• “Standards of Higher Educational Institution” requires that every university, college, and other higher educational institutions have their own academic library system.
• The number of academic libraries– 783 higher educational institution
• Mainly settled by local governments on the basis of “the Library Law”– a mission for providing services as an educational institution– not obligatory for local governments
• The number of the local governments having at least one public library– 47 prefectures (100.0%)– 796 cities and

– 501 towns and villages (53.4%)– the number of library buildings
