Hanover and Henrico counties are among 12 that did not. Out of the 136 school divisions in the state, 89 percent have budgeted for at least a 2 percent raise for the fiscal year that begins July 1 for all employees, according to a review by the House Appropriations Committee. McDonnell signed, a budget that provides $70.2 million for the state’s share of a 2percent pay raise for both instructional and support staff.
The pay increase is optional for localities, which have to pony up a local match basedon an ability-to-pay index. But, divisions have until Jan. 1 to institute the raise thoughthe state will begin paying its share Aug. 1.
The survey, presented by House budget committee employee Susan Hogge, shows82 divisions will offer a 2 percent pay raise, 11 will offer 2.10 to 2.30 percent, 21 willoffer 3 percent and seven will offer between 3.10 percent and 4 percent.
Two will offer less than 2 percent and 12 will offer no increase, including Henrico andHanover, according to the report.
McDonnell first proposed a 2 percent pay raise for instructional staff as part of his K-12 education legislative agenda, but made the raise contingent on the legislatureapproving changes to the probation, evaluation, firing and grievance process forpublic school teachers.
Legislators expanded the offer to cover instructional and support staff to help thosedistricts that give raises to all school system employees simultaneously, and offereddivisions flexibility on timing.
Del. M. Kirkland Cox, R-Colonial Heights, voiced concern during this past GeneralAssembly session that many divisions would decline the pay boosts without the addedprovisions.
“We wanted to make the state commitment on the 2 percent, but we felt like it wouldgive them flexibility on the local side if they couldn’t come up with quite that muchmoney,” he said.
Even with the additional flexibility, he expected 75 or 80 percent of divisions to offerraises and was pleased to learn that 89 percent budgeted for the boosts.
“I’m very happy with the results,” he said. “Our goal all along was we wanted to put a2 percent pay raise in teacher’s pockets. We thought that was the minimum; theyneeded it.”
Once the state budget was finalized, local school boards had to weigh offering theraise during their spring budget crafting processes.
Hanover included no raises, nor did Henrico schools, where a spokesman said thatunder the unified pay plan increases for school employees would also have to befunded for government employees.
A report issued in May by the Virginia Education Association ranked Henrico’s 2011-12 average instructional personnel salary at 16th in the state, ahead of Chesterfield,Hanover and Richmond.

But Richmond and Chesterfield went a different way.
Both Richmond and Chesterfield school employees will see a 2 percent raise startingJan. 1.
Aside from the pay boosts, divisions have begun shifting the cost of the retirementsystem contributions to employees.
Before July 1, 2012, school divisions were paying the 5 percent employee share ofcontributions to the Virginia Retirement System. But after that date, school divisionswere required to begin transitioning the 5 percent share to employees and giving acorresponding salary increase to offset the change.
So far, 80 divisions have shifted the entire 5 percent to their employees. An additional47 divisions shifted 1 percent. Schools have until the 2017 fiscal year to complete thetransition.

Fred DeMey · Top CommenterChesterfield County full and part-time school employees are eligible for a 6 percent raise -- a 2percent pay raise and another 4 percent increase to offset state-mandated employeecontributions to the Virginia Retirement System. Chesterfield taxpayers need to remember thisfact when the school administration and school board tell us that we need to approve a $300Million bond referendum in the fall. The Chesterfield school system is fat, wasteful and verypoorly managed, and needs no more of the taxpayer's hard earned money....Just ask yourself,when was the last time YOU got a 6% raise!Reply · Like · Friday at 10:52am
