1.0 INTRODUCTION
The California Department of Transportation (Department) is
proposing a transportation project to construct a new
freeway/expressway located in the High Desert area of Los Angeles
and San Bernardino Counties. The new route will extend a distance
of approximately 63 miles between State Route 14 in Palmdale and
State Route 18 in Apple Valley. The High Desert Corridor (HDC) runs
slightly south of El Mirage Road and then follows Air Expressway
Road near Interstate 15. East of I-15, the proposed route curves
south until it ends at State Route 18 in the Town of Apple Valley
at Bear Valley Road. This Initial Site Assessment (ISA) report
focuses only on the project area located in San Bernardino
County.
1.1 Purpose and Need The new facility is needed to provide for
the existing and projected traffic demand attributed to residential
growth and increasing development in the Antelope, Victor and Apple
Valley areas. This growth is resulting in inadequate capacity and
accessibility along the existing east-west roadways as well as an
increasing demand for goods movement corridors and access to
regional airports. This ISA was prepared to identify recognized
environmental conditions (RECs) associated with the acquisition of
new right of way as defined by ASTM Standard Practice E1527-05.
According to this ASTM Standard a REC is defined as the presence or
likely presence of any hazardous substances or petroleum products
on a property under conditions that indicate an existing release,
past release, or a material threat of a release of any hazardous
substances or petroleum products on the property or into the
ground, groundwater, or surface water of the property, even if
those substances are present under conditions in compliance with
environmental laws.
1.2 Scope of Work The scope of work for this ISA includes the
following:

2.0 Site Location The site is located in the high desert of San
Bernardino County and extends from the Los Angeles County line east
through areas of Palmdale, El Mirage, Adelanto, Victorville and
Apple Valley. See Figure 1.
The study area consist of predominately open land with scattered
improved properties including gas stations, commercial retail
businesses, industrial properties, residential properties,
airports, Federal Prison facility, railroad, CalNev Pipeline, and a
rock quarry.

2.1 Regional Geology and Hydrogeology The site is located in the
Mojave Desert geomorphic province. The region is characterized by
desert plains with isolated mountains and faults. The site area is
situated on recently deposited alluvium.
The site is located in the Lahontan Hydrologic Basin. Throughout
the majority of the project area the depth to groundwater ranges
from 70 to 165 feet below ground surface.
3.0 Site Reconnaissance A site reconnaissance of the
environmental footprint was performed on July 15 and July 18, 2011.
The reconnaissance of private properties was limited to
observations from the public right of way.
The purpose of the reconnaissance is to access potential
environmental conditions and identify potential RECs. The majority
of the project site area is undeveloped vacant land. Significant
improvements located within the project area include:
Residential Light Industrial Gas Stations Federal Prison
Commercial School District Bus Yard SCLA Power Plant Soil Recycler
Air Force Base Pipeline Rock Quarry Observed property usage
adjacent to and within the proposed right of way are described
below:
Power Lines High voltage transmission lines run through the
project area from Adelanto east to Junction I-15. Pipelines
Kinder-Morgan pipeline was observed along Adelanto Road. It appears
to run along the north and south sides of Air Expressway Road
between Adelanto Road and National Trails Highway. The pipeline
services the former George AFB and extends north to Edwards AFB 64
miles to the northwest. Dairy/Farm A large dairy is located on the
center alignment at Sheep Creek Road. This property use can be
associated with above ground and/or underground fuel storage tanks.
No tanks were visible from the public road. Air Force Base George
AFB is within the project limits and is listed as a National
Priorities List (NPL) as a Superfund site. This site is listed due
to numerous spills, leaks, and dumping of hazardous wastes,
resulting in groundwater contamination at various areas within and
outside the former base limits. There are several groundwater
monitoring wells associated with the contamination plumes. TPST

This site accepts contaminated soils for recycling. There are
two above ground tanks (approx. 20,000 gallons each) on site.
GeoTracker list this site as Clean Up, Status is Open. No other
information was available. Above Ground Fuel Storage Tanks Located
on the former GAFB, these tanks are associated with the
Kinder-Morgan Pipeline and service the air base. Abandoned
Structure This site is located along the south side of Turner Road
and appears to have been used for illicit dumping. Rock Quarry This
site has is located east of I-15 in the Apple Valley area. Quarries
may contain underground and/or above ground storage tanks. Truck
Service Site is surrounded by a block wall with no trespassing
signs. It appears to service semi-trucks. Possible soils
contaminated from fuel, solvents, and metals.
3.1 Project Alternatives This ISA focuses on the one alternative
alignment and proposed B and E variations located in San Bernardino
County as depicted in Figure 1.
4.0 Public Record Review
4.1 Environmental Regulatory Database Review Track Info Services
was contracted to provide an Environmental First Search Report. The
report is used to identify reported listings within the
environmental footprint of the project. The reviewed databases
included federal and state lists of known or suspected contaminated
sites, known handlers or generators of hazardous waste, known waste
disposal facilities and permitted underground storage tanks. The
following data bases were reviewed:
NPL: EPA National Priority List: Listing of Federal Superfund
sites
CERCLIS: EPA Comprehensive Environmental Response Compensation
and Liability Information System- database of potential and
confirmed hazardous waste sites that EPA has proposed to be or are
on the NPL as well as sites in screening and assessment phase for
possible inclusion to the NPL.
RCRA COR ACT: EPA Resource Conservation and Recovery Information
System Sites: database of hazardous waste information contained in
the Resource Conservation and Recovery Act Information - a national
program management and inventory system about hazardous waste
handlers.
RCRA TSD: EPA Resource conservation and Recovery Information
System Treatment, Storage, and Disposal Facilities- database of
hazardous waste information contain in the RCRA Info, an inventory
system of hazardous waste handlers, generators, transporters, and
disposers of hazardous waste.

ERNS: EPA/NRC Emergency Response Notification System database of
incidents reported to the National Response Center, including:
chemical spills, accidents involving chemicals, oil spills,
transportation accidents involving oil or chemicals, releases of
radioactive materials etc.
Tribal Lands: DOI/BIA Indian Lands of the United States Database
of areas with boundaries established by treaty, statue and/or
executive or court order, recognized by th Federal Government as
territory in which American Indian tribes have primary governmental
authority.
State/Tribal Sites: CA EPA California Department of Toxic

The review of the database report identified 65 sites of known
significance within the search distance of miles from the project.
Two sites were identified within the proposed project right of
way.
4.3 Database Assessment The database report was reviewed to
evaluate sites in the vicinity of the project footprint that were
considered to have potential to adversely impact the proposed
project alignment. Reported release sites identified in the
regulatory agency database search report were evaluated with
respect to the nature and extent of a given release, the distance
of the release site from proposed right of way, and regional
groundwater flow direction. Those facilities that may represent a
REC in the proposed right of way are identified below along with
the corresponding Map Identification Number and a summary of
databases on which the facility appears:
George Air Force Base (GAFB), Air Base Road East of State Route
395, Adelanto Map ID: 1 This facility is listed on: NPL The
facility is located in the project area along Air Expressway Road
between Adelanto Road and Phantom East Road. The facility
encompasses the area north of Air Expressway Road to approximately
Desoto Road. The proposed right of way will encroach into this
facility.
Triangle Truck Service (Bussard, Larry D) 21288 Papago, Apple
Valley Map ID: 8 This site I listed on: Permit, UST, HW Manifest
This facility is located within the proposed right of way on Papago
Road just east of Corwin Road in Apple Valley.
Roadway Express Inc., 17401 Adelanto Road, Adelanto Map ID: 9

the northeast corner of Adelanto Road and Hibiscus Road in
Adelanto. The facility may be partially impacted by the road
improvement proposed on Adelanto Road.

4.4 Sites Listed on the State Water Resources Control Board
GEOTRACKER
Site:
1. Calnev GAFB, no address was provided. The name Calnev has
been replaced by Kinder-Morgan. Site is in Cleanup Program Site,
status is open-site assessment underway. Geotracker also states
there are Land Use Restrictions. The site is located along the
north side of Air Expressway just east of Phantom West Road. This
facility stored fuel for delivery into former GAFB. After GAFB
closed in 1992, Kinder-Morgan continues to use the above ground
storage tanks for storage of fuel delivered to Southern California
Logistics Airport (SCLA). The proposed right of way will impact
this site.
2. George Air Force Base Former Skeet Range
18374 Phantom West, Victorville, CA 92392 Military Cleanup Site
Status is Closed Land Use Restrictions This site was formerly a
sheet range for the GAFB. Soils were impacted with Benzopyrene, a
product used in the production of clay pigeons. The site is
currently occupied by a new building that is for lease.
3. Adelanto Soil Recycling Center (TPST) 12328 Hibiscus,
Adelanto, CA 92301 Land Disposal Site Status is Open This site
accepts contaminated soils for recycling. The site is permitted and
has no violations. The proposed right of way may impact the north
end of the parcel.
4.5 Department of Conservation Division of Oil, Gas, and
Geothermal
Resources (DOGGER) Oil field maps were reviewed on the DOGGR to
determine if the proposed project will be located within active oil
or gas fields. The proposed project area is not depicted within oil
or gas fields.
5.0 Historical Records Review

Historical records were reviewed to identify potential
environmental concerns based on past use of parcels. These records
include historical aerial photographs, topographic maps, fire
insurance maps, and city directories.
5.1 Aerial Photographs Review
Aerial photos for the project corridor were obtained from Track
Info Services to evaluate historical usage of the project area. The
following aerial photos were examined:
1. Date: 1953
At the Los Angeles County Line the project area appears to be
undeveloped desert land. A triangular air base is noted south east
of the project area and does not appear to be operational. Very few
scattered residences are observed and some show signs of
agriculture. Approaching highway 395 in the Adelanto area, 395
appears as a dirt road. Adelanto Road is paved and where it
intersects with Air Base Road there is a residence/agricultural
site located on the north east corner. George Air Base is visible
north of Air Base Road. Air Base residences are evident just north
of Air Base Road at the eastern end of the air base. At the
junction of the alignment and National Trails Highway there is a
commercial/industrial business located in the southwest corner.
Proceeding east across the Mojave River no developments are noted.
The rock quarry is visible. From the rock quarry area the alignment
goes southeast towards junction of Bear Valley Road. State Route 18
is visible as a paved road. There are a few scattered residences in
the area.
2. Date: 1973 The area of GAFB has additional housing units
visible. The City of Adelanto show additional houses. Two above
ground tanks are visible on the base just north of Air Base Road.
Two structures are visible near the junction of Air Base Road and
Turner Road, unable to discern if residential or commercial. There
appears to be areas of agriculture near the Mojave River. Route 18
is visible through the Apple Valley area. There are scattered
structures and homes.
3. Date: 1989 The area along Parkdale Road and Sheep Creek Road
where a dairy now exits shows the area just being developed.
Several structures are shown at State Route 395 and Air Base Road.
No structures appear south of this intersection where the alignment
would intersect. On the GAFB site there appears to be three above
ground tanks where there was two in 1973. Two structures are noted
at the intersection of Air Base Road and National Trails Highway.
There is also a structure just east of Turner Road north of Air
Base Road. The rock quarry is visible with no structures. The Apple
Valley area show additional residences.
4. Date: 1995 Structures are visible along Adelanto Road within
the proposed corridor. Adelanto Soil Recycling Center is visible
just south of the proposed corridor. The Federal Prison facility is
visible, but not fully developed. There is some development visible
along Turner Road as it appears today. Additional residences and
businesses are noted along State Route 18 in Apple Valley.

5. Date: 2002 The dairy is visible at Sheep Creek Road and
Parkdale Road. Most of the area appears as it does today.
Additional scattered residences appear in the Apple Valley Area.
From the historical aerial photographs it is difficult to discern
the types of business or commercial property that exist. Some of
the sites are identified in the database records report that may be
considered RECs. Additional site investigation may be needed to
verify a REC.
5.2 Fire Insurance Maps No Sanborn Fire Insurance Maps are
available for the project area.
5.2 Historical Topographic Maps The following historical
topographic maps were reviewed: Adelanto Quadrangle: 1956, 1968,
1980, 1993 Apple Valley North Quadrangle: 1970, 1993 Apple Valley
South Quadrangle: 1971, 1980 Apple Valley Quadrangle: 1957 El
Mirage Quadrangle: 1956, 1968, 1992 Shadow Mountain SE Quadrangle:
1955, 1968, 1993 Victorville Quadrangle: 1956, 1968, 1993
The maps show elevation at the Los Angeles County Line at
approximately 3,200 feet above mean sea level with gradient sloping
in a general north east direction, at GAFB the elevation is at
approximately 2,950 feet above sea level and in Apple Valley at
Bear Valley Cutoff it is approximately 3,040 feet above sea level.
A pipeline is shown on the Victorville 1968 and 1993 maps, it is
shown from the north east to the south west. Tanks at GAFB are also
indicated on the Victorville maps. No oil wells were noted.
6.0 Findings and Recommendations
The sites that exhibit potential environmental concerns within
the proposed footprint are noted on Figures 2 through 13. Based on
the findings of this ISA, there are 9 sites within the proposed
footprint which may require additional environmental assessment
prior to property acquisition. The sites are described in Table
1.

Additional findings include the following:
6.1 Aerially Deposited Lead (ADL)
The presence of ADL within the soils adjacent to the existing
right of way should be investigated. Once the preferred alternative
is selected an ADL survey should be performed along the outside
shoulders within the existing right of way.
6.2 Asbestos Containing Materials (ACM) and Lead-Based Paint
(LBP)
Structures built prior to 1986 have potential to contain
asbestos and LBP. Structures proposed for demolition within the
proposed right of way will require surveys for ACM and LBP prior to
demolition.
6.3 Pesticides/Herbicides
Potential for pesticides and/or herbicides within farmlands is a
concern for the dairy farm located at Sheep Creek Road and Parkdale
Road in El Mirage and at the former GAFB housing area where the
pesticide Dieldrin was used extensively.
6.4 Radon Gas
Radon-222 is the radioactive decay product of radium-226, which
is found at low concentrations in almost all rock and soil. Radon
is generated in rock and soil, and it creeps through cracks or
spaces between particles up to the outside air. Although outdoor
concentrations of radon are typically low, about 0.4 picocuries per
liter (pCi/L) of air, it can seep into buildings through foundation
cracks or openings and buildup to much higher concentrations
indoors. The potential radon levels for homes in the project area
are considered by the U.S. EPA to be moderate between 2 and 4
pCi/L. This project does not involve the construction of new
buildings and therefore, radon is not considered to be a concern
within the project footprint.

SITE DESCRIPTION
Conditions at proposal (July 14, 1989): George Air Force Base
(GAFB) occupies 5,347 acres in the Mojave Desert region near
Victorville, San BernardinoCounty, California. It was established
in 1941 to conduct tactical fighter operations and provide training
for aircraft and maintenance personnel. Industrialoperations,
including maintenance of aircraft and ground support equipment,
involved use and disposal of solvents.
GAFB is participating in the Installation Restoration Program
(IRP), established in 1978. Under this program, the Department of
Defense seeks toidentify, investigate, and clean up contamination
from hazardous materials. During IRP tests conducted between March
and May 1986, the Air Forcediscovered trichloroethylene (TCE) in
ground water on and off the base. The northeast section of GAFB,
used for disposal of solvents, appears to be onesource of the
contamination, although several other areas on the base are also
suspected of contributing to the contamination. In addition to TCE,
benzeneand 1,2-dichloroethane were detected in on-base monitoring
wells at levels that exceed State and Federal drinking water
standards. An estimated 11,000people obtain drinking water from
wells within 3 miles of hazardous substances on the base. The wells
are upgradient of known contamination.
GAFB has installed additional wells to determine the extent of
TCE contamination. Remedial action is planned to recover, treat,
and dispose ofcontaminated ground water. The California Regional
Water Quality Control Board is reviewing GAFB s workplan for these
activities. GAFB is in theprocess of contracting for the remedial
action.
Status (February 21, 1990): GAFB has contracted for the remedial
action, which is scheduled to begin early in 1990.

DESCRIPTION:
OU1 includes ground water beneath the northeastern portion of
GAFB (Northeast Disposal Area [NEDA] and adjacent off-base areas,
theIndustrial/Storm Drain (site SD-25[S-20]), and the Sewage
Treatment Plant (STP) Percolation Ponds (site WP-26[S-21]). The
contaminant of concern inthe groundwater is TCE. The source of the
TCE is currently unknown. Several waste disposal sites within NEDA
were identified as a potential sources. The Industrial/Storm
Drainsite has had contaminated sediments removed from the site. The
soils beneath this area are not considered hazardous. In 1986,the
California Lahontan Regional Water Qualtiy Control Board (RWQCB)
adopted the Cleanup and Abatement Order (CAO). The CAO required
theUSAF to define the extent of TCE contamination in the
groundwater beneath the NEDA, submit a plan for remediation, and
begin cleanup of the

groundwater. GAFB was placed on the NPL in 1990.The 5,347 acre
George Air Force Base (GAFB) site is located in the western Mojave
Desert in the areas of Victorville, California adjacent to the City
of
Adelanto, California. Victorville is located on Interstate 15,
approximately 35 miles north of San Bernardino and 31 miles south
of Barstow. The MojaveRiver flows along the east side of GAFB.
Communities within the Victor Valley area include the town of
Adelanto, the City of Victorville, and SilverLakes, Apple Valley,
and Hewsperia. The aquifers at the site are a shallow Upper Aquifer
and a deeper Regional Aquifer separated by a Middle
Clay/SiltAquitard. The land use for the adjacent properties consist
of residential, industrial, and commercial. The site includes the
Northeast Disposal Area(NEDA) and areas north of the base, the STP
Percolation Ponds, and the Industrial/Storm Drain. These sites
consist of burial sites, landfill disposal sites,and spill liquid
disposal sites. The STP Percolation Ponds, Site WP-26
(S-21),consists of five wastewater treatment plant percolation
ponds that were usedfrom the early 1950s to 1980. The site
consisted of the three large main ponds and two smaller ponds that
may not have been used. The percolationponds were used primarily
for discharge of treated sanitary wastes, but also may have
received waste oils and solvents from industrial shops
thatdischarged to the sanitary system. The Industrial/Storm Drain,
Site SD-25 (S-20), is located within the central and northeastern
portions of GAFB. TheIndustrial/Storm Drain has been in operation
since the early 1940s. The industrial/Storm Drain consists of the
storm drain southeast of the operationapron (East Storm Drain) and
the storm drain between the operation apron and the Crosswind
(Secondary)runway (West Storm Drain), as well as theoutfall ditch
downgradient from the storm drains. In February 1990, the USEPA
added George AFB to the National Priorities List (NPL), making it
aSuperfund site. The Fede
ral Facility Agreement (FFA) was signed in Oct. 1990, with the
Environmental Protection Agency, the State, the Lahon tan Regional
Water QualityControl Board. The three OUs were created with the
signing of the FFA. OU 1 consists of site SD-25, Site WP-26, and
the dissolved trichloroethyleneplume detected in the groundwater
beneath the northeast portion of the base and adjacent off-base
areas. A Record of Decision (ROD) was completed forOU1 in March
1994. OU 3 consists of 60 remaining Installation Restoration
Program sites located throughout GAFB. These sites are
distributedthroughout the base and range in size from a few hundred
square feet to over 90 acres. These sites have been designated as
disposal pit (DP), fire trainingarea (FT), landfill (LF),
radiological waste (RW), spill site (SS), waste pit (WP), or other
(OT). Site OT-51 is in the western portion of the George
AFB,southwest of the aircraft runways. Five jet engine test cells
were located near the site, wherejet fuel spills reportedly
occurred. Site OT-51 is located in thearea of former jet engine
test cells 799 and 807. USAF s contractor conducted initial
investigations related to Site OT-51 in 1982. James M.
Montgomery(JMM) conducted investigation of site OT-51 in 1992. In
1994, another company investigated Site OT-51, by advancing 21 soil
borings and installing onegroundwater monitoring well. This company
also removed an underground storage tank (UST) and septic
system.Subsequent investigations includedcollection of subsurface
soil samples, monitoring well installation, and groundwater
sampling. The elevated total petroleum hydrocarbons
(TPH)(extractable as Jet Propellant Number 4 [JP-4]) and benzene,
toluene, ethylbenzene, and xylene (BTEX) concentrations were
detected primarily in soilsamples from an area around groundwater
monitoring well WZ-04. TPH as gasoline (TPH-G), TPH as diesel
(TPH-D), and BTEX compounds weredetected present in soil samples
from some
surrounding borings, with the highest detected concentrations
occurring in samples from depths of approximately 100 feet below
ground surface(bgs).Site LF-35 is located in the south-central
portion of George AFB, and is directly south of Runway 17/35
(North/South Runway) in Subparcels A-21,A-22, D-18 and D-19. LF-35
is classified in the Record of Decision (ROD) as a landfill because
an unknown quantity of waste was disposed to the groundsurface only
(no waste burial occurred) over an unknown period. At the time the
site was initially identified, the extent of waste burial was
unknown. Thelandfill reportedly was used for disposal of wood and
other debris, which contained asbestos and fiberglass from barracks
demolition. Air Force scontractor conducted initial investigations
related to Site LF-35 in 1982. The OU3 Remedial Investigation (RI)
was performed in 1992, and OU 3Feasibility Study (FS) was completed
in February 1997. The OU3 ROD was signed in November 1998 by the
USEPA, Air Force and the state ofCalifornia represented by the
RWQCB, Lahontan Region and DTSC. A Phase I Record Search of the
site was conducted, but the location was ambiguousand not easily
located. Because the wastes reportedly placed at the site were not
considered hazardous, remedial investigation activities were
notconducted to specifically address potential contamination.
Therefore, during the OU3 RI, no analytical soil samples were
collected because there was nothreat to human health or to
environment. Asbestos and fiberglass waste material at the site is
insoluble in water and not mobile in soil. Therefore,
unlessmobilized via excavation activities, any asbestos and
fiberglass present at the site should not pose a threat to human
health or the environment. The OU3FS presented Site LF-35 as a no
further action (NFA) site with the recommendation of Land Use
Control and Institutional Control instructions for nosurface
disturbance that would expose pathways for asbestos or fiber
glass fibers. The OU3 ROD states that by placing land use and
deed restrictions on the site forbidding disturbance of material,
the potential exposurepathways for asbestos or fiberglass will not
be completed and protection of human health would be assured.A ROD
that addressed OU3 was completed inOctober, 1998. An Explanation of
Significant Differences (ESD) addressing OU3 (Site OT-51) was
completed in July 2002. An ESD addressing OU3(Site LF-35) was
completed in November 2003.
