Policy for promoting clean and environment

friendly technologies for exploiting the available

power potential.

Govt. of HP has issued notification, dated 05/12/2009 throughDeptt. of MPP & Power under Section 18 of Energy

Conservation Act 2001 for use of energy & its conservation inthe State of H.P.

Salient features of notification are as under:-

Mandatory use of CFL and T-5 (28 W) Tube Lights. Mandatory use of Energy Efficient Street Lights.

Mandatory/optional use of Solar Water Heating Systems(SWHS). Mandatory use of ISI/BIS marked Motor Pumps Sets, Power

Capacitor, Foot/Reflex Valves in Agriculture Sector.

Promotion of Energy Building Design.

Industries where hot water is required forprocessing.

All Govt./Private 50 bedded and above Hospitals andNursing homes, Hotels/Motels with 15 rooms or moreand Banquet Halls.

Jails New Housing Complexes/Colonies set up by Group

Housing Societies/HIMUDA/Govt. and Private Builders.

All residential Schools/Colleges Hostels/ Technical/ Vocational Education Institutes, District Institutes ofEducation and Training (DIETs) and Universities etc.

Optional use of Solar Water Heating Systems

All residential buildings built on a plot size of 500 square

yards and above falling within the limits of municipalcommittees/corporations and Himachal Urban DevelopmentAuthority Sectors.

Promotion of Energy Efficient Building Design

All residential buildings to be constructed in theGovernment/Government Aided Sector will incorporateenergy efficient building design concepts includingRenewable Energy Technologies with effect from 01/04/2010.

The Architecture Wing of PWD or similar wings/cells of otherdepartments/Corporations will ensure the incorporation ofenergy efficient building design concepts in all buildings to

be constructed in future in the Govt./Govt. aided sector.

As per notification of H.P. Govt. HIMURJA is theauthorized approved Agency to short list reputedpublic and private sector companies/firms to

ensure optimally designed quality systems for thesupply and installation of SWHS as per MNREspecifications.

All the line departments like Town and CountryPlanning Deptt., Urban Development Deptt., Public

Works Deptt., Housing Board and Public HealthDeptt. will amend their rules/bye laws within aspecified period to make the use of solar water

heating systems mandatory.

Solar Hot Water System turns cold water into hot water

with the help of sun’s rays. Around 60 deg. to 80 deg. C temperature can be attained

depending on solar radiation, weather conditions and

solar collector system efficiency Hot water for homes, hostels, hotels, hospitals,

restaurants, dairies, industries etc

Can be installed on roof tops, building terrace and openground where there is no shading, south orientation ofcollectors and over head tank above Solar Water Heating

system

SWH system generates hot water on clear sunny days

(maximum), partially clouded (moderate) but not inrainy or heavy overcast day

Only soft and potable water can be used

Stainless Steel is used for small tanks where MildSteel tanks with anti-corrosion coating inside areused for large tanks

Solar water heating system of 100-300 litres capacityare suited for domestic application.

Larger systems can be used in restaurants, guesthouses, hotels, hospitals, industries etc.

Sunny Day’s:-

In H.P. there are more than 280-300 sunny days with brightsun-shine through out the year and there is requirement of hotwater in almost all parts of the state throughout the year.

Fuel Savings:

A 100 litres capacity of Solar Water Heating Systems canreplace an electric geyser for residential use and saves upto

1500 units of electricity approximate annually.

Avoided util ity cost on generation :

The use of 1000 nos. Solar water heating systems of 100 litrescapacity each, can contribute to a peak load saving of 1 MW,assuming that 50% of the Electrical Geysers, each of 2 KW

capacity are in use during peak hours.

Environmental benefits:-

A Solar water heating system of 100 litres capacity canprevent emission of 1.5 tonnes of carbon-dioxide per

year.

Life : 15 to 20 years

Approximate cost:

i) Flat Flat type : Around Rs.25,400/- to 28,900/- for a 100

litres capacity of solar water heating systems depending upon

type and location of systems.ii) ETC type : Around Rs.15,000/- to 23,000/- for a 100 litres

capacity of solar water heating systems depending upon type

and location of systems.

Payback period :

3-4 years when electricity is replaced

4-5 years when furnace oil is replaced

5-7 years when coal is replacedThough the initial investment for a solar water heating

system is high compared to available conventional

alternatives, the return on investment has become

increasingly attractive with the increase of conventional

energy and financial incentives.

Jawaharlal Nehru National Solar Mission has beenlaunched by Ministry of New and Renewable Energy

(MNRE). As per Sr. No. 5.3 of the guidelines circulated

by Ministry vide No.5/23/2009-P&C dated 16.06.2010,Himachal Pradesh falls under ‘special categorystates’ and is eligible for   funding of 60% capital

subsidy under Solar Thermal applications.
