EXECUTIVE SESSION: At 7:05 p.m. a motion was made by Mrs. Lesser, seconded by Mr. Schnebel to enter into Executive Session to discuss 3 matters of employment history of a particular person, 2 collective bargaining matters, one matter regarding several students and one appointment of a particular person. Motion carried by a vote of 7-0. The regular meeting reconvened at 8:05 p.m. 3. PLEDGE TO THE FLAG 4. Students in Mrs. Barry’s eleventh grade US History and Government classes were asked to submit a persuasive letter to the President of United States on a topic of their choice. Lauren Mendez was one of 50 high school students to receive this recognition; her topic was college affordability. 6. PRESENTATIONS: A. 1. CALLING OF THE MEETING: The meeting was called to order at 7:05 p.m. by President Richter.
2. EXECUTIVE SESSION: At 7:05 p.m. a motion was made by Mrs. Lesser, seconded by Mr.

5. RECOGNITIONS AND AWARDS:
A. “Dear Mr. President” Essay Contest Semi-Finalist - Lauren Mendez
Doreen Gordon, Director of Social Studies and Business described the Social Studies
competition conducted by Rand McNally. Students in Mrs. Barry’s eleventh grade US
History and Government classes were asked to submit a persuasive letter to the President of
United States on a topic of their choice. Lauren Mendez was one of 50 high school students
to receive this recognition; her topic was college affordability.
6. PRESENTATIONS:
A. Budget Overview
Mrs. Kriss introduced the proposed 2013/2014 budget to the Board of Education.
Mrs. Kriss outlined the highlights of the proposed 2013/2014 budget. The proposed budget to
budget increase equates to 3.01%. Tax levy proposed increase is 3.62%. The tax levy increase
would fall within the 2% Tax Levy Cap after exempted expenses of 3.64%. Savings from recent

collective bargaining agreements would be realized in 2013/2014 budget. Changes to staff salary
raises were explained. The goal of the proposed budget is to maintain programs, operate within
the state’s Tax Levy Cap; expand student programs and district initiatives, maintain the variety
of high school electives; maintain co-curricular clubs to help create well-rounded students;
maintain class size guidelines; provide foundation for future and to provide efficiencies and cost
savings. Mrs. Kriss estimated reductions in state aid to Hauppauge to be $457,069. Aid types
were explained. Other revenue sources were highlighted. Reserve funds used to balance the
budget were reviewed.
Staffing reductions due to decreases in student enrollment were outlined. “Forensic-style” review
of staffing to maximize shared staff in buildings was addressed. Budget allocations to buildings
and departments were also explained.
Mrs. Kriss explained details of the Tax Levy Cap laws. The state formula for year to year
carryover of under-utilized tax levy does not benefit Hauppauge. Future decreases in state aid are
anticipated. Governor is expected to distribute more aid to low-wealth districts in other parts of
the state despite the fact that our area pays the majority of taxes. The impact of federal
government’s sequestration is expected to result in reductions of title grants for our district.
Mrs. Kriss suggested a multi-year plan to address the district’s aging technology and
infrastructure. This would be for the district to commit $200,000 annually to accommodate
technology needs through the years. The capital work in the budget would be the reconfiguration
of the High School main office for hygienic and privacy needs. She also recommended a
proposition to transfer from the Capital Reserve Fund to replace original windows at Whiporwil
building. Funds drawn from this reserve would not place additional burden on taxpayers.
Additional items contained in this proposed budget are the replacement of obsolete/aging
vehicles (exempt from levy cap); Co-curricular activities, athletics, arts; professional
development (APPR training which is mandated).
Other school districts’ plans for the tax levy were discussed. Several schools will ask residents
to pierce the cap.
Questions from Board
The Board asked questions or commented on the following:
Cost of budget increase translated to taxpayers. Clarification was given on the timeline
for towns to set the assessment rate;
Vehicle purchases;
High school main office renovation eligibility for state building aid;
Establishment of link on district’s homepage to explain the impact of 2% tax levy cap on
homeowners’ taxes;
Security upgrade needs of district ongoing;
Renovations to high school will not occur at expense of security needs;
Request for energy efficiency audit to be performed at district office (Whiporwil)
Clarification regarding Tri-borough Amendment as it relates to salary step increases;
Main entrance into Middle School building;
Additional improvement needs in other school buildings;
Actual amount of funding lost due to federal sequestration – amount was quoted at
$55,000;
The Administration was commended for establishing “rainy day” funds that allow us to
maintain programs and make repairs while other districts struggle;

Other outstanding capital work to be done instead of windows – it was explained that no
other major projects are anticipated;
Asphalt work is not aided by state unless it is tied to another project that would be
approved for state aid;
Clarification was given regarding repair projects at Whiporwil. Those repairs are not
eligible for state aid because building is not attended by public school students.
Questions or Comments from the Community
Community members asked questions or commented on the following:
Budget outline available on website;
Window replacements in other district buildings;
Amount of funds in Capital Reserve ($3 million);
Use of accrued fund balance money to fund reserves;
Front entry barriers in elementary schools (mantraps);
Salary increases are lower than in previous years due to contract negotiations;
NYS Pension system increases are come from NYS state. Teachers Retirement System
increases equate to millions of dollars in increases to district;
o Mrs. Kriss elaborated on a bullying incident brought into the Middle School. Mrs. Kriss
explained the Family Education Privacy Act restricts the district from commenting on certain
information about such incidents.
o An anti-bullying program was presented to district parents. Speaker, John Halligan presented
Ryan’s Story. Parenting suggestions offered by Mr. Halligan will be place on district
website;
o High School musical, Me and My Girl will be performed this weekend;
o Student, Chris Giuliano will advance to the second round of the LI Science and Engineering
Fair at the Crest Hollow Country Club on March 11th
;
o Student, Alexander Lee has been invited to the Junior Science and Humanities Symposium
on March 1st at Stony Brook University;
o Mrs. Kriss has invited Dr. Yong Zhoa to spend a day in Hauppauge meeting parents,
administrators, staff and students to discuss his focus on entrepreneurship. He is listed
among the 10 most influential people in education technology. He will give us time on
Monday, April 15th
. A parent presentation will be offered and extended to those schools in
the SCOPE districts.
8. QUESTION AND COMMENTS REGARDING TONIGHT’S AGENDA ONLY
Community members asked questions of commented on the following topics:
Altercation between middle school students;
Anti-bullying training for staff;
Agenda item number 9.1A regarding an investigation of a complaint of harassment between
two students;
Agenda item 9.1B, employee settlement;
District policy regarding complaint procedures.

9.1 ADMINISTRATIVE MATTERS
A. IT IS HEREBY RESOLVED that Dr. Kathy Weiss be appointed to conduct an investigation
of a student complaint pursuant to Board Regulation 5311.3-R at a rate of $175.00 per hour;
and it is further
RESOLVED, that pursuant to the provisions of Public Officers Law Section 18, Dr.
Weiss shall be provided with defense and indemnification with regard to any claims arising
out of an alleged act or omission which occurred or allegedly occurred while she was acting
within the scope of this appointment.
B. IT IS HEREBY RESOLVED that the President of the Board of Education is authorized to
execute a stipulation of settlement with a member of the certified staff which stipulation was
reviewed by the Board in executive session.
