PossibleChallengesRegardingConvertingTheMiddleSchoolIntoAJuniorSeniorHighSchool
Oneoftheconfigurationoptionsisconvertingthemiddleschoolintoajunior/seniorhighschool.SomeEACmembersindicatedacoupleofchallengeseitheratthelastFACmeetingorduringtheactualschoolwalk‐throughsweperformed,buthereisamorecomprehensivelistingthroughthecurrentJSHSprincipal,aswellassomeviewpointsoncurrentchallengesasaresultoftheconsolidation:
ListofConcerns:MiddleSchoolVs.HighSchool:
Formermiddleschoolteacherscomplainedaboutnothavingteamtime.Teachersareassigned6assignmentsplusadutywhichresultsinsomestaffteachingacrossgradelevels.ThisisthesameexpectationthatwasintheMiddleSchool.Notsurewhattheteamtimewas??
Highschoolusedtohaveblockschedulingbutwithadditionofmiddleschoolstudentsthescheduleismoretraditionalwithclassperiods41minutesinlength.
Notenoughroomsforspecialed.studentsreceivingtestingaccommodationsinJSHS.Thiswasaddressedandremediedaftertheestablishmentofatestingcalendar,whichallstaffcouldaccesselectronicallywithavailabletestingroomsforeachperiod.Teachershadtoplanmoreefficientlywhenadministeringtests.
Uptolastyearnoonesharedaclassroom.Thisyearwehavetwospecialed.andthreeAISteacherssharingaclassroomastheirclassroomsarenotalwaysinusebecausespecialed.teacherspushintoclassroomsleavingtheirroomvacantformultipleperiodsperday.
Relocatedourfitnessroomtoadequatelyhouseournewexerciseequipmenttoprovideanadequateteachingspacethatwassafeforourstudents.
Returnedoutofdistrictstudentsforwhomweareabletoprovideservices,creatinganew8‐1‐1classroom.
Superintendent’sandbusinessofficesreturnedtotheiroriginalspaceintheJSHS.
MiddleschoolwouldnothaveenoughscienceroomsorlabsavailableforJSHSscienceprogram.

Therewassomefurtherdiscussionregardingteaching(andrelated)conditionsatourAugustFACmeeting,andweagreedtohaveateacherrepresentativefromtheFACgatherthoseconcernsfromstaffatbothschools.SomeoftheinformationwassimilartothedataproducedatourinitialFACmeetinginMay.Thestatisticscollectedareincludedhere:

Sharingclassroomswithteacherscanbecomeverydifficultformanyreasons.Teacherswhoshareclassroomsmaybeinstructingwhiletheotherteacherhasaplanningperiod.Thisbecomesdifficulttoutilizeplanningtimeasitisintended.Contactingaparentorreviewinganymediacontentisnotpermissiblewithaclassroomofstudents
Lossofgymspaceisaverylargeconcernandwasstatedbyseveralteachers

WhenprovidingAISservices,sharedclassroomscanbedifficultduetothe
differencesofagesintheclassroomandthedistractibilityfromstudentsthatarethereformoreintensiveinstruction
Concernswerestatedaboutthenoisefromthebusgaragethatcanimpedeinstructiononadailybasisifthewindowsareopen
Concernswereexpressedaboutthetemperaturesoftheclassroom(especiallythoseroomsfacingCanadaStreet)andthelevelofheatwithintheroomduringJuneandSeptemberthatmakeinstructionandfocusofstudentsdifficult
Withtheadditionofaparttimespeechteacher,thereareconcernsaboutadequatespaceintheclassroomiftwoteachersmayhavetoshareaclassroom.ThereisdiscussionofsharingtheUPKclassroomintheafternoon,butnothinghasbeendiscussedorconfirmedasofthisdate.Twospecializedteachers,suchasSpeech,inonespaceisaconcernforobviousreasons.

AdditionalconcernsthathaveeitherbeennoticedbytheESprincipaldirectlyand/orhavebeenbroughttohisattentionbystaffmembersarehere:POSSIBLECHALLENGESATTHEELEMENTARYBUILDING
1. Teachershavementionedthat,inparticular,thegrades4‐6hallwaysgetcrowdedwhenstudentschangeclasses.Toaddressthismostswitchtimeshavebeenstaggeredtominimizethenumberofstudentsinthehallwayatonetime.
2. IamawarethatattheJSHS,therehasbeenanissuewithavailableroomsforSpecialEducationtestingaccommodations.However,thisconcernhasnotbeenbroughtuptomeattheelementarybuilding.Ifitweretobecomeanissue,Iamsurethatitcouldbeaddressedbyhavingatestingcalendarandplanningaheadfortests,astheJSHShasdone.
3. WhenIarrivedlastschoolyear,AISteachershadbeensharingroomsforsometimeandSpecialEducationteachershadjustbeguntosharerooms(2teachersperroom).Wearenowinthe2ndyearhavingallAISandSpecialEducationteacherssharerooms.Again,noconcernshavebeenbroughttome.Iwouldimaginethatthisconfigurationworksbecausetheseteachersworkwithsmallgroupsofchildren(maximumof5each)andeachteacherdoeshavetimealoneintheirrespectiveclass,withtheexceptionoftheAISteachers.Additionally,thespecialeducationroomsareemptyformultipleperiodsperdayastheseteachersareincontentclasseswithstudentsintheConsultantTeacherrole.
Concept‐ProgressInnovativeGroupingandScheduling
TheconsultantshaveheardconcernsaboutremedialservicesandAISservicesforstudents,perhapsrelatedtothefairlyrecentconsolidation,orotherwise.AsdiscussedattheAugustFACmeeting,oneofthemodelsthedistrictmaywanttoinvestigateistheConceptProgressModel.FACmembersindicatedtheywantedsomeinformationregardingthemodelsowearesupplyingithere.
Generally,thesemodelsintroducethenotionthatgroupingstudentsatdifferenttimesacrossanarrayofsamegradelevelteachersmaybettermeettheneedsofstudentswhoneedmoretimetolearnconcepts,whileatthesametimenotdoingsoattheexpenseoffurtherlearningonthebehalfofstudentswhodidunderstandtheconcepts.Wefirststartedhearingaboutmodelslikethisinthemid‐ninetiesafterthelandmark“NationAtRisk”studywasproducedandstatesstartedimprovinglearningstandards.Today,wefind

thattheCommonCoreStandardsandtheNewYorkStateTestingProgramarechallengingstudentsandteachersmorethanever.Someplanningtimeisnecessaryforthemodeltoworkandfacultiesmaydesigntheirownmodelbasedontheconcept.InHollanditmaybepossiblefortheDirectorofCurriculumtohelpwithgroupingandinstructionalmethodsinthismodel.

OutstandingDebtonDistrictStudentPopulatedBuildings
Thefollowingdatarepresentstheoutstandingdebtonschoolbuildings.Iftheschooldistrictshouldeverdecidetosellaschoolbuildingthereareramificationstoconsider.Whenadistrictsellsabuildingwithoutstandingdebt,itmustsetasidetheproceedstofundthatdebt,uptotheoutstandingbalance.Iftheoutstandingdebtexceedstheproceedsofsale,theproceedswouldbeplacedinthedebtservicereserveandannualallocationswillpaythedebt.Conversely,iftheproceedsexceedtheoutstandingdebt,thosemoniescouldbeusedasrevenueandbeplacedinthedistrict’sgeneralfundforonetimepurchases(onetimerevenue).
Sellingabuildingthatisgeneratingaidforabuildingprojectwillalsoaffectthebuildingaidreceived.Thestatewilldeductthesalerevenue(proceeds)fromtheremainingprojectbalanceandestablishanewassumedamortizationfortheremainingprojectbalancebasedontheremainingusefullifeoftheprojectandtheadjustedbalance.Thelatestdebtservicetablefordistrict(below)indicatestotalamountofNYSEDstateaidreceivedthisfarandtheremainingoutstandingdebtasofJuly1,2015,forthethreeschoolsandthebusgarage:

FutureExpandabilityofDistrict’sThreeBuildings
Thereare32.67acresattheHS/ES/BGsite(excludingthestudentparkinglotacrossthestreetfromthemainathleticentrance.Thereare150,658squarefeetofbuildingsonthatsiteleaving29.21acresfordevelopment.However,duetothesitetopographyatthissite,mostofthisacreagewouldbeimpossibletodevelopforinstructionalclassroomspace.ItmaybepossibletoaddalimitednumberofclassroomsattheJSHSsite.
AttheMSthereare24.46acres.Deducting70,557squarefeetofbuilding,thereare22.84acresleftfordevelopment.Therearesometopographicalchallengesatthissitebutverylittleincomparisontotheothersite.ThereisroomatthesiteforinstructionalclassroomexpansionthatwouldbeaidedbytheNYSED.

WeperformedafourpartcostbenefitanalysisasperoneofthemajorBOEprojectobjectives.Thefirstpartisolatesstaffreductionsduetotheformermiddleschoolclosing(afewreductionstakenasactionsbytheBOEattheApril17,2012BOEmeetingwerenotrelatedtotheconsolidation).Therewerealsoafewreductionsthatwerereinstatedorreclassifiedandreinstatedbeforethe12‐13schoolyearactuallybegan.ActualpayrolldatatheyearBEFOREtheconsolidationandtheyearOFtheconsolidationwerecomparedfortheyearonesavings.Additionally,positioncontrolanalysiswasperformedasatwomethodcomparison.Sincestaffreductionsareconsidered“structural”(permanent)budget

expenseswehaveindicatedaprojectedfouryearsavingswithanominal3%annualcostincrease.
FortheareasofFoodService(yearendingfinancials),Utilities(electric,gas,water,telephone),andTransportation(drivercost,gasoline,diesel,oil,andtires)weuseda“TwobyTwo”costcomparisonmethod.Inotherwords,thetwoyearsoftheseexpensesbydepartmentweretotaledforthetwoyearsprecedingtheconsolidationandthetwoyearsaftertheconsolidation.
Finally,weconsideredanyBOCESandlocalrentalrevenuelossasaresultoftheconsolidation.
