(2) The promotees who are already officiating as Social Security Officer on 09.04.2012, the date of DPe, will bedeemed to have been promoted on regular basis on 09.04.2012 itself, provided they accept the promotion and theplaceof posting as ordered.
(3) The promotees who have been promoted on ad-hoc basis as Social Security Officer on or after 09.04.2012and are officiating without interruption will be deemed to have been promoted on regular basis on the dates onwhich they assumed charge as Social Security Officer on ad-hoc basis, if they accept the promotion and the place ofposting as ordered, provided they do not suffer from any disqualification specified in para 11.1. of the instructionsissuedby the DOPTin O.M. No.22011/5/91 Estt(D) dated 27.3.1997.
(4) In respect of the others who are still working in the cadre of Assistants and are to be relieved as per thisorder to assumecharge on promotion, their promotion will take effect from the date on which they assumecharge asSocial Security Officer / ManagersGr.II/ Superintendents on the basis of this order. The controlling authorities willensure that the procedure regarding vigilance clearance with reference to para 17.9 of the above mentioned DOPTinstructions is followed before the relief of such officials from the cadre of Assistants. In case of pendency of anyvigilance case the official should not be relieved and matter shall be brought to the notice of Hqrs.Off"1Ce Immediately.
(5). All the promotees will be on probation for a period of one year from the date of their regular promotion interms of Reg. 5 (3) of the ESIC(Staff & Conditions of Service) Regulations 1959.
(6) Their pay on promotion will be fixed as per rules in the pay scale of PB-II (Rs. 9300-34800)+GP-4600/- asper the provisions of FR22(1) (a) (1). The promotees shall exercise their option for fixation within one month fromthe date of promotion as per the saving clause under FR22(1) (a)(l).
(7) The promotion and posting of all these officials are ordered in public interest and they are entitled to TA, TIA,DAand Joining Time as per rules, wherever applicable.
(8) The officials adjusted at the same place are liable to be posted outside whenever their seniorsworking outside are considered for inter regional transfers.
(9) In the case of promotees who are transferred from their present regions and posted to other regions, theirpresent controlling authorities will await intimation from the concerned Regional Directors/ Director I/cs/Jt. DirectorsI/es regarding the actual place of posting in their Regions/Sub-regions and then relieve the promotees withinstructions to report for duty at their new placesof posting.
(10) The Regional Directors/ Director I/es/Joint Directors lies to whose regions / sub-regions the promotees areposted from other regions will, immediately, issue orders specifying the places of postings of such officials who aretransferred to their Regions/Sub-regions from other Regions/Sub-regions and intimate the fact to the concernedRegionalDirectors/Director I/es/Joint Directors Ucs.
(11) The declaration by the officials regarding the acceptance or otherwise of the promotion offered will becommunicated by the offiCialsconcerned within a week of the receipt of this order in the prescribed proforma sent tothem by their controlling authorities. The controlling authorities concerned will send the consolidated report in thisregard to the Hqrs. on or before 10.05.2012. The Controlling Authorities will make sure that the declarationby the officials concerned should be in the prescribed proforma.
(12) The requests for alternative places of postings, when not accepted by this office, will be deemed to havebeen rejected and, in all such cases, the promotees will be deemed to have declined the offer of promotion and the
order of promotion will be cancelled without further correspondence in such cases without assigning any furtherreason therefor.
(13) Those who decline the offer of promotion will not be considered for regular promotion for a period of oneyear and will also be passed over resulting in loss of seniority, as per rules, and the other officials promoted onregular basis prior to the dates of their next promotion to the cadre of Social Security Officers will become seniors tothem.
(14) All the promotees will on their promotion receive training in the Regions in which they are posted. TheRegional Directors/ Director I/es/ Joint Directors tics of the Regions / Sub-Regions/ the Director (Medical)Delhi/Dean, ESIC Medical Colleges/Medical Superintendents ESIC/ESIMHwill organize training in consultation withthe concerned Zonal Training Institute and the Commissioner, National Training Academy.
(15) The Regional Directors/ Headsof offices are requested to submit this office a consolidate report regardingthe ...:Ldates on which the promotees (including those who are already officiating) assumed charge of thepromoted post on Nu'or basis. This information is essential for maintenance of rosters in this office and for otherallied official purposes.
