Organizing the world's largest running relay, The O!ceMax Hood To Coast Relay, takes large scale planning and preparation. The countless details necessary to create these incredible events are accomplished by our dedicated Race Committee and Course Coordinators who work year-round to bring runners the enjoyment, support, and safety of a world class event. A huge THANK YOU is also deserved to our race VOLUNTEERS! The Hood To Coast and Portland To Coast Relays could not take place without the hard work and assistance of 3,500 volunteers along the course, from Start to Finish.

• Submit/resubmit 10K times for your team members which truly re!ect their ability.

• Teams are not simply seeded slow-est to fastest!

• Do not try to override our com-puter system by submitting slow 10K times. Our seeding system composes teams with similar an-ticipated "nish times, and creates a variable deviation from times submitted.

• Inaccurate 10K times can resultin issues ranging from safety and congestion, to volunteer and equipment support issues for participants.

• Veterans of HTC may remember the "one-hour" "nisher medal con-cept which was used until eleven years ago. To qualify for Finisher Medals, a team was required to complete the race within 1-hour

+ of the "anticipated "nish time" which was calculated for the team. This was an unpopular method for guaranteeing accurate 10K times by teams, but it worked.

• If teams do not submit accurate and honest 10K times, the 1-hour requirement will be reinstated.

• Last year, 14 teams who submitted grossly inaccurate times (2.5 hours ahead of anticipated "nish time) were disquali"ed.

Every person running on race day MUST be o#cially registered, or your team will be disquali"ed! Addi-tions/substitutions can be submitted via online roster (www.hoodtocoast.com/roster.php) up until race day. Race day Adds/Subs must be "lled out on forms provided at the Start (late fees apply).

www.hoodtocoast.com/BB2/index.php

SCORING SHEET

Each team must record their individual leg times as well as the accumulated running time at the completion of each leg. These sheets must be turned in immediately upon "nishing the race. Their completeness and accuracy is required for processing in addition to the timing chip. Incomplete or inac-curate records will not be accepted. These records will be used to verify "nal race results. Your cooperation is critical.

PROTESTS

All teams are encouraged to watch for rule infractions by other teams. There will be race o#cials located at undisclosed locations recording team infractions. Teams wishing to "le pro-tests must do so in writing within 30 minutes of their "nish in Seaside.

To "le a protest, submit the written allegation at the Protest Desk at the Finish. Be speci"c and detailed. It is imperative to have a team number to identify the team. The Protest Commit-tee will evaluate all incidents; their decisions are final. This sys-tem is effective and has result-ed in disquali"cations in the past.

name and number announced !ve minutes prior to scheduled start. Your !rst runner must check-in and be at the Starting Line. Do not attempt to start before your assigned start time!

AT THE FINISHThe Finish is located on the beach, just north of the turnaround of Broadway Avenue in Seaside, Oregon. Be aware, tra"c and parking are very congested at the Finish in Seaside.

Use of the free parking shuttle is highly encouraged. (Map included on page 20, in Captain's Packet, and at www.hoodtocoast.com/start!nish.php)

Team members often run across the Finish Line with their anchor runner who is o"cially !nishing the race. If your team chooses to do so, make sure your o"cial leg 36 (anchor) runner leads your team to the Finish Line. This runner will be the one who removes the timing chip and is credited with

an o"cial !nish. Note: the Finisher will be running down the Promenade along the seawall to a ramp which slopes down onto the beach. This is near Oceanway Avenue. A special team holding area will allow your team to meet up as the last runner comes down the ramp. Listen for an-nouncements.

HOW TO FINISH PROPERLY: As soon as possible after the completion of the race, your team must turn in a completed Scoring Sheet (containing the leg splits and runners’ names) at the Scoring Sheet Table.

UPDATED FINISH RESULTS: Up-dated Finish results will be produced as often as possible throughout Saturday. Final results will also be posted at www.hoodtocoast.com/results.php. If for some reason you do not agree with the !nal results, please !le a report prior to 9:00 pm on Saturday to the

At the Check-In Area, teams must also turn in a signed copy of the 'Safety Agreement' (available in team packets, website, and page 67 of the handbook) to law enforcement.

Upon checking in, your team will be issued a Race Wrist Wrap. Without your Race Wrist Wrap and approved Safety Equipment, your team may not start the race.

Teams scheduled to start in each upcoming wave will have their team

This will greatly reduce the expected tra"c congestion. Van 2 is encouraged to rendevous with Van 1 at Exchange 6.

“Out-of-Town” teams will receive their packets, race numbers and T-shirts at the Start (along with wrist wraps and vehicle signs). Arrive approximately 45 to 60 minutes in advance of your Start Time to collect these materials and o"cially check in (does not have to be the Team Captain).

along the race course. Remember that Exchange Captains and Race O!cials have radio communication that can reach 911 when cell phones can’t! Many injuries are directly related to soft tissue trauma and are e"ectively treated with ice. Real ice works much better, and is less expensive than chem-ical ice packs. Ice should be carried in a cooler and used with plastic bags and a layer of damp towel over sore, tender, bruised and blistered areas. Any wrapping or taping should only take place after e"ective ice therapy. Follow guidelines for R.I.C.E. (Rest Ice

Compression Elevation).

tainers of alcohol are permitted within vehicles. Save the celebration for the FINISH beach party. State Police spot these things quite easily, and history suggests they’ll be watching again.

7. As the average team is out on the course for about 28 hours, remember to drink plenty of #uids! The least amount of water that most healthy adults should consume (to maintain hydration) everyday is 8 to 10 cups (8 oz). For someone running, 12 to 16 cups a day is recommended.

8. Medical care and $rst aid safety is the responsibility of each team and runner. Each team needs to be prepared to care for the common medical needs of a distance runner, and have a $rst aid kit prepared. In addition, use the 911 sys-tem for true emergencies encountered

6. Oregon law states that no open con-

. Any teams still on the course at that time are requested to either discontinue the race, OR $nish by run-ning more than one of their runners at the same time only if instructed by Race O!cials. Teams cannot run legs concurrently unless instructed by RACE OFFICIAL and given sticker for their log sheet. Teams not doing so will be disquali$ed. All teams are seeded to $nish before the course o!cially closes. If your team has been honest in supply-ing 10K times, everyone should $nish no later than 9:00 PM. THIS MEANS THAT SOME EXCHANGES (33, 34 AND 35) MAY CLOSE BEFORE 9:00 PM due to scheduling. THESE EXCHANGES SHOULD DO SO IF YOUR TEAM IS TO FINISH BY 9:00 PM.

3. Runners are required to wear a re#ective vest, one front and back LED #asher, and carry a #ashlight (or wear a Hat w/ Headlight) from 6:00 PM through 7:00 AM on the race course, otherwise they are subject to DQ. It's helpful to carry spare batteries/bulbs in the support vehicle.

4. Runner/walker use of headphones or audio ampli$cation while participat-ing is banned. This severely impedes the ability to hear surroundings and are a major safety hazard.

5. There will not be any FIRST AID STATIONS on the course. There are some long sections of the course in the latter stages where no available water sources exist. BE PREPARED. By midday the temperatures may be in the high 80’s to low 90’s. The most important step you can take during the race to ensure a safe, fast performance is to continually hydrate. CARRY WATER on board your vans.

VEHICLES1. Teams are encouraged to make a sign for each of their vehicles that reads: “CAUTION: RUNNER ON ROAD” to place in the rear of the van. VANS MAY NOT FOLLOW THEIR RUNNER!

2. Each team is limited to TWO vehicles, preferably a VAN or SUV type. NO VE-HICLES wider than 6'-6" or longer than 20'-0". NO MOTOR HOMES, BUSES or LIMOUSINES are allowed.

3. VAN SIGNS. Each team will be given four team number signs (one is COLORED and the other three are white). Place one sign on the upper right corner of the front, and rear driver-side window of each vehicle. See the "Drivers Guide" for instructions for the use of the COLORED sign (on outside front vehicle window of Van 2).

SAFETY/MEDICAL1. Runners must understand there WILL NOT BE ANY police promised to protect them from vehicle tra!c along the course. Great care must be exer-cised at all times by runners and team vehicles. Runners must face tra!c (except Legs 1-7 and 14-16, where they run on the right side of the road) and obey all tra!c and laws. A motorcycle patrol group will be on the course as-sisting in safety monitoring. At several exchanges, Hood To Coast has hired professional tra!c #aggers. Please obey their signals. Volunteers do not have the authority to do #agging.

9. RUNNING AT NIGHT: Maintain visual contact with your van within reason along the course. DO NOT follow behind runners! Vans can pull o$ in a safe area (o$ of the road)! Do not obstruct tra#c! Assign men (when possible) to legs that may seem prob-lematic. Runners are also permitted to carry a whistle and/or self-defense spray if desired.

17

ALONG THE COURSE: Absolutely no team members or spectators are allowed to cross busy highways or streets with the purpose of giving aid or support to participants running along that side of the road! Team vehicles MUST safely cross over to the other side of the road where the runner is, park, and unload support people.

emergency, call 911, and locate the Ex-change Captain or Radio Communica-tions Operator at the nearest Exchange. Remember, it is each participant/team's responsibility to seek their own appropriate medical/emergency care.

11. GIVING AID & SUPPORT

10. THE MT. HOOD DESCENT STRATEGY: The "rst three legs drop an average of 1300 - 1400 feet each in elevation! Those runners who push these legs too hard severely pay for it in their second and third legs, ending up sti$, sore and sometimes injured. The faster the pace down this grade, the more severe the trauma to your legs.

12. COMMUNICATIONS: There will be a Radio Communications Operator at most exchange points along the race course. The radio person’s primaryresponsibility is communication foremergencies, but they also help withlogistical problems. They will be positioned near the exchange zone. If you see anyone hurt, please get their race number, exact location, and nature of the emergency if pos-sible, and let the radio operator know at the next Exchange Point. They are capable of calling in full emergency medical, police, and fire response.

EXCHANGES1. EXCHANGES are marked in or-ange paint on paved roads and pink !agging along gravel roads (yes, this course does have gravel stretches (dust); so bring bandanas/painter’s masks, or just grin and bear it).

2. WAITING RUNNERS who will run the next leg MUST line up single "le (after warming up) along the LEFT shoulder of the road behind the EX-CHANGE POINT (refer to the diagram below). Faster team runners are to be towards the front of this “chute." Step out of the CHUTE into the EXCHANGE ZONE as your runner approaches. Run-ners "nishing must exit the exchange zone as shown below.

3. ONLY RUNNERS presently pre-paring to run are allowed on the LEFT side of the exchange roadway. ALL spectators MUST remain on the RIGHT SIDE of the road.

ALL participants must wear a re!ective vest, LED !asher, and carry a !ashlight or headlamp from 6:00 PM through 7:00 AM while running. THIS WILL BE STRICTLY ENFORCED.

Driving the course requires as much preparation and planning as running the race. Below are directions which will help you plan and avoid frustra-tion caused by having over 2,000 vans concentrated in the area during the same 36-hour period.

DRIVE THE COURSE BEFORE THE RACE: Note where all the turns are. Identify exchanges and where more time will be required). Know the di#cult parking areas Be aware of where stops can be made to provide runner support. Know where facilities for food, gas

and restrooms are located (very im-portant to "nd additional restroom stops to minimize need for lengthy exchange stops). Last stop for fuel in St. Helens (before Seaside).

HWY 101 in Seaside.

There are two van routes. (Map Routes on page 19). We strongly recommend driving the course ahead of time.

Establish places (other than ex-changes) where your vans can meet.Become aware of areas where vans won't be in contact with their runner and how to deal e$ectively.THERE ARE AT LEAST TWO (2) AREAS ON THE COURSE THAT WILL BE RESTRICTED TO ONE VAN PER TEAM. They are areas where we have congestion caused speci"cally by narrow roads and the number of vans traveling. Teams will not be able to have two vans in these areas (or you will be disquali"ed). Cell phone coverage may not be available in all areas (particularly legs 18-36)

Areas Restricted To One Van:

Between Exchange #18 (Columbia County Fairgrounds in St. Helens) and the intersection of HWY 202 and Old Ranch Rd. (about 7 miles southeast of Mist).

Between Olney (Exchange #31) and

The ratings (E, M, H, or VH) in the handbook were a collaborative e!ort of four HTC veterans, each with roughly 23 years of experience participating in the event.

To determine leg ratings, distance was considered negligible, with elevation drops and gains considered the primary in"uence. Two reasons for this approach: 1) captains can easily share two pieces of information about a particular leg with their runners, and 2) this provides a side-by-side comparison of all 12 running assignments. While we don’t ex-pect unanimous agreement among every runner, we hope the ratings and information below will help captains make informed decisions about assigning legs.

The table below takes into account BOTH distance and terrain. The assumption is that in relation to an "E" leg, an "M" is 10% harder, an "H" is 20% harder, and a "VH" is 30% harder. (These ratings and distances were based on the known course as of the printing deadline of this handbook).

Besides distance and the ratings, captains should give consideration to the following variables:

· The time of day runners will encounter each leg· The leg's exposure to the sun and/or wind· Variable weather· The runner's ability· The runner’s familiarity with the area· Whether there is any van support on the leg· A runner’s willingness to run on a gravel (and potentially dusty) road

The combination of the $rst three of these is perhaps the most crucial. Some legs are notorious for brutal sun expo-sure on runners during the day. Several examples are Legs 5 and 6, where late afternoon running can be in direct

sun, as well as Leg 35, which has little shade and no van support for the majority of the leg.

Welcome to race timing that is as simple and intuitive as possible. Just as running apparel has evolved from cotton T-Shirts to high tech sweat wicking fabrics, using paper, pencil and stopwatches to time your Hood To Coast race is looking a bit dated. Timing and scoring your race is now as simple as pressing a few buttons, but as powerful as having your own scoring and timing system for the race. The hard part of the race should be the running, not the timing.
