According to Lieutenant (Lt) Sarah Lesabane the suspect started assaulting the victim and he tugged her mouth with a t-shirt when the victim attempted to scream while their three children were asleep. The children of the couple are said to be the age of 3, 5 and 7 years are under care of their grandmother after they were taken there by the police officers. Lt Lesabane said that the victim said that the suspect went to the kitchen after he have assaulted her and stabbed her at the back of the neck and collapsed. She said that when she woke up she started feeling a horrible pain in her neck and privates parts. It is alleged the suspects cut off part of her private parts and she was bleeding said Lesabane. It is said the suspects later went to one of the victim’s friend house and told her to go to their house and see what she have done to her partner after doing these horrible incidence. The friend could not go there as she is a widow and she sent another friend who called paramedics after seeing her friend swollen and covered in blood. She also alerted neighbours which blew the whistle which are used to call residences when there is a problem or a gathering. According to Lesabane the residences caught the suspects and started beating him that’s when the paramedics called the police to the scene. She said that she is proud of the community response by arresting the suspects but disappointed of the acts of having to assault the suspects as that consumes more time because police sometimes have to investigate the case of suspect being assaulted while they could have focus on the victim’s case. Lesabane said the victim was able to talk to the police about what happened and later taken to hospital while the suspect is under police guard after he was assaulted by residences. She said that the suspect will face the charges of attempted murder. She discouraged such acts emphasizing that women need to break the silence of any form of abuse because some end up being killed hoping things will be better. Couples can talk with their uncles, pastors or seek professional help such as social workers or visit Room 19 at Moretele Magistrate court where they will receive advices of how they can deal with domestic violence in their relationships. According to the victim’s elder sister Sophy Mabolawa the victim have since told her that the suspect started choking her when they had quarrels mostly when he was drunk since the beginning of the year. Mabolawa said that her sister said that the suspect alleges that she was having an affair when one of the man who reside in their neighbourhood which he was told by unknown people. “I am very hurt and emotional because now she is injured and would like to tell our fellow sisters in the community to stop staying at their places without being married” said Mabolawa. She further said that now the children will be affected by the incidence girls must stop having many children while they are still young and mostly out of wedlock because when they have problems they cannot tell their relatives. A man is under police guard at Jubillee Hospital after allegedly been beat by residents at Hans Kekana View, this is after he assaulted and almost killed his partner. According to the Temba police the 29 year old woman who has also been admitted at the hospital said that his partner 33 year old man came late on early hours of Sunday morning at their home, drunk.

It is alleged the suspect started swearing at the woman accusing her of having an affair. Hammanskraal News caught up with two men who entered Temba Police Station to report a case after the in man blue T-shirt allegedly bumped in his car. According to the red Polo driver together with two passengers a lady and a man wearing an Orlando Pirates top agreed with the other one, known as Castro, to solve the problem at the police station. After entering the police station, according to the driver, Castro started changing what they agreed upon. The Orlando Pirates T-shirt driver got angry and slapped Castro in front of the police just before approaching the charge office.

Police had to get between the two after Castro said that he cannot be slapped by a small boy. He got so angry and started reminding that other driver that he is still a baby and he can show him one or two by fighting back. As he charged to fight

back after Hammanskraal News Reporter made the police aware of what was happening. One of officers was heard asking the two drivers if they were at the shebeen or police station. He warmed them that they should not behave like people from the shebeen while they are in the territory of the justice, otherwise they could have solved their problem without coming to the police station if they do not respect the grounds they were walking on. The police officer warned them that they might face the strong might of the law for what they did as undermining the government institution and they might face serious charges for what they had done. The insults and swearing lasted for about ten minutes but police managed to fuse it after they advised them to open a case but the driver of the red vehicle refused and left the station with a lady and man who slapped Castro.

Customers had the opportunity to nominate a friend or family member who they felt deserved a donation of clothing, groceries or appliances to the value of R5, 000. Entry forms were available at all stores and Centre Management.

We drew two winners for this competition, Tshepiso Takadi who nominated Paledi Shadrack Ratsoana, she mentioned that Paledi deserved the

R5000 worth of clothing, as he would donate the clothes to charity. Paledi nominated Tswelopele Community Workers NGO as his charity. This Charity organization managed to buy school uniforms for needy children.Annah Macheke was also drawn who nominated Odirile Fortune Macheke she mentioned that Odirile deserved the R5000 worth of appliances as he had passed grade 11 and deserved a laptop.

The community in Voyentin voiced their concern over the air time money that is deducted from the pensioners’ grants on monthly basis. The deductions had become a thorn in the flesh for most of these senior citizens and they decided to take the matter to the local lekgotla for assistance and subsequent solution.According to a number of pensioners, the SASSA (South Africa Social Security Agency) personnel allegedly deduct money from their pension grants, citing that the bearers opted for air time in advance. They complained that most of them have a problem reading what appears on their grant slips and are only informed verbally about the unknown contract or agreements. They further voiced that some of the SASSA employees blatantly told them that they had purchased air time and that they had to pay back. Mr Steve Mangwane, one of the pensioners complained that he had had R99.00 deducted for a number of months. He said that the matter is an old song worth singing and that the departmental section seems to be dragging their feet on the subject. He added that the public out there suffers loss of their meagre income. He reiterated that the said people seem not considerate of their old age and their dependence on the grant.Mrs Mavis Kgwantha (pseudonym) from Olverton was said to have lost R50.00 for the past three months on air time for a cell phone that she does not have. She told

Hammanskraal News that she cannot even use a cell phone, let alone having one. The old lady explained that they are advised to go to the SASSA offices after making and affidavit at the nearest police station. She complained that the procedure is long and that it is not a matter of their making. Kgwantha voiced that the issue pulls them off their normal budget and they end up in arrears wherever they have accounts. She said that she vividly recalled how she was snapped at by a SASSA employee when she complained of the deduction and had to stay mum.The worst of these cases was with Mrs Phampha who complained that she had lost R200.00 from her monthly grant earnings for three months. She said that she was alerted by one of her grand- children about the matter when she opted to help her count the money. She said that the child found that she was R200.00 short which she did not believe at first. She explained that she inquired about the shortagethe next month and was told that she owed the money and found that she was R200.00 short again. She said that she was also told to put things straight with the agency. Granny Phampha said that she could neither read nor write and therefore was not in any position able to use a cell phone.The village executive took it upon themselves to help the elderly by taking the names of the affected victims of the alleged scam to SASSA in Syferskuil. Mr Manganyi, a member of the said executive said that they would enquire with the agency and find out if the affected cannot be reimbursed for their losses.

“ where have all the spaza shops gone” Since the early 1970’s I have lived and grown up in the Hammanskraal area.In fact we had our own multi- racial soccer team called Renbro eleven, we often played games at Bridgeview, Dominican school for the deaf, St Peter, SAP training college, Suruman, Marokolong and Stinkwater just to name a few Places, including games against Jerry Matjenie’s Skampaneng Buccaneers.In the time of the Bophuthatswana regime I followed, supported and sponsored the soccer kit of Temba black eagles, after watching or playing soccer we would often stopover at local spaza shops owned by magogos or older people, to buy cold drinks, chips, and quarts of black label beer. Every village had spaza shops virtually on every corner, we were always welcomed with open arms even in the time of the riots in 1976. These times are my fondest memories of my childhood and my old soccer friends such as Scara, Peter Mothiba, Billy Bigger, Bushy and Snookie, just to name a few.In 1999 I became a DA councillor and still travelled the entire northern area of Tshwane due to my DA duties, so I have been familiar with Hammanskraal and its surrounding area for many years, however in recent years I have noticed to my alarm that the spaza shops are now all owned by foreigners mainly Pakistanis.My question now is, how did this happen, or how did we let this happen, in these hard times on unemployment ,drug abuse, and poverty that we now live in, why do the foreigners own the majority of the small businesses in the townships, besides the job losses for our people, a part of our culture has also been lost. The scenario of sitting in a circle under a dusty tree on a Sunday morning drinking a quart of beer and chatting to the villagers as a cow or goats grazes a few meters away seems defiantly a thing of the past.The easy answer to the question is, times have changed and maybe South African’s are no longer interested in running spaza shops, this may well be true, however it is my opinion that the spaza shops no matter how big or small taught our people and their children the basic fundamentals of how to run a successful business, in turn as the business becomes more successful, other businesses mushroom from the income of the spaza shop, such as scrap yards, restaurants panel beaters etc and before long the entire family is empowered and are even able to send their children to study further.The majority of the government’s economic development programs such as bakeries, making bricks and chicken farming have collapsed , these projects needed huge amounts of cash to purchase expensive equipment, that somebody in a high position got a kickback from, what happened there, has our system not failed us? Would it not have been better to have made use of these funds to assist our local spaza shop owners who already have a basic idea of business, to expand and legalise their businesses, in this way uplifting our people , creating urgently needed jobs within the townships than giving business to the foreigners, who exploit our country and once they have earned enough money sell their business to other foreigner and return home with lots and lots of our money.Stanley R.

Sebushane MoobiResidents of Voyentin, Suferskuil, Walman, Olverton and Swartboom villagers converged at the Agrico grounds in Voyentin to receive their long awaited title deeds. Bojanala District, Moretele Local Municipality, five communities as well as the Department of Rural Development had a happy come together and a Good Friday presents in the form of title deed documents to those who were in possession of identity documents on Thursday 17 April. These communities were settled by the government in as early as 1966 either as policy of government or individuals deeming it fit to do so. These villages are between 7 and 19 kilometres west of Radium with Syferskuil and Walman as the nearest. Voyentin and Olverton are the next villages along the roué westwards, when Swartboom is the furthest of them all. Accord.The attendants did not despair even when the minister of rural development, Minister Nkukile Nkwinti did not show up at the stipulated time. They all sat and waited until midday when the programme unfolded. According to some of the attendants, they had been waiting for the said documents since 1998. In their opinion, it was one of their longest of times to wait. Some said that their happiness was due to the long wait as well as the sense of ownership on receipt of the said paper work. The ownership of such land is intended to help develop the area and be able to collect revenue and property taxation.The Minister of rural development was told the attendants in his key note address that they had 3 731 title deeds for the five villages. These

were Voyentin, Syferskuil, Walman, Olverton and Swartboom respectively. According to the minister, 188.7187 hectares of land for all the five portions had been transferred to the residents. It was not mentioned though, how many documents each village was to receive. He mentioned that the others would receive their title deeds later in the year Mr Klaas Photoane was the first to be awarded a title deed to the amazement of some of the residents. Some said that they expected the minister to award the document to one of the most senior resident. Minister Nkwinti said that the title deed was intended to bring back the dignity that was taken away from the majority of South Africans. He added that it had in it the assurance that the bearer would not be removed from his or her place of abode without their consent. He mentioned that the title deeds were intended to stimulate the land market, redistributing real wealth, property and positively contributing to the RDP. He emphasized that Moretele Local Municipality would therewith comply with its constitutional obligations. On the other hand, the objective of the project was to enable the community to possess the land that was informal and that the community did not part with a single cent towards the project. The others who did not receive their title deeds were requested to given tentative venues to collect them on 26 April. Minister Nkwinti requested parents to allow their children as youth to participate in a training session that is to be unfolded in due course in Kimberley. He explained that inter-alia, the youth would be trained in building, paving, ploughing, marketing etc. He stated that his department

intended giving the youth necessary tools to improve the lives of the elderly. He explained that the youth would be taken to the defence force for four months to improve on their discipline. He added that love for their country would be inculcated in the youth, the love for their country and their parents. The minister further said that some would be sent to FET colleges to further their studies and learning. He stated that the latter would help them improve on the economy of the country. Minister Nkwinti urged the youth to be ready to proceed to Kimberly and that it is not an easy task. He further relayed that the first two weeks

would be difficult and that parents should not phone them as it would make them home-sick. He emphasized that girl children were the tougher than boys in the first group that is to graduate on 02 May. Councillor Monageng requested that interested youth were to avail themselves at the different venues where the other title deeds were to be collected. Each village was to submit a list of 25 names that were to be forwarded to the Local Municipality to be sent for training. On the other hand, Councillor Masedi Madise promised the Minister that the selection of the youth shall be done on merit and that nepotism and other forms of irregularities shall be avoided.

Service delivery is a major concern in Hammanskraal. The past 20 years has been difficult for residents of Chris Hani block G who stayes there without any service delivery, except been given street names.Political party campaign continues when the Democratic Alliance leader Hellen Zillle visited the area on Wednesday in company of Solly Msimanga the chairman of Gauteng north regional. Block G residents who stayed without electricity for the past 20 years smiled again on Wednesday when

DA arrived unannounced. It came as a shock when they were told that DA president is on her way to their area.Residents who had lost faith in any political party said they could not believe anything that was said as they have been there for long now. Jacob Morokong, one of residents who got solar lights couldn’t stop praising Zille.Morokong said it was very emotional when he got that light that he has been waiting for the past 20 years. He said thou it is solar lights it showed that DA cares a lot about them and not making empty promises like other political parties.

HellenZille said “am shocked to see the street names without street in a place that is not even structured”. She said how one can name a street that is not even there saying it shows how the government is playing with people. Although it was part of the campaign Zille addressed the issue of service delivery as the fundamental issue that needs to be addressed as early as they can.Zille asked “what kind of service delivery is it that needs to been waited for 20 years”. She asked the community to go and vote for any political party as their vote is their voice. Saying if they want to see change they should go and cast their vote.

Hellen Zille said they came to Chris Hani to give these residents solar lights that can be used with any kind batteries. Talking of the sanitation, roads and infrastructure she said the ANC uses people only to get their voteafter that they dump them like used tissue. She said “I’mreferring to block G resident’s trauma after being here for the past 20 year’swithout service delivery thou they expect them to vote ,saying it hurt because these kind areas are target for campaigns as they know that they will listen to every word with the intention of getting service delivery. While political parties’ uses it to get votes but nothing.

Freedom is a common word in the mouths of many South Africans and how it is used is different from one person to the next. Many take freedom as a sign of prowess other than care and goodwill. Others take it to be an endeavour to do as they please. April is freedom month for our country as twenty years ago it achieved the first democratic elections so, Hammanskraal News went to the streets and interviewed some youth to find out what freedom means to them.Dineo Sithole from Lebotloane, said that freedom is a package. She outlined that it has to come with responsibility for one’s action. She added that freedom does not mean doing as one wishes. The lad stated that parents should be allowed to play their pivotal role in guiding the youth towards adulthood and that the said youth has to be prepared to follow suit. On the other hand, the lad said that he is concerned about the do as you like policy that some of the parents seem to implement in the growth of their children. She said that wrong doing among the youth had reached the highest peak. She stated substance abuse, lack of self- control and ill-discipline. He relayed that the youth and all South Africans should realize that having personal limits and restrictions is the way to go. She reiterated that history sometimes repeats itself as the elders have the life experience that they can share with the born frees. She said that too much freedom tends to be overused by the born frees. She concluded that a good parent punishes a child out of love and not the other way round.Julia Bogatsu, a Northwest youth ambassador, parliamentarian from 2013 -2014 telephonically

said that the born frees do not respect the freedom fought for. She said that the youth is desperate for unnecessary things that do not help to develop the country. She stressed that the born frees tend to look up to the government for everything other than they do something first and request for assistance later. She reiterated that they have to be helpful to their fellow South Africans, be proud about their country and be more patriotic. She said that true patriots are jealous when their country name is dragged in the mud. She mentioned that the youth have available opportunities in education, health and other resources that they do not exploit. According to Julia, bursaries that are available to the youth are not utilized and that they live on blame game. She reiterated that the youth roam the streets and do not take advantage of the available resources such as community libraries. She stated that education is free, health, and those computers are available in schools. It is her opinion that the South African youth rely on hand outs and they do not work to archive their goals and dreams. She concluded that it is time that the youth turn a new leaf, work hard to avoid giving their country to foreigners after so many years of hardships, toil and suffering that their elders had to endure through sacrificed lives. Ms Victoria Segami, a psychologist in the Northwest telephonically told Hammanskraal News that parents also have to accept that their children do grow and need to be independent. She agreed Kagiso’s statement that they need to be guided. She added that children need to be given a chance to make their choices in life and gain their own experiences. She put it that children at whatever age must be allowed to assert themselves in the community so as to learn new skills. She said

in a way a children learns more from their mistakes other than being spoon-fed. She warned that some of the children use freedom to be troublesome and that the behaviour needs to be cautioned immediately. She stated that over free children tend to be drug abusers and indulge in early sexual activities.Victoria said that statistics shows that most of the 20 year olds are HIV infected in South Africa. She reiterated that too much freedom is dangerous. On the other hand, over restriction of the youth makes them stubborn and experimental on some negative aspects of life as stated (drug abuse, truancy and sexual activity). She said that parents also need to share their experiences with the children, warn them of the consequences of some action and urge them to be responsible for their actions. Segami relayed that parents should encourage youth to couple freedom with love, guidance and support. She concluded that the youth have to know that everyone lives by choices and give them a chance to explore them.

The establishment of provincial and local transformation committees is expected to fast track transformation in sports says Sport and Recreation Minister Fikile Mbalula. Receiving the Transformation Status Report 2013, from the Eminent Persons Group (EPG) on Transformation in Sport, on Tuesday, Minister Mbalula said his department would oversee the establishment of the committees which were recommended in the report.The EPG was appointed to assist the minister on monitoring and evaluating the current transformation process in sport, as outlined in the National Sport and Recreation Plan (NSRP).A pilot Transformation Status Survey, which was

conducted by the EPG and chaired by Dr Somadoda Fikeni towards the end of 2013, was concluded in 2014.As part of the NSRP, the EPG was given a task to provide independent advice to the department on the issue of transformation. “This report comes out today after long deliberations. As the EPG, we’ve come to one conclusion, that a country like ours with a history of division, with the history of marginalisation, transformation is not optional, but is a must, hence this report has tried to unpack many dimension of transformation,” said Dr Fikeni.The survey comprised of five national federations, namely, Athletics SA, Cricket SA, South African Football Association, Netball SA, and Rugby SA. The five national federations were subjected to complete a data sheet, on which information on the

multi dimensions, as indicated on the Scorecard, could be obtained. The multi dimensions on the scorecard consist of six dimensions, which include access, skill and capability development, demographic profile, performance, contribution to government priorities, and good governance.Minister Mbalula further urged sport federations to relook at the multi-dimensional scorecard of the Transformation Charter. He said in the near future, any federation or sport body will be benchmarked according to transformation priorities and failure to comply will result in the withdrawal or with-holding of the component of the grant. Minister Mbalula said the EPG will further avail itself to sports’ bodies that require assistance on achieving transformation targets.“As sport, we also have a good story to tell as you might have seen in the

recent past the ability of sport to unite our nation through hosting major sporting events. “I can guarantee you that this report is not going to catch dust as there’s a programme of action,” Minister Mbalula told Hammanskraal News National Sport and Recreation Plan (NSRP)The NSRP, which was adopted at the National Sport and Recreation Indaba, held in 2011, identified transformation as one of the five transversal issues which permeate every building block of the NSRP, and considered a non-negotiable imperative. The NSRP further defines transformation as a strategic objective to ensure that equal opportunities exist for all South Africans to participate and excel in sport and recreation through the adoption of deliberate transformation initiatives.
