Subject: Field visit for verification of ODF status under Swachh Bharat Mission - <; ~Gramin (SBM-G) scheme of the Ministry of Drinking Water and Sanitation (MoDWS) in villages under Namami Gange districts by the Institutional National Level Monitors (NLMs)- The Ministry of Drinking Water & Sanitation (GoI) has been mandated to achieve SwachhBharat by 2019, as a fitting tribute to the 150th Birth Anniversary of MahatmaGandhi, which in rural areas shall mean improving the levelsof cleanlinessin rural areasthrough Solid and Liquid Waste Management activities and making Gram PanchayatsOpen Defecation Free (ODF), clean and sanitized. 2. The Ministry has engaged a number of Institutional National Level Monitors (NLMs), for the assessmentof ODFstatus of the selected 700 villages under Namami Gange districts in Bihar, Uttar Pradeshand West Bengalstates of the country. 3. For the aforesaid purpose, the representatives from the Institutional NLMs (as per list enclosed Annexure -B) would visit the selectedvillages in districts of above mentioned states. Principal Secretaries / Secretaries in charge of Rural Sanitation in the States and Districts Administration of these States are requested to provide the necessarysupport to the Institutional NLMsfor carrying out the monitoring work effectively. 4. Further, All the State / District authorities and Swachh Bharat Mission (Gramin) programme implementing agenciesmay pleasenotethe following:- a) List of all the NLMs engaged by the Ministry of Drinking Water and Sanitation are availableon the website of this Ministry (www.mdws.gov.in) under the link 'Monitoring and Evaluation'. b) As the NLMs will be paid TA/DA and other monitoring charges by the Ministry of Drinking Water and Sanitation, no expenses would be borne by the State / Districts authorities in this regard. c) The NLMsare reimbursed the cost of boarding / lodging and travel expenses.In case subsidized (or free) lodging / travel facility is provided to the NLMs, Districts administration may issue a certificate to the concerned NLMsto that effect, indicating the details and with a copy endorsed to this Ministry. e) In case of any undesirable action by any of the NLM(s), the same should beimmediately brought to the notice of this Ministry indicating the details.
