  • Building Block 1

    • Promote “age-friendly” planning and design concepts

    • Rejuvenation of the dilapidated urban areas

    • Form the “green and blue asset system” networks

    • Incorporate urban climatic and air ventilation

    considerations into planning

    • Embrace the “active design” concept, eg promote

    walking and cycling

    • Allow buffer in the development capacity

    • Adopt a higher ratio of 3.5 sm per person for GIC uses

    (vs 2.2 sm Sha Tin New Town)

    • Adopt a higher ratio of a min 2.5 sm per person for open

    space (vs 2sm now)

    • Land Req for Econ Uses about 300ha

    • Grade A Office GFA from 9M sm to 14M+ sm

    • Market driven industries GFA from 20M sm to 29M sm

    • More land for the pillar industries, emerging industries,

    modern industries, innovation and technology uses,

    small and medium enterprises, innovation start-ups and

    creative industries

    • New tourist attractions, more high-grade hotels and more

    exhibition and convention facilities

    • Take forward the agricultural park initiative and review

    the existing farmland for preserving farmland with good

    agricultural rehabilitation potential

  • Building Block 3 • Total new land req = 4800ha, Total committed and planned land

    supply = 3600ha, Outstanding land req = 1200+ha

    – Housing 200ha, Econ Uses 300ha, GIC, Open Space, … 700ha

    • Two Strategic Growth Areas are stated

    – East Lantau Metropolis (ELM)

    – New Territories North (NTN)

    • Promote an integrated smart, green and resilient infrastructure

    system to enhance the synergy effect and land efficiency

    • Protecting areas of high ecological value, revitalising water bodies

    and abandoned farmland, setting up nature park, advancing urban

    ecology and urban biodiversity, and promoting eco-shorelines and

    other blue-green infrastructure

    • Improving air quality through env friendly transport and better wind

    env, protecting water gathering grounds, using waste-to-energy

    approaches to reduce use of resources, restoring degraded areas

    such as landfills and quarries, etc
