The Executive Committee (Exco) agreed that the pay-and-use toilet system for public toilets will curb people from abusing municipal ablution facilities, and that this system will be exercised at the Publicity House public toilets. The feasibility study for the pay-and-use toilet system for the whole city will be conducted before the system can be implemented. A report circulated at the Exco meeting, which had been compiled by the tourism business unit, states that the public toilets at the back of Publicity House are used by residents, road travellers and tourists. “The issue at hand is that these public toilets have been previously misused and vandalised by the public themselves; hence we propose that the management of these ablution facilities be changed in order to enhance and maintain them on regular basis. “A programme of regular servicing, maintenance, upgrading and monitoring of these public toilets should be prioritised, since they are within the commercial, business area, civic and tourist facilities, therefore servicing and maintenance should be of high standard. “These facilities should include toilet paper, hygienic water and hand drying facilities,” states the report. It further states that paying for the use of public toilets will succeed as this has been a fruitful initiative in other parts of the city. The Msunduzi has promised that in the process, no employees will lose their jobs and that employees will be allocated accordingly. The unit might havetoimplementashiftsystemasan alternative to overtime. The R2 charge will go to the cooperative that will be managing and maintaining the toilets and a pay system will be installed at these ablution facilities, said the report. PHOTO: NQOBILE MTOLO Freedom Square taxi rank public toilets. Out of order toilets and horrible stench Some of the public toilets at the Freedom Square Taxi rank, opposite the Natalia building, are broken and cannot be used by the public. “We use the toilets, but most of the time there is no water so we are not able to wash our hands after we have done so,” said Nompilo Mkhize from Northdale. The Freedom Square taxi rank public toilets are free to use and most of the time, toilet paper is provided to the public by Msunduzi employees. It is still not clear whether or not the R2 charge might affect the municipal public toilets at the Imbali taxi rank along Pietermaritz Street in the near future. These public toilets are a health hazard, with a horrible stench that fills the air and leaking sewage pipes. On rainy days, the sewage seeps through the pipes and gathers at the bottom end of the taxi rank tar surface. A couple of meters away from these toilets are street vendors who sell fruit and vegetables. Doctor Stephen Knight from the Department of Public Health Medicine at the University of KwaZulu-Natal previouslystatedthatfaeces, andeven the smell of faeces, on pavements is unhealthy especially with fruit and attracts flies, rats and other pests such as cockroaches. All of these, but especially flies, are known to spread infection. If there are faeces on the street, this is totally unacceptable and needs to be addressed by the local authorities.” No toilets for street vendors The issue of the unavailability of ablution facilities for illegal informal traders has been raised at the Executive Committee (Exco) meeting. With the city structuring its informal trade economy, it was once highlighted that with illegal traders not having access to ablution facilities and water services, it is unhygienic for them to sell refreshments to the public. Proximity of buildings Municipal manager Mxolisi Nkosi told Exco that the Publicity House toilets are located next to the KZN Premier’s office, the Magistrate’s Court and Parliament, which attract local and international visitors, and added that there therefore is a need to i mpose the R2 charge for maintenance purposes. By yesterday morning, both female and male public toilets at Publicity House were locked due to renovations and the Freedom Square Taxi rank female toilets were out of order and could not be used. vegetable vendors around the area. “Unless food is prepared and dispensed in a hygienic way, it can lead to food poison- ing and gastroen- teritis, which is a problem in young children, especially those who are not breastfed or who are poorly nourished for other reasons. “Solid waste which is not disposed of properly TOILET TOLL >> The Executive Committee agreed that the pay-and-use toilet system will curb people from abusing municipal ablution facilities

‘No justice for victim’

INGRID OELLERMANN

THERE is no justice. This was the outraged cry

by family and supporters ofmurder victim Letisha Naidoooutside the PietermaritzburgMagistrate’s Court on Monday.

Naidoo was stabbed to death onNovember 20 and her body wasflung into a sewer in Northdale. Itwas also alleged that shewas raped.

Her family, however, dispelledearlier suggestions that she waspregnant at the time of her murderand said a postmortem hasconclusively shown she was not

expecting a baby.Tears flowed and anger erupted

when the community heard theprosecutionhadwithdrawnchargesagainst three juveniles accused ofNaidoo’s rape and murder.

Theywerechargedalongwithher23-year-old boyfriend, againstwhom the case is proceeding.

His name can’t be publisheduntilhehaspleaded to the chargeof rape.

But local attorney Nasen Naickerthisweekalsowithdrewastheman’slegal representative, saying he’dgiven him “too many” conflictinginstructions.

Naidoosaidat theman’sprevious

courtappearanceaweekago thathewanted to plead guilty and hoped tofinalise the case quickly.

OnMonday, however, theaccusedsaid he now wants to apply for bail.

Bail is being opposed by the Stateand his case was postponed untilJanuary 9 for a formal bailapplication.

Meanwhile, the prosecution didnotgivereasonsforwithdrawingthecharges against the juveniles.

However, sources said thatinvestigations failed to uncoverindependent evidence linking theyoungsters to Naidoo’s alleged rapeand murder. The only evidence

against them was allegedly a singlestatement implicating them in thecrimes, which they deniedcommitting.

However, community memberswho protested at court on Monday, wearing T-shirts with photographsof Naidoo, were furious.

“Ourbabygotno justice.Thiswasa cold-blooded murder,” her auntPremilla Naidoo said.

Tears flowed down the cheeks ofanother relative who said Naidoodeserved better.

“She wasn’t just murdered. Shewas brutally tortured,” she said.

ANC councillor Rachel Soobiah, who joinedtheprotestsatcourt, saidshe will attend the accused’s bailhearing on January 9.

“We are going to petition againstbail,” she said.

DA MP Mergen Chetty saidPietermaritzburg communities hadput aside their political differenceswhen members of the ANC and DAunited behind Naidoo’s family.

He said the community demand-edjustice,notonlyforNaidoo,butforall women and children who havebeen abused, raped and murdered.Chetty said courts need to send astrong message to perpetrators ofthese heinous crimes that there is“no place for cowards that abuse, rape and murder our women andchildren”. This was by imposing theharshest sentences available.

He said this would send awarning to culprits, and offer amessage of hope to victims and theirfamilies.

Remain vigilantthis holiday season>> Always be aware of what is going on around you

NICOLE JOHN>>[email protected]

WITH the festive season rapidlyapproaching, thepublic isurged tobeextra vigilant.

Crime inevitably increases during this timeas criminals look to take advantage ofunsuspecting individuals.

Maritzburg Fever spoke to Safe City’sgeneral manager, Lucas Holtzhausen, to findout what their plans are for the festive season.

“During the festive period, shoppersunintentionally drop their guard as they arepreoccupied with doing their Christmasshopping.Theyalso tendtocarrymanyparcelswhich make them more vulnerable for pickpocketing and bag-snatching incidents,” saidHoltzhausen.

Shoppers are advised to use trolleys whengoing to their parked vehicles. Shoppingmallswith little or no security guards should beavoided and where possible, do shoppingduring the day.

Responding to a query about safety atLiberty Midlands Mall, centre managementsaid that theyhaveput inplacevarioussecuritymeasures throughout thecentre, however theycontinue to urge shoppers to be aware of theirsurroundings.

Should a shopper experience an incident orsuspicious activity, they are urged to report itimmediately to centre management so as toensure that the correct procedures can befollowed and any necessary steps taken.

According to Holtzhausen, crimes that willshow an increase during this period will berobbery, including bag snatching and pickpocketing, smash and grab incidents atintersections and theft out of motor vehicles.

“Regarding theft out of motor vehicles, wewould like towarn thepublic that thereare stillincidents occurring where jammers are beingused to prevent drivers from locking theirvehicles remotely. If you use a remote, thenmake sure that all the doors are locked bytesting the door to see if it is indeed locked.

“If you feel uncomfortable or are suspiciousof persons loitering near your vehicle, thenrather lock all the doors manually,” he said.

Motorists are also advised to concealvaluables in their vehicles by either placing

them in the boot or on the floor out of sight.“Alwaysbeawareofwhatisgoingonaround

you. People going away for theholidays shouldtake the necessary precautions to safe guardtheir properties. Stop the delivery ofnewspapers, get someone to clear your postbox. If possible, get someone tohousesitwhilstyou are away or ask a neighbour, friend orfamily member to feed the dogs and to switchsome lights on or off during the evening.

“A house with fully drawn curtains is also adead giveaway that there is nobody at home. Ifyourhouse ismonitoredbyanalarmcompany, then it will be best to inform them to attend toany burglar alarms immediately for the periodthat you are going to be away, or give them thenumberofacontactpersonwithwhichtheycanliaise within your absence,” said Holtzhausen.

If a member of the public has become avictim of a crime, the most important thing todo is toreport it to theSAPS.Thevictimcanalsosend an sms to Safe City at 083 767 7233.

Tips on how to keep leather...forever>> Correct care of your leather furniture will give you years of pleasure as the leather moulds itself around your family life

1.Leather is a skin.Treat it as you would your own skin and it

will last a lifetime. Never clean it withan ammonia or solvent based substance, because this type of product will damage yourleather.

Firstlyitwillcausethesprayedlayerstopeeland secondly, it will dry the leather, causing itto crack and split.

2. Weather exposureDo not expose leather to direct sunlight

and harsh weather conditions as oils willbe lost.

Thiswill result ina lossof elasticityand leadto “cracking”. Fading will occur.

3. CleaningOnlyuseleathercleaningproductsprovided

byareputabledealer.Withusage, leather loses

itsnaturaloils.Perspirationanddryconditionscan cause leather to become brittle.

Depending on usage, leather needs to bewipeddownwithadamp,non-abrasive,colourfree cloth, or with a recommended cleaningsubstance at least once a month.

Every three months, a Lanolin basedconditioner (not wax), which contains an antibacterial agent needs to be applied.

This will keep the hide soft and supple, andwill allow maximum flexibility and durability.

4. CareDonot cover leatherwithplastic, as it needs

to breathe. This is how mildew is grown.Correct and constant care of your leather

furniture will give youmany years of pleasureas the leathermoulds itself aroundyour familylife. - Supplied by Leather Gallery.

chunks•½ stick cinnamon•1 thumbsized piece fresh ginger, peeledand roughly chopped•a few bay leaves•2kg potatoes, peeled and cut into largechunks•1 litre water or organic chicken stock•2 tablespoons plain flour•200ml red portMethodPick the leaves off one of the rosemarysprigs and place on a board with thenutmeg, orange zest, thyme and onetablespoon of sea salt. Chop everythingtogether and rub the mixture all over theducks, inside and out. Cover and leave inthe fridge for a few hours or overnight tolet the flavours penetrate.Preheat the oven to 180°C/350°F/gas 4and place the shelves on the middle andbottom levels. Stuff the ducks with theremaining rosemary sprigs and orangehalves, and the garlic cloves, then placethembreastsideup, straightontothebarsof the middle shelf. Scatter the onion, celery and carrot in the bottom of a large, deepsided roasting tray with thecinnamon, ginger, bay leaves, and choppedduck neck and giblets.Place on the bottom shelf beneath theducks so it will catch all the fat that dripsout of them.Meanwhile, place the potatoes in a pan.Cover with cold, salted water, bring to asimmer and parboil for five to 10 minutes, then tip into a colander and chuff them upa little.

After the duck has roasted for an hour, takethe bottom tray out of the oven, replacingit immediately with an empty tray. Spoonthe fat from the veggie tray into a bowl.Put all the veg, duck bits and juices into alarge saucepan, then add a little boilingwater to the tray to get all the sticky brownbits off the bottom this is what you’regoing to make your gravy with.Tip the water and brown bits into the panwith the veg, top up with one litre of wateror chicken stock and place on a mediumheat, skimming off any of the fat that risesto the top.Put your parboiled potatoes into theempty tray in the oven. Add a few moretablespoons of duck fat from the bowl, season, and place back underneath theducks to cook for an hour.Meanwhile, heat a saucepan and add twotablespoons of duck fat. When it’s hot andmelted, add the flour and stir with a wooden spoon until you have a paste. Stir in thecontents of the saucepan and the port.Bring the gravy to the boil and simmer gently for half an hour, stirring occasionally.By now the ducks will have had two hoursin the oven and will be done. Lift them onto a plate, cover loosely with tin foil andleave to rest for about 15 minutes.Pour the gravy through a sieve into a cleansaucepan, pressingdownonallthevegandother bits to extract as many flavours andjuices as you can. Keep the gravy warm inthe saucepan, again skimming off any faton the surface.Don’t carve the ducks the best thing todo is to pull the meat away from the bones

with a pair of tongs or with your fingerswearing clean kitchen gloves, then let everyone fight over the delicious skin! Servewith your potatoes and port gravy.

NELSON MANDELA, theepitome of forgiveness>> “Moral decay is a

threat to the movement.”

NOKULUNGA NGOBESE>>[email protected]

ANC national ChairpersonBaleka Mbete has cited moraldecay among political leaders

as undermining what NelsonMandela stood for.

Delivering a memorial lecture atthe Edendale Lay Ecunemical Centreon Friday, to mark a year since hepassed on, Mbete said: “The moraldecay in our ranks is a threat towhat‘Tata’ fought for.

“The core-values of the organisa-tion seem to be decaying and little bylittle, we are losing respect.

“The state is instrumental, thereforeachaotic legislaturecannotachieve this historic task.”

Mbete further encouraged cadresto liveuptotheprinciplesofMandela, saying that he was an epitome offorgiveness.

“Mandela was able to show usthe best way to do things in thenew South Africa. He taught usto steer away from hatred and torise above anger and emotions, evenif someone has wronged you.

“He taught us that if you are aleader, you do not have the luxury of

being emotional, as youhave to thinkand make decisions.

“Tata taught us that when youare a leader, you have to be informedin order to be able to explain toothers.

“As we remember his life, we alsopay tribute to all the cadres whosacrificed their lives for all of us.”

Mbete further said that whilethe triple challenge is to fightpoverty, unemploymentand inequality, moraldecay is a threat to the movementand there is a dire need for politicaleducation schools.

Umgungundlovu district MayorYusuf Bhamjee said that Mandelarepresents the embodiment of whatthe organisation is about.
