The projects started with normative ideasregarding the preservation and rehabilitationof certain important city areas, considering that funds for this actions will be found.

Time and energy have been spent onthese studies/plans, but in the end itwas revealed that there were no fundsfor their implementation.

Research for urban functions demand, real estate market cycle and

its capacity of absorption were omitted
