and sport environments. These championships are also important from a symbolic point of view - they are organised just three weeks after the con-clusion of the FINA World Champion-ships in Barcelona (ESP), where confirmed stars displayed their full passion for the aquatic sports. First the elite in Spain, and then the future elite in the United Arab Emirates! On behalf of FINA, I would like to express my gratitude to the UAE Swimming Fed-eration, local authorities and many vol-unteers, for the hard work and precious support in organising the 4th FINA World Junior Swimming Championships in Dubai. I also thank all the athletes, coaches and officials attending the competition, as well as the spectators, media representatives and sponsors promoting the event. To the participants I wish them all the success and the best to win.
Dr. Julio C. MaglioneFINA President
It is my great pleasure to welcome all par-ticipants in Dubai (UAE) for the fourth edition of the FINA World Junior Swim-ming Championships, taking place from August 26-31, 2013. FINA is happy to return to this vibrant city of the Middle East, and to its iconic aquatic venue, the Hamdan Sports Complex, which hosted with great success our 2010 edition of the FINA World Swimming Champion-ships (25m) and the Dubai legs of the FINA Swimming World Cup and FINA Diving World Series. The UAE authorities are making their best offer to deliver a high-level event, in which our athletes will certainly benefit from excellent conditions of competition, thus assuring them the best environment for great performances. After the success of the first three edi-tions in 2006 in Rio de Janeiro (BRA), 2008 in Monterrey (MEX) and 2011 in Lima (PER), the Dubai rendezvous will re-inforce this achievement and the experi-ence of our young swimmers will consti-tute a precious motivation for the pursuit of their successful careers. They can share their passion for elite competition upon their return to their respective countries, thus bringing a new dynamic to their clubs

Ahmad Saad Al SharifGeneral Secretary Dubai Sports Council
It is with great pleasure that we wel-come you to the 4th FINA World Junior Swimming Championships 2013 here in Dubai. We are very excited to be host-ing this event and are delighted that this will be the largest World Junior Swimming Championships to date, with 96 nations represented here by over 1000 swimmers and officials. This competition is an important step in Dubai’s strategy to develop swimming and aquatic sports in the region. Since the magnificent Hamdan Bin Mohammed Bin Rashid Sports Complex was built in 2010 we have endeavoured to create a legacy within the community which will result in increased participation in swimming and aquatic sports. To this end, we have hosted numerous international, regional and local events, including FINA/Arena Swimming World Cup events, FINA/Midea Diving World Series events and the Asian Swimming Championships. We are delighted that, as anticipated, we have seen significant growth in aquatic sports over this time, as regular hosting of these events inspires our community and in particular our chil-dren to participate in swimming, diving, water polo and synchronized swimming.

Monterrey, Mexico 2008 With the staging of the second edition at the UANL Swimming complex in Monter-rey, Mexico, the FINA World Junior Swimming Championships took off in terms of: participation, world representation and in the caliber of the performances. The meet, organised by both the Mexican Swimming Federation, headed by Javier Careaga, and FINA, was spread over six days, instead of five as had been the case at the inaugural edition in 2006 in Rio de Janeiro, Brazil as the competition attracted about 600 swim-mers from 66 countries. The United States was the best overall team, capturing the most medals and points in the team ranking system. The USA superiority came mainly from their strong female team which won as 17 medals out of an overall total of 21, including 8 gold, 5 silver and 4 bronze. Russia was second (7, 2, and 4) while New Zealand, for once ahead of Australia, was third with 5 gold. In terms of total medals Japan was third with 12, and Australia and Italy fourth with 10 apiece. Germany won the most silver (7) while Canada took the most bronze (6).
Lima, Peru 2011The 3rd FINA World Junior Swimming Championships came to an end on 21 August 2011 in Lima (PER), with 42 new championship records among the 19 countries earn-ing medals. 58 nations participated in the event with a total of 528 swimmers (246 women and 282 men). Lima’s edition was a success with the best set of results since the creation of the World Championships, in 2006.The United States dominated the medal count (eleven gold, eight silver and three bronze) and in scoring (964 points), followed by Canada (620) and Japan (516.50). The Japanese team won 19 medals (seven gold, nine silver and three bronze) and the Canadian’s earned 14 (four gold, five silver and five bronze).

ABOuT DuBAIDubai has emerged from the Arabian Des-ert as a cosmopolitan metropolis that has grown rapidly to become a business and cultural hub of the Middle East and the Per-sian Gulf region. Although Dubai’s economy was historically built on the oil industry, the Emirate’s economy has diversified with the main revenues now coming from tourism, aviation, real estate, and financial services. It is also a major transport hub for passengers and cargo. Dubai consistently attracts world attention through many innovative large construction projects and sports events. The city has become symbolized by its sky-scrapers and high-rise buildings, such as the world’s tallest Burj Khalifa, in addition to ambitious development projects including man-made islands, hotels, and some of the largest shopping malls in the world.
uSEFuL INFORMATIONCurrency: UAE dirham. US$ 1 = AED 3.67.Time: GMT + 4.Electricity: 220/240 v; sockets are 3 pin.Weather: Temperatures range from a nighttime low of around 10°C in winter (Dec-Mar), to a daytime high of 49°C at
the height of summer (Jun-Aug). The best time to visit is from October to April, with perfect temperatures for long, comfortable days at the beach and balmy evenings out-side.Vaccinations: No special injections are needed.Drugs and alcohol: Drugs are forbidden and associated penalties are very severe, and while alcohol is served at licensed res-taurants, bars and clubs, it cannot be bought around town. Drink driving is another ab-solute no-no, with very heavy penalties for offenders.Clothing: Loose-fitting cottons suit the year-round sunny climate best, with hats for the heat of the day. Winter evenings can be surprisingly cool, and it is best to come equipped for ferocious air condition-ing. Although Dubai is generally permissive, you should dress modestly when around town, and long skirts or trousers and short sleeves are a must when venturing further afield, especially during Ramadan.Public behaviour: Personal behaviour in public should be restrained – drunkenness and overt displays of affection are offensive to the Muslim culture and illegal.
