BSO Fraud Awareness WeekBSO Fraud Awareness Week
BSO’s stance on fraud is set out in the Fraud Policy and Fraud Response Plan which provides
a framework within which allegations of fraud will be dealt with. Staff can view these
documents via the BSO website using the following link http://www.hscbusiness.hscni.net/
services/2099.htm and familiarize themselves with their responsibilities as a Manager and/or
employee.
The BSO has available a number of avenues by which staff can raise suspicions of fraud.
These are detailed in the Fraud Response Plan and Whistle Blowing Policy. They are as
follows;

An Employee Engagement Workshop was held on the 13th
November 2014 in Belfast Central Mission, Belfast. BSO
Employees were selected through a stratified random
sample to attend. A personalised letter from the Chief
Executive was sent to each employee invited and an email
communication was shared with line management to
encourage their support of the Workshop. The initial
response was overwhelmingly positive, with people
expressing interest in the Workshop content and design.
Line manager support was very apparent as well – where a
member of staff couldn’t attend the majority of line managers
organised a replacement participant in their place.
Margaret Murray, Assistant Director of HR led the workshop
and members of the BSO Organisation Workforce
Development (OWD) group acted as Engagement
Ambassadors, sharing information about the day and
encouraging employees to participate in table conversations.
David Bingham, Chief Executive of the BSO,
opened the workshop highlighting the importance
of listening to its employees as this provided
opportunities to bring improvements to our
services. The Business Services Organisation
(BSO) values its employees and identifies
Employee Engagement as a key priority for the
organisation in the Human Resources Strategic
Plan (2014-2016) which outlines the need “to
engage with employees in developing a trusting
culture where the and where the BSO values are
lived”.
A BSO specific model was developed using the
pillars outlined in the MacLeod and Clarke Report
(2010). This model was used to communicate the
concept of Employee Engagement to staff.

The BSO invited Nita Clarke to attend as Guest Speaker and
present the “Engage for Success” research and strategy to
participants. Nita was vice-chair of the MacLeod Review on
employee engagement and continues to work with David
MacLeod on the new national Employee Engagement task
force, launched by Prime Minister David Cameron in March
2011.
The Workshop was structured to investigate the key
drivers identified in the model. A combination of
qualitative and quantitative data collection methods was
used to ensure a comprehensive output was recorded.
On arrival, employees were randomly assigned to a
discussion group through the selection of a chocolate
sweet. This method was chose to engage employees
in the Workshop activities from the very beginning, as
well as to break traditional employment and friendship
groups. It was also designed to encourage people to
provide honest feedback away from their immediate
work colleagues about their own experiences at work.
Three questions were developed using the appreciative
inquiry approach to encourage participants in the
Workshop to focus on the positives and develop
interactive conversations with each other:
What does a great day at work look and feel like
for you?
What needs to happen to create more great days
at work?
What are your top five practical suggestions to
create more great days at work?
A World Café approach was used – employees rotated
around each of these questions, which allowed every
participant to share their experiences in every question
and also provided a cumulative collection of responses
to ensure a reflective broad picture of the BSO. Hugh
McPoland, Director of Human Resources closed the
workshop by highlighting the importance of engaging
with employees and getting employees views about
their experiences at work.
Attendance at the Workshop was extremely positive,
with more than 100 employees taking part in the
Workshop – this showcases the high level of interest in
Employee Engagement and the willingness of
employees to support the development of the BSO.
Thank you to all who attended on the day for your
contributions, and also to the table facilitators and
trade union representations for making the
workshop a success. A paper containing
feedback from the workshop will go to SMT for
consideration and actions to be agreed.

When it came to the Wear It Pink event on 24
October 2014 for Breast Cancer, PaLS
Ballymena did not hold back! Not only did the
staff wear pink, but pink cakes and desserts
were served, pink drinks were provided in the
form of fruit punches (non-alcoholic of course!)
and there were pink decorations as well as pink
accessories. It has to be said probably the
best turned out was Tina Beckett (left) in the
pink curly wig and tutu. All frivolity aside, the
event was very successful and raised £110.00.

PaLS Boucher held a charity tuck shop selling off biscuits and sweets left over from their recent contract adjudications .
A grand total of £105.00 was raised on the day for Action Cancer. Well done to all involved, a great result!

First BSO Annual Quality ReportFirst BSO Annual Quality Report
World Quality Day was held on Thursday, 14 November 2014 and, to mark this, BSO
published on our website our first Annual Quality Report.
In introducing the report, Alexander Coleman, Chairman and David Bingham, Chief
Executive said:
“We recognise that delivering high quality and value for money services is a continuous process. We would particularly like to thank members of BSO staff for their constant dedication and commitment to delivering services in innovative ways. A special word of thanks is due to those who provided feedback, both positive and negative, through our annual Customer Satisfaction Survey, which has helped inform our efforts to continually improve our services “
This report highlights the work completed by BSO during 2013-14 regarding quality,
excellence and continuous improvement and sets out future plans for improvement. It has
come from a recommendation from Quality 2020, a strategic framework and plan of action
that aims to protect and improve quality in Health and Social Care (HSC). The Quality 2020
Strategy defines three core elements of quality within HSC as being safety, quality and
patient and client focus.
Examples of some of the BSO initiatives and achievements designed to improve quality in
the HSC are included in the report.
One example is how our newly configured Clinical Education Centre provides education for
Nurses, Midwives and Allied Health Professionals across all HSC Trusts in Northern
Ireland. A substantial number of regional programmes and initiatives led and delivered by
the Clinical Education Centre fall within the themes of:
increasing patient and client safety
improving clinical practice
supporting professional development and
promoting Excellence in Care.

Another example of how BSO plays a key role in enabling transformation and improving
the quality of services in the HSC is through the NI Electronic Care Record (NIECR). The
NIECR is an HSC web-based portal system delivered by BSO Information Technology
Services (ITS) in conjunction with supplier Orion Health. The system was launched in July
2013 with the aim of providing accurate and accessible patient records across Northern
Ireland. NIECR should improve the speed, quality and efficiency of healthcare delivery
and benefit every person in Northern Ireland. More timely access by healthcare
professionals to more complete information will benefit all patients, reduce duplication and
wasted time, and improve safety.
Looking forward, it is clear that financial constraints will be a part of our life for the foreseeable future and will continue to impact on HSC resources. BSO will continue to monitor their effects on the quality of our services and seek to meet them with innovation. BSO currently has one corporate quality excellence accreditation in the form of the Investors in People Standard (IIP). We will seek to explore in 2015-16 the feasibility of attaining a further corporate accreditation in the form of the Governance Mark of Excellence launched by the Chartered Institute of Public Finance (CIPFA). November the General Medical Council (GMC) and the Nursing and Midwifery
Council (NMC) initiated a public consultation on their draft joint guidance for nurses,
midwives and doctors on their professional duty of candour – a professional duty to
be honest with people in their care when things go wrong.
This draft guidance builds on a joint statement by health care regulators and is
intended to support nurses, midwives and doctors to adhere to the principles included
in Good Medical Practice (GMC 2013) and The Code: Standards of conduct, ethics
and performance (NMC, draft, following consultation, as of October 2014, due for
publication 2015)
The consultation period runs for nine weeks from 3rd
November 2014 until 5th January
2015.

Conflicts of Interest
Staff may have recently seen media reports of a number of public/civil servants working with charity organisations operating in potential conflicts of interest. Staff are reminded that if they are working with charity, voluntary or other organisations they must ensure that such work does not compromise their ability to work within BSO and that there should not be any conflict of interest.. It is essential that any member of staff undertaking such work does not use any BSO facilities or resources in undertaking such work. If there is any doubt they should contact their line manager who can discuss potential conflicts with the relevant Director.

Allied Health Professional Unit, HSC Clinical Education Centre
The AHP Unit, HSC Clinical Education Centre (CEC) was a finalist in the 2014 Northern
Ireland Advanced Healthcare Awards which recognised the achievements of AHPs in NI. The
large attendance at the City Hotel, Derry on 23rd
October 2014 had the opportunity to hear
how the small but effective team within the AHP Unit had revolutionised the post graduate
training of Allied Health Professionals. The AHP Team works closely with services and tutors
to design, deliver and evaluate regional education and training programmes that are critical to
patient safety and the modernisation of services. The programmes, many of which involve
the teaching of clinical skills, are delivered by local, national and international experts. As a
response to the challenging environment faced by HSC, the AHP Unit has utilised innovative
approaches to delivery including eLearning, Videoconferencing and Saturday programmes in
an effort to minimise the impact on service and ensure value for money. The AHP Team is
led by Pauline McMullan, Assistant Head of HSC CEC (AHP Unit) who is ably supported by
Jean Byrne, AHP Training Coordinator, Janet Hodgen and Stephanie Pope, Course
Administrators and Andrew Gorman, Site Support Officer.

And the winner is……BSO PaLS In September’s edition of Business Matters we told you about being a finalist in the CIPS Procurement Awards this month the news is even better! At the Health Care Supplies Association awards held in Manchester on 20
th November
2014 we won the HCSA Sustainable Procurement category for our contract for the Supply of Home Oxygen Services, which we awarded on behalf of HSCB. It proved to be a busy week with this project also being highly commended in the Best Public Procurement category at the Public Sector Sustainability Awards 2014, which were held the day before in London.

Internal Audit has had plenty to celebrate in recent times:
Firstly, huge congratulations to our swimming superstar Mark Angus who, as part of the GB team, came 6
th overall in the 24th annual German Cup! Mark joined Internal Audit as a
placement student in June 2014. Mark trains twice a day, at 5am in the morning at 4.30pm in the evenings, showing great commitment to his sport! Therefore an achievement such as the overall 6
th in the German Cup is well deserved.
Finally, congratulations to our very own Catherine
McCann, now known as Catherine Fitzpatrick, on her
marriage to Ronan Fitzpatrick on the 31st of October
2014.

The 2014 Northern Ireland Human Rights Festival runs from December 8th to December 13th. The festival hopes to showcase that at their core human rights are about the recognition and defence of the inherent dignity of each individual human being.
