PLANNING & PROGRAM

1.1) HEALTH, SAFETY AND ENVIRONMENT POLICY & OBJECTIVES

The Health, Safety and Environment policy and objectives have been established at the early of the Project are the

manifestations of PDP’s commitment to deliver the Project with the right quality as agreed with the Owner.

1.2) OCCUPATIONAL HEALTH, SAFETY AND ENVIROMENT PLAN

This OHSEP was submitted to PDR prior to the start of the Project. It describes how the occupational health, safety

and environment is managed.

1.3) SITE SPECIFIC HEALTH AND SAFETY PLAN

This SSHSP submitted by WPC to PDP for approval before the commencement of the Project. It is a contractual

requirement and describes how health and safety is managed at Work Package and Sectional levels.

1.4) PROJECT HEALTH, SAFETY AND ENVIRONMENT MANAGEMENT SYSTEM (PHSEMP) PROCEDURES

This PHSEMP is developed by PDP to manage health, safety and environment management during construction. It

outline the standard procedure for WPC in managing health, safety and environment for PBHS.

1.5) SITE SPECIFIC HEALTH AND SAFETY REPORT ( SSHSR)

WPCs are required to submit SSHSR PDP on monthly basis. It report on the status of implementation and it

performance in health and safety management. It contains record of health and safety activities and statistic by

WPCs.

1.6) SITE WALK ABOUT (SWA)

Site walkabout perform on fortnightly basis, PDP together with WPC walking through the sites and inspecting the

works, identifying areas which needs improvement. The findings observed during the SWA is recorded in the

Notice of Improvement (NOI) and the WPC is required to do the correction within seven (7) days. Major non-

compliances are captured via Non-Conformance Report (NCR) and WPC is required to do the corrective action

within twenty-one (21) days.

1.7) AUDITS

Ensuring the project continuously comply and improve in the implementation of health and safety management

system, PDP head office carrying out audits on WPCs and CMT. All work packages will be audited and the finding

in form Non-Conformance Report (NCR), Corrective Action Request (CAR) and Opportunity for Improvement (OFI)

are issued . Good practices (GP) by WPCs and CMT will be shared across all work packages.

1.7) KNOWLEDGE SHARING PROGRAM (KSP)

KSP is another program initiated by PDP to educate the Project work forces especially the young HSET personnel

in applying best practises into the project in term of health, safety, environment as well as traffic management. The

program is perform by experience PDP HSET personnel by giving talk and sharing their knowledge and

experience.

1.9) HEALTH AND SAFETY PROGRAM AND CAMPAIGN

Part of yearly initiative to cultivate health and safety culture to the project team and awareness to public, PDP

HSET Department is conducting various health and safety program and campaign among others as stated below:

CATEGORY SOIL EROSION AND SEDIMENTATION AND RIVERBAN K STABILIITY: COA ITEM 3(e) - Erosion and sediment control measures are proposed at the discharge points of the drainage i.e. before discharge into waterways, to prevent excessive muddy runoff. Location of the control measures shall be indicated in the Environmental Management Plan (EMP) when detailed engineering design is finalized.

CATEGORY TRAFFIC MANAGEMENT : ATJ 2C/85 – 4.3.1 (b) The standard marking planned for the road should be in-place before opening a new facility to traffic. Also, if revised lane patterns are

planned for the work zone, temporary markings should be placed before the traffic changed.

Installation of Plastic Barrier along verge is too far from edge of pavement (road marking). This creates a potential hazard to grass cutting activities. Currently no guidelines stated in ATJ/Ream on correct location to install Barriers along the verge.

Re-location of Plastic Barriers by CMT 04 to edge of pavement eliminates hazard to grass-cutting activities in line with OSHA 1994 requirements to manage safety “as far as practicable”.
