2 | Bilfinger Noell GmbH

SURVEYBilfinger Noell has an extensive expertise and experience in the treatment and conditioning of radioactive waste. The process converts radioactive materials into a form suitable for free release or further conditioning steps, such as storage and final disposal.

Aimed at minimising the volume of waste using preferably sorting and decontamination processes, by applying compaction technologies and reducing the potential hazard of the waste by conditioning it into a stable solid form to ensure that the waste

can be safely handled during transportation, storage and final disposal.

Conditioning processes such as cementation are used to embed the waste into a stable solid form to protect the surrounding environment from radioactive pollution. The choice of the process depends on the type (classification) of waste and its level of activity. Each country‘s nuclear waste management policy and its national regulations have also an impact on the approach taken.

MECHANICAL DECONTAMINATION UNITS HERMINE™

Bilfinger Noell has a lot of expertise and experience in mechan-ical decontamination methods.

Bilfinger Noell has designed and operated a decontamination facility for pipes which are contaminated on the outer surface. This functional facility can be used, for example, in the course

of retrofitting turbine condensators in boiling-water reactors, by brushing and grinding until their contamination is below the limits for free release.

PHADEC™ PROCESS HERMINE™

The PHADEC™ process (Phosphoric Acid Decontamination) has been developed by Bilfinger Noell especially for the decontami-nation of steel scrap.

The PHADEC™ process is an independend process carried out by recycling the media internally without any connections to systems of the Nuclear Power Plant.

Scrap treated will be free released and conventionally recycled. The contamination of the srap will be removed totally and the

resulting waste will be collected as primary waste. The total volume of such waste is only 2% of material treated.

PHADEC™ is a small modular facility that can be adapted to the scrap throughput easily.

SORTING FACILITIES HERMINE™

Sorting and segregation of solid radioactive waste is another core competency of Bilfinger Noell business segments.

The sorting can be excuted manually in glove boxes or remote using master-slave manipulators in shielded areas.

The sorting stations can be equipped with the shredding of material as well as the in-drum compaction.

SUPER-COMPACTOR SYSTEMS HERMINE™

Bilfinger Noell is a market leader in the design and supply of Super-Compactor Systems. Super-Compactors have a capacity up to 20,000 kN for the volume reduction of solid waste. They can be equipped with barriers to avoid contamination spreading.

Auxilliary equipment that is necessary for the handling process of drums and pucks including radiological characterisation is supplied by Bilfinger Noell as well as for example:

Grippers Drum loading / puck unloading Weight & height measurement Puck selection table for effective filling of overpack Double lid systems Local ventilation systems with HEPA filters Piercing units Contamination doors

Non-interaction with the operational dismantling

The radwaste treatment is indepen-dent from the dismantling process

HERMINE™ operates independently No mutual interference on the trans-

portation routes

Simplified dismantling strategy Decoupling of HERMINE™ activities No additional planning and coordi-

nation required for dismantling Dismantling mass are centrally

buffered

Minimising of radioactive waste Extensive conventional recycling of

residual material = recyclables Examples:

Highly effective decontamination process – PHADEC™

Efficient Super-Compactor Maximum utilisation of final storage

containers

Utilization of synergiesPersonnel:

Easy exchange of personnel between the sites

Short orientation periods Motivation by creating a competitive

environment Infrastructure / equipment:

Continuous improvement process can be implemented

Modular arrangementThe modular arrangement provides:

Simple adaptation of the equipment to the requirements

Simple adaptation of the facility to the treatment capacity

Efficient and economic treatment, simple and logical arrangement

Ideal arrangement of the radwaste treatment without spatial limitations

Reduction of transport time by use of optimised transport routes

Early exemption of the site from the Atomic Energy Law

In accordance with the Atomic Energy Law, the power plant is dismantled separately from the radwaste facility and will be declassified thereafter

WASTE TREATMENT CENTRE – HERMINE™The Highly Efficient Reduction of Radwaste in a Modular Intelligent Nuclear Environmentally Friendly Facility

The radwaste facility is not subject to the Atomic Energy Law

No regulatory process with involve-ment of an independent consultant

Comprehensive environment protection

Minimal energy consumption by use of state-of-the-art technology

Process-optimised water conditioning Maximisation of the amount of reus-

able material

Radiation protection at its best Optimised arrangement of

equipment / transport routes and thus reduction of personal dose

Clear-cut definition of interfaces HERMINE™ works independently

on site Dismantled parts are retrieved from

the buffer storages Independent permission of the

radwaste facility

Long-term economic conditions Not dependent on the market due to

own efficient and economic waste treatment stations

Fast operational readiness of HERMINE™:

Independent permission in accordance with the §7 Radiation Protection Ordinance which is easier than gain-ing permission in accordance with the Atomic Energy Law

Independent construction, installation and commissioning on site (not within restricted access area)

The radwaste treatment process can reach full flexibility in a very short period of time

Transport of contaminated material is avoided

Special work areas are installed to handle all kind of radioactive waste

GROUTING FACILITIES HERMINE™

Bilfinger Noell has a lot of expertise and experience in grouting of solid and liquid radioactive waste.

The experience covers the development of the grouting recipes as well as the design of related mixing and filling equipment. The grouting of solid waste is carried out by using different rec-ipes and the pertinent technology by using cement, additives, bentonite and others.

The solid or liquid waste is immobilized by grouting either inside hot cells or in other remote operated areas depending on the radioactive content of the waste. The technology can be designed for remote controlled or manual handling.

CAPPING DEVICES HERMINE™

Bilfinger Noell has a lot of expertise and experience in capping and decapping of drums and casks.

Capping and decapping can be performed manually or com-pletely remote controlled by applying a clever shielding concept for the operators.

DISASSEMBLING HERMINE™

Bilfinger Noell also develops, manufactures and installs ma-chines meeting the requirements for dismantling contaminated and activated items in hot cells, e. g. machines that cut spent fuel elements into their individual parts and prepare them for being put in storage containers.

In this context, engineering includes specifying a preparatory concept for facilitating the dismantling process also in circum-stances where items are not conform with specifications.

Various scenarios are analyzed to find the best dismantling method, e. g. milling, cutting, sawing (are also taken into consideration). Existing conditions such as space, item size, etc. based on the specifications and requirements, the component control is developed, programmed and manufactured.

Furthermore, the interaction with the corresponding handling technology, the remote-controlled service as well as further treatment is also covered.
