“ C omprehensive Refugees Response Framework(CRRF)

is a new approach of dealing with refugees which agreed

by the international community through the United Na-

tions General Assembly on September 19, 2016 as a re-

sponse to the growing refugee and migration crises glob-

ally. The CRRF combines humanitarian and development

efforts in dealing with refugee crises. It calls for multi-

stakeholder engagement in responding to humanitarian and

development needs in specific refugee situation. Moreover,

the CRRF involves creation of symbiotic relationship be-

tween refugees and host communities. In that regard,

CRRF calls for community based development pro-

grammes that benefit both refugees and host communities.

Additionally, CRRF requires burden and responsibility-

sharing for hosting refugees in the international commu-

Government pledges towards a comprehensive re-sponse to implement landmark refugee reforms

Government is committed and stands ready to co-operate with stakeholders to ensure full implementation and realization of the Comprehensive Refugee Response Framework which has been launched in Tanzania. Speaking during the launching of the Comprehensive Refugee Response Framework in Tanzania (CRRF) which took place at the Julius Nyerere International Convention Centre in Dar es Salaam , the Deputy Minister Masauni said I hope CRRF will transform the areas hosting refugees into robust of economic prosperity both to the host communities and refugees living in. He said the United Republic of Tanzania will continue to honor her pledges made last year a day after adoption of the New York Declaration on refugees and migrants by the United Nations General Assembly (UNGA) whereby Tanzania pledged to implement the five commitments mentioned on that meeting. This will be done through providing access to her thousands Territory of asylum seekers fleeing persecution. Since the endorsement of the Declaration last year, Tanzania has given access of her territory to over 75,000 asylum seekers, bringing the total number of refugees and asylum seekers in the country to 335,000 to date. According to the Deputy Minister Masauni, asylum seekers and refugees are now being registered and those born within our borders will be provided with birth certificates subse-quently upon completion of necessary procedures . He added that the Government in close consultation and collaboration with UNHCR have worked and agreed on standard operating procedures that will underline the screening of Refugee Status. He said that the most vital here is to see how the CRRF will be translated into tangible

things such as schools, health centers and water which will go along with the improving

lives of the host communities.

‘‘As Government, we would want to see how the New York Declaration and CRRF trans-

late into humanitarian and developmental financing that is adequate, flexible, predictable

and consistent, to enable Host Communities to respond both to immediate humanitarian

needs and their long term development needs’’. Engineer Masauni said.

‘‘Unfortunately this call comes at a time when the Tanzania refugee programme is only

4% funded, Tanzania’s ability to live to its pledges is very much contingent on the interna-

tional community also meeting its commitments under the New York Declaration’’. Engi-

neer Masauni insisted.

Deputy Minister requested the international community to support the CRRF in general

and its roll out in Tanzania by providing, under the CRRF, adequate and direct support to

the Government of Tanzania.

He said the international community should play its part of the bargain and fully support

the final local integration of the former 1972 Burundian refugees who have been granted

citizenship in Tanzania.

He added that the international community should provide directly to the Government of

Tanzania adequate support to meet the needs of refugees currently hosted in the coun-

try.

International Agencies Urged to help host countries on The CRRF

The Acting Permanent Secretary, Ministry of Home Affairs Ambassador Hassan Simba Yahya has said, greater international coop-eration is needed to assist host countries and communities since protracted refugees crises are now commonplace with long-term repercussions for those involved and for their host countries and communities. Ambassador Simba speaking over the weekend during the launching of the Com-prehensive Refugee Response Framework (CRRF) in Tanzania which took place at Julius Nyerere International Convention Center Dar es Salaam. He said the Government of Tanzania is now practicing one of the key aspects envis-aged in the Declaration of the Compre-hensive Refugee Response Framework which was endorsed by the New York Leaders’ Summit on the 20

th September,

2016. “Large movements of refugees and mi-

grants have political, economic, social, de-velopmental, humanitarian and human rights ramifications, which cross all borders. These are global phenomena that call for global approaches and solutions, no one State can’t manage such movements on its own’’ said Ambassador Simba, adding that neighboring or transit countries, mostly de-veloping countries, are disproportionately affected, their capacities have been se-verely stretched in many cases, affecting the own social and economic cohesion and development. Ambassador Simba said the Ministry of Home Affairs on behalf of the Government of Tanzania in collaboration with the United Nations High Commissioner for Refugees Country Office have put together efforts for the CRRF launch and interpret the central goal of the comprehensive global approach to address the new perspective of looking at refugee hosting as an opportunity to con-

tribute to our nation’s economic growth and development to both refugees and host com-munities. Ambassador Simba said that ‘‘We do take it into serious consideration that we are amongst the Six Pilot countries in Africa, that have been selected for piloting the rolling out of CRRF activities’’. He said Tanzania as one of East African countries, has a history of receiving asylum seekers and hosting refugees since her independence in 1961 and these refugees have been mainly from neighboring countries including from Burundi, The Democratic Republic of Congo, and the Horn of Africa countries. Currently Tanzania is home to about 340,000 refugees, hosted in three Refugee camps of Nyarugusu (for Congolese and Burundians), Nduta and Mtendeli for Burundians. All these camps are in Kigoma region . He insisted that the government has a task of implementing the Local Integration of the Newly Naturalized Tanzanians, Providing Durable solutions for the remaining 1972 Bu-rundian refugees emanating from the Old Settlements of Katumba, Mishamo and Uly-ankulu, who are still in Tanzania, as well as continuing providing asylum, and hosting the New influx of refugees from Burundi and the DRC. ‘‘As Tanzania stands by her commitments as stipulated during the Leaders’’ Summit, we are also set to collaborate with the International Community to share the burdens and re-sponsibility in a comprehensive and progressive manner’’. Director Mseke-CRRF will support refugees and Host communities

The Director For Refugees Services in the Ministry of Home Affairs, Harrison Mseke has said the purpose of the Secretariat for the Comprehensive Refugee Response Framework (CRRF) in Tanzania which is under the leadership of the Government of the United Republic of Tanzania is to coor-dinate and provide technical oversight to the planning, implementation and stocktak-ing of a comprehensive refugee response.

Mr. Mseke said that during the launching of the Comprehensive Refugee Response Framework (CRRF) in Tanzania which took place at Julius Nyerere International Con-vention center here in Dar es Salaam.

He further said the CRRF Secretariat will have a policy, oversight, coordination, les-sons learned, and resource mobilization mandate to ensure a comprehensive refu-gee response is delivered and they will also act as a knowledge hub on matters relating to the application of the CRRF in Tanzania.

He added one of the CRRF Secre-

tariat responsibility is to conduct a baseline mapping of existing humanitarian and de-velopment responses, including the identifi-cation of gaps in support for refugee and host communities against national/regional/district priorities whereby the mapping will cover Kigoma, Katavi and Tabora regions and build on existing mapping and situ-ational analysis where possible.

The refugees Director, Mr. Mseke said that the roll-out of the CRRF will be led by the Government, facilitated by UNHCR and a wide range of humanitarian and de-velopment actors in line with the whole of society approach outlined in the New York Declaration.

He insisted that the CRRF will build on existing or planned mechanisms and ini-tiatives, while identifying and addressing gaps currently uncovered.

‘‘ The work carried out by the Solu-tions Alliance National Group since 2016, particularly in supporting the Government in the local integration of New Tanzanians, will feed into the CRRF as an integral part, as

will the United Nations Joint Programme for Kigoma Regional which fosters an inclusive approach to host and refugee community support’’. He insisted. He said; in accordance with the multi - part-ner approach outlined in the New York Dec-laration, the CRRF Secretariat will ensure close interaction with a broad range of stakeholders involved and interested in the roll-out of the CRRF that is national, re-gional and district-level Government includ-ing line ministries, civil society, international organizations, development partners, inter-national financial institutions, private sector,

academia, as well as refugee and host com-munities themselves
