The determination of the construction schedule shall be based on the fiscal year of commencement of actual construction and the fiscal year of project completion shown in the Schedule of Projects of the adopted Capital Improvements Element. This Schedule of Projects includes the County Capital Improvements Program, the adopted FOOT District Seven Five Year Work Program and the HARTliA!!     Objective 7: Q:f ::!GH. I he County shall continue to provide needed capital improvements funding solutions to support public facilities through the implementation of various transportation improvement programs identified in County's Long Term Transportation Strategies.

    Policy 7.B: By 2G II, lThe County's Transportation Task Force, in an effort to eliminate transportation deficiencies within Hillsborough County, will contmutc to develop and implement solutions which may include existing and new funding sources to develop and implement mUltiple modes of travel including bus, bus rapid transit, fixed rail, roads, intersections improvements, sidewalks, and other pedestrian and bicycle options.

    Policy 7.C: By 2GIl, lIhe County will continue to incorporate and implement as applicable the Metropolitan Planning Organization's (MPO's) Long Range Transportation Plan (LRTP) into its long term transportation strategies. The LRTP will serve as the guide for coordinatcd, comprehensive, interjurisdictional transportation planning throughout Hillsborough County by identifying the location, function, and size of new or improved transportation infrastructure for unincorporated Hillsborough County.

    Policy 7.D: The County shall continue to identify and preserve transit rights-of-way as identified on Transportation Element Map 15, and by 2011 shall COI1l1llUC ro coordinate and implement activity centers as shown on Transportation Element Map 14 and Map 10 of the Future Land Use map series.
