"e%ulations 20120The %o#ernin% ,od/ of all maintained schools must compl/ $ith the statutor/ responsi,ilities set out inthese re%ulations0Academies can determine their o$n appraisal process and ma/ adopt the re1uirements for maintained schools if the/ $ish0The 2e/ statutor/ responsi,ilities are310 The performance of the headteacher must ,e appraised ,/ the %o#ernin% ,od/ annuall/0This tas2 ma/ ,e dele%ated to a panel of t$o or three non-staff %o#ernors althou%h this is no lon%er a statutor/ re1uirement0The tas2 should not ,e underta2en ,/ all mem,ers of the %o#ernin% ,od/ as a panel of non-staff%o#ernors is needed in the e#ent of an appeal020 Go#ernin% ,odies are re1uired to esta,lish a $ritten document settin% out the appraisal process in their school "e%ulation 3!0)nce the appraisal polic/ is esta,lished the %o#ernin% ,od/ should monitor the implementation and outcomes of appraisal arran%ements and re#ie$ the polic/ annuall/0 30 The %o#ernin% ,od/ must appoint an e.ternal ad#iser to pro#ide ad#ice and support in relation to the appraisal of the headteacher "e%ulation 4!0 40 4efore each appraisal period the %o#ernin% ,od/ must inform the headteacher of the standards a%ainst $hich their performance $ill ,e assessed i0e0 Teachers&Standards and/or the National Standards for Headteachers "e%ulation 5!060 ),-ecti#es for the headteacher must ,e set for the appraisal period7 $ith ad#ice from the *.ternal Ad#iser "e%ulation 5 and 8!050 The o,-ecti#es should contri,ute to impro#in% the education of pupils at the school and relate to the %o#ernin% ,od/&s plan to impro#e the educational pro#ision and performance of the school "e%ulation 5!080 The %o#ernin% ,od/ must appraise the performance of the headteacher in respect of the appraisal period and in consultation $ith the appointed e.ternal ad#iser0The %o#ernin% ,od/ should assess the headteacher&s performance a%ainst the a%reed standards and headteacher o,-ecti#es0The %o#ernin% ,od/should also assess the headteacher&s professional de#elopment needs and identif/ an/ action that should ,e ta2en to address them "e%ulation 8!090 "ecommendation a,out the headteacher&s pa/ should ,e made to the %o#ernin% ,od/ "e%ulation 8!0:0 As soon as practica,le the %o#ernin% ,od/ must pro#ide the headteacher $ith a$ritten report of the headteacher&s appraisal in respect of the appraisal period0 "e%ulation 9!0The (earnin% *.chan%e recommends the follo$in% practice310 The %o#ernin% ,od/ dele%ates the appraisal of the headteacher to t$o or three suita,l/ s2illed and trained mem,ers of the %o#ernin% ,od/ the Appraisal "e#ie$ ;ommittee!0Go#ernors appointed to the panel should not ,e mem,ersof staff at the school/academ/020 Go#ernors should ensure that a suita,l/ s2illed and 1ualified e.ternal ad#iser supports them $ith the mana%ement and re#ie$ of the performance of the headteacher/principal0This ser#ice is a#aila,le from the (earnin% *.chan%e throu%h the role of the (earnin% *.chan%e Ad#iser0The (earnin% *.chan%e 1Document 1Ad#iser pro#ides hi%h 1ualit/ ad#ice7 %uidance and support to the %o#ernin% ,od/0Go#ernors usin% this ser#ice ha#e access to ,est practice supportin% paper$or2 to %uide the process7 includin% a t is %ood practice for the Appraisal "e#ie$ ;ommittee to meet $ith the headteacher/principal t$o or three times durin% the /ear to monitor pro%ress to$ards the set o,-ecti#es0=urin% the last monitorin% #isit of the /ear li2el/ to ,e Septem,er/)cto,er! the pro%ress to$ards o,-ecti#es should ,e e#aluated usin% e#idence collated durin% the /ear and the headteacher&s/principal&s self-e#aluation =oc0 8!? this should ,e recorded in part 1 and part 2 of the "e#ie$ and Plannin% Statement =oc0 4!0Su%%estions for the priorities and areas for o,-ecti#es for the forthcomin% appraisal c/cle from the headteacher and Appraisal "e#ie$ ;ommittee should also ,e recorded on the form7 dra$in% on the a%reed standards National Standards for Headteachers!040 Parts 17 2 and su%%ested o,-ecti#es for the ne.t appraisal c/cle should ,e sent to the e.ternal ad#iser (earnin% *.chan%e Ad#iser! at least 10 da/s ,efore the "e#ie$ and Plannin% meetin%0A secure email address must ,e used for this purpose060 The e.ternal ad#iser (earnin% *.chan%e Ad#iser! $ill contri,ute to parts 1 and 27 if appropriate7 dra$in% upon the e#idence and e#aluations pro#ided ,/ the headteacher and %o#ernors050 The "e#ie$ and Plannin% meetin% $ith the headteacher/principal and e.ternal ad#iser (earnin% *.chan%e Ad#iser! should ,e scheduled $ell in ad#ance at a mutuall/ con#enient time and ha#e re%ard for a health/ $or2/life ,alance for theheadteacher/principal0 80 The "e#ie$ and Plannin% meetin% should ,e%in $ith confirmin% the final e#aluation of the headteacher&s/principal&s performance re#ie$ for the pre#ious /ear part 1 and part 2 of =oc0 4!0This should ,e follo$ed ,/ the a%reein% of o,-ecti#es for the comin% /ear7 $ith reference to the a%reed standards0The o,-ecti#es and criteria should ,e a%reed ,et$een the headteacher/principal andthe Appraisal "e#ie$ ;ommittee7 $ith ad#ice from the e.ternal ad#iser (earnin% *.chan%e Ad#iser!090 >t is recommended that no more than three o,-ecti#es per /ear are set?
