These changes are due to how we have reported donations made by members when they join or renew their membership known as a "voluntary checkoff." These donations are generally $75, although some members have elected to give less. The reporting of donations, including member contributions, had been done on a deposit based process instead of a receipt based process for many years. These reports change those dates to reflect the date of receipt for member contributions. We have worked extensively to gather the information necessary to update the reports and ensure accuracy. While we have always reported every dollar we have received and expended, as well as we knew it, these new amended reports will be the most accurate possible. We have amended the last three complete years of reports for member contributions. Additionally, the January 10, 2009 report has been amended; however, this report includes monies received in 2008 but some remain based on their deposit date. The reports detailing 2009,2010 and 2011 are based entirely on receipts. During our process of gathering information necessary to amend these reports we conducted a full review of the account activity for the three previous years. We discovered a few items that we want to bring to your attention: • In 2009 there was a total of $535 worth of donations that had been collected by the Home Builders Association but not transferred to the HBA PAC. This is seven $75 donations and a $10 donation. • In 2010 there was a total of $1,750 worth of donations that had been collected by the Home Builders Association but not transferred to the HBA PAC. This includes 23 $75 donations and a $25 donation. • A 9/1/2010 donation was listed for Tom French as was a 1/29/2009 Home Builders Association donation. However, according to our review, neither contribution was made to the PAC. • A voided donation by Starr Homes was originally on the January 2010 report. Now it is on the January 2009 report to reflect an accurate refund date. • All monies received in 2011 have now been included in the 2011 report. • Two reports have included the individual member name but not the company name. Generally speaking our memberships are done on a company basis. The reports reflect this change. The two reports specifically now include both.

The attached amended campaign finance reports for the Home Builders Association of Greater KC PAC (HBA PAC) are true and accurate as we know them. We strive to continually be in compliance with all campaign finance laws. Future reports will follow the process accordingly for receipt based reporting. The HBA staff is codifying processes and procedures to assist the accounting and government relations departments that comply with Kansas and Missouri campaign finance law to ensure quality, accurate reports going forward. We always want our reports to be submitted on time, accurate, and in full compliance. We look forward to continued fulfillment of those duties.
