Tokomaru Early Childhood Centre headteacher Jane Craig was one
of three earlychildhood teachers to be recognised fortheir
outstanding leadership contributionto pre-school education.
Ms Craig was presented with the ASGNeita and Cognition Trust
Excellence inLeadership award by EducationMinister,the Honourable
Hekia Parata, in theGrand Hall at Parliament lastWednesday.
The Australian Scholarships Group(ASG) runs the awards for
leadership andteaching, in secondary, primary and earlychildhood
education, every two years.
Ms Craig said it was an involvedprocess, requiring her to fill
in an in-depth questionnaire.
You just didnt get the award, you hadto work for it, she
said.
The application process was back inJanuary and Ms Craig said she
hadforgotten about it until she was contactedtwo weeks before the
awards ceremony.
I was surprised and excited. Therewere more than 4,000
nominations acrossthe country and only 24 teachers receivedawards
so it was bit of an honour really.Ms Craig has been head teacher
for thepast five years at the Childhood Centrethat caters for three
and four-year-olds.
Its a great job and a great little placeto work. Leadership is
really about thequality of relationships, working toimprove
educational outcomes for all ourchildren and achieving future
goalstogether.
Katrina Lawton, chairwoman of theTokomaru Early Childhood Centre
man-agement team, nominated Ms Craig for
the award. Jane deserved to know howmuch the community valued
her. She isan inspirational leader on many levels,effectively and
efficiently leading theteaching staff to foster a
well-balanced,
nurturing environment for the children,and a great early
childhood teacher. I feltextremely privileged and proud to seeJane
receive her Excellence in Leader-ship award.

Kids blamed for damageto community centre

buildinggreeted PerryRackley afterbeing called by neighbours
tosayHinemoaHouse had beenvandalised.
Ive gotmixed emotionsabout it,MrRackley told
theHorowhenuaChronicle.
He said a group hadestablished the communityhouse four years ago
to be anasset for the south-east area ofLevin that, is
largelypopulated by low incomefamilies in desperate need of aplace
they could be proud of.
The group aimed to create acentrewhere the communitycould come
together.
MrRackley said he feltbetrayed by the three youngpeople, aged 7
to 9 years, whoare alleged to be responsiblefor the damage.
MrRackley said the repairswould financially hurt
theorganisationwhich runs thecommunity house.
On Saturday it is allegedthe three children dug bricksout of a
pathway at the back ofthe building and thenwentabout throwing them
throughwindows to the kitchen area, atoilet and storage room. If
thatwas not bad enough, theyreturned onQueens BirthdayMonday and
continued theirdestructive spree.
Fortunately neighboursand other children in the areatold
authoritieswho theywere
all three are nowbeingspoken to by the Police youthaid
section.
Im angry, disappointedthat this has happened.Everyone
involvedwith
HinemoaHouse hasworkedhard for this community, andhas built up
over time a lot ofrespectwith the locals.
MrRackley said one of thefamilies concernedwere
grateful when they received aweeks shopping donated
bytheHinemoaHouse, and yetthey appear to have turned ablind eye
towhat a son hadallegedly done.

outside Te Takere onBath Street.
Themovewill be effectivefromTuesday July 1.HorowhenuaDistrict
CouncilroadingmanagerKevin Peelsaid therewere severalreasons for
themove, one ofthose being thatwithout busestravelling through the
carparkit would improve safety forboth pedestrians and
othermotorists.
Another reason is that thepavement surface of the LevinMall
carpark is not designedfor heavy vehicles such asbuses and
coaches.
Mr Peel said the bus stoparea pavement hadcontinually
deteriorated overthe years andwas now in needof an overhaul.
Making remedial repairs tothe pavement to bring it up to
areasonable standard,including paving the busentrancewith
reinforced
concrete suitable for heavyvehicles, would come at asignificant
cost plus ongoingmaintenance costs.
Mr Peel said that the optionto relocate the bus stop to theBath
Street location ispreferable fromboth a safetyandmaintenance
perspective.
He said the costwasminimal and therewould belittle disruption to
the
community, as thework hadbeen incorporated into theproject to
refurbishBathStreet outside Te Takere andNewWorld.
It is also hoped that havingthe bus stop outside Te Takerewill
help enhance the image ofLevin to visitors, and thatthose getting
on or off the buswill havemore convenientaccess to theVisitor
InformationCentre inside TeTakere.
Mr Peel said therewaspotential for the areawherethe current bus
stopwas to beupgraded to better servicecarpark users,
includingimproving the ChamberlainStreet entrance. Any
futureredevelopment of the carparkwill be investigated at a
latertime.

High dairy prices and constructionactivity in Christchurchwill
continue toboost the New Zealand economy. Interestrate increases
are not expected to dentcompany earnings toomuch.
We are increasing investment inAustralia on the basis that the
time toinvest is when an economy is at a low andis expected to
improve. Low interest ratesand a lower currency are supporting
theAustralian economy and resource shareslikeminingwill benefit
from a stableoutlook for growth in China.
New Zealand commercial property islooking good as the outlook
for rentalgrowth is gradually improving and thehigh yieldsmake the
sector attractive. Weprefer Australian real estate investmenttrusts
compared to NZ and globalproperty.
We are unenthusiastic about NewZealand Government and corporate
bondspreferring to holdmore in cash and shortterm deposits until
New Zealand fixedinterest improves.
The New Zealand dollar remainsovervalued againstmajor
currencies. Weare taking advantage of this byrecommending clients
invest overseaswhile our dollar remains high.

Vegetable growers get to showcase industry

Horowhenua vegetable growerswere in the spotlight last week.
Government and councilstaff donned gumboots for atour of some of
the districtsmarket gardens to learnmoreabout an industry often
takenfor granted and about one of thebiggest earthworks
projectsseen in the horticultureindustry taking place in
thedistrict.
Chris Keenan, fromHorticulture New Zealand, saidthe day was
intended tohighlight the strategicimportance of the localvegetable
production to thedomestic food supply system,and the industrys
commitmentto the Lake HorowhenuaAccord.
Staff from theMinistry ofPrimary Industries, includingOtaki
MPNathan Guy,Horizons Regional Council andHorowhenua District
Councilstaff and councillors wereshown a seed and
propagationenterprise in Otaki and some ofthe larger scale and
smallerfamily businesses in Ohau andLevin to demonstrate
thediversity of crops and economiccircumstances within
theregion.
Mr Keenan said horticulturewas a huge economic driver forthe
Horizons region and oftentaken for granted. Commercialvegetable
growers account forjust 0.02 per cent of agriculturaluse, largely
focused inHorowhenua and Ohakune, butcontribute about $100
millionper year of regional GrossDomestic Product.
There are around 170
growers in the regionemployingmore than 1000people andMr Keenan
said itwas estimated that 95 per cent ofthose wages were spent
locally.Woodhaven Gardens andKapiti Green, two of
themoresignificant gardeningoperations in Horowhenua,employmore
than 170 people in
total, mostly on a fulltime basis,and turnover from just
thesetwo businesses alone is acombined $18 million to $20million
per year.
Mr Keenan said the twinpressures for growers inHorowhenua
wereenvironmental and sub-divisions.
If growers could get moreland to grow on they would, hesaid.
Horowhenua has one ofthe highest concentration ofClass 1 and 2
soils, meaning thearea is flat with free-draining,very fertile
soil.
He said there was potentialto co-ordinate a largehorticultural
area from
Ohakune to Kapiti workingtogether as a food hub, as wellas
looking at exportopportunities.
For example, we could useOhakea Air Base as a freighthub to
Asia.
While the day was verymuchabout sheddingmore light onthe
industry, Mr Keenan said itwas equally important toupdate people on
the industryscommitment to the lake accord.
We acknowledgehorticulture is a contributingfactor to the lakes
poor waterquality. We are working on twocodes of practice to
managenutrient and soil loss fromfarms, to be in place by 2015,
andhave committed about $120,000to realign the drainagenetworks in
the Arawhatacatchment area, betweenKimberley Rd and Hokio BeachRd
to the lake.
The work will also includere-contouring fields to allowbetter
drainage and preventionof sediment and phosphorousrun-off into the
lake.
Its one of the biggestearthworks projects seen in
thehorticulture industry and itstaking place now, Mr
Keenansaid.
The drainage system hasbeenmapped and contouringequipment is
about to bepurchased for mapping all thefields and paddocks.
Theproject, expected to becompleted this year, is beingfunded by
the growers, withcontributions from otherorganisations
includingHorizons Regional Council, andadditional funding of
$540,000from the Government tokickstart the lake clean up.

Since October last yearrst home buyershave been hit hard bynew
mortgage lendingrestrictions and many havewalked away from
theproperty market altogether.But real estate experts areurging
buyers not to giveup, with numerous optionsstill available to
helpstruggling house huntersscrape together a deposit.
Discouraged anddisheartened rst homebuyers have largely
dropped
out of the property market,scared off by the ReserveBanks
controversialmortgage lendingrestrictions and risinginterest
rates.
April property sales dropped20 per cent on last year,and real
estate agents reportrst home buyers are aneven ``scarcer
commoditynow than when the lendingrestrictions kicked in
lastOctober, according to RealEstate Institute president,Helen
OSullivan.
Provincial real estate agents haverepeatedly argued the
restrictionsshould not apply to smallercentres where house prices
arerising incrementally, unlike theoverheated Christchurch
andAuckland markets which haveexperienced rapid gains.
Under the restrictions, bankshave to comply with a 10 percent
cap for all new lending tothose with a deposit of less than20 per
cent of a homes value.
However banks everywhereare treading cautiously, and byFebruary
only 5.2 per cent ofbank loans were made to low-equity borrowers,
with bankscharging higher interest ratesand extra premiums in an
addedsting to the wallet.
It has almost wiped out the rsthome buyer sector of the
market,which sat at almost 30 percent of bank lending before
therestrictions, Ms OSullivansays.
Those stung hardest by therestrictions are middle New Zealand,or
workers earning an hourly rate withlittle prospect of a signicant
pay rise,says Loan Market mortgage broker,Bruce Patten. Those are
the real hardluck stories, theyre the ones you feelfor most.
And though for many, the situationmakes for grim reading, Mr
Pattenurges rst home buyers not to giveup.
Not only are there plenty of optionsto get around the
restrictions, suchas using KiwiSaver funds towards adeposit. But
the limits will eventuallybe relaxed or lifted completely,meaning
those buyers who miss outnow should remain focused and keepon
saving for their rst home.

Jets in town on MondayGet ready, the Jets are on their way
toHorowhenua. This is the chance that a lotof young basketball
players have beenwaiting for, tomeet theManawatu Jetsnational
league basketball team inperson.
The Jets will be at the Events Centrein Levin onMonday June
9.
Theywill run fun games and drillsinvolving awide range of
basketballfundamental skills.
Basketball spokesman Peter LaRochesaid the coaching clinic was
not only for
the young players in our community butthemums and dadswhowould
like tolearn a littlemore about the excitinggame of basketball.
The clinic will run from 3.30pm to 5pmand then at 5pm the Jets
teamwill havetheir own practice session, giving peoplean insight on
how a professionalbasketball team train.
Mr LaRoche said it would be a greatchance for coaches to ask
questions onhow to improve their coachingtechniques.

LevinWolves are hungry formore home games to show thelocal fans
that they have thebite to dowell in thePalmerstonNorth rugbyleague
competition.
For the second time thisseason theWolveswill play athome, the
under 15swill playFoxton at Playford Park.
Manager of the under 15squad JimGunning said thegamewas aweek
away, nextFriday, and the playerswereeager to perform in front of
ahome crowd, kickoff is at 6pm.
Gunning said playing in thePalmerstonNorth competitionwas good,
and the boys got a lotof experience but the lack ofhome gameswas
frustratingfor the club and young players.
However, both the under 17and 15s are doingwell.
Gunning said a lot of theplayerswere still involvedwith rugby
union clubs in theSaturday competition andplayed league
onFridaynights, so fitnesswas on theirside.
Wewere lucky that lastweekend both theWolves
under 17s and StGeorge(Wellington) under 17s hadbyes and a
friendly gamewasorganised in Levin, he said.
TheWolves lost 40-22 but
Gunning said the good thingwas that the boys played infront of a
home teamand itwasa very entertainingmatch towatch.
Tonight theWolves under15 take onTainui, and theunder 17s played
a combinedFoxton-Wanganui side inPalmerstonNorth.

Impressedwith the club season to date,Horowhenua- Kapiti
Heartlands rugbycoach Jared Tanira believes the region isin good
stead to put a good challengetogether.
Tanira said the pre-season loss toWairarapa, 55-14, showed some
areaswhere they needed to improve.
Lets be clear, Heartlands is awholenew ball game, it really is a
big step up inendurance, he said.
The club season has provided someinteresting results, with
players eyeingplaces in the representative squad.
Tanira said hewould be looking atretaining a lot of experienced
players forthe coming season but that did not ruleout anyonewhowas
showingparticularly good form.
Im looking forward to the season, Ithinkwe can
dowell.Wairarapawas in
the top four last season so our gameagainst them gaveme a good
indicationwherewe are at andwhatwe need to do,he said.
TheHeartland season starts onAugust 23, with a home game. Tanira
ishoping to see a big home crowd to get theseason off to a good
start.
