Gorizia è nel cuore del litorale Adriatico, tra le regioni del Friuli Venezia Guilia e Zahodna Slovenija. La città è situata in un paesaggio vario tra le Alpi Giulie al nord e la costa adriatica al sud. Gorizia è situata al centro d’un ‘knowledge corridor’ potenziale che collega Udine, Gorizia, Trieste, Koper e Liubljiana. Questo ‘corridoio’ è come un filo dorato attraversa un territorio molto particolare e produttivo. Il nostro progetto per ‘Lo spazio giovani alla frontiera’ è profondamente radicato in questa realtà geografica ed economica.

Gorizia lies at the heart of the upper Adriatic between the regions of Friuli Venezia Giulia and Zahodna Slovenija. The town is set in a rich landscape, between the Julian Alps to the north and the Adriatic coast to the south.

Gorizia is at the centre of a potential ‘knowledge corridor’ linking Udine, Gorizia, Trieste, Koper and Ljubljana. This corridor is like a golden thread through a very particular and productive landscape. Our proposals for Il spazio giovani alla frontiera grows from this geographical and economic reality.

FRONTIERA Come capita nelle zone di frontiera, il territorio confinante è diventato un ‘terrain vague’ fuori le mure – un luogo per istituzioni uniche all’interno di spazi ben definiti. Le specificità naturali sono state plasmate per dare luogo a un paesaggio sistematizzato.

Una serie di topografie sovrapposte ricuciono il confine precedente e creano spazi per giocare, fare sport e offrire ospitalità. L’area in cui sorgeva il vecchio ospedale è ri-occupata e messa a disposizione per la cultura e le attività creative. Tutte le qualità della regione del litorale Adriatico sono qui presenti per essere usate dai giovani cittadini. Il piano generale identifica un’università, un quartiere di ricerche e di impresa latenti.

A series of overlaid topographies stitch together the old borderline and make spaces for play, sport and hospitality.

The former hospital estate is re-occupied and thrown open for culture and creative enterprise. All the riches of the upper Adriatic region are represented here for the use of young citizens.

The opportunity of the existing slack areas and generous infrastructure left following the disassembly of the border post is utilised as the basis for a newly intensified urban quarter - focussed on research and accommodation - around the Piazzale della Casa Rossa and linking across the border as an urban continuum.

The site also realises a major park space and the existing web of footpaths and cycleways are enhanced and expanded, encouraging non-car use

STRATEGIC MASTERPLAN

We propose using investment in transport as the catalyst for the phased development of a key space linking Gorizia and Novi Gorici.

This location of a place for future regional economic vibrancy grows from a space created for youth. Conversely, youth culture, play and education territory are placed in the context of regional production, knowledge, skills and in celebration of the regional ‘terroir’ and tradition of ‘localismo’- from shipbuilding through viticulture & oenology to film-making and music.

The relaxation of the border controls in this region is not about creating evenness and blurring definition - rather it is about building on the differences and particularities of cultures.

A new station is created on the line of an elevated rail line which connects from the south alongside the Via Terza Armata. The line joins the three fractured lines originally built by the Austrians - the Südbahn-Gesellschaft, the Karst-Bahn and the Wocheinerbahn.

The station is the centre of a great new urban space between the two towns, and is the beginning of an intensive area of development. Rather than demolish the great institutional buildings of the former Seminary and hospital (Croce di Lorena) we have proposed treating these in different ways to help structure this new urban quarter.

The Sanitorium We propose that this fine building is restored as an institutional building set in formal parkland, to form a boutique hotel and spa. This realises its position at a point of arrival in the city. The hotel would also create a location for high-quality conference accommodation, a restaurant and spa facilities for the town.

The HospitalThe hospital structure offers a huge amount of space for a minimum of cost. Its form is highly adaptable for many elements of the programme. One thing that the existing building does not offer is large-scale space - and we propose that these are added in the courtyards and interstices of the building. We have introduced a large-span steel structural order which creates simple large volumes for the Teatro di Posa, the Casa della Musica and the car-park. This new structure (inspired by local shipbuilding) is used to reinforce the existing building to bring it up to current anti-seismic standards.

The hospital and its grounds are therefore ‘superprogrammed’ to create a vibrant and exciting host structure with many things happening simultaneously. In the south wings we propose a canteen on the first floor for the use of the A.S.S. n.2 Isontina. A Kindergarten is also located in this wing, while a Hostel could occupy the upper floors. A car park provides parking for 450 cars.

The ‘Youth Point’ occupies much of the lower floors of the building, with adaptable spaces for free association, play, skills & training and exhibitions and events. There would also be a clinic with facilities for welfare and youth-orientated medical services

Support spaces for music rehearsal, editing, storage, scenery construction and socialising are built into the areas of the hospital building enclosing the Teatro di Posa / Casa della Musica.

The upper floors would then be an ideal location for start-up spaces for new creative enterprise and research, aimed at young people.

The grounds at the back of the hospital we envisage as a festival space, suitable for outside concerts and cinema, as well as informal landscape for play and sport.

YOUTH POINT PLUS - CULTURAL HUB - SOCIAL ENTERPRISE CENTRE - SOCIAL CONDENSOR

BACK STRIP

A looser, more relaxed territory extending along a new street between Via Vittoria Veneto and the parkland strip - comprising areas for urban sports, the studio back-lot, cafes and bars. At it’s western end this strip comprises retained and replacement medical services buildings - alongside the new car park.

An environmental agenda is at the core of this strategy and operates at a number of levels:

Firstly the strategy proposes a rationalised mobility network. The existing web of footpaths and cycleways are enhanced and expanded, encouraging non-car use.

A rationalised regional rail service allows both easy public transport connection between key towns and to future high speed rail connections (TENS V). The network would serve students and commuters working across the ‘knowledge corridor’ as well as tourists visit the region.

We propose that the former rail spur made obsolete by this new connection is used as a road-to-rail freight logistics hub. This point would also be the ideal location for a waste-to-power plant. The project is ideal for a district heat and power network, perhaps using combined heat and power, with power generation from waste or biomass.

A carefully masterplanned urban quarter and the introduction of new infrastructure would allow a very-low carbon approach. We propose re-using many of the existing structures and an intensive use of land to prevent urban sprawl.

There will be a major new park for the city, with 1000 new trees and a re-naturalised river creating valuable new natural habitats for flora and fauna. The river works would also be connected to a sustainable urban drainage scheme for the valley.

InspirationEnvironmental Sustainability

Shipbuilding at Montefalcone: the new steel structures to create the Casa della Musica, Teatro de Posa and carpark might reference these amazing projects.

New structures to create research and innovation space across the site might be like this building.

We have been inspired by this project in Sao Paulo by Italian architect Lina Bo Bardi - a community project with sport, educational and exhibition facilities is created in a former factory structure.

The project uses the available extensity of the former factory to create generous adaptable space. New concrete structures create bespoke space for gymnasia, pool, other sports are added. We propose a similar strategy to work with the former hospital.

A luxury spa could be added to the Sanitorium to make a top-class hotel and conference centre, with a restored landscape.

The financial model for this strategy rests on a partnership between public and private investment.

Capital Investment - Infrastructure as catalyst

We propose using EU investment in regional infrastructure to underpin transport-orientated development. The Fondo Europeo di Sviluppo Regionale (FESR) has three priorities which this project can help deliver:

We have assumed that the Municipio di Gorizia would have a guiding hand in development - particularly in terms of planning - in alliance, where appropriate, with the Municipality of Šempeter-Vrtojba.

The municipality could call on funding from JESSICA – an initiative developed by the European Commission and the European Investment Bank. Under new procedures, Member States are being given the option of using Structural Funds, to make repayable investments in projects forming part of an integrated plan for sustainable urban development.

Added to EU investment are transport and logistics partners, including Ferrovie dello Stato and Slovenske Zeleznice, as well as volunteer groups such as Ferrovie Turistiche Italiane. Large private logistics companies (such as the Norbert Dentressangle or Eddie Stobart Group for example) might also be key investors to the freight proposal. Azienda Provinciale Transporti SPA is also a potential project funder to create an integrated transport interchange.

Financial Sustainability

The Azienda per i Servizi Sanitari n.2 Isontina is clearly an important project partner, and will continue to have investment into the project, particularly towards the car-parking, and the canteen as well as maintaining administrative space.

A number of regional universities may also be partners to the ‘Spazio Giovani’ project, potentially including the Università degli Studi di Udine and the Univerza v Novi Gorici. Large regional employers (i.e. Fincantieri) may also be willing to become project partners. The establishment of a new research campus should be used to attract global players with an interest in the thematic of regional skills such as diplomacy, research and business studies. Investment from this can be used to maintain the public park and facilities in perpetuity.

A suitable project partner would be brought in to capitalise the refurbishment of the former Sanitorium to form a boutique / destination hotel and spa and conference centre. Alternatively, the community might use the model of the Hotel und Thermalbad AG in Vals, Switzerland, and develop the complex as something owned by the commune.
