Ix n brief interview with Chief JusticeAllen, His Mafertr'a Minister to the UnitedStates, who returned yesterday on the steamer,we Irani that he expected to have returned bythe last steamer, tmt as he did not receive HisMajesty's ratification of the treaty till the 27thof May, he was unable to do so. Immediatelyon receiving it, he communicated the fact tothe Secretary of State, who appointed the 3rdof June as the day when the ratifications shouldbe exchanged, and they were on thai dayexchanged, by the Secretary of State and HisMajesty's Minister. On the following day theChief J ustice left Washington for San Francisco.So far as the action of the executive of both coun-

tries is concerned, the treaty is complete. Itnow remains for Congress to pass the necessarylaw to carry it into eflect. which we trust willbe done at an early day of the coming session.

The reference to the government loan in thelast issue of the Idmuirr, would lead its readersto infer that it is too much to hope that ourgovernment can command a foreign credit. Itmay be true that our loan is too small to gainnotice or le quoted in the money market of theworld : but we find on enquiry that it is favo-

rably entertained by parties of financial standing both in England and Germany, and itsnegotiation only requires time. It cannot be ex-

pected that this government or any other canfloat a foreign Loan by simply forwarding thescheme. There are many considerations whichrequire time, when the negotiation is under-

taken by the regular course of mail. The lawauthorising the national loan provides, amongother things, for the "assistance of the agri-cultural and other productive interests of thecountry" and we understand the governmentview the Water, Immigration, and Irrigationprojects, as three very imjortant matters, andconsider that by rendering aid to the two lastnamed, would be rendering " assistance tothe agricultural interests of the Country."

The letter of President Grant, declining a

nomination for the third term of the presidency,will be found on our fourth page. He statesthe whole question so plainly, and so emphaticis his declination, that those in sympathy withthe Republican party will regret that his let-

ter did not appear earlier. As a genera! rule,where a public officer is compelled, by thepresence of public opinion, to make a denial of

published falsehoods, the sooner such denial ismade the better. In this case, the Republicanparty has lost much of its prestige arfd sus-

tained defeats which can only be attributed tothe popular doubts as to his real intentions.The publication of this letter twelve monthsago, would have added greatly to the strengthof that party, and placed it in a less doubtfulstatus taan it now holds.

Peoples prove their right to a place amongthe family of nations, not so much by numbersand area, as by their spirit and culture. Thereis, for instance, that broad and populous islandBorneo, that has a material base for empire,

' as large, and rich and prolific as the proudestof Europe, and yet with all its millions of souls,of acres, and of treasure, it could not approachin anyway to an illustration of intelligentspirit and culture, such as little Hawaii offered

to the representatives of the Great Repnbtic onlast Friday evening. And, therefore, we ap- -i

predate that as a great and proud nation thatis in the van with groat powers of the earth,encounters this feeble one, on social and festivegrounds, under circumstances that arc a per-

fect illustration of her own civilization, enlightenment, and refinement, the greater cannot failto recognize the lesser, as eminently worthy ofequal political association and reciprocity.

The kindly welcome and the happy progressof our much beloved King, through the greatstates of the continent, touched every heart inthese isles. And then the dignified andons courtesy, that gave our Sovereign for es--cort, and conveyance, an eminent and distin-

guished naval officer, and a noble nationaltie ship : and the subsequent courteous and

bounteous hospitality of this officer on boardthis vessel, tendered to King and people here,so moved every feeling of grateful recognition,that the public sentiment of Honolulu, and ofall this Archipelago, could not refrain from anardent, heartfelt expression of thanks, whichtook the form of a grand reception and ball, to

be tendered to Admiral Almy and staff, and toCaptain Gberardi and the officers of the U. S.S. Pensacola.

All of Honolulu, all of our citizens of anyinfluence or note, of every clime and creed thatcompose this cosmopolitan community took

a heartfelt interest in this complimentary fes-

tivity, and by their liberality of contributionenabled our chief caterer, at our HawaiianHotel, to make the entertainment an eminentsuccess. All the accommodations and resour- -cos of our noble national inn; its spacionsparlors, dining hall, and commodious balconies,were thrown open to a festive company of fivehundred sonls. And besides the use of themain building, Mr. Herbert had constructed apavilion, with a floor ninety by fort v. andwalla eighteen feet high, for the fullest possi-

ble accommodation of the throngs of guests whoassembled on this most interesting occasion.

THE BECEPTIOX.The order of the proceedings of the evening

waa initiated by a formal reception or levee,held by their Majesties the King and Queen,and members of the Royal Family, in companywith Admiral Almy, aad officers of his staff,and of the American ships of war in port. Theassemblage and ceremonial took place in thespacious and tastefully decorated parlor of theHotel. Their Majesties were supported by hisRoyal Highness Prince Leleiohoku, the Prin-cess Lydia K. Dominis, the Princess LikelikeCleghom, and his Majesty's Ministers and theirladies; and the Admiral was supported byCaptain Gberardi, and by Lients. Brown, Im-pe- y,

Morris, Symonds, Mason, Todd, Hemp-bil- l,

asd Jarboe, Fleet Eng. Lambdin, andChief Etsgrm. Andrade and Harmony, Paymas-ters Cochran, Caswell, and Hobbs, and FleetSurg. Brown, and Dr. Farwell.

And Honolulu made a goodly display on this

occasion, and showed forth that she need not

take lessons in the matter of social parade from

the capitals of any country. And why shouldshe ? Since so many of her sons have drawntheir culture and address from the best educa-

tional sources of Europe and America; and

that her daughters have liad a training thatwould make them at hom in the best circles

The scale here was small it is true, but thequality was the same a goodly expression ofthe refined tone of the continent, that shall ex-a-

THE DANCE.

The reception continued about two hours, from

Mo 10 in the evening, and at its close, the com-

pany adjourned to the spacious and handsome-

ly decorated pavilion. It reflected more of thetaste of our naval guests titan that floral dis-

play in which our isles can excel. It was a

grand marquee of national banners, to whicheven- - power of the world contributed a flag,

and its draped and festooned walls wereadorned with many tasteful and ingenious de-

vices of hearts and stars and crosses, whichshould have been portrayed with flowers, butwhich were admirably fashioned out of weap-

ons of war. A natural parterre fringed one

end of the pavilion where the clambering vineswhich so much adorn our Hotel, shaded theEastern balcony, and from this balcony, eleva-

ted a few feet above the floor of the pavilion,and opening into its high vaulted and banneredspace, was offered as from the stall of an ope-

ra, a most attractive coup d'ecil of one of therichest and most tasteful pictures that Hono-

lulu society on parade has ever presented.Our favorite band, and the admirable band

of the Pensacola, both under the direction of ourskillful bandmaster Merger, made the nightmelodious, and animated that Hpadous floor

with a panorama of graceful motion.Wc would like to talk about toilettes, and

express some especial admiration, but wc darenot ; and perhaps wc could not discriminatewith any correct appreciation, so as to be ableto indicate intelligently any particular

of graceful costume and beauty. Butwe can say that the good taste of the ladies ofHonolulu never shone brighter and better thanduring this evening. And wc observed on thisoccasion with a feeling of pleasure, and heardit commented upon by appreciative strangers,with favorable remark, that simplicity of cos

tume, and modest yet most tasteful style of ap-

parel, was in rogue among our ladies. And ifour humble opinion has any value, wc wouldadd, that in this balmy clime, where beautyneeds no burden of decoration, that a delicatelytinted or snowy muslin with a flower or twoare the suitable and attractive drapery andadornments of fair forms rather than the

satins, or imperial brocade.And this much moreover it is a pleasure andour privilege as a loyal historian to say that inno fair guest was this good taste, in graceful and appropriate personal decoration, morehappily exemplified, than in the person of ourChief Lady, our good Queen Kapiolani.

THE SVITEH.There were a coaple of boars devoted to the

poetry of motion, in which Apollo (with brass but-

School Examinations.EAST MAC1 FEMALE SBMINABY.

The ' x animation of this setninary took placeat Makawao June 21. The institute is underthe care of Mist Carpenter, who has been as-

sisted the past year by Miss Mary Parker. On

the occasion of the examination, the building

was more beautifully decorated than any otherwe have seen this ye-ar-. The young ladies, 35

in number, all appeared very neat, and be-

haved throughout the exercises in a most lady-

like manner. They eoke wholly in English,and so distinctly that not a word was lost.In this respect this examination was notewor-

thy. The first class in reading and grammarwas particularly entertaining, which is more

than can be said of some of our youthful reci-

tations. The arithmetic classes, especially themental, were very good and evidenced excellentteaching. In Geography, the young ladiesshowed they had lieon well drilled. We mustnot forget the spelling match, which embracedthe whole school. The words given out, bythe excellent principal, Miss Carpenter, wereof such a nature as to cause us to be thankfulwe were not among the apcllcrs. We havenever seen so many good spellers together be-

fore. Word after word was given out, somoofthem the very words which had caused thedownfall of so many in our Honolulu matches.Still, so few sat down tliat it seemed an end-

less task. But at leugth tho teacher becomingexhausted, with a few well aimed blows, in tho

shape of words entirely now to most of the pu-

pils, succeeded in vanquishing them. It wasrather remarkable that tho two who stood long-

est were tislen. The rhetorical exerciseswere scattered through tho examination andwere all excellently rendered. This pleas-

ant examination closed with a very sweet origi-

nal song, the words and music composed andsung by five of the older girls.

We were then invitod to partake of a gener-

ous repast, prepared by the young ladies of theschool, beside which a long dining table wasloaded with broad, various kinds of cake, pics,and other nick-nac- for sale, tho sum receivedto be expended for a new stove. In almost lesstime than it takes to write these lines, the ta-b- lo

was cleared and the seminary was fifty

dollars richer. One thing in this school wewere much pleased with, the teaching of theyounger by the older girls, showing that theirteacher not only imparted to them knowledge,but also taught them the art of imparting it to

others. Wo learn with regret that this valua-

ble institution is about to lose the efficient ser-

vices of Miss Parker to whom with Miss Car-

penter great credit is due.

On Savaii,which suffered much less from the war thanCpolu, the decrease is comparatively small.On Upoln, where all the fighting took place,and where villages and plantations were de-

stroyed, exposing tho people to privation andfamine, the decrease has been very great. Hadthere been no war the population would haveshown an increase.

I.ijrlM on the Enropean Situation.Lord Derby's statement of the part taken by

England and Russia in preserving the peacebetween Germany and France, goes far to con-

firm the substantial accuracy of the alarmingreports which a few weeks ago seemed to indi-

cate a rapidly approaching outbreak of hostili-

ties. It is perfectly apparent in fact that Ger-

many did seriously contemplate an assault uponFrance, and there can be no reason to doubtthat such an attack was prevented solely bythe joint protest of England and Russia. More

than this, Lord Derby's statement shows thatthe danger is by no means over, but that as heexpressly declares " the causes of dispute areliable to recur." So far as can be seen at present, they are not only liable, but certain, to re-

cur, for it is the old story of the wolf and thelamb, and the lamb can do nothing which willnot serve as a pretext for attack. The armament of France must be considerable, to maintain her independence as a nation, and for moraleffect. But she cannot raiae it to even the oldstandard without being accused of a secret desire to renew the war, while if she disarms un-

der a menace she might as well abandon allthoughts of retaining the position of a first-ra- te

power. It is certainly not surprising thatthe French Government should "regard therepresentation made by Germany as the pretextfor a fresh war," for it is very difficult, even atthis distance, and viewing the situation with-

out bias of any kind, to reach a different con-

clusion. And though for the moment, whilethe friendly offices of England and Russia haveaverted the impending war, it is not probablethat there can be a permanent condition ofpeace. Bismarck pauses, but does not forego

his purpose. It has long been evident thatBerlin did not rest satisfied with the outcomeof the late campaigns. The marvelously rapidrehabilitation of France convinced the astuteChancellor that he had underestimated the vi-

tal energies of his antagonist, and what waa

fully intended to be a permanent defeat badproved only a temporary check. In fact theresult had been, by giving the world an oppor-

tunity of witnessing France's elasticity andwealth of resources, to inspire her with greater confidence than ever. After passing un-

harmed through such an ordeal, ahe might wellthink herself immortal, and if the work wasstayed here, the efforts of Germany would proveto have been expended for nothing. Such rea-

sonings could not afford a justification for an-

other war, but they assuredly emphasized itsexpediency, and doubtless went far to convinceGerman statesmen of its necessity. And be-

cause this reasoning is unanswerable from the

Gorman standpoint, we are satisfied that thewar will come, and that it will not be distant.The intervention of England and Rnsaia canonly bo diplomatic. Two days were occupied in reading the re-

ports of the proceedings of the six Island Asso-

ciations, the Reports of the State of the Churchesin each Association, the statistics of each oftho sixty churches, and tho Reports of theleading seminaries connected with thechurches,especially that of the Theological Seminary.

The reports from all parts of the Islandsindicated much that was unfavorable, but notmuch a decline of religious activity among thobetter class of church-member- s, aa a notableincrease of unchecked vice among tho peopleat large.

A most interesting and encouraging examina-

tion of the Theological Classes was held beforethe Association on tho 1 1 th.

On Thursday the 10th, the Annual Reportsof tho Corresponding Secretary and of theTreasurer of the Board of the Association weropresented, after the reading of which, theAnimal Election of Officers was held by ballot,resulting in the of Rev. J. F. Pogueas Corresponding Secretary, and Mr. E. O. Hallas Treasurer.

Tho outgoing triennial class of eight membersof the Board were also all exceptrice G. W. Philipo, Rev. Joseph Mamtela.

An unwonted interest prevailed during seve-

ral of the half-bon- rs of Prayer with which tho

daily sessions were opened.Resolutions were adopted, advising the

maintenance of the Marquesas Mission, withearly reinforcements. Also, after a long dis-

cussion, advising the Hawaiian Churches to

devote an increased portion of their contribu-

the past few weeks, have been unusually at-

tractive, and well deserve the patronage theyrcce've. Among them Harper'B stands first,as it is also the oldest. In the May number,the article on " The Concord Fight," illustra-

cal sketch. Other articles, among them "Amer-

ican Humor," are equally noteworthy. Tho

June number which also lies on our table, ishardly less readable. The profuseness of itsillustrations will excite remark, particularly in

the Hogarthian caricatures. No person shouldfail to read this publication.

St. Nicholas, always eagerly looked for

by the young folks, is fnll of funny things. By

the way, we notice that this magazine has swal-

lowed up six of its rivals, and stands a fairchance to absorb the rest. The June num-

ber begins with a charming frontispiece, andthroughout glitters in good engravings full of

life and activity. The contents are more thanusually interesting, and embrace a long list ofstories, sketches, poetry, addresses, tales, puz-

zles, histories, etc., etc. It is the most com-

plete little folks' magazine extant.Habpeb's Weekly for June 5, baa a capi-

The Third Term question Ended.

Washington, May 30th. The propertime having arrived, an acknowledgedauthority has spoken in regard to thethird term question. President Grant has

just written the most important letter ofhis public career, saying that he is not acandidate for renomination. It will beread with interest and deeper concern bythe American people than any politicaldocument ever written. The firm anddignified explanation of his silence regard-ing this matter, will not surprise thosewho understand the character of the manwho has habituated himself, and whoseexperience has taught him to rely uponhis own methods, and whose greatest successes have been won as the result of quietindependence of thought and reserved si-

lence. The letter is usually characteristicand remarkable for the absence of clap-

trap and the ordinary rhetorical subter-fuges of politics. Plainly and bluntly he

gives an insight into the nature of his pastlife, his love fur the position of General in

the army, his regard for the will of thepeople, and his natural exultation that hisfirst four years as Chief Magistrate wereso acceptable to them that the people,without invitation from him, sought anopportunity to repeat the highest demon-

stration of their confidence in his abilities.Not a word in the entire letter could beerased and not a word added withoutmarring the completeness and simplicityof the whole.

PRESIDENT GRANT'S LETTER.

The following important letter fromPresident Grant upon the third term ques-

tion, was made public y :

Executive Mansion, Washington, D.

C, May 29, 1875. Dear Sir: A shorttime subsequent to the Presidential elec-

tion of 1872, the press a portion of ithostile to the Republican party, and par-

ticularly to the Administration startedthe cry of Caesarism and the third term,calling lustily upon me to define my posi-

tion on the latter subject. I believed itto be beneath the dignity of the officewhich I have been twice called npon to fill

to answer such a question, before the subject should be presented by competentauthority to make a nomination, or by abody of such dignity and authority as notto make a reply a fair subject of ridicu-

lous treatment. I have been surprisedthat so many persons in the Republicanparty should permit their enemy to forceupon them, or their party, an issue whichcannot add strength to the parly, no mat-

ter how met. But a body of the dignity,and particularly of a Convention, to make

nominations for State officers of the secondState, having considered this question, Ideem it I should the shrillspeak. In the first place I never soughtthe office for a second nor even for a firstnomination. To the first term I wascalled from a position, one created byCongress expressly for me, for supposedservices rendered to the Republic. Theposition vacated I liked, and it wouldhave been agreeable to me to have re-

tained it till such time as Congress mighthave consented to my retirement with arank, and the adoption of emolumentswhich I so much needed, to a home wherethe balance of my days might be spent in

and in the enjoyment of domesticquiet, retired cares which were sus-

tained so constantly now for fourteenyears; but I was made to yield to thepublic good, which called to me to makethe sacrifice. Without seeking the officefor a second term, the nomination wastendered to me by the unanimous vote ofall the Delegates of all the States andTerritories, selected by the Republicansto represent them for the purpose of mating their nomination. I cannot say that Iwas not pleased at this, and at the overwhelming endorsement which their actionreceived at the following election, bat itmust be remembered that all sacrificeswithout comfort had been made inaccepting the first time. Such a fire ofpersonal abuse and slander had keptup for four years, notwithstanding theconscientious performance of my duties tothe best of my understanding, thoughI admit in the light of subsequent events,many times subject to fair criticism. Thenthe indorsement of the people, which alonegovern the public, was a gratification thatit is only human to have appreciated andenjoyed. Now, for the third time I donot want any more than I did the first. Iwould not write nor utter a word to worka change in the will of the people in ex-

pressing their choice. The question ofthe number of years allowed to any oneExecutive can only come up fairly in theshape of a proposition to amend the Con-

stitution, a shape in which all politicalparties can participate, fixing the lengthof time or number of for which anyone person shall be eligible for the officeof President. Until such amendment isadopted, the cannot be restrictedin their choice by resolutions further thanthey are now restricted as to age, nativity,etc. It happen in the future historyof the country that to change an Execu-

tive, because he has been eight years inoffice, will prove an effort most disastrous.The idea that any man could elect himselfor even renominate himself is preposter-ous. It is imposing on the intelligenceand patriotism of the people to supposesuch a thing possible. Any man can de-

stroy his chances for the office, but no oneone can force an election, or even nomi-

If you can imagine a pine-appl- e, eightfeet high and thick in proportion, restingupon its base, and denuded of leaves, youwill have a good idea of the trunk of thetree, which, however, was not the colorof an anana, but was a dark, dingy brown,and apparently as hard as iron. Fromthe aspect of this fusticated cone (at leasttwo feet in diameter) eight huge leaves

sheer to the ground, like doors swingingback on their hinges. These leaves, whichare joined at the top of the trees at regu-

lar interval, were about eleven or twelvefeet long, and shaped very much like theleaves of an American agave or centuryplant. They are two feet through in theirthickest part and three feet wide, taper-

ing to a sharp point that looked verymuch like a cow's horn, very convex onthe outer (but not under ) surface, and onthe under (now upper) surface slightlyconcave. This concave surface was thicklyset with strong thorny hooks like thoseupon the head of a teazle. These leaves,hanging thus limp and lifeless, dead greenin color, had in appearance the massivestrength of oak fibre. The apex of thecone was a round concave figure like asmaller plate set within a larger one.This was not a flower, but a receptacle,and there exudes into it a clear, treaclyliquid sweet, and possessed of vio

lent intoxicating and suporific properties.From underneath the rim (so to speak) ofthe undermost plate, a series of long,hairy, green tendrils stretched out in everydirection toward the horizon. Thesewere seven or eight feet long, and taperedfrom four inches to half an inch in diame-

Whilst we in England are awaiting thecompletion of the Wellington monument,a consideration of the moving history ofMr. Greenhough's gigantic statue of Wash-

ington, set up on the other shore of theAtlantic, cannot tail to be a soothing exercise, it is upwards ot lorty years sincethe American Congress commissioned Mr.

Greenhongh to "execute in marble a pe-

destrian statue of George Washington, tobe placed in the centre of the rotunda ofthe Capitol." 1000 was the modest sumoriginally allotted as outlay upon the

work ; but little by little, by a process fa-

miliar to states which undertake to pre-

serve in marble the memory of their he-

roes, nearly 0000 was paid to the sculptor, and the ultimate cot of the statue hasamounted to twice that sum. It was in

1832 that the commission was issued, andin 1640 the Government were informedthat the statue was ready. But it was inMr. Greenhough's studio at Florence, andthe question arose; How was it to be gotto Washington? After a grave debateCongress passed a resolution authorizingthe Secretary of the Navy to take meas-

ures for " importing " the work of art.The Secretary thereupon sent orders tohe commodore in command of the Medi-

terranean fleet to despatch a ship of war totake it on board. In the meanwhile thestatue, drawn by twenty-tw- yoke of ox-

en, had been transported from Florenceto Genoa, creating considerable excite-

ment en route, damaging roadside proper-

ty, breaking down bridges, and stirringthe simple peasantry up to unwonted re-

It was discovered by the people that the"pedestrian" statue was sitting down.Also, it was nearly nude to the waist, anda responsive thrill ran through the countrywhen Mr. Henry A. Wise, standing up inhis place in Congress, declared that " theman does not live, and never did live, whoever saw Washington without his shirt."A storm of obloqny burst around the un-

fortunate statue, which increased upon thediscovery that the doors of the east frontof the Capitol were by 14 inches toosmall to admit it. After a brief spell ofconsternation, it was decided to cut awaythe masonry, and so form an entrance.This was done, and the statue fixed in itsappointed place in the centre of the rotnn-da- .

Hereupon a fresh difficulty arose.

The weight was so great that the floor be-

gan to sink, and it was found necessary tobuild an abutment of solid masonry be-

tween the first and second floors. After a

few months it became clear that the cen-

tre of the rotunda was not the proper sitefor the statue. The figure was too largofor the place, dwarfing the proportions ofthe hall, and seriously obstructing the pas-

sage. Moreover the light was bad, andfinally, after a natural hesitation again tograpple with it, Congress ordered it to botaken away. By a fresh series of giganticefforts the statue was removed and set npin the centre of the park east of tho Capi-

tol, "having," as has been touchingly said,"the Western Hemisphere for a pedestal,and a boundless arc of sky for canopy."Under these circumstances the complaintsof its disproportionate size have of courseceased ; but yet a new trouble has befallen
