised at theExecutive Committee (Exco) meeting.With the city structuring its informaltrade economy, it was once highlightedthat with illegal traders not havingaccess to ablution facilities and waterservices, it is unhygienic for them to sellrefreshments to the public.

‘No justice for victim’

THERE is no justice.This was the outraged cry
by family and supporters ofmurder victim Letisha Naidoooutside the PietermaritzburgMagistrate’s Court on Monday.
Naidoo was stabbed to death onNovember 20 and her body wasflung into a sewer in Northdale. Itwas also alleged that shewas raped.
Her family, however, dispelledearlier suggestions that she waspregnant at the time of her murderand said a postmortem hasconclusively shown she was not
expecting a baby.Tears flowed and anger erupted
when the community heard theprosecutionhadwithdrawnchargesagainst three juveniles accused ofNaidoo’s rape and murder.
Theywerechargedalongwithher23-year-old boyfriend, againstwhom the case is proceeding.
His name can’t be publisheduntilhehaspleaded to the chargeof rape.
But local attorney Nasen Naickerthisweekalsowithdrewastheman’slegal representative, saying he’dgiven him “too many” conflictinginstructions.
Naidoosaidat theman’sprevious
courtappearanceaweekago thathewanted to plead guilty and hoped tofinalise the case quickly.
OnMonday,however,theaccusedsaid he now wants to apply for bail.
Bail is being opposed by the Stateand his case was postponed untilJanuary 9 for a formal bailapplication.
Meanwhile, the prosecution didnotgivereasonsforwithdrawingthecharges against the juveniles.
However, sources said thatinvestigations failed to uncoverindependent evidence linking theyoungsters to Naidoo’s alleged rapeand murder. The only evidence
against them was allegedly a singlestatement implicating them in thecrimes, which they deniedcommitting.
However, community memberswho protested at court on Monday,wearing T-shirts with photographsof Naidoo, were furious.
“Ourbabygotno justice.Thiswasa cold-blooded murder,” her auntPremilla Naidoo said.
Tears flowed down the cheeks ofanother relative who said Naidoodeserved better.
“She wasn’t just murdered. Shewas brutally tortured,” she said.
ANC councillor Rachel Soobiah,who joinedtheprotestsatcourt, saidshe will attend the accused’s bailhearing on January 9.
“We are going to petition againstbail,” she said.
DA MP Mergen Chetty saidPietermaritzburg communities hadput aside their political differenceswhen members of the ANC and DAunited behind Naidoo’s family.
He said the community demand-edjustice,notonlyforNaidoo,butforall women and children who havebeen abused, raped and murdered.Chetty said courts need to send astrong message to perpetrators ofthese heinous crimes that there is“no place for cowards that abuse,rape and murder our women andchildren”. This was by imposing theharshest sentences available.
He said this would send awarning to culprits, and offer amessage of hope to victims and theirfamilies.
COMEnextyearMarch,PMBwillhostthe Investment Conference andBusiness Fair which is aimed atshowcasing development opportuni-ties in the city to investors anddevelopers.
To prepare for this major event,Msunduzi mayor Chris Ndlela calledon officials to prepare the policy onbusiness incentives well in time.
A report by acting manager forInvestment Attraction, Dr Julie Dyer,to Exco states that the last 2003 localinvestment conference or businessfair was held in 2003. The reportfurtherstatesthatthefirstinvestmentconference or business fair was held15 years ago, and was soon followedby one in 2003.
“Thecityhasnowenteredaperiodof stability and administrativeimprovement, and is benefiting fromrenewedconfidence fromtheprovin-cial government, with several keyprojects receiving financial supportfrom both the province and othergovernment departments or entities,whichhavethepotential tore-vitalisetheeconomy.The time isappropriatetotakestepstoactivelymarketthecityto industrial and other developers,and to showcase both the improve-ments that have occurred and theopportunities thatarearising,” statesthe report.

Ndlela thanked Bones for putting thecity on the map. He said that his story wasan inspiration and that he would serve asa role model for the youth.
“We felt obliged to honour you as youserve as motivation for other aspirantartists and young people in general,”Ndlela told Bones.

Crime inevitably increases during this timeas criminals look to take advantage ofunsuspecting individuals.
Maritzburg Fever spoke to Safe City’sgeneral manager, Lucas Holtzhausen, to findout what their plans are for the festive season.
“During the festive period, shoppersunintentionally drop their guard as they arepreoccupied with doing their Christmasshopping.Theyalso tendtocarrymanyparcelswhich make them more vulnerable for pickpocketing and bag-snatching incidents,” saidHoltzhausen.
Shoppers are advised to use trolleys whengoing to their parked vehicles. Shoppingmallswith little or no security guards should beavoided and where possible, do shoppingduring the day.
Responding to a query about safety atLiberty Midlands Mall, centre managementsaid that theyhaveput inplacevarioussecuritymeasures throughout thecentre,however theycontinue to urge shoppers to be aware of theirsurroundings.
Should a shopper experience an incident orsuspicious activity, they are urged to report itimmediately to centre management so as toensure that the correct procedures can befollowed and any necessary steps taken.
According to Holtzhausen, crimes that willshow an increase during this period will berobbery, including bag snatching and pickpocketing, smash and grab incidents atintersections and theft out of motor vehicles.
“Regarding theft out of motor vehicles, wewould like towarn thepublic that thereare stillincidents occurring where jammers are beingused to prevent drivers from locking theirvehicles remotely. If you use a remote, thenmake sure that all the doors are locked bytesting the door to see if it is indeed locked.
“If you feel uncomfortable or are suspiciousof persons loitering near your vehicle, thenrather lock all the doors manually,” he said.
Motorists are also advised to concealvaluables in their vehicles by either placing
them in the boot or on the floor out of sight.“Alwaysbeawareofwhatisgoingonaround
you. People going away for theholidays shouldtake the necessary precautions to safe guardtheir properties. Stop the delivery ofnewspapers, get someone to clear your postbox. If possible, get someone tohousesitwhilstyou are away or ask a neighbour, friend orfamily member to feed the dogs and to switchsome lights on or off during the evening.
“A house with fully drawn curtains is also adead giveaway that there is nobody at home. Ifyourhouse ismonitoredbyanalarmcompany,then it will be best to inform them to attend toany burglar alarms immediately for the periodthat you are going to be away, or give them thenumberofacontactpersonwithwhichtheycanliaise within your absence,” said Holtzhausen.

one of Pietermaritzburg’s MentalHealth Society’s residential homes,ML Sultan Frail Care Centre.The visit was to celebrate the festiveseason and spoil the residents withChristmas gifts.
Sibahle Sonke, which means “weare all beautiful in our ownway”, is aprogramme that is aimed atacknowledging the strengths of thePeter Pan Special School pupils, andto create opportunities for the pupilsto use their strengths to give back totheir community. This is also tomakea difference in other people’s lives.“The community has always beensupportive and generous towardsPeter Pan Special School pupils,providing them with resources andopportunities to furtherdevelop theirlearning,” said the coordinator forSibahle Sonke Outreach ProgrammePhumelele Khumalo
Shesaidthattheprojectcreatedanopportunity for the pupils to not onlyreceive, but also to learn andexperience giving to others in need.
She said the programmeparticipants have been working allyear round to raise funds and gatherdonations for this occasion, whichwas a huge success.
“The pupils of Peter Pan SpecialSchool performed a song and dance
for the residents of the centre. Afterthat, there was a party with acake, food, drinks and Christmasgifts for every resident.
“Many hearts were touched andthere were smiles all around,” saidKhumalo.

Easy Christmas roast duckwith crispy potatoes andport gravyThis whole roast duck stuffed with festivespices makes a gorgeous change toChristmas turkeyIngredients•a few sprigs of fresh rosemary•½ nutmeg, grated•sea salt•freshly ground black pepper•2 oranges or blood oranges, zested andhalved•2 x 2kg whole ducks, necks and gibletsreserved and roughly chopped•8 cloves garlic, unpeeled•3 red onions, peeled and quartered•a few stalks celery, trimmed and choppedinto chunks•3 carrots, scrubbed and chopped into
chunks•½ stick cinnamon•1 thumbsized piece fresh ginger, peeledand roughly chopped•a few bay leaves•2kg potatoes, peeled and cut into largechunks•1 litre water or organic chicken stock•2 tablespoons plain flour•200ml red portMethodPick the leaves off one of the rosemarysprigs and place on a board with thenutmeg, orange zest, thyme and onetablespoon of sea salt. Chop everythingtogether and rub the mixture all over theducks, inside and out. Cover and leave inthe fridge for a few hours or overnight tolet the flavours penetrate.Preheat the oven to 180°C/350°F/gas 4and place the shelves on the middle andbottom levels. Stuff the ducks with theremaining rosemary sprigs and orangehalves, and the garlic cloves, then placethembreastsideup,straightontothebarsof the middle shelf. Scatter the onion,celery and carrot in the bottom of a large,deepsided roasting tray with thecinnamon, ginger, bay leaves, and choppedduck neck and giblets.Place on the bottom shelf beneath theducks so it will catch all the fat that dripsout of them.Meanwhile, place the potatoes in a pan.Cover with cold, salted water, bring to asimmer and parboil for five to 10 minutes,then tip into a colander and chuff them upa little.
After the duck has roasted for an hour, takethe bottom tray out of the oven, replacingit immediately with an empty tray. Spoonthe fat from the veggie tray into a bowl.Put all the veg, duck bits and juices into alarge saucepan, then add a little boilingwater to the tray to get all the sticky brownbits off the bottom this is what you’regoing to make your gravy with.Tip the water and brown bits into the panwith the veg, top up with one litre of wateror chicken stock and place on a mediumheat, skimming off any of the fat that risesto the top.Put your parboiled potatoes into theempty tray in the oven. Add a few moretablespoons of duck fat from the bowl,season, and place back underneath theducks to cook for an hour.Meanwhile, heat a saucepan and add twotablespoons of duck fat. When it’s hot andmelted, add the flour and stir with a wooden spoon until you have a paste. Stir in thecontents of the saucepan and the port.Bring the gravy to the boil and simmer gently for half an hour, stirring occasionally.By now the ducks will have had two hoursin the oven and will be done. Lift them onto a plate, cover loosely with tin foil andleave to rest for about 15 minutes.Pour the gravy through a sieve into a cleansaucepan,pressingdownonallthevegandother bits to extract as many flavours andjuices as you can. Keep the gravy warm inthe saucepan, again skimming off any faton the surface.Don’t carve the ducks the best thing todo is to pull the meat away from the bones
with a pair of tongs or with your fingerswearing clean kitchen gloves, then let everyone fight over the delicious skin! Servewith your potatoes and port gravy.
2: Christmas vegetables -Herby roast potatoes,honeyed parsnips andorange carrotsThese simple roasted vegetables are anobrainer for Christmas dinnerIngredients•1.5kg potatoes, peeled and halved•½ bulb garlic, separated into cloves andcrushed with the back of a knife•1smallbunchoffreshrosemary,separatedinto sprigs•salt•freshly ground black pepper•Six tablespoons goodquality olive oil•50g butter•2 kg parsnips
•2 tablespoons runny honey•1 small bunch fresh thyme, leaves picked•1kg Chantenay carrots, if you can’t findany, use normal carrots cut at an angle intotwo inch pieces•zest of one orangeMethodPreheat your oven to 220°C/425°F/gas 7.Parboil your potatoes for 10 minutes. Drainin a colander and toss around to scruff upthe outside of the spuds.Toss with the garlic cloves, half of therosemary, salt and pepper to taste, fourtablespoons of the olive oil, and 30g of thebutter in a large bowl. Arrange in one layerin a roasting tin and roast for 45 minutesuntil golden.For the parsnips, cut them in half lengthways,parboilfor10minutesanddrain.Tosswith the honey, thyme, salt and pepper totaste, 10g of the butter and twotablespoons of the oil. Lay the parsnips flatin a roasting tin in one layer, and roast forabout 40 minutes until golden.Put your carrots in a pan, cover with coldwaterandaddapinchofsalt.Boilforabout15 minutes or until cooked.Meanwhile, finely chop the remainingrosemary and the orange zest together tomix. Drain the cooked carrots and toss withthe remaining butter. Season to taste andsprinkle with the orange zest and rosemarybefore serving.

While schools’ tennis is still busy,nowadays there appears to be lessjunior events organised outside theeducational institutions, but onetournament still holding the flag highis the McDonalds Pietermaritzburgjunior tennis tournament, now in itsfifth year.
Kershawwasbackto itsglorydaysanditwasgreat toseetheyoungboys’and girls’ tennis rackets in full swing.
Under the caring eye of coachesandparents, thequality of playmighthave varied, but there was nomistakingtheenthusiasmwithwhicheach participant took to the court.
The annual McDonalds tourna-ment is thebrainchildofChrisFolker,a professional coach who spendsmanyhourswithlocalschoolchildrenin his nine-to-five job, showing themthe basics and then ultimately thefiner points of the game, as theydevelop.
Withover120entrantsfillingall14courtsandpacking in350matches, itwas a challenging event to organisebutFolkerandhisbandofcoachesdida sterling job.
