MINUTES OF AGM HELD 29th MAY 2019
Introduction.26 voting members were present at the meeting,
sufficient to form a quorum. Appendix K details those eligible to
vote at an AGM. Appendix L details those attending. Appendix M
contains the calling Notice and Appendix N details the Agenda.
The Minutes of the meeting were taken by Ian Harvey acting as
Secretary, it remains that no one has come forward for this
role.
The reports included here are principally those submitted by
various Committee members fortheir areas of responsibility, the
remainder are from those that have volunteered in the absence of a
particular Committee member.

2. AGM – Adoption of the Minutes of the 2018 AGMCopies of the
Minutes of the 2018 SGM / AGM had been made available for all those
attending to read and it was proposed they be accepted.
Proposer: Sophie Scarrott. Seconder: Sally Privett. The Minutes
were unanimously approved.
3. Matters arising
GHA Legal StatusThere has been no progress on this topic and it
remains unclear whether changing to become incorporated is really
necessary. The GHA Committee will continue to investigate this
during the next season.
4. Finance
This is the treasurer's report for the 2018-2019 season (1st
April 2018 to 31st March 2019).
We have finished the season with a surplus of £2,256.40 on
income of £52,435.79. Our income was up 42% on the previous year.
The main factors were increased Development Centre and Academy
Centre activity and a change to the way I have accounted for

DC/AC kit. On this latter point, in the previous season I had
recorded payments from parents for kit as money we owed our kit
supplier. We do not mark up the kit, we simply receive the money
and pass it on; it is not really part of our “trading”. However,
this got quite complex to administer. Significant work is always
involved in chasing payments. I have reverted to showing the
parental payments for kit as income and the payments we make to our
supplier as expenditure.
In discussing our reserves (now standing at £57,303.03) I am
effectively having to repeatwhat I said last year. There are
uncertainties in our operations that require us carry prudent
reserves. However, our reserves are higher than they need to be.
Obviously it is easy to thinkup ways to spend money. Before we do
that we need to discuss and agree priorities. Should we support the
elite end of the game or the grass roots? Should we support junior
hockey (which generates most of the money), adult hockey or masters
hockey? Should we attempt to broaden the participation of schools
in the game? Should we support schools or individuals who struggle
to meet the cost of the sport? Should we support the qualification
of more coaches and umpires?
We will shortly see the outcome of the England Hockey review of
the governance of thegame. This will hopefully clarify the role
that County Associations will have in the future. If we are to
become an incorporated body then this will have financial
implications. Given the reserves that we currently hold I recommend
that affiliation fees remain unchanged.
Because Angie Atherton has been unwell it has been brought home
to us what her contribution has been. Strategic matters have been
put on the back burner while organising competitions and festivals
and tracking and chasing debts. I look forward to having Angie back
with us, hopefully with a more sensible workload of her choosing!
Lisa and James bravely stepped up to share the work. James has lead
the full adoption of the England Hockey Player Pathway System.
Without James we would not have had time to do this. The system is
now alleviating some of the grind of tracking and chasing
payments.
Finally, a big thank you to Ian. As president, acting secretary,
junior club competition coordinator and festival organiser Ian has
kept us going through a difficult time. Hopefully wewill be able to
continue to recruit and reorganise so that Ian can focus on the
strategicissues we face.

It was proposed that the accounts be approved.
Proposer: James Doughty. Seconder: Mike Sheppard. The accounts
were unanimously ap-proved.
In a short discussion following the presentation of the accounts
it was agreed that the priori-ties for spending of the reserves
would be left to the Committee to decide. There was also some
further discussion under A.O.B. and these Minutes record the
suggestions made in Section 8.
5. AGM – Adoption of the Reports from GHA Officers and Members

5.1 Secretary – see full report at Appendix A.
5.2 Umpiring Secretary – see full report at Appendix B.
In addition to the report it was noted that with the new
National League next season and the Women’s League reorganisation
there would be 12 teams in Premiership 1 and only 6 West umpires
available; this underlining the critical shortage in general of
umpires willing to take neutral appointments.
In response to questions concerning courses it was pointed out
that the courses are advertised on the EH website, but Clubs can
also have their own course if there is sufficient interest.
In respect of young umpires there has been concern over their
treatment and there is thought of something similar to the purple
shirt initiative in football so that

it is obvious they are a young official. Also invoking the EH
Code of Conduct for situations where young umpires may be getting
criticised. In a similar vein, there has been thought about a table
for cards with awards for the best behaved teams.

discussions it was noted that KLB were national champions in the
boys U14 Schools competition; Cheltenham were national runners up
in boys U18 Clubs Tier 1 competition.

2019 season.

5.9 Womens ClubsThe Womens Clubs tournament in September had a
number of issues associated with the low number of teams that
entered and absences on the day. The intentionthough is to run it
again in September 2019 (8th September) and see whether it is
better supported.
5.10 Club Representatives – no formal report was
submitted.Thanks to Verity Langfield (EH) for her support for the
Clubs Forum and the umpiring development evening that was held. See
other comments under Secretary report.
5.11 Mens’ Senior Manager / Coach – no formal report was

All candidates to fill Officer and Committee roles had been
proposed by GHA Committee priorto the meeting apart from the
position of Vice President. Bob Moxom then volunteered on thenight
to take the role; proposer Malcolm Green, seconder James Doughty.
These were unanimously approved. No further volunteers for the
vacant positions came forwards at the meeting.
8. AGM – Any other Business (by permission of the Chairman)Once
the formal business of the meeting had been concluded several
presentations weremade and subsequent round table discussions took
place.
8.1 Future of Mens Senior County Team – Graham Wayland
The possible future scenarios for the Mens Senior County team
were presented to the meeting. The County competition is split into
3 divisions. Gloucestershire has struggled to geta team together in
recent years so the issue is the principle of entering a team and
whether this is a priority for the County. Other concerns are
finance, level of player interest and commitment.

It is of course a historic competition, but does it encourage
player development and is it valuefor money? Costs vary depending
on where any qualifying pool is held, typically £1,500 to £2,000
when it has run. The usual format has been a couple of practice
games (no trials) andthen the competition. Costs have been tightly
managed, but have included mileage, 50% hotel costs and
occasionally kit. However, does this side fit within the available
resources andbudgets and does it deliver on any County
objectives?
Most Clubs seem positive about County, but depends really on
individual player responses. The commitment is probably only a
couple of weekends in May in addition to the practices. The
selection policy has been to choose the best players, but those
from smaller Clubs have felt they would be nowhere near good enough
so there was no point in putting themselves forwards.
Decision is needed on what to do during 2019 – 20 season. 3
options exist: There is insufficient interest so call it a day.
Make a real push to get Clubs players interested and work to select
the best possible
side from across the County. Use it as a development vehicle for
smaller Clubs, only non-National League players
selected giving them the opportunity to play at a higher
level.Consultation with the Clubs and players is ongoing. Need to
decide in the autumn. Governance review may also impact this as
maybe counties will no longer exist as individual bodies.
There then followed a short discussion:Most counties in West
still participate.Could have 50% non-National League players, but
this would mean a less competitive side and would the best players
then want to participate?What about fringe National League
players?No age restrictions, but only ever had one U18 selected
though.Where do younger players go after the U16, U17 and U18
PCs?Selection might need players too be sought out as Clubs might
not be keen to make nominations, this would require them to be
watched though. Club nominations would be less work for the
organisers.Also need an experienced, high quality coach.Task is to
talk to the Clubs.
8.2 Opportunities for GHA to spend reserves to support
Gloucestershire Clubs – Shaun Cullimore.
An option would be to fund a Mens Senior side as discussed above
including covering the costs of a coach which could include
mileage, accommodation and remuneration.
In the Player Pathway, to ease the pressure on getting coaches,
pay a coaching provider.
Need to develop a strategic plan for Gloucestershire identifying
priorities, similar to the Clubmark 5 year development plan
requirement.
Another aspect is the volunteer workforce. Look at attracting
volunteers with the skills to develop youth hockey and then to
develop their knowledge through courses such as the Introduction to
Hockey Coaching Course, but maybe more tailored to Gloucestershire
needs. A structure to support U8, U10 and U12 helpers, perhaps a
GHA fund for support. Courses for youngsters helping, Lansdown are
already doing this.
EH AGM Resolution on governance will likely impact any strategic
plan and similarly Player Pathway objectives have to be
accommodated. Then there is whatever objectives get given to
West.
Perhaps offer incentives for Clubs to get Clubmark status
encouraging more of them to adoptthis standard and could also
provide assistance to implement it.

Offer Goalkeeper coaching. The area has a small number of large
Clubs and many small ones. Small ones do not have the
infrastructure for training and development of goalkeepers.
8.3 Mens’ Masters League – Malcolm Green.
A proposal has been circulated to all Clubs for a Masters
league, O50 players only. In order to get over the difficulty of
Clubs having enough players various Clubs have been paired. Target
is to break down barriers between Clubs and also to provide a
better supply of playersfor the representative teams. Further
afield in South it is working well, in Devon all the older players
have gravitated to Isca. The emphasis on youth is also pushing out
older players so this is a way to keep them involved and not lose
them as resources for Clubs beyond just playing.
8.4 A.O.B.
There is a Hockey Museum and a roadshow about the history of the
museum. Well worth looking into.

APPENDIX A – Committee/ Secretary Report
During the 2018 – 19 Season a total of 5 Committee meetings were
held at which a range of topics were considered. As well as
discussing the regular topics specific issues that were addressed
were those of the website, incorporation of the GHA and of course
the largest area of involvement the management of Junior hockey
particularly the Player Pathway in the north of the County. There
was also a Clubs Forum sponsored by GHA that covered Umpire
Development, a second session on “What makes a great Club” was
cancelled due to limited attendance.
During this season the GHA website was updated and generic email
addresses provided for the key officers. In addition, an updated
logo was developed and is now in use. The result is a modern
looking site that is in keeping with the forward looking image
which GHA is keen to develop. Thanks to Shaun Cullimore for all his
hard work to bring this about, this in addition to his duties as
Treasurer.
A sad and unexpected development this season was the illness of
Angie Atherton, a long standing stalwart of the GHA. She was
actually taken ill at a GHA Committee meeting to which she had come
despite not feeling well. Subsequent to a long stay in Gloucester
Royal Hospital her rehabilitation has been a slow process, but it
is hoped she will be able to return in some capacity next season.
She is standing down as a formal member of the GHA Committee, but
we hope she will be able to continue to be involved with the
Committee and provide advice and guidance.
As a result of this we have welcomed Lisa Lundie and James
Doughty into the Junior set up to help run the various activities.
Lisa in addition to her role as Welfare Officer took on the Boys
Schools competitions this season and did an excellent job for which
we thank her. She will be continuing with this next season albeit
we will need volunteers on the day to run the sites. James Doughty
(Lansdown) joined to lead the Player Pathway and due to his skills
withIT this has seen the adoption of the EH on-line system which
has eased the administrative burden to some degree although as ever
with such a process there have been challenges. Thanks to James for
stepping in to help and as you will see he is now a candidate to
fill one of the two Junior positions on the Committee. I took on
the U8 and U10 Festivals as well as the In2Hockey Clubs
competition.
The EH AGM on 19th March was attended by myself and Mike
Sheppard. The attendance at Bisham Abbey was surprisingly low,
probably no more than 10 Clubs were represented with the majority
of attendees being either the EH Board or EH staff! Sally Munday
the Chairman spoke for most of the meeting although the Finance
Director covered all the fiscal elements. Full details of the
meeting are available on the EH website including what was the plan
for the roll out of the outcome of the Governance Review. This
though has been delayed and now there will be a series of roadshows
over the summer starting at the end of June and running through
until the end of September to cover the whole country. The West one
will be on 1st July at Taunton and all Clubs and Associations are
being encouraged to attend at least one event. It will be
interesting to see to what is proposed and how far reaching it
might be.
Lastly, the events of this year and the obvious increasing
difficulty with filling positions meansthat the GHA Committee needs
to look at the long term. Indeed, an example of this has been the
reality that it has taken 3 people to fill the gap left by the
absence of Angie Atherton. Organisation, succession planning and
the various roles are all elements that need consideration, but
until the direction of the Governance review is known there seems
little value in doing anything in particular. Although
Incorporation appears in Matters Arising on theAgenda, this
discussion is only to get views from member Clubs. During next
season the Committee will be considering the way forwards and any
proposals for reform will be brought to the next AGM for
ratification.

Umpiring Courses
One Level One Umpire Course was run in the County during the
season in November 2018 hosted by Herefordshire Gloucestershire
Wiltshire Hockey Umpiring Association (HGWHUA),at Balcarras School
in Cheltenham. Other courses may have been run in Bristol and South
Gloucestershire. This course was tutored by Martin Wilkes and Mike
Sheppard and was fullyloaded with 24 people attending. The

An Umpire Developer Course was run in January 2019 at the
Cotswold Area Civil Service Sports club in Cheltenham. This was
hosted and paid for by Gloucestershire Hockey Associ-ation in
response to the feedback provided at the Gloucestershire Club
Forums. This training course is for people who want to help umpires
improve – through observing theiron-field performance and then
providing effective feedback. It is the first course on the um-pire
developer pathway and people who attend it are likely to be helping
their club’s umpires or their County Hockey Umpiring Association’s
(HUAs) Level 1 umpires. The course participants were

Hockey website. Clubs, schools and universities wishing to host
either the Introduction to Umpiring course, Level 1 Umpire course
or the Umpire Developer course can do so by completing the course
request form for the relevant course below and returning it to
[email protected] a minimum of 6 weeks prior to your
preferred course date.

Assessments
There have been a number of successful assessments this season,
ten that I am aware of though there may be some that have been
assessed and now administered in adjacent coun-ties. I am also
aware that some local umpires have been assessed but the assessor
or indi-vidual umpire has not sent me details. It is noticeable
that those umpires who present them-selves for assessment without
officiating at least three full length matches in quite a short
time frame are struggling to meet the requirements for a successful
assessment.
Level One (unassessed) Umpires
According to the League regulations, Level One (unassessed)
Umpires can officiate in the lowest divisions in the Men's (Tier 6
and below; The Marches 1 & 2; West Central 1, 2 & 3, East
Central 1 & 2. Rule 8 states that Umpires must be qualified to
at least Level 1 assessed except at Tier 5 where one umpire can be
Level 1 (unassessed) if the match is being used for their
assessment game and at Tier 6 and below one umpire can be Level 1
(unassessed). In the West Club's Women's Hockey League, Level One
(unassessed) umpirecan officiate at Regional Divisions 2 & 3,
such as Severn 2 and Severn 3, as long as due notice is given and
the other umpire is a qualified Level One umpire or above.
Meetings
I have attended the WHA Umpiring Committee meetings held in
Taunton in June 2018 and April 2019 as the County Umpiring
Representative. The minutes for these meetings, and the one I
missed in February 2019, are published on the West Hockey Umpiring
website which can be found at
http://www.westumpires.co.uk/index.php There have been no Regional
Young Umpire Action Group meetings this season. However, Caz
Standfield, whose contact details are available on the West Hockey
Umpiring website, has now taken on the role of RYUAG Coordinator
and any young umpires wishing to developtheir umpiring should
contact her.
I have attended four West Clubs’ Women’s Hockey League Committee
Meetings held at Taunton School in June & October 2019,
February & April 2019 in the capacity of the WHA Umpiring
Committee representative and also as the Gloucestershire County
Representative. These are mainly involved with the routine running
of the League. However, this year, the Committee have been working
on the reorganisation of the League consequent on the en-largement
of the English National League, some Dorset clubs moving to the
South Region Leagues and the opening of the Premier 1 Division to
two Welsh Clubs. I have also attendedHGWHUA Committee meetings as
the County representative.
I attended the EH Governance and then the next day the EH Hockey
Umpiring Association conferences at Lee Valley, London during the
World Cup in July 2018. Information about the progress of the EH
Governance Review is available on the EH website under ‘Governing
Body’ then ‘About England Hockey’ then ‘Governance Review 2018’
which shows a timeline and has links to various reports and
updates. The main themes seem to be more trans-parency, more
clarity, less longevity and less duplication of effort.
The EH Hockey Umpiring Association Conference was an update on
the progress and man-agement of umpiring in England and the
intentions for the future.
Official Management System
For a number of years, EH have identified that the Player
Pathway programme has not al-lowed for an equivalent programme in
the development of officials. The database of umpire qualification
and activity is incomplete, probably correct individually only when
an individual umpire registers for a course, (and not even then
when parents put in their own details ratherthan their children’s;
when Club officials enter details on behalf of their club members).
The Level One award, now known as Club or County Umpire, is a

tional Governing body does not know who is dead or alive, who is
active or inactive, are the personal details up to date or not.
As a consequence, during the past few months, a system provider
has been identified and contracted to provide an umpire appointment
database and management system. This is a firm called
Whosetheumpire.com who provide a similar service to other sports,
including cricket, in a number of countries. The intention is to
introduce the new system of managing umpires and appointments
initially at national and Regional Level, with the intention that
the system will be rolled out at County and Club level in due
course. The long-term intention is that every time an umpire
umpires a match, this would be recorded by the club or by the
indi-vidual, where as for appointed umpires, this would be done by
the appointing bodies.
HGWHUA
HGWHUA has continued to manage, coach, assess and progress
neutral umpires who take appointments within the three counties.
David Lillywhite has stood down as Chair and been replaced by Terry
Cook, a new appointments secretary has yet to be identified at the
time of this report. Please see the HGWHUA website for further
details and also guidance how Club and County umpires can progress
their umpiring careers onward.
Umpire Shortages
There is a shortage of umpires at all levels of the game. Of
immediate concern is the lack of umpires prepared to take neutral
appointments at County and Regional level, particularly in the
Women’s game. This will affect Gloucester and Lydney teams, the
shortage in the men’s game will affect all those teams playing the
Men’s Divisions who have umpires appointed to their matches.

umpires that I have passed on from clubs and schools.

APPENDIX C – County Disciplinary Administrator Report
This season has seen a reduction in the number of red cards
issued. I have had to process 4instances.
There have been 3 instances of umpire abuse and the other red
card was a technical red card for two yellows of the same offence.
Specific details and information will not be reported to the AGM
but can be discussed within the committee.
The county continues to maintain its reasonable disciplinary
record and although we are a long way off from being exemplary we
are improving.
There has been a Regional Disciplinary administrator who hasn’t
been as hands on as the previous occupant of the role was and there
wasn’t a regional meeting this year to bring all the county
representatives together.
I will continue this role if requested this coming season.

Gloucestershire by Gloucester LadiesHC who continues their national
league status next year.
A men’s tournament was held at Stratford park leisure centre,
Cheltenham and Bristol and West qualified for this stage from the 6
entrants in Gloucestershire. Neither progressed.Lansdown went
directly into the West Ladies as automatic qualifiers with no
others teams wanting to play. They did not progress.
School entrants and tournaments were handled with only a playoff
needed in the girls U16 and u18 matches. As always these result
were not spread.

APPENDIX E – Youth Hockey Reports
GHA Development Centres, Academy Centres, Performance
Centres
Development Centres (DC’s)These were organised for both genders
of U13’s and U14’s for 6 weeks in the summer term and a further 5
weeks in the Autumn term in Gloucester, Cheltenham and Cirencester.
A final inter-county tournament took place on a double pitch venue
in Cheltenham for both age groups and U14 Academy squads were
selected with 6, U13 players (3 boys, 3 girls), taken through to
the U14 Academy a year early.GHA did not organise DC for
U15/U16/U17 age groups in this cycle.
Academy Centres (AC’s) – Took place from October 2018 – April
2019U14 Girls – A squad of 23 were selected. The final tournament
on 31st March was at Clifton College grounds in Bristol. 12 girls
are being put forward for Performance Centre assessmenton the 9th
June 2019 at Clifton College grounds Bristol. U14 Boys – A squad of
25 were selected. Their final tournament took place at Clifton
College grounds. 9 boys are being put forward for assessment and
one is moving to Reading Centre to be assessed.U15 Girls/Boys -
After trials through September, squads of 21 (girls) and 19(boys)
were se-lectedU16/U17 boys’ and girls’ squads were selected after
trials in October. These two age groups in both genders, were
merged to make one mixed U16/17 squad. All GHA squads took part in
matches against Herefordshire, Wiltshire, Avon, South Wales
throughout the cycle of training. A seeding tournament took place
on the 17th March 2019 for every age group.The final tournaments
for every age group, all took place on the same day, 31st March at
Clifton College grounds, (U14’s), Millfield (U15 B + G), Queens
Taunton (U16/17 boys) Blun-dell’s, Tiverton (U16/17 girls). We had
to provide our own umpires for the day, due to lack of umpires
available from the County Associations.
Performance Centres (PC’s) An U15 PC West assessment day took
place in Bristol on the 10th June 2018 with 12 boys and 11 girls
being nominated to attend from Gloucestershire. 6 boys, and 5 girls
were se-lected to attend Performance from that assessment day.
Boys: Billy Bedwell, Ben Grinnell, Nicholas Schubach and William
Henry (GK). Edward Stevens and Alex Chihota were already selected
for U15 Performance, after Performance as-sessed them earlier in
the season.Girls: Katie Boyle, Susie Carter, Isabella Mills, Helena
Montgomery, Hannah Porter.

age groups through the summer term will be a test for the new PP
system. James has been instrumental in moving things for-ward for
GHA.To Shaun Cullimore for keeping us afloat with sorting out the
Player Pathway finances.Finally, I would like to say a huge thank
you to Angie Atherton for all her endless hard work over very many
years for GHA. We wish her luck with her continuing recovery and
hope she will return in an advisory role of some sort, in the

GHA Juniors Festivals and Clubs In2Hockey.
FestivalsThe season started with Angie Atherton running the U8s
and U10s and Nick Parker the U12s. Sadly due to the illness of
Angie Atherton in December she was unable to continue in the second
half of the season and Ian Harvey took over the U8s and U10s.
Angie Atherton with whom the Festivals have become synonymous
was sorely missed and on behalf of all the Clubs I would like to
thank her for the time and effort she has put into making the
Festivals the success they have become. Knowing how much affection
she has for the Festivals and particularly those for the younger
ones, Iam sure everyone is hoping her recovery will allow her to be
associated with running these again in the future.
A total of 29 Festivals were held during the 2018 – 19 season; 5
each for U12 Girls and Boys, 6 each for U10 Girls and Boys and 7
for U8 Mixed. Across all of the age and gender groups a total of 13
Clubs were represented; Cheltenham, East Glos, Lansdown,
Cirencester, Gloucester, Wotton-U-Edge, Blockley, Lydney, Newent
and Stroud from within Gloucestershire and 3 Clubs from outside;
Marlborough, Worces-ter and Swindon.
The maximum number of teams at one event was for U12 girls with
16, but all were well supported with at least 9 teams minimum. Some
Clubs sent up to 4 teams on oc-casions. The sites (Dean Close,
Cheltenham College and Cheltenham L:adies Col-lege) were run mostly
by the Clubs themselves contributing volunteers and thanks

must go to Lansdown and Cirencester for stepping up at short
notice as well as Chel-tenham particularly in the second half of
the season.
Thanks must go to Nick Parker for taking care of the U12s and
arranging all the schedules and for managing with such calm
assurance the crises of last minute with-drawals of teams.
Clubs In2HockeySadly this year the Clubs In2Hockey had to run
without the calm, experienced and knowledgeable presence of Angie
Atherton. As a result it fell to Ian Harvey to organ-ise the
competition overall and with the assistance of a number of people
the events passed off reasonably smoothly, even if it felt at times
like organised chaos!
The Gloucestershire County rounds of the EH Clubs In2Hockey were
held in March; U12s on Sunday 3rd March and U10s on Sunday 10th
March. The weather on 3rd March for U12s was terrible with rain all
morning for the girls and strong winds and heavier rain at the
start of the boys although this turned to blustery wind and
sun-shine for the later stages of the day. All teams seemed to
enjoy themselves. 10 th March the weather was kinder, but it was
still windy although dry and the storms held off until it had
finished whereupon the hail come down and the pitch turned white, a
lucky escape! Again all the teams seemed to have a good time and
were complimen-tary and appreciative about the organisation. There
were medals for the three top teams in each category and a shield
for each champion Club.
Thanks to Nick Parker who was there all day for assisting with
U12s and then for U10s James Doughty in the morning, Darren
Ashenhurst in the afternoon (both of Lansdown) and Kit Lamb of
Cirencester in the afternoon also. Without this assistanceit would
have been impossible to keep to schedule and run a successful
competition.
U12 girls had a total entry of 12 teams drawn from Cheltenham,
Lansdown, Cirences-ter, Wotton-U-Edge, Lydney, East Glos and
Stroud. The winners were Lansdown, runners-up Cheltenham and in
third place Cirencester. Lansdown and Cheltenham went forwards to
represent Gloucestershire in the Regional competition on 28 th
April. Subsequently in the Regionals Lansdown won the competition
and Cheltenham came third in their pool. Subsequently Lansdown
played in the National finals and came a very creditable 4th.
U12 boys had a total entry of 8 teams drawn from Cheltenham,
Lansdown, Cirences-ter, Wotton-U-Edge, Gloucester City and Stroud.
The winners were Cheltenham A, runners-up Cheltenham B and in third
place Cirencester. Cheltenham and Cirences-ter went forwards to
represent Gloucestershire in the Regional competition on 28 th
April. Subsequently in the Regionals Cirencester and Cheltenham
came third in their pools.
U10 girls had a total entry of 12 teams drawn from Cheltenham,
Lansdown, Cirences-ter, Wotton-U-Edge, Westbury & United Banks,
Lydney and Stroud. The winners wereCirencester, runners-up Lansdown
and in third place Cheltenham. Cirencester and Lansdown went
forwards to represent Gloucestershire in the Regional competition
on5th May. Subsequently in the Regionals Lansdown came 5th in their
pool and Cirencester lost in the semis on strokes to
Bournemouth.
U10 boys had a total entry of 8 teams drawn from Cheltenham,
Lansdown, Cirences-ter, Wotton-U-Edge, Westbury & United Banks,
Lydney and Stroud. The winners wereWotton-U-Edge, runners-up
Cheltenham and in third place Lansdown. Wotton-U-

Schools Competitions Report - 2018/19I picked up the final
arrangements for the Boys’ Competitions following Angie Atherton
beingtaken ill before Christmas. She had successfully completed the
running of the Girls’ Competitions prior to this and had also done
the lions share of logistics planning for the Boys’Competitions. To
follow is a summary of my experience with the boys tournaments and
I havelisted out the winners and runners up from the girls
competitions from information I have found in emails.BOYSU18 Tier
4This tournament ran on January 17th 2019 at Cheltenham College
with a total of 4 teams entered.Winners - Pate’s Grammar
SchoolRunners Up – KLBU16 - Tier 3There were no entrants for this
tournament which was due to be held on 22nd January 2019.U14 - Tier
1There were only two entrants for this category so a tournament was
not required. Dean Closewent through in position 1 and Cheltenham
College as runners up to the next stage.U14 Tier 2This tournament
ran on the slip date of 4th February at Dean Close as the original
date of 28th January was cancelled due to frozen pitches. Five
teams were originally entered however St Edwards had to pull out
when the tournament was re-arranged. The top two teams progressed
to the West Finals on 14th March 2019.Winners - KLBRunners Up -
King’s GloucesterU13 In2Hockey - Tier 1There were three teams
entered into this category which ran on March 1st at Dean Close.
The top two teams progressed to the West Finals on 21st March at

teams entered into this category with KLB entering two teams. The
tournament ran on March 1st at Dean Close. The winners could

with the exception of one injury where a young player told a ball
to the face during a short corner. This was dealt with on the day
and an Incident Report was written.Winners - KLB1Runners Up -
RendcombU12 In2 HockeyOnly one team entered (Dean Close Prep) so we
did not run a tournament.U11 In2HockeyThere were only two entrants
originally for this category so a tournament was not required.
However, we had a very late enquiry from Richard Pate School and
following a conversation between the schools, they agreed to play a
3-way on March 7th. Due to the late nature of thisarrangement I was
unable to attend, however, sent all of the documents for the
schools to run a mini tournament amongst themselves. The top 2

Representative Report
As the County representative, I attended 4 out of 5 League
meetings last season. I was also one of the three members on the
League’s Rules Sub-Committee ratifying the area secre-tary’s
decisions.
The North Area meeting was held on Tuesday 30th April at Old
Bristolians (same week as theSouth Area and South Wales meetings)
and here is a brief summary of major points,
All rule changes were accepted in principle by all three Area
Meetings. There will be some amendments made to rules to reflect
the indicative votes taken at the area meetings.

League and will play in The Marches 2.
The subscriptions for the 2019/2020 season remain at £60 per
team.

Travel assistance – distance travelled above the mean travel
distance for the Tier (min. pay-ment of £10) will continue as well
as discounted League fees for teams with no fines during the
season. Amounts still to be decided.
League dates for next season will be 28th September to 7th
December 2019 and 11th January to 21st March. 2020 (so an 11/11
match split). Fixtures should be available by the end of May early
June.
Finally, as also please remember that I am your League
Representative so KEEP ME IN-FORMED over all your dealings with the
League.

APPENDIX G – Women’s Masters Report
1 Somerset v Gloucestershire - 17 JuneOne ladies team was
entered into this event (O40+) which took place at the University
of Bath. This year Glos ladies lost 3-2 in the last minute of the
game.
2 West Masters County Festival Day, Taunton - 16
SeptUnfortunately we did not have enough players available this
year from Gloucestershire, so we withdrew our entry a week ahead of
the event. There were various reasons for lack of availability but
the main one was that the festival clashed with the GHA Ladies
Clubs Tournament and 12 players advised that were not available for
that reason alone.
3 Gloucestershire - Pre-Christmas Match v Men – 16 DecFor the
second year running the Mens O60 Gloucestershire B team challenged
the Masters Ladies from Gloucestershire to play in a friendly match
on 16 December at Newent Community School Sports Centre and the
result was 2-2 draw.
Sarah McDonald took on the organising of the ladies squad and
again struggled to field a team, only having 9 players available on
the day. However, fun was had by all and the matchwas rounded off
by a visit to the Pelican Pub for beer, mince pies and stollen and
a fine display of Christmas sweaters.
4 EH Masters Womens ChampionshipsIn this competition there are
two age categories for women to enter - O35 and O45s. Again
Bretforton are the only club in Gloucestershire that entered last
season, putting a team into both age groups. The 045s played
extremely well throughout the Tier 2 competition and for the second
year running got to the final at Lee Valley on Sat 27 April.
Unfortunately Bretforton lost to Canterbury, but put up a tough
fight as the “Pink Ladies” always do. Once again this was a
fantastic achievement, particularly for such a small club and they
did Gloucestershire proud.
5 Women’s West Masters InformationVarious trials took place
between October 2018 and April 2019 at Taunton Vale Sports
Centreand information was circulated by email to all club
secretaries.

7 England International InformationThe age groups squads played
in various events throughout their season, but the main two for all
squads were the Home Internationals and the World Cup.
Home Internationals 8-10 JuneThe Home Internationals were hosted
by Wales in Swansea and England had success across all the age
groups, winning gold in all categories.
World Cup Competitions – Summer 2018There were two World Cup
competitions held in Spain – the WGMA, where the women had two
squads at age O60 and O65, plus the IMHA where the women were
represented at in all five age groups from O35s to O55s. The women
were extremely successful winning medals in all age groups as
follows:-Gold - O35, O55, O60 and O65Silver - O45Bronze - O40s and
O50s
International Masters’ continues to thrive. Last year EH
launched Women & Men’s 035 and Women’s 065 squads and in April
2019 an England Men’s 080 squad played a match againstthe
Netherlands.

8 A Special Mention ..........On 17 July 2018 Jane Wheeler from
Bretforton HC passed away after a short illness. She was an amazing
lady who worked tirelessly within the hockey family, particularly
for Bretforton Hockey Club and was an inspiration to all around
her. Jane played for Gloucestershire and West Masters for many
years and had been selected for the O55s England Squad for the 2018
season, but unfortunately due to her illness she never managed to
play for them. However, Jane did go to support her England squad at
the Home Internationals in Swansea in June 2018 and sneak into a
photo or two wearing her England kit!

Masters Hockey continues to grow in the county with 150 players
over 40 now registered on my database, the frustration is that,
apart from the over 60’s, there is little opportunity (at the
moment) for Masters players to play together apart from in informal
veterans games where the age range can be from 40 to 70. Masters
players form the backbone of many of the county’s clubs acting as
umpires, committee members and coaches as well as playing for teams
in the various leagues. I am sure clubs recognize how important
older players are and how much revenue they provide but in order to
keep as many as possible involved in the game more needs to be done
to keep them interested. GHA has a proposal to make that could be
the start for a real Masters hockey movement in the 50+ age
bracket, but more of that later!

Over 60’s EH Cup CompetitionFollowing a well-attended trial in
September we selected 2 squads to enter in last season’s Over 60’s
EH Cup, the only EH Cup competition that allows counties to enter
teams. The “A” team had a successful season with the highspot
probably being the 6:1 demolition of Staffordshire away at Cannock.
Unfortunately we went out on strokes to a well organized Es-sex
side after normal time ended with the teams tied 2:2. The “B” team
lost both their games against strong Devon & Cornwall teams but
I would hope for better results next year as we get more
experienced in knock-out hockey. The spirit of “B” team was amazing
and they de-serve praise for travelling all the way to Okehampton
in the knowledge that they were likely tolose to a very strong
Devon & Cornwall set up.
Occasional gamesWe continue to play occasional games when the
opportunity arises and will be putting out a side against Wales
over 70’s having already put out a side against Wales over
65’s.
In June we will be playing against Somerset at the University of
Bath Sports complex at over 40, 50 and 60 age groups.
GHA Masters “Merit table”Masters players (i.e. those over 40)
form a significant part of the playing population in
Gloucestershire and there are several reasons (including adult
subscriptions!) why it is impor-tant for all clubs to provide them
with reasons to stay playing. The main problem is that for any
players under 60 years old there is little opportunity to play
Masters hockey apart from anoccasional vets game. GHA have
recognized this as both a problem and opportunity and are

proposing to introduce a Masters competition for male players
aged 50 and over. This com-petition, if it receives sufficient
support from member clubs, will start next season (2019/2020).
Further details will be sent out to member clubs immediately
following the AGM.
Mens Masters DatabaseThere is a database of masters players that
is used to publicise details of games. I am con-tinually adding to
the database and all any player aged 35+ who is interested in
playing Mas-ters Hockey needs to do is to drop me an email –
[email protected].
If any GHA clubs want to enter a team in one of the EH cup
competitions but have insufficientplayers I can help them find some
more by accessing the database and this will enable them to get a
decent size squad together. This applies to Tier 2 and 3
competitions in the main be-cause the rules permit players to come
from a number of clubs.

Gloucestershire Hockey AssociationPersons eligible to vote at
the Annual General Meeting
The following if present at the meeting shall be entitled to
vote:(a) The officers of the Association and members of the
Committee.(b) Life members.(c) Up to two representatives, one women
and one man from each affiliated club with both men’s and women’s
teams.(d) One representative from each affiliated club with only
men or women players.(e) One representative from each affiliated
school.(f) One representative from each affiliated Hockey Umpiring
Association
No person voting shall cast more than one vote other than the
chair of the meeting who may in addition have a casting vote.
Any other member of an affiliated club or affiliated school or
an affiliated Hockey Umpiring Association or an associate member
may attend an Annual General Meeting but shall not be entitled to
vote.
20 persons present and entitled to vote shall form a quorum.
