PROGRAMME MEDOCC

The Community initiative INTERREG III is one of the Community Regional Policy tools. Interreg III B MEDOCC is part of Strand B of the Interreg Community Initiative Program, referring to Transnational Cooperation.The primary objective of the Program is to increase the territorial competitiveness of Southern Europe in order to create an economic integration zone of world-wide importance

OBJECTIVES

Core of the project

Raising awareness of people and operators of the sector so that attitudes may be changed, sustainable fishing and consumption patterns are supported; make fishermen and citizens sensitive to the issue and encourage regional policies contributing to sustainable fishing.

Long-term and successful solutions to protect marine ecosystems are just impossible if all relevant actors are not involved.

General awareness involving local policy makers, researchers, fishermen, enterprisers of the sector and citizens; agree and carry out common actions to obtain effective and real results.

Working group 1: transnational monitoring network

Creation of an European network of universities and research centers cooperating with partner public boards of the project; they monitor the mutual relationship between fishery and climate change in the partner regions during the entire project. In particular, they highlight how specific fish species vary locally as a consequence of warming. It is of great help to learn how life of fish species change, how their distribution vary because of climate change.

Working group 1: transnational monitoring network

The main objective is:

To reflect on the mutual interference climate change-fishery in the entire Mediterranean area

To highlight possible development scenarios so as to reduce climate change-induced threats

A study on the current situation in the Mediterranean Sea is also to be produced; thanks to international researches, possible alternative development is also to be indicated along with teaching for the entire Mediterranean area.

The working group 1 meets 3 times: Sardinia (Italy), Andalusia (Spain), and Patras (Greece)

Working group 2:

Exchange of experiences: thematic workgroups addressed to politicians and private actors of the sector: anglers, small-handicraft and small enterprises of the sector

Transnational Workgroup in Loulé – Portugal

Transnational Workgroup in Catalonia – Spain

Transnational Workgroup in Crotone - Italy

Workgroups are of 3 days: one and a half day for the topics of the project, particularly the vocational mode RFM; half day to meet the anglers, chambers of commerce, and local actors of the sector (dialogue platform)

Professional Training: – a new professional figure: Responsible Fisheries Manager – RFM

The project envisages a short-term vocational mode for anglers to train a new professional figure: RFM. This recalls the Energy Manager, which is acknowledged at international level and is in charge for rationale energy consumption of firms, at present for public boards as well.

According to the project, there is a new professional figure and a related training course. Such a job may be an example in the partners’ countries and Europe wide. The training mode will be edited in Cd-DVD. Paper publishing is also foreseen

Identification of the comité de pilotage

Identification of delegations: P 26 fiche projetEach partner selects members from its delegation: who is going to attend the work group 1 and who the work group 2

Scientific Work Group (group 1) : - partner IMC suggests a frame time for the next WG of group 1 (possibly in November 2006) and organizes the WG-The Lead Partner and the partner IMC writes down the agenda of the next WG and advise partners accordingly so that pertaining material can be easily prepared- partner Université de la Mer advances a work methodology for the first WG in order to implement the study as planned – see p 24 fiche projet)-partner University of Patras advances a work methodology to create the observation network, which is to collect data and indicators and to complete a data bank – see p24 fiche projet -

Socio-political Work Group (Group 2) : Partner Camara Municipal de Loulé determines the frame time of the first WG of Group 2The Lead Partner, through the comité de support (Coordination Committee), and the partner Camara Municipal de Loulé advance the agenda of the first WG of group 2

Dissemination- design of web site - each partner sets a communication strategy with local, general and specialized press of the territory to acknowledge for the project

It is central to communicate our project so as to:-Demonstrate that it is valid and provides the territory with further value- trigger off a “multiplying” effect of similar actions- increase transparency in the use of public funds and to ensure people of a good use of European funds
