How You Can Create Energy Districts in Your Home Town

a financing mechanism that loans you money for the up-front cost of installing a solar panel array or energy efficiency improvements on your home or business that is paid back in very small monthly payments on your tax bill

New Texas law

bull Allows municipal governments to sell bonds and use the proceeds to make loans to a homeowner and business that can cover the up-front cost of energy efficiency improvements andor solar arrays

bull Property owners then pay back the loan through a voluntary line item on their property tax bills at a low fixed interest rate over a 20-year period

bull This program resulted from the hard work of Representative Mike Villarreal of San Antonio

Why are Energy Districts a good idea

bull For many property owners it makes economic sense to improve the energy efficiency of their homes andor install solar panels

bull But they arenrsquot doing it because of high upfront cost long term commitment and difficulties with financing

bull How many of us would have cell phones if we had to buy 20 years of minutes up front

How is recovered

bull The loan is tied to the property so if you move away the balance stays with the building This adds value to the property Because the loan repayments are tied to the property it is recovered in the escrow portion of the monthly house payment

Berkeley FIRSTFinancing Initiative for Renewable and Solar

Technology Berkeley FIRST is a solar

financing program operating in the City of Berkeley It provides property owners an opportunity to borrow money from the Cityrsquos Sustainable Energy Financing District to install solar photovoltaic electric systems and allow the cost to be repaid over 20 years through an annual special tax on their property tax bill The tax will only be paid by Berkeley property owners who voluntarily participate in the Berkeley FIRST program

The Republican stronghold of Palm Desert California has created a district

bull Late last year Mr Clark decided to install a $62000 solar power system on his garage because of a new municipal financing program that lent him the money and allows him to pay it back with interest over 20 years as part of his property taxes In so doing he joined the vanguard of a social experiment that is blossoming in California and a dozen other states

Aspen will soon vote on creating an energy district

bull Voters will decide Nov 3 whether to allow Pitkin County to give loans to homeowners to make their houses more energy efficient and reduce their carbon footprints

bull If approved the so-called ldquoEnergy Smart Local Improvement Districtrdquo would give the county $7 million in bonds to loan to homeowners wishing to volunteer for the program The loans would fund home improvements like upgrading insulation installing efficient lighting and heating or inputting solar and wind energy equipment

bull The interest rate on the loans would be capped at 9 percent They would be paid off over a 20-year period and the debt would stay with the property if an owner sold it before paying off in full

Berkeley FIRSTFinancing Initiative for Renewable and Solar

Technology Berkeley FIRST is a solar

financing program operating in the City of Berkeley It provides property owners an opportunity to borrow money from the Cityrsquos Sustainable Energy Financing District to install solar photovoltaic electric systems and allow the cost to be repaid over 20 years through an annual special tax on their property tax bill The tax will only be paid by Berkeley property owners who voluntarily participate in the Berkeley FIRST program

bull Late last year Mr Clark decided to install a $62000 solar power system on his garage because of a new municipal financing program that lent him the money and allows him to pay it back with interest over 20 years as part of his property taxes In so doing he joined the vanguard of a social experiment that is blossoming in California and a dozen other states

bull Voters will decide Nov 3 whether to allow Pitkin County to give loans to homeowners to make their houses more energy efficient and reduce their carbon footprints

bull If approved the so-called ldquoEnergy Smart Local Improvement Districtrdquo would give the county $7 million in bonds to loan to homeowners wishing to volunteer for the program The loans would fund home improvements like upgrading insulation installing efficient lighting and heating or inputting solar and wind energy equipment
