Daily milk production increased from 50.55 tons/day in 2012 to 53.32 tons/day in 2013.
8. ESTABLISHMENT OF NDA’S 2ND DAIRY MULTIPLIER FARM – NABC LOT 184.
NDA and BAI-NABC have agreed last June 2013 to set up the 2nd NDA Dairy Multiplier
Farm in the 83-hectare land at Lot 184. The survey plan for the proposed road network
was already completed and preparatory activities are on-going for the construction of
the road, pasture and building structures.
9. LAUNCHING OF THE MASSIVE CROSSBREEDING AND UPGRADING PROGRAM.
The National Dairy Authority launched the Massive Dairy Cattle Crossbreeding and
Upgrading Program last 19February2013. A technical forum was conducted on different
programs aimed at increasing the dairy population which includes the Calf Cash Support
Program, Buy Back Scheme, Calf Rearing Program, Male Calf Fattening Program and the
Breedable Heifers Rearing Program. The upgrading activities will be done in close
coordination with various dairy upgrading partners, namely: the backyard farmers, the
commercial raisers, the Regional Field Units (RFUs)/Local Government Units (LGUs) and
the partners under the Unified National Artificial Insemination Program (UNAIP). To date,
there are more than 5,000 local cattle that were inseminated with dairy semen
nationwide.
10. LAKBAY-ARAL FOR 100 POTENTIAL PARTNER
FAMILIES UNDER NDA-HEIFER DAIRY COOPERATION.
The Heifer Philippines Mindanao Regional Team, in
partnership with TOUCH Foundation and Propegemus
Foundation, and with full support from the National Dairy
Authority (NDA) Mindanao Office has successfully
facilitated three batches of “Lakbay Aral,” or educational
exposure trips, of 100 potential partner families in two
dairy zones in the Agusan del Norte and Agusan del Sur
regions. About 1,200 cows and 1,600 goats are earmarked
for this collaboration nationwide.
11. ISLAND-WIDE DMF/INVESTMENT FORA CONDUCTED.
These fora served as the venue for DMFs to share best practices. Discuss issues and
concerns and identify possible solutions.

12. PROGRESS REPORT ON DAIRY MULTIPLIER FARMS (DMF). To date, there are 61 dairy
multiplier farms operating nationwide managing some 5,584 dairy animals which is more
than double the original animals they received. The continued creation of dairy multiplier
farms can be attributed to the PL-480 funded project “Multi-Year Dairy Animal
Procurement and Breeding Program to Upscale Heifer Production for the Local Dairy
Industry” that provided the foundation stock.

13. UPGRADING OF MILK PROCESSING PLANTS (DAIRY REHABILITATION PROJECT).
The new milk processing plant of the Sta. Maria Dairy Farmers Multi-Purpose Cooperative
(SMDFMPC) located in Pulong Buhangin, Sta. Maria, Bulacan was inaugurated last
5April2013 after reaching its full completion. The plant was jointly funded by the US
PL480 Milk Feed Plus Project and Dairy Rehabilitation Project.
Five (5) plants located mostly in South Luzon have been fully upgraded. Iloilo and Bohol MPPs are still undergoing renovations while the FEDDAFCI MPP is still under evaluation.

14. UBAY DAIRY FARM UPDATES.
The UDMF’s small water impounding project worth 400,000 and funded by the BSWM has been accomplished
Civil works construction of the Ubay milk processing plant, maternity barn, dressing/wash room, product development room, vermiculture shed and the power generator shelter is on-going.
Two shallow wells and the jacob’s well are now
working.
More paddock watering holes, hot water set and the water system from admin building to farm entrance have been installed.
15. CALF REARING COURSES CONDUCTED. The NDA-South Luzon conducted four (4)
sessions on calf-rearing last June in Batangas (4-5 June) with 14 farmer participants; two
(2) sessions in Camarines Sur (25-26 June) with 57 participants and in Sariaya, Quezon
(27 September) benefitting 70 dairy farmers and extension personnel.
16. COMPLETION AND TECHNICAL CLEARANCE OF TWO (2) MAJOR DAIRY PROJECT
CONCEPT NOTES.
a. MITHI Proposal: Concept Note on Strengthening and Enhancing the Information
Technology Component, Facilities and Information Systems Capability of the
National Dairy Authority. This ICT plan is aimed at directly supporting the decision
making functions of NDA policy makers, the executive management, field operators
and ISSP planners. Critical and support information systems will be developed and
deployed. DBM cleared this concept note last 3May2013 by assigning this project
under the Land Use Cluster.
b. PPP Proposal: Concept Note on Rural Dairy Industry
Development. This involves the feasibility of private-
public partnership to operate dairy breeding farm/centers
and milk processing plants in selected dairy areas in
Luzon, Visayas and Mindanao. The project passed the
technical evaluation of the DA-PPP Technical Committee
last 08July2013 and was endorsed favorably to NEDA PPP
Center by the DA-PPP Steering Committee last 12July 2013

17. KLIMADAPT PROJECTS.
Unpredictable weather conditions that affect animal nutrition redound to lower milk
production. This project aims to make feeds available to dairy animals at all times. It
promotes corn silage making or other similar projects that will create sources of quality
feeds for dairy animals and at the same time provide additional income to dairy farmers
as producers. Seven (7) KLIMADAPT Projects were approved and awarded in Mindanao:
Enterprise Technology Upgrading Program) Adoptor by the Department of
Science and Technology – X on 16July2013 during the Regional Celebration of the
National Science and Technology Week (NSTW) held at Pearlmont Inn, Cagayan de
Oro City
b. REVISION AND SUBMISSION OF NDA RATPLAN TO GCG.
The NDA submitted its revised Rationalization Plan (RATPLAN) to GCG last
15May2013. The previously submitted RATPLAN was revised with a more responsive
and relevant plan that would address not only the need to provide timely and effective
support services to dairy farmers, but also incorporates a pro-active calculation of the
future needs to accelerate the sustainable development of the local dairy industry. It
steers the NDA towards becoming a full-fledged GOCC mandated to undertake an
industry development role. The RATPLAN also seeks support through a ten year
subsidy for a responsive personnel complement while it gradually generates its own
maintenance, overhead and other operating funds through projects, enterprises and
service packages that its profit centers would generate to pursue the organization’s
corporate operations. GCG expects to release its final evaluation on the second week
of February 2014.

c. TURNOVER OF SPECIAL ASSISTANCE TO TYPHOON PABLO AFFECTED DAIRY
FARMERS.
Some feeds, vitamins and mineral supplements for dairy animals worth Php126,800
were distributed to 65 dairy farmers affected by typhoon Pablo in New Corella Davao
City last 22August2013.
d. NDA SUPPORTS THE 16TH DAIRY CONGRESS. The 16th Dairy Congress was held at Bacolod Pavilion Hotel, Bacolod City on 07-09February2013 with the theme “Gatas Pinoy: Paunlarin, Tangkilikin, Palaganapin!.” The dairy congress is an annual gathering of various dairy stakeholders to share knowledge and ideas on dairying and to drum up support and consolidate efforts to accelerate the development of the local dairy industry. Newest technologies available to the dairy industry were showcased. The congress was well attended by about 400 participants representing the dairy and livestock industries including the New Zealand Ambassador, His Excellency Reuben Levermore and Mr. Phillip Schull, the Agricultural Counselor of the USDA-FAS.
The event was supported by the Provincial Government of Negros Occidental headed by Governor Alfredo Marañon, Jr., the National Dairy Authority, the Livestock Development Council, the Philippine Carabao Center, and the Negros Federation of Dairy Cooperatives (NEFEDACO).
