At Open Enrollment, you may add or drop dependents from your coverage without a qualifying event.
During the plan year, you may add or drop dependents from your coverage only when you have a qualifying event, such as:
Reminder to Update Your BeneficiariesHave you married, divorced, had a new child, or had a life change that affects your beneficiaries? Has one of your beneficiaries passed away, changed address, or changed name? You can update your beneficiaries at open enrollment and any time during the year.

Mandatory Open EnrollmentEnrollment and changes are to be made on the County’s enrollment system called Employee Navigator. Access Employee Navigator with computers and mobile devices at: www.employeenavigator.com
All employees are required to log in to Employee Navigator and make open enrollment benefit elections, even if you intend to keep your benefit elections the same for next year.
If you forget your Employee Navigator password from last year, you can request a password reset online at: www.employeenavigator.com.
The deadline for all enrollment and changes on Employee Navigator, for Evidence of Insurability to be completed online with Unum, and for forms to be submitted to Human Resources is Thursday, May 21st.

NEW Health Plan ID Cards
NEW ID Numbers & ID Cards: You and your covered family members will receive new ID numbers and
new group numbers on a new ID card in late June. Discard your old ID card when you receive the new card.
To avoid claims problems: Tell your medical providers about your new ID number and new group
number. Tell your pharmacy about your new ID numbers and new group number. Show your new ID card so that providers can update their records.

Beneficiaries:You can update your beneficiaries in Employee Navigator at Open Enrollment and anytime during the year.
Age Reduction:Benefits reduce to 65% at age 65, to 50% at age 70, and terminate at retirement.
Harnett County Government pays the entire cost for each full-time employee’s:
Voluntary Life Insurance and AD&D Benefits Employees & SpousesEmployees and spouses currently enrolled in voluntary life insurance and AD&D benefits less than guaranteed issue can “bump up” their coverage by $10,000 at open enrollment without any health questions. Reminders: Guarantee issue on employees is $150,000. Guarantee issue on spouses is $30,000. The amount of the spouse’s voluntary life coverage may not exceed the
amount of the employee’s voluntary life coverage.
ChildrenEmployees can add or increase children voluntary life coverage at open enrollment without any health questions. Reminders: An employee must have at least $10,000 voluntary life coverage in order to
elect voluntary life coverage for children.
Other Enrollment Options Other coverage increases are subject to Evidence of Insurability (EOI). Employees and spouses not currently enrolled in voluntary life insurance may
apply for new coverage. New enrollments are subject to EOI. Complete any required EOI online with Unum. Instructions are in Employee
Navigator. You may decrease employee, spouse, or children coverage or terminate
coverage at open enrollment without any health questions.
Voluntary Short Term Disability Insurance (STD)
Benefits You choose your weekly benefit from $100 to $1,000 in increments of $25. The maximum weekly benefit is the lesser of 60% of your weekly salary or
$1,000.
Waiting Period There is a 14-day Elimination/Waiting Period for benefits to begin. You must exhaust your sick days and vacation days before benefits are paid.
Duration Benefits are payable for up to 26 weeks.
Evidence of Insurability (EOI) & Preexisting Conditions Increases in coverage are subject only to 3/12 preexisting conditions
limitation. New enrollment is subject to EOI and 3/12 preexisting conditions limitation. Complete any required EOI online with Unum. Instructions are in Employee
Navigator.
Flexible Spending Accounts (FSA)
Personal Tax ShelterFlexible Spending Accounts (FSA) allow you to avoid federal, state and Social Security (FICA) taxes on the money you pay for eligible out-of-pocket health care and dependent care expenses.
The benefit of FSA is the tax savings on money you spend on eligible expenses. Depending on your tax bracket, the savings can be significant.
• Your Money & Your Account• You choose an amount to be withheld from your paycheck before taxes are applied.
The withholdings are placed in your FSA accounts.
Two Different Flexible Spending Accounts (FSA)
Health FSA
Covers medical, dental and vision expenses that are only partially covered or not covered at all by your insurance. Some examples include:

Dependent Care FSA
Covers amounts you pay to daycare centers, babysitters, caregivers or after school programs that allow you and your spouse to work, seek work, or train for work.
Daycare for children under 13 years of age or are disabled
Daycare provider must have tax ID number Adult daycare for adult dependents as
defined by IRS
Maximum Contribution $5,000Minimum Contribution $300
Account Administration Fee $4.00 per month for Health FSA, Dependent Care FSA, or both.
• New Recent federal legislation makes over-the-counter drugs(no prescription required) and menstrual supplies eligible for Health FSA reimbursement retroactive to January 1, 2020.
FSA RulesEnrollment: All FSA participants must enroll each year. Even if you participate in the FSA this year, you must reenroll to continue your participation.
Timing: FSA amounts you elect must be for expenses you incur between July 1, 2020 and June 30, 2021.
$500 Rollover Benefit: Health FSA balances from $25 up to $500 that are not used by the end of the plan year will automatically rollover into a new Health FSA for the next plan year. There is no rollover for Dependent Care FSA because you can change your Dependent Care FSA withholdings mid-year if you have a significant change in the cost of care or a qualifying event.
“Use It or Lose It” Rule: Any Health FSA balance less than $25 or in excess of $500 that is not used by the end of the plan year is forfeited. Any Dependent Care FSA balance that is not used by the end of the plan year is forfeited. Plan carefully. Elect only as much FSA benefit as you can use.
Documentation Requirements: Always save documentation of your eligible expenses. The administrator or the IRS may require you to submit your documentation.
FSA Debit Card
Your FSA debit card provides instant access to the funds in your flexible spending accounts and eliminates the need to file paper claims. Only use the card to pay for eligible expenses.
Keep your current debit card. When you re-enroll in FSA for the new year, your current card will be funded with your new benefit.
Transamerica Enrollment
You may make changes to your policies or make a new enrollment, but any increases in coverage or new enrollments will require health questions and Transamerica approval.
