But Central Top 11 insist they have a right to also operate in villages where Mata operates as their license stipulates.The war between the two associations first started in 2007 but ended about a week later when the Mpumalanga government intervened. Since then, the protest, which has not been violent, has taken place more than 50 times. On Monday, it began again when operators belonging to Mata barricaded the road in Pankop with burning tyres, branches of the tree and rocks demanding that Central Top 11 evacuated the area.Police spokesman, Hastings Chaane said it was illegal for taximen to block the road as it was a national road. We have ordered them to open the road failling which we will have no choice but to arrest the ring leaders, said Chaane.He said the protest has been clean so far and that there had been no reports of any injuries or violence.We are monitoring the situation and we are hopeful all the thorny issues would be resolved sooner rather than later," he said.At the time of going to print, authorities from the government, police and the warring associations were locked in a meeting trying to resolve the matter.Meanwhile frustrated commuters who could not go to work due to strike said it was time government found permanent solution on the issue. Hundreds of commuters in and around Pankop were left stranded this week when two taxi associations fought over routes.The strike between the Marapyane Taxi Association (Mata) and Central Top 11, started again on Monday (August25) following failure by the government to resolve the impasse, which first started in 2007.

At the centre of the fight is the busy route between Pankop and Lefiso villages,

which Mata operators claim belongs to them.They claim Central Top 11, which operates from Pretoria and Hammanskraal, is stealing their people by also operating in their villages. They want the association to drop off passengers in Pankop where local taxis belonging to Mata can then drop them at their destinations.But Central Top 11 insist they have a right to also operate in villages where Mata operates as their license stipulates.The war between the two associations first started in 2007 but ended about a week later when the Mpumalanga government intervened. Since then, the protest, which has not been violent, has taken place more than 50 times. METROPOLITAN MUNICIPALITY, GAUTENG PROVINCE

Notice is given in terms of the Regulation 54 of the EIA Regulations published in Government Notice No. R 543 in Government Gazette No. 33306 of 18 June 2010, under section 24(5) of the National Environmental Management Act (Act No. 107 of 1998), as amended, that the City of Tshwane Metropolitan Municipality intends to upgrade the internal roads in Stinkwater located on the Remaining Extent of Portion 6 of the Farm Stinkwater 97JR, Hammanskraal, Pretoria. GladAfrica Environmental Management (Pty) Ltd will undertake the Basic Assessment application in terms of the NEMA EIA Regulations, 2010.

The project entails the upgrading of approximately 26km of internal roads in Stinkwater from gravel to tar/surface standard. Approximately 280 manholes and kerb inlets are proposed for the project. The storm water reticulation, which has been designed in terms of the City of Tshwane’s Storm water Master Plan, will comprise approximately 9,700m of 450mm diameter 100D storm water pipes; 700m of 600mm diameter 100D storm water pipes; 70m of 750 diameter 100D storm water pipes; and 280 manholes and kerb inlets.

The stormwater collected from the new infrastructure to be discharged into the Apies River. A Water Use License Application (WULA) will be undertaken in terms of Section 21 of the National Water Act, 1998 (Act No. 36 of 1998).

Road maintenance is vital to providing safe reliable transport for the advancement of the South African economy. The national roads are, after all, the arteries that connect the nation with the main purpose of building on economic growth, tourism, social development and the creation of economic opportunities. Bakwena Platinum Corridor Concessionaire (Pty) Ltd (Bakwena) is committed to managing, maintaining and upgrading its road infrastructure (N1N4 Platinum Toll Road) to international standards.

Aside from delivering top-class roads, Bakwena also places great importance on their road users’ experience of the routes and therefore share a detailed update on the work they are currently engaged in as a means of keeping road users informed and prepared for any road works that may be present. Dual carriageway upgradesAn additional 32 km of the N4 road between Tshwane and Rustenburg is in the process of becoming a dual carriageway freeway with the aim of providing safer, congestion-free travelling between these two cities. The Current upgrades to the second section of the additional carriageway on the N4 between the R512 West and Marikana interchange are commencing smoothly. The contract,

valued at over R380 million, entails building a second carriageway with bridges as well as the lengthening of existing bridges to cater for the new carriageway. The tendered contract period was 33 months and was estimated for completion in August 2014 with a time extension that was granted due to the unusual rainfall experienced during the construction period. This section is particularly expensive due to the large number of bridges that are on the route. The main contractor made use of 28 SMME/BEE sub-contractors on the contract, all of whom underwent formal training programmes with Bakwena, which was concluded with great success. The targeted SMME expenditure is 15% of the total contract value and the contractor has achieved 30% on the project thus far. Rehabilitation of concrete slabsThe contract for the rehabilitation of concrete slabs road surfaces at all toll plazas along the Bakwena N1 and N4 that commenced in June 2010 is well underway. This contract is aimed at rehabilitating the concrete slabs at the plazas that are showing signs of severe distress with cracking and the rehabilitation of the paving where required, as well as some minor peripheral repairs and upgrades. To date the Stormvoël, Zambezi,Swartruggens,

Marikana and Brits plazas have been completed and the contractor will be relocating to Pumulani. The overall contract is set to be completed by June 2016 at an estimated cost of R63 million. The rehabilitation of the N4 between Swartruggens and Rustenburg commenced in March 2012 and phase one ofthe contract between Swartruggens and Moedwil, was completed in August 2013 at a total cost of R140 million. Phase two, which will see the completion of the works between Moedwil and Rustenburg, commenced in July 2013 and will be completed by December 2014 at a total estimated construction cost of R155 million. During this construction period Bakwena has maintained two way traffic so as to minimise the inconvenience to road users for the bulk of the works. The design for the next phase of the rehabilitation of the N4 for the section between Zeerust and Swartruggens is also being finalised. The construction of this phase is scheduled to start early 2015 and is set to be complete in early 2018. U-TurnsBakwena has identified the challenge of motorists who disobey the rules of the road and perform illegal U-turns on the freeway.

Additional road markings have been installed in July at the Helen Joseph and Brits interchanges on the N4 which enables the traffic authorities to strictly enforce no U-turns. The Dr Moroka interchange does not warrant additional marking due to full accessibility to and from the N4. Police Minister Nathi Nhleko has reiterated his call for community partnerships to help address the recent spate of crimes, which has left several children dead. Minister Nhleko said he was extremely concerned about the incidents, and urged communities to build a united front against criminals through partnerships like Community Policing Forums. Over the last few weeks, a number of violent incidents involving children have taken place. These include the kidnapping and murder of children.

Minister Nhleko said underlying societal issues must be addressed in order to effectively turn the tide

against crime. This, he said, could only be done through solid partnerships between all members of society, including government, business and NGOs. "We would like to see a growing trend in the country where the police, civil society and communities are working together to ensure that South Africans feel free in their daily lives,” said the Minister.The Minister was briefing the media after meeting with Gauteng police management. He said the crime statistics, which will be released next month, will paint a clearer picture of the extent of crime across the country. The Minister is on a countrywide campaign, which will see him meet with the provincial management of police and other stakeholders to address his vision and expectations.

Serving with careMinister Nhleko said plans are on track to shift the policing approach from “force” to “service”. This is part of the strategy, as outlined in the National Development Plan (NDP), of building a professional and caring police service. The NDP envisages a state where police work closely with communities to ensure that the root causes of crime are addressed. To professionalise the police service, Minister Nhleko said they are already changing the way they recruit new officers. The new recruits are taken through a stringent suitability test before they start with formal training. This is in addition to community involvement, where the community can comment on their suitability for the job.For staff that is already on the job, Minister Nhleko said they will give them refresher training, including training on crowd management

The Temba Driving License Testing Centre, in Hammanskraal, north of Pretoria, will be temporary closed for 12 months, for extensive renovations.“The purpose of the renovations is to enhance our service offering and improve our efficiencies to citizens in the Hammanskraal area,” Gauteng Department of Roads and Transport Head of Communications Octavia Mamabolo said. “We would like to apologize for the inconvenience this may cause to all.” According to Mamabolo, all light Drivers’ License collections will proceed as per usual until 23 August; all heavy vehicles’ collections will proceed until 1 September and the center will also remain open for collection of driving license cards which had already been ordered until 1 September 2014.

Lifebuoy focussed on improving the health and habits of children of Lefofa Primary School in TembaA schools project "Lifebuoy's School of 5 and Wrapper Campaign” and 5 Superheroes was launched in schools last month, which saw a dramatic increase in good health practices among primary school children resulting in healthier learners.Unilever's Lifebuoy brand headed into 162 schools nationally reaching more than 100 000 pupils with a project which encouraged learners to adopt a new hand washing habit within just 21 days. The campaign focussed on children aged between 6 and 12 years old, in Grades R to 4. Brand Manager for Lifebuoy William van der Westhuizen says ‘the project reached not only the pupils but their families and friends over the 21 day period. Lifebuoy is a trusted brand that has been used by South Africans for many years, and it has been actively involved in teaching good health practices and hand-washing habits in schools for a number of years.’"Good health practices and habits should not only be taught and focused on in winter, hand washing with soap is an important factor in breaking the chain of infection in all seasons. The 21 day habit benefitted learners as well as their parents. By improving their health conditions it has a positive impact on family medical bills too.” Van der Westhuizen adds, "Research has proven that a new habit can be adopted in just 21 days, which was ably demonstrated in schools around South Africa."According to the World Health Organization (WHO), diarrhoea and pneumonia combined

are responsible for the deaths of millions of children under the age of five every year. The majority of these deaths are linked to poor hygiene and lack of access to sanitation, but research has proved that the simple hygiene habit of washing hands with soap can reduce this figure by almost half. Van der Westhuizen says ”consumers at participating SPAR Stores were invited to purchase a bar of Lifebuoy and place their tillslip in one of three entry boxes with names of schools in the community. Pupils at participating schools were also encouraged to collect Lifebuoy wrappers and place these in an entry box at their schools. The 51 winning schools could choose one prize from a selection of four options, namely a computer and printer, a printer, three whiteboards or a generator to the value of R10 000. He added "School principals came on board as they realised the importance of the campaign and its positive effect on school attendance. They were keen to help the children through the 21 days to adopt new habits and develop a healthy attitude towards hand hygiene." Mr Thabo Manne principal of Lefofa Primary School added that the "Lifebuoy's School of 5 and Wrapper Campaign” was enjoyed by everyone at the school learners and teachers alike. The campaign had a positive effect on the learners.’ The prize chosen by the school was a computer and printer. Contractors are meant to reduce poverty and lack of job opportunity in our community. Ever since the implementation of contracts in our country the has never been peace over sub-contractors and payments. Community members have been given the opportunity to open and create their own companies in order to create job opportunity by the ruling party.

The community of hammanskraal have been so fortunate lately with the current contracts that have been flooding

in their area. For the past few weeks’ people of hammanskraal has been given the opportunity to get rid of the old asbestos roof and get new iron zinc roof. Community thought these is the end of their leaking roofs thou it was the beginning of huge troubles. All wards in hammanskaal has been told of the current contracts that will be taking place in their area, where the roofing will be changed to iron zinc, Community felt that these is the best service delivery by the community. On the 22nd of this month in kanana the community of kanana saw what is rated as the day light ghost when sub-contractors decided to put tools down. Sub-contractors who said they have been working under up normal situation where they work without pay from the department. Sub-contractors are saying this is not the first time they worked without pay from the main the contractors. Claiming that they sometime had to go to police station where they had to open a case against the main contractor, before she can pay them half of their neither salary nor money. “We have been struggling to get paid thou decided to work under that up normal situation till we decided

enough is enough”. Every time we try to reach out to the main contractor we can’t because we believe that she is playing hide and seek with us. One of the sub-contractors who asked not to be mentioned said these people have been promising to pay us thou it doesn’t seem to be happening. When we call the site manager to solve the problem he doesn’t seem to understand the problem we going through. These people need to understand that we have families to take care of and other personal commitments that we have to deal with hence the work we doing. Charles Ngobeni who is a victim said he doesn’t believe that they should suffer because of the employee’s payment. Saying these sub-contractors should have done their job and close their houses before they can even think of going on strike. “I believe that these are professional and responsible people they should realise that now its summer the is rain and windy hence they cannot live their belongings outside. Thou we support them 100% that they should get paid. Lucky Rakgwale who is a sub-contract to Reatlegile contractors said they had enough as they have been played all along by the main contractor. Claiming that the main contractor has been promising them pay thou they haven’t got any and what made matters worse is that every time they confront her

she says she never made any agreement to anyone before. The main contractor Dipuo Mashele said she going through rough time with sub –contractors as she can’t seem to manage to pay them. Dipuo said they have been in and out of the meetings with the MMC and MEC of human settlement in order to get the solution. Although the problem seems not to be over anytime soon, Dipuo is stressed that her employees must get paid as the have nothing to do with money delays’ and have been struggling to pay my sub-contractors lately and been doing all in my power to pay them. But promised to solve this problem as soon as she gets paid by the department. As for now she doesn’t even know what to do as she knows and understand that people needs to pay accounts and other personal commitment.

The 100 days target of creating 1.5 million housing opportunities is set to build houses for the poor and open the housing market for those who cannot access home loans.

Human Settlements Minister Lindiwe Sisulu said this, when she briefed members of the Portfolio Committee on Human Settlements about plans to achieve the 100 days target she

announced during her Budget Vote Speech. “What we are presenting to you today is the framework in which we will build the foundation towards achieving our objectives on not only building houses for the poor but open the housing market for those who are unable to access home loans and also do not qualify for free government houses,” said the Minister. She also announced that her department had signed a Service Level Agreement (SLA) with the State Information Technology Agency (SITA) to create a credible waiting and beneficiary list database.“The creation of this reputable waiting list will assist us in ensuring that we remove from the list those who do not qualify or have received a house previously by linking this to the population register,” she said. Minister Sisulu said her department has been in meetings with the Chamber of Mines, South African Local Government Association (SALGA), Banking Association and South African Women in Construction (SAWIC) and other stakeholders to speed up the 100 days target. She said the stakeholder meetings will eventually culminate into a National Human Settlements Indaba scheduled for September 2014. “I have interacted with a number of our stakeholders. Between 25 and 26 September we will all assemble under one roof at the National Human Settlements Indaba to deliberate on our challenges and possible solutions while committing ourselves towards the delivery of 1.5 million housing opportunities,” said the Minister. The Minister believed that at the end of the National Human Settlements Indaba all affected parties will emerge with a new Social Contract, which seeks to forge partnership between Government and private sector

Members of the community in Eersterus had two successive weekends full of soccer action at the primary school soccer field. The tournament was organized with one thing in mind and that was to show case that older men can also make it on the pitch of play. The teams participated to be exemplary to the youth that sport is needed towards good health (Men Sana in coporesana i.e. a healthy mind in a healthy body)

The teams involved totaled 18 in number and play over the weekends in this new league. According to a source, Ace Mboweni, the

league comprises the first round in which teams collect points and the second round being a do or die situation. He explained that the do or die would start on the first weekend of September until the last team wins. He told Hammanskraal News that the league is sponsored by a local business man (bottle store owner). Eersterus Masters weighed their worth against Stinkwater Masters on Sunday 24 August. The game began at high tempo between the two teams. They attacked each other without reservation. The opening minutes of the game saw Eersterus Masters on the attack. They were unlucky not to break the goal hunger when the attempt narrowly brushed the upright. The tournament was well attended to the cheers and ululations from spectators. Numerous attempts at goal from Eersterus Masters went wide to the frustration of some of the players as well as the spectators.Stinkwater Masters also had their fair chances that were also lost to poor target shooting. They repossessed the host’s defense and their left winger missed

by miles from the goal post. It was again a ding-dong battle between the two teams until interval at a goalless draw. Although the games were played thirty minute per side, the masters showed signs of tiring towards the end of the first half. On the other hand, the officials on the game were professional in both attire and the control of the game. Although the game was not that clean with bad tackles, it was a marvel to watch as masters from both teams showed their skills (the tsamaya and the shibobo).
