AD HOC COMMITTEES

From time to time, the Presidents of OVCA and OVTD form other ad hoc committees to address then-current issues. Such committees may not be active all the time, and may have limited membership, but are used when deemed necessary by the Village Presidents or the Executive Manager.

ACTIVITIES

There are more activities at Oronoque than you can shake a stick at! Like to write? Join the staff of the Bulletin (published bi-weekly with news updates and the activity calen-dar), or the Villager, Oronoque’s bi-monthly magazine. Like to read? Join the Book Club. Like to garden or decorate? Join the House and Garden Club. Like cards? There’s bridge, poker or probably any other card game you want. For singers, we have the Village Voices, for actors, the Bravo Players, and for con-cert lovers, the Pletman Concert Series.

There’s a Computer Club, Bible Study and Hadassah; there’s Aerobics, Water Aerobics, Yoga, Line Dancing, Bowling, Table Tennis and Zumba. We have Dollcrafters and Tea, Talk and Crafts. There’s Funseekers, and there’s Weekenders, both for fun events and trips.

The Men’s Club sponsors all kinds of activities.

Play tennis? Join the Tennis Association. Like to grow things? Get a plot at the mini-farms.

RULES AND REGULATIONS 2011-2012 INTRODUCTION

WELCOME TO ORONOQUE VILLAGE, ONE OF CONNECTICUT’S PREMIER CONDOMINIUM COMMUNITIES! This booklet is to assist you with some of the nuances of condominium living in general and Oronoque Village in particular.

Condominiums in Connecticut are created and regulated by the state statutes defining them. In addition, Oronoque is a federal “fifty-five and older” community. The state and federal laws which govern us are voluminous and complex (and occa-sionally change) but must be honored. Nothing in this hand-book is meant to override the statutes or the Declaration and By-Laws (previously provided to you). Our rules and regula-tions, which are authorized by the By-Laws and approved by Oronoque’s Boards of Directors, are intended to clarify and implement the provisions of the Declaration and By-Laws.

The Oronoque Village Condominium Association, Inc. (OVCA) owns the building that houses your unit, as well as the land on which it sits, together with the surrounding land (common are-as). You, as unit owner(s), own the space within the walls of your particular unit (living area)

There are nine hundred twenty-nine living units in the Village and approximately one-thousand five-hundred residents. In or about 1971, construction of the first units began; the phased construction resulted in 25 separate condo communities, which were merged into what is now Oronoque Village Condo-

Residents in each dis-trict elect a representative to serve on the OVCA governing board and representatives to serve on the various OVCA com-mittees. Everyone serves voluntarily except for our Executive Manager and our Director of Maintenance, who are salaried employees, and our office and maintenance staff, who are hourly employees.

Oronoque Village Tax District (OVTD) was created by a vote of OVCA residents in 1979. Tax districts may be established with-in a town to perform certain functions, as authorized by stat-ute. Their purchases are not subject to sales tax, and they can assess district taxes (as opposed to common charges). OVCA has licensed certain functions to OVTD, including the mainte-nance of the community buildings, the swimming pools, orna-mental trees, roads, mini-farms and tennis courts. OVCA, how-ever, continues to run the day-to-day operations of the Village.

Since we all own this condominium together, OVCA has prom-ulgated rules, regulations and procedures designed to make everyone’s use of our community safe and harmonious. High-lights of the current rules, regulations and procedures appear in this handbook for your easy reference. The full text of all OVCA and OVTD rules and any amendments are available at the Business Office.

Any resident who believes that he or she needs an accommo-dation due to a disability should set up a meeting with the Ex-ecutive Manager to discuss an appropriate accommodation. Enjoy life in residence here!

INSURANCE/RISK MANAGEMENT COMMITTEE

Members of this Committee are appointed by the President of OVCA. The Committee oversees and investigates insurance and risk management issues related to the Village.

BY-LAWS COMMITTEE

This Committee is responsible for keeping the By-Laws up-to-date. Members are appointed by the OVCA President.

HOUSE COMMITTEE

Members are appointed by the President of OVTD, since OVTD is responsible for the community buildings. This Committee is responsible for making recommendations to the OVTD Board about the use of facilities in the community build-ings, such as the gym (in the SCB), the kitchen (in each build-ing), the card rooms, party rentals, and other community-building activities.

POOL COMMITTEE

Like the House Committee, the members of the Pool Committee are appointed by the President of OVTD, which has responsibility for the pools. Pool Rules, which are disseminated to residents annually, govern resident use of these facilities.

COMMUNICATIONS COMMITTEE

The Communications Committee is an ad hoc com-mittee which is responsible for the Villager, the Bulletin, the Village’s cable television channel and the Village Website. Members of this Committee are appointed by the President of

SOCIAL ACTIVITIES COMMITTEE (SAC)

SAC is responsible for Village-wide social events, such as picnics, dances, the pool party, holiday parties and other special events. All residents are welcome, although there are fees for catered activities.

MAINTENANCE COMMITTEE

Like SAC, members of the Maintenance Committee are elected. The committee includes representatives from each of the eleven districts. The Committee works in conjunction with the maintenance department and management to address Village-wide maintenance concerns.

ARCHITECTURAL/HORTICULTURAL COMMITTEE

Members of this Committee are appointed by the President of OVCA. The Committee handles requests for changes to a unit or to plant trees or shrubs in any of the com-mon areas or limited common areas. The Architectural Com-mittee must approve deck expansions, window replacements or expansions, skylights, awnings, exhaust fans and interior structural or mechanical changes. A list of standards and appli-cation forms are available at the Business Office or on the Website.

Members of the OVCA and OVTD Finance Committees are appointed by the Presidents of OVCA and OVTD, respec-tively. These Committees review financial statements, try to keep their fingers on the pulse of finance-related issues, re-

2. The Bulletin is published bi-weekly, with useful infor-mation and a schedule of events for the following weeks. The Villager is published bi-monthly and includes restau-rant reviews, a humor column, an introduction to new resi-dents, and other columns of general interest. The Website (www.oronoquevillage.com) is a useful source of infor-mation, including minutes of board meetings; mainte-nance reminders and schedules; a list of units for sale or rent; a way to submit work orders to the Maintenance De-partment or to request maintenance employees to per-form odd jobs in off-duty hours; and a bulletin board where residents can exchange comments and information. Finally, Oronoque Village Television (OVTV) (currently viewable on Channel 591 with a cable box) provides a schedule of board meetings, district meetings, activities and notices from residents.

3. Trash and recycling pickup is every Wednesday (or Thurs-day, if Monday is a holiday). Place trash outside the night before collection in the external concrete containers or in garbage cans.

4. Weekly collection of garden debris, in season, will be made on Monday (or Tuesday if Monday is a holiday), and should be bagged (in paper only) or placed in a refuse bin and left at the curb the night before scheduled collection.

5. The maximum speed limit within the Village is 20 miles per hour.

6. Parking on roads and lanes after midnight is prohibited. Most units have an extra secondary parking spot and there are extra common area spots throughout the Village. Addi-tional parking is available in the Community House parking lots.

7. The storage of abandoned, unsightly, inoperable or unreg-istered vehicles in an open area within Oronoque Village is prohibited.

8. Parking violators will receive warning tickets from Securi-ty. Should the violations continue, fines may be assessed, and the vehicle may be towed at the owner’s expense. Fines may also be assessed for violations of other vehicle-related rules.

9. Trailers, vans, recreational vehicles, dumpsters, shipping containers, trucks, commercial vehicles and camp trailers may not be stored in the Village without a written permit from the Office.

10. Motor vehicle repair, on a commercial or long-term basis, is prohibited.

11. No business of any kind may be operated out of a unit or garage area unless expressly permitted by law.

12. IN AN EMERGENCY dial 911 for Town of Stratford Police, Fire or Medical service (EMS). Dial Oronoque Village Secu-rity (203-377-5502) AFTER you call 911 (so that the guard will be waiting to guide the emergency vehicle to the prop-er destination). Calling Oronoque Village Security after you call 911 will allow a faster response. You may also call Oro-noque Village Security for non-emergency matters. The Oronoque Village Security number may be on a voice mes-

COMMITTEES

Committees are the life blood of the Village and de-pend on resident participation. Some, such as SAC and Mainte-nance are elected, but most have members appointed by the

Gardeners maintain their own plots according to a timetable and set of rules which may be obtained from the Business Office or from the mini-farms chairperson at the beginning of each season.

COMMON CHARGES AND TAXES

OVCA common charges are assessed each year on July 1, based on a budget prepared by the Executive Manager, re-viewed by the OVCA Finance Committee, and approved by the OVCA Board. Common charges are paid monthly throughout the year.

OVTD taxes are also assessed each year on July 1, and are also derived from a budget prepared by the Executive Manager, reviewed by the OVTD Finance Committee, and ap-proved by the OVTD Board and a resident or taxpayer vote. OVTD taxes are payable quarterly, commencing July 1.

Villagers are strongly urged to use the Village’s EZ-Pay system for payment of common charges and OVTD taxes. This system is convenient for residents, and benefits the Village by reducing the burden on clerical staff, who are then available to perform other functions, and by making the Village income stream more timely and predictable. Everyone benefits from the EZ-Pay process.

Delinquencies are a concern of all condominium asso-ciations, and OVCA and OVTD work hard to keep these to a minimum. Delinquent payments are subject to late charges and interest charges and may result in legal action. The full text of the OVCA and OVTD Delinquency Policies are available in the Business Office and on the Website.

SALES AND RENTALS

There are rules which govern the sale or lease of a unit. These rules are set forth in the Declaration and By-Laws. For example, a unit owner may not lease part of a unit (such as

or a few ants) will not be treated at Village expense.

c. The Maintenance Department will inspect for termite or carpenter bee or ant infesta- tion and will repair the resulting damage.

d. To reduce the chance of termite infestation, residents may not store firewood on decks, in garages or next to buildings.

MAINTENANCE

In general, the Village maintains the building exteriors and grounds, except for owner-added items (such as additional doors or windows, expanded decks, ornamental trees or plantings). Unit owners are responsible for maintaining unit interiors and any owner-added items. The Village provides “master insurance” coverage for buildings, including “betterments and improvements”, subject to a $10,000 de-ductible. Village insurance will not cover damage caused by a water heater which is beyond its warranty period.

More specifically, the Village maintains:

1: Building exteriors: Repair, replacement, and painting of siding, trim, roofs, standard exterior doors, glass in sliding glass doors and in windows, damage from an outside source, and repair of standard-sized decks.

COMMON CHARGES AND TAXES

OVCA common charges are assessed each year on July 1, based on a budget prepared by the Executive Manager, re-viewed by the OVCA Finance Committee, and approved by the OVCA Board. Common charges are paid monthly throughout the year.

OVTD taxes are also assessed each year on July 1, and are also derived from a budget prepared by the Executive Manager, reviewed by the OVTD Finance Committee, and ap-proved by the OVTD Board and a resident or taxpayer vote. OVTD taxes are payable quarterly, commencing July 1.

Villagers are strongly urged to use the Village’s EZ-Pay system for payment of common charges and OVTD taxes. This system is convenient for residents, and benefits the Village by reducing the burden on clerical staff, who are then available to perform other functions, and by making the Village income stream more timely and predictable. Everyone benefits from the EZ-Pay process.

Delinquencies are a concern of all condominium asso-ciations, and OVCA and OVTD work hard to keep these to a minimum. 10. Motor vehicle repair, on a commercial or long-term basis, is prohibited.

11. No business of any kind may be operated out of a unit or garage area unless expressly permitted by law.

12. IN AN EMERGENCY dial 911 for Town of Stratford Police, Fire or Medical service (EMS). Dial Oronoque Village Secu-rity (203-377-5502) AFTER you call 911 (so that the guard will be waiting to guide the emergency vehicle to the prop-er destination). Calling Oronoque Village Security after you call 911 will allow a faster response. You may also call Oro-noque Village Security for non-emergency matters. The Oronoque Village Security number may be on a voice mes-

TRAFFIC

● Use the paved areas adjacent to your unit for a se- cond car or for guests. Community parking areas may be used as needed.

● The maximum speed limit within the Village is 20 MPH.

● Any vehicle may be parked inside the garage if the door can be closed.

● Parking after midnight is prohibited on all roads and lanes, is limited to passenger vehicles only, and may not exceed the number of parking spaces.

● The Village and the Town of Stratford both prohibit parking of abandoned, unsightly, inoperable or unreg- istered vehicles. Violators will be reported to the Town, and, after appropriate notice, may be towed.

● Unused cars and recreational vehicles may be parked in the community parking lots, by permit, for up to 6 weeks. Permits may be obtained from the Busi- ness Office, and must be displayed on the front wind- shield. Commercial vehicles may park only while con- ducting normal business within the Village.

● Violators will receive warning notices and a letter stating the problem and applicable fines.

10. Motor vehicle repair, on a commercial or long-term basis, is prohibited.

11. No business of any kind may be operated out of a unit or garage area unless expressly permitted by law.

12. IN AN EMERGENCY dial 911 for Town of Stratford Police, Fire or Medical service (EMS). Dial Oronoque Village Secu-rity (203-377-5502) AFTER you call 911 (so that the guard will be waiting to guide the emergency vehicle to the prop-er destination). Calling Oronoque Village Security after you call 911 will allow a faster response. You may also call Oro-noque Village Security for non-emergency matters. The Oronoque Village Security number may be on a voice mes-

● Use the paved areas adjacent to your unit for a se- cond car or for guests. Community parking areas may be used as needed.

● The maximum speed limit within the Village is 20 MPH.

● Any vehicle may be parked inside the garage if the door can be closed.

● Parking after midnight is prohibited on all roads and lanes, is limited to passenger vehicles only, and may not exceed the number of parking spaces.

● The Village and the Town of Stratford both prohibit parking of abandoned, unsightly, inoperable or unreg- istered vehicles. Violators will be reported to the Town, and, after appropriate notice, may be towed.

● Unused cars and recreational vehicles may be parked in the community parking lots, by permit, for up to 6 weeks. Permits may be obtained from the Busi- ness Office, and must be displayed on the front wind- shield. Commercial vehicles may park only while con- ducting normal business within the Village.

● Violators will receive warning notices and a letter stating the problem and applicable fines.

COMMITTEES

Committees are the life blood of the Village and de-pend on resident participation. Some, such as SAC and Mainte-nance are elected, but most have members appointed by the

SOCIAL ACTIVITIES COMMITTEE (SAC)

SAC is responsible for Village-wide social events, such as picnics, dances, the pool party, holiday parties and other special events. All residents are welcome, although there are fees for catered activities.

MAINTENANCE COMMITTEE

Like SAC, members of the Maintenance Committee are elected. The committee includes representatives from each of the eleven districts. The Committee works in conjunction with the maintenance department and management to address Village-wide maintenance concerns.

Members of this Committee are appointed by the President of OVCA. The Committee handles requests for changes to a unit or to plant trees or shrubs in any of the com-mon areas or limited common areas.
