Statement of Purpose Hong Kong Science and Technology Parks Corporation (HKSTP) is soliciting proposals from

Retail, Food & Beverage (RFB) industry on setting up business in Hong Kong Science Park (HKSP)

for its operations. The goods / services will be accomplished as required in the specifications, terms

and conditions stipulated in this Request for Proposal (RFP).

Background Information Currently, more than 600 technology companies and over 13,000 technology talents call Hong

Kong Science Park home. Our incubation programmes are constantly filled to capacity and

numerous startups and their products have reached the world stage with our help, driving tech

innovation and the city’s economy.

With stunning panoramic sea views of the Tolo Harbour and nearby cycling track attract visitors or

families to our Park for leisure and relaxation. Usually we would organise regular activities with

different organization, such as Walkathon, Walk for Millions, Staircase Climbing, etc.

Scope of Work For the shop floorplan, please refer to the Appendix. Interested parties should submit their proposal

application and proposed financial terms to the Corporation.

F. Smart Solutions

All business proposals must include minimum three (3) out of the following smart features in

the submission.

For F&B shop

1. Cashless system – beyond octopus and credit cards. Preferred ones include: bio-metric

payment, eWallet, App payment, etc.;

2. Mobile takeaway food ordering powered by HKSTP App. Restaurant is required to implement the dedicated POS application to enable the feature. Online/mobile food ordering (e.g. HKSTP

App);

3. Queue ticketing system, if applicable;

4. Touchscreen tablet / display / mobile ordering system. (e.g. touchscreens or iPad type of

system, dine-in ordering using customer’s own mobile phone);

5. Unmanned kiosk in the restaurant. (e.g. drink, ice-cream, dessert, etc.);

6. Reservation System – Booking seats through mobile app/ web application;

7. Smart Environment Green Features – Using Environmentally friendly tableware, takeaway

box, biodegradable bag etc. Supporting “Bring your own box” & “Bring your own cup” for

takeaway service.

For Retail shop

1. Cashless payment system(s) to the intent that all transactions shall be performed by way of electronic and cashless device(s) (apart from and in addition to Octopus and credit card

transactions);

2. Self-Service checkout counter with touchscreen POS system and scanning system which also supporting cashless payment methods;

3. Retail Analytic Solution like Queue Management Solution , Heatmap and people counting system and etc;

4. Hygiene Technology provided that ozone based or silver Ion based disinfection solution is installed and etc;

5. Smart Retail Technology like Smart Shelf, RF based product scanning, Electronic Price Tags Devices and etc;

6. Provide mobile app or web application to support the Loyalty Program;

7. Supporting O2O model to sell product from online shop and user collect the product at HKSTP branch as proposed time slot.

Assessment Criteria The overall assessment is based on trade mix within the Park and beneficial to our users.

Evaluation and Award Process An assessment panel will evaluate all returned proposal. The proposal must meet all mandatory

requirements.

Acceptance / Rejection of Proposal HKSTP will evaluate proposals in strict confidential. HKSTP reserves the right to negotiate with

any vendor about tender offer.

Intellectual Property Rights Any and all Intellectual Property Rights in the specifications, plans, tests, reports, data, results,

custom programs and other materials developed by vendor and any of its employees, sub-

contractors or agents in performance of the works and the custom programs and relevant document

supplied by the vendor under or in connection with this contract are and shall be the sole and

exclusive property of HKSTP.

Method for Submitting Proposal The interest parties should send the proposal by mail to Hong Kong Science and Technology

with clearly marked “Request for Proposal on Vacant Shops in Hong Kong Science Park (Ref:

CFM/RFB/20/003)”.

Submission Deadline

18 December 2020, before 5:00PM

Late submissions or submissions that do not address the requesting information will NOT be

considered. Please allow adequate time for your submission to be delivered to the above collection

point. In the event that a typhoon signal No. 8 or above is hoisted or a Rainstorm Black Warning

signal is issued between 9:00 AM and 6:00 PM on the closing date, the RFP closing time will be

postponed to 5:00 PM on the next working day.
