“Ensure that the hazards of all chemicals produced or imported are classified, and that information concerning the classified hazards is transmitted to employers and employees.

Requirements


OSHA’s Hazcom Standard requires a written program:

◦Chemical Inventory/List of Hazardous Chemicals◦Safety Data Sheets◦Chemical Labeling◦Emergency Response Procedures◦Employee Training◦Provisions for Contractors


Recommend assigning program to one person to coordinate (Program Coordinator)

All employees responsible for:◦

Ensuring chemicals are properly labeled◦

Communicating issues to supervisor or program coordinator


Initial chemical evaluation is performed by the manufacturer, importer, or distributor.

All chemicals need to be evaluated prior to being handled or stored at the facility.

HCS Labels and Pictograms


OSHA has adopted new hazardous chemical labeling to align with GHS.

Workers will have better information on safe handling and use of hazardous chemicals.

Applies to all hazardous chemicals shipped after June 1, 2015

Workers must be trained by December 1, 2013.


Manufacturers, importers, or distributors must ensure that each container of hazardous chemicals leaving a workplace be labeled, tagged, or marked with specific elements


Name, address, and telephone number

of the chemical manufacturer, importer, or other responsible party.

Product Identifier: chemical name, code number or batch number.


Signal Words: Indicate relative level of severity and alert reader to a potential hazard on the label

Hazard Statements: describe the nature of the hazards of a chemical including the degree of hazard

For Example: “Causes damage to kidneys through prolonged exposure when absorbed through the skin”

HCS Training Requirements

Upon initial assignment and whenever a new chemical hazard the employees have not previously been trained on is introduced into the work area.

◦

Information and training may be designed to cover categories of hazards or specific chemicals. Chemical specific information must always be available through labels and safety data sheets.


Employees shall be informed of:

The location and availability of the written program, list of hazardous chemicals, and safety data sheets
