INTRODUCTION
Welcome to the Health and Social Care
Training and Development plan for
2019/2020 designed to support the
workforce delivering services to adults.
Our ambition is for North
Lincolnshire to be the

WHO IS TRAINING AVAILABLE TO?
A wide range of training and courses is available to all those involved in the delivery of
Services to Adults based in North Lincolnshire to support them to deliver high quality
and excellent services. Learning and Development is available to:
Staff,
Managers
Volunteers from the independent voluntary sector
Personal Assistants
Family Carers
Other Local Authority Staff working with Vulnerable Adults
Health Organisations and Partners
External Providers
The Training and Development Plan covers the essential areas the workforce need to
continue to provide excellent services across North Lincolnshire.
Throughout the plan you will find full details of all courses, their content and learning
outcomes. It also includes information about how to access free e-learning courses.

YOUR RESPONSIBILITY
Staff Line Managers
It is your responsibility to:
Be aware of your statutory and
mandatory training requirements
To notify your manager of any
gaps that they may be aware of
Set a high priority over your
statutory and mandatory training
over other forms of Learning and
Development
Make every effort to attend/
complete training arranged for
them
Notify your manager of non-
attendance
Highlight any additional support
needs that you may have in order
to complete statutory and
mandatory training
It is your responsibility to ensure that:
All staff undertake statutory and
mandatory training and to monitor
individual and team compliance
Newly appointed staff undertake
corporate induction within the
specified timescales
All managers review individual
training compliance as part of the
quarterly Employee Performance
Review Meeting (EPRM) process
and ensure that accurate records
are maintained
Your staff are given the opportunity
to attend necessary training and
when staff are unable to attend a
statutory or mandatory training
session, an alternative date must be
arranged as soon as possible.

SERVICES TO ADULTS PLAN & THE CARE ACT
The Training & Development Plan has been developed to focus on the key
performance indicators identified with the 2017-2020 Services to Adults Plan.
The sections of the Care Act which are of particular significance for a partnership
approach includes:
Have wellbeing at the heart of their care and support - the
‘wellbeing principle’
Receive services that prevent their care needs from becoming
more serious, or delay the impact of their needs
Can get the information and advice they need to make good
decisions about care and support
Have a range of high-quality care providers to choose from
The Care Act Guidance was updated on 26 October 2018. You can access the latest
guidance here.

North Lincolnshire Council is committed to equipping staff with the knowledge and
skills required to undertake their roles competently and confidently. We aim to
deliver the highest quality of Services to Adults by ensuring that staff delivering
“Universal, Targeted and Specialist” service provisions are able to fulfil their role.
Staff are expected to take responsibility for developing and using these skills as they
have a contractual responsibility to ensure that they and in turn the organisation
remain compliant with legislation and any relevant standards linked to their roles
through completion of statutory training.
STATUTORY & MANDATORY TRAINING

STATUTORY & MANDATORY TRAINING
Mandatory training is compulsory
training that is required for employees
to carry out their duties safety and
effectively in order to meet regulatory
compliance. Mandatory training ensures
the organisation is fit to meet the
priorities of the Council, Directorate
and Service area.
Statutory Training
Statutory training is training that is
required by law; it is part of a
package of measures to ensure the
health & safety of employees when
carrying out their professional duties
and to ensure that they are skilled
and competent to fulfil their role.
Mandatory Training
The requirement of Statutory and Mandatory training is a priority over
other forms of Learning and Development. Should any staff requesting
training be identified as falling below the minimum levels of completion
for either they will be asked to complete these prior to any other
learning being approved.
If you have a specific training requests for yourself, team or service area that are not
identified within this plan that will enhance your Continued Professional
Development (CPD) please contact the team via email at
[email protected] for a copy of the Business Case form.

OTHER INFORMATION
The following guidelines have been drawn up to ensure that every individual
attending a course is able to contribute, participate and benefit from the learning:
Anyone arriving 20 minutes following the start of any course without prior
agreement may be asked to rebook (at the facilitator’s discretion)
If you need to cancel your booked place on training, please let us and your
manager know as soon as possible so that we can cancel your allocated place
External delegates will incur a charge of £35 per person if cancellation is within
7 days of the training, with the exception of First Aid and Infection
Control which incur a charge of £35 plus VAT.
All external delegates are required to complete an external booking form to
secure their place on a course. To request a form, please contact us using the
contact details below.
Delegates are expected to arrive 15 minutes before the start of the course to
register and access refreshments
