Vision and Mission
Vision
• Be the preferred provider of multidisciplinary BRICS policy research in South Africa.
• Enhance the HSRC commitment to undertake BRICS related research,
• Become South Africa’s preeminent BRICS multi-disciplinary think tank
• Advise to government on policy based research w.r.t. priorities of unemployment,
poverty and inequality
Mission
• Coordinate, facilitate, undertake and manage BRICS related research
• contribute towards BRICS multi-disciplinary research in South Africa.
• Mobilize HSRC research capacity and South African research networks to contribute
towards the BRICS long-term strategy with technical and institutional support

Research Approach
• Address developmental challenges of
unemployment, poverty and inequality in South
Africa, Africa and in BRICS
• Collects, analyzes and publishes data relevant to
the five pillars as defined in the BRICS Long Term
Strategy;
• Informs the effective formulation and monitoring
of policy objectives, target indicators, policy
instruments, financing requirements and monitoring
and evaluation mechanisms;
• Stimulates public debate through the dissemination
of fact-based research results through seminars,
conferences and peer reviewed publication; and
• Encourages research collaboration, networks and
institutional linkages with members of the BRICS
Think Tank Council (BTTC), academics, researchers
from the five BRICS countries, South African
researchers, academics, key partners in South Africa
and Africa in general, policy-makers, civil society
groups, and multi-lateral agencies .

Research Objectives• Review and update the first UNDP study on “An
Employment-Targeted Economic Program for
South Africa”.
• Mass unemployment has a direct bearing on
mass poverty
• Target major reduction in unemployment and
spreading of economic well-being in a
sustainable manner

Research Objectives• This research will review sustainable public
housing policy in South Africa and other
BRICS countries to learn lessons for
financing social housing policy taking
account of socio-economic disparities &
Sustainable Development Goals (SDGs).
• New analysis will focus on applying the
Housing Stock Delivery Model at a
municipal level in SA, Brazil and China.
• Additional BRICS partners will be lobbied
to join the study as the study progresses.

Youth risk behaviour, vulnerability, capability and impacts
on youth unemployment in South Africa
Research Objectives• Use Youth risk behaviour surveys the
project to develop a composite youth risk
behaviour index to measure the vulnerability
of young people
• Vulnerability index will incorporate risks that
will undermine and compromise their
capabilities for accessing the labour market
in South Africa and other BRICS countries.
