Message From the Board HPWBANA thanks neighbors and its Business sponsors for a wonderful year! This past year the board has organized and networked many areas of the neighborhood, quashed the re- construction of lower Balcones, and hosted egg hunts and the July 4th event! It’s been a busy year! Your 2008-2009 HPWBANA board members include: Carolyn Robinson, President Chereen Fisher, Vice President Krista Saeger, Treasurer Andrea Torres, Secretary Trey Blundell, member Eric Hansen, member Ben Friedman, member Tonianne Soster, member All members are eager to continue serving the needs of HPWBANA. As always, we ask for your input and ideas for the neighborhood. If you are interested in helping with an event, or organizing a new event, or if you just have a good idea, please contact a board member, or attend our monthly meetings. Looking forward to another great year in HPWBANA! Carolyn Robinson President Several neighbors in the HPWBANA held “block parties” to celebrate Neighborhood Night Out (NNO) on Tuesday, October 7. Many people spent the evening outside getting to know their neighbors and promoting safety and crime prevention. Austin communities participated on this date instead of the national date in August to allow neighbors to gather in cooler temperatures in the hopes of increasing participation. Based on the following reports from our neighbors, it did just that! THE DEAD END GANG We had a fun NNO at the “dead end” between 3608 Arrowhead Dr & 5410Western Hills Dr. We collected emails and other contact information for 21 families in our neighborhood. We had no specific theme other than get out in the street and meet your neighbors. This was our first annual event and everyone agreed we should do it more often. Everyone seemed so appreciative of the effort. HIGHLAND TERRACE WEST We had a fun night as well on Highland Terrace, with about 12-15 families and a slew of kiddos. We too agree that we’ve got to get together more often. WESTFIELD DRIVE Westfield drive celebrated its 18th year celebrating NNO! We had 27 people plus 4 children & 2 new babies. A fire truck and police car joined our celebration. Kids of ALL ages enjoyed touring the vehicles. Kelly Lahood, Patrol Officer #4939 (phone 974-5833) also joined the event. Kelly is our neighbor representative. The party host cooked hot dogs and neighbors brought chips and dips, cookies, watermelon, etc, FAIRVIEW DRIVE Our NNO had about 35 people not including kids. We had a moonwalk, popcorn maker, snakes, and drinks. We collected emails from 15 people (almost every family) and even had one neighbor join the neighborhood association! From these updates, it appears that everyone had a great time. Here is looking forward to another great NNO in 2009! Westfield neighbors enjoy the fire truck at their Neighborhood Night Out.

HPWBANAwillbegivingoutprizesforparticipation.CarolynRobinsonhasmadea311requestforastripedcrosswalktobemarkedonPerryLanewhereValleyOakintersects.Additionally,aneighborhasplacedahandmade signwithballoons to reminddrivers thatchildrenwalk toand fromschool in this intersection.Pleaseslowdown!

Davidwasagoodneighbor,aleaderinourcommunityandbeyond,andagoodfriendtoallwhoknewhim.HPWBANAextendsheartfeltcondolencestoMaryPharisandtoallofDavid’sfamily.

He will be missed.

HPWBANAresidentswererecentlysaddenedtolearnofthepassingofMr.DavidPharis.DavidwasamemberoftheHPWBANABoardformanyyearsandservedasPresidentforseveralofthoseyears.Hewas instrumental inorganizing theBoard, andwas adevotedsupporteroftheneighborhood.

While many of us knew David only through his neighborhoodassociation activities, his professional life was noteworthy. Hewas selected by U.S. Federal Judge Barefoot Sanders to be theFederalCourtMonitorinafamousclassactionlawsuit(R.A.J.vs.TDMHMR).Thelawsuitsought to improvelivingconditionsandtreatment for patients inTexas’ eight state psychiatric hospitals.David’sworkover16yearsledtothesuccessfulresolutionofthiscomplexcase,earninghimtherespectofbothsides.Thecasecreatednewproceduresandstandardsforevaluatingthequalityofcareandsafetyofpsychiatricpatients,andalsoledtoacontinuousqualityimprovementprogram.

This pivotal lawsuit ended in October 1997 but its effect is still felt today. The procedures and standards developed in the casehavenowbeenadoptedbyanumberofotherstatesthatendorsethevalueofhighqualitypsychiatricandmedicalcareandprotectionofmentallyillpatients.HiseffortsintheR.A.J.caseimprovedthelivesofmentallydisabledpeoplethroughoutthenation,fewofwhomhe
