OF NAVODAYA VIDYALAYAS
The Navodaya Vidyalaya System is a unique experiment unparalleled in the annals of school
education in India and elsewhere. Its significance lies in the selection of talented rural children as
the target group and the attempt to provide them with quality education comparable to the best in a
residential school system. Such children are found in all sections of society, and in all areas
including the most backward. But, so far, good quality education has been available only to well-to-
do sections of society, and the poor have been left out. It was felt that children with special talent
or aptitude should be provided opportunities to proceed at a faster pace, by making good quality
education available to them, irrespective of their capacity to pay for it.These talented children
otherwise would have been deprived of quality modern education traditionally available only in the
urban areas. Such education would enable students from rural areas to compete with their urban
counterparts on an equal footing. The National Policy on Education-1986 envisaged the setting up
of residential schools, to be called Jawahar Navodaya Vidyalayas that would bring out the best of
rural talent.
OBJECTIVES
l To serve the objectives of excellence coupled with equity and social justice.l To promote national integration by providing opportunities to talented children,
largely rural, from different part of the country, to live and learn together and develop their full potential.
l To provide good quality modern education, including a strong component of culture, inculcation of values, awareness of the environment, adventure activities and physical education.
l To ensure that all students of Navodaya Vidyalayas attain a reasonable level of competence in three language as envisaged in the Three Language Formula; and
l To serve, in each district, as focal point for improvement in quality of school education through sharing of experiences and facilities.
SALIENT FEATURES
l JNVST : Entrance on the basis of Merit
Navodaya Vidyalayas draw their student strength from talented children, selected
on the basis of a merit test, called the Jawahar Navodaya Vidyalaya Selection
Test, designed, developed and conducted by NCERT initially and now, by the
CBSE. The test is held annually on All India basis and at block and district levels.
It is objective, class neutral and is so designed as to ensure that rural children are
not at disadvantage.
l Reservation for Rural, S.C., S.T. and Girl Students
Admissions in Jawahar Novodaya Vidyalayas primarily for children from the rural
areas, with provision of 75% seats for rural children. Seats are reserved for
children from the SC and ST communities in proportion to their population in the
district but not less than the national average. 1/3 of the seats are for girl
students. 3% of the seats are for disabled children.
l Co-educational Residential Schools with Free Education
Navodaya Vidyalayas offer free education to talented children from Class-VI to
XII. Navodaya Vidyalayas are affiliated to the CBSE. Entry to a Navodaya
Vidyalaya is in Class-VI only along with lateral entry into Class IX & XI. Each
Navodaya Vidyalaya is a co-educational residential institution providing free
boarding and lodging, expenses on uniforms, text books, stationery, to and from
rail and bus fare. However, a nominal fee @ Rs. 200/- per month is charged from
students of Class IX to XII for Vidyalaya Vikas Nidhi. The students belonging to
SC, ST, categories, girls disabled students and children of the families below
poverty line are exempted from this fee.
l Adherence to Three Language Formula
The Regional Language is generally the medium of instruction from Class-VI to
VIII and from Class- IX onwards, it is English for Science and Mathematics and
Hindi for Humanities subjects.
l Promotion of National Integration
Navodaya Vidyalayas aim at inculcating values of national integration through
migration scheme though which the inter regional exchange of students between
Hindi and Non-Hindi speaking States and vice-versa takes place for one
academic year. Efforts are made to promote better understanding of the unity in
diversity and cultural heritage through various activities.
l Location of Jawahar Navodaya Vidyalayas
Navodaya Vidyalayas are located in rural areas across the country. The State
Govt. is to offer cost free land and rent free temporary buildings for the setting up
of a Navodaya Vidyalaya.
ACADEMIC EXCELLENCE
In Jawahar Navodaya Vidyalayas, all out efforts are made to develop competencies
among students in scholastic and non-scholastic areas of education which leads to
effective personality development of each child. Indicated below in the comparison of
average pass percentage of NVS that of other school systems like Kendriya
Vidyalayas and independent schools wherein Navodaya’s average pass percentage
is significantly higher than the national average of other schools affiliated to CBSE.
CLASS-X & XII EXAMINATIONS
Comparision of Pass Percentage of NVS and other School Systems :
l Providing assistance to good quality education from Class-VI to XII in the Navodaya
Vidyalayas in all the participating State/UTs.
l Providing suitable land free of cost for establishment of Navodaya Vidyalayas.
l Sufficient temporary accommodation free of rent for running the Navodaya
Vidyalaya for a period of 3-4 years.
l Providing basic civic amenities like electricity, water, transport and communication
etc. at the site.
l Support and co-operation in education endeavours.
CRITERIA FOR ESTABLISHMENT OF JNVs.
The opening of a Navodaya Vidyalaya is based on the proposal received from the
concerned State/UT alongwith the following :
l 30 acres of suitable land free of cost in relaxation to the extent of at least 10 acres
on case to case basis.
l Sufficient space in the building and other infrastructure free of rent for at least three
to four years which could accommodate 240 students and staff for running the
Vidyalaya till the Samiti constructs its new building at the permanent site.
ACADEMICS
CBSE Results
A total of 28,987 students from 444 JNVs appeared for Class X Examination, whereas a total of 18,682 students from 369 JNVs took Class XII Examination during 2006-07. The pass percentage and firstclass percentage secured are as follows. In Class X results, NVS stands first (1st) amongst different systems of schools affiliated to CBSE. In Class XII it is in second (2nd) position.

Migration and Three Language Formula
Migration - Exchange program of 30% of students at Class IX level for a year between linked JNVs from different linguistic regions is an important feature of the Samiti to promote National Integration. This scheme provides for implementation of the Three Language Formula. The third language taught in Hindi speaking districts is linked with the migration of Students. In the Hindi speaking districts, the third language taught in Navodaya Vidyalayas is the language of the 30% students migrating to that Vidyalaya from non-Hindi regions. This language is compulsory for all. In the non-Hindi regions, Navodaya Vidyalayas follow the normal Three Language Formula i.e. regional language, Hindi and English.
Continuous Comprehensive Evaluation
Education is a unique investment and accountability is possible only through a well planned mechanism of assessment with reference to its objectives. Examination in its traditional sense has failed to achieve the objectives of education. Introduction of the Scheme of Continuous Comprehensive Evaluation is, therefore, the only alternative to de-emphasis the system of external examinations. The Scheme has been introduced effectively in all the JNVs since 1989-90 with the following objectives :
To make evaluation an integral part of teaching learning process. To use evaluation for improvement of students achievement and teaching learning strategies on the basis of regular diagnosis followed by remedial instructions. To make a sound judgment and to plan timely strategies on the basis of regular diagnosis followed by the remedial instructions. To facilitate sound judgment and to take timely decisions about the learner, learning process and the learning environment. To maintain desired standard for performance using evaluation as a quality control device. To provide scope for self-evaluation by teachers and students. Special training has been provided to the Principals and teachers to ensure maintenance of CCE records in proper order.
Maths Olympiad
Navodaya Vidyalaya Samiti is a state to feed Indian National Mathematics Olympiad(INMO) competitions organised under the National Board of Higher Mathematics. A total of __ students took NVS level examination on NBHM paper during December, 2006; Of which the selected 15 students took. Indian National Mathematics Olympiad Examination organised by NBHM in 2007.

Navodaya Science Congress In order to promote Science and Mathematics in general and to give an opportunity to the talented science and math children of JNVs to interact with Scientists, Mathematicians and professional in the field, a week long program called Science congress is ogranised by all NVS Regions each year. During the science congress many notable personalities from the field of Science and Technology are invited to share their thoughts to motivate young scientists of JNVs.
Activities to promote Development of personality of children
The thrust on academic excellence in the classroom has been accompanied by an effort to build up the Vidyalayas as co-educational residential institutions, giving importance to the all round development of the child. The House System of Jawahar Navodaya Vidyalayas, functions as an effective instrument for the development of the personality of the students. It creates team spirit, by involving students in a variety of co curricular activities. The inter house competitions in literary activities, games, sports & art in education activities help students to groom themselves into competent & self-confident individuals. The value of dignity of labour & concern for environment is sought to be incorporated by self help activities that are part & parcel of the daily schedule of all Vidyalayas. Teachers as House Masters or House Mistress establish close rapport with students and provide them needed support.
Sports & Games
Games and Sports are encouraged in JNVs to develop fitness, physical and neuromuscular skills and to promote the spirit of cooperation and sportsmanship. Samiti organizes school level, cluster level, regional level and national level competitions in sports and games every year. Facilities for many sports and games viz. Volley Ball, Basket Ball, Table Tennis, Football, Kabadi, Kho-Kho, etc. are provided to all JNVs. Archery, Judo and Gymnastics are also encouraged in some of the JNVs situated in the tribal areas of the country where the same are popular sports.

Navodaya Vidyalaya Samiti is a state under School Games Federation of India and the Navodaya National teams compete with other state teams under SGFI banner. The progress made by Navodaya Vidyalaya Samiti on sports front is commendable.
Multigyms are being provided to JNVs in a phased way and as on date 160 JNVs have Multigyms.
NCC is being introduced in JNVs in a phased manner. Several NCC cadets from the JNVs have excelled themselves and brought laurels and have represented NVS in several districts/state and national level rallies/parades/competitions. Samiti has a total cadet strength of 11,198 in 163 JNVs as on March, 2007.

Samiti is recognized as a state for Scouts and Guides activities by BHARAT SCOUTS & GUIDES. Scouts & Guides are introduced in all the JNVs. Every year many scouts & Guides of JNVs bring laurels by getting Rajya Puraskar and Rashtrapati Awards.
As on March, 2007, 468 boys units and 464 girls units were functioning in JNVs. The strength of Scouts was 15,384 and strength of Guides was 14,826 totaling strength for Scouts and Guides cadets was 30,210 in 468 JNVs.
Achievements in NCC, Scouts and Guides
Scouts & Guides - 268 students from different regions participated in the adventure meet organised by Bharat Scouts & Guide Pachmarhi, Bhopal during 2006-07.
Special National Jamboree Meets 2006 was organised at JNV, Nadia(West Bengal) w.e.f. 2nd January to 7th January, 2007 where 156 participated from all over the country.
Children of JNVs attended Rajya Purskar Testing Camp at Gonda, Gorakhpur(UP) , Rudrapur, Haridwar(Uttaranchal) and at Kanpur Dehat(UP) during the year .

Master Rafiq Sheikh got selected for Operation one - World 21st World Jamboree at UK during 2006-07.

NSS activities are being started inJNVs with the help of Ministry of Youth Affairs & Sports. NSS camps are being organised in some JNVs in some of the Regions.The same is being strengthened and all NVS Regions are going to have these activities during 2007-08

Youth Parliament
In order to enable the children to understand the democratic values in all spheres of life. Samiti has introduced Youth Parliament Programme in JNVs. Every year competitions are held school-wise, region-wise and at national level. The team adjudged for its best performance gives performance at Delhi before Hon’ble Minister of Parliamentary Affairs for applause of all the concerned.JNV Madhepura, Bihar has secured 1st position amongst all JNVs. in the 10th Youth Parliament Competition 2006-07.

Pestalozzi Scholarship
Pestalozzi International Village a charity in England offers International Baccalaureate Diploma at Hasting College of Art and Technology for JNV students as scholarship. The selected students study at UK with complete expenditure met by Pestalozzi.
14 students from different JNVs have been selected so far for Pestalozzi Scholarship during the period 2002 to 2006. Four students viz. Master Shiv Krishana Lingla, JNV, Nazamabad (AP), Km Dhanashree Patil, JNV, Satara (MS), Km Pratibha Chahan, JNV Sirmour (HP) and Master Abhishek Kumar Mishra, JNV, Purnia (Bihar) are selected during 2007-08 for this scholarship.
UK- India Education and Research Initiative (UKIERI)
Under UKIERI programme exchange of Principals & Teachers between UK Schools and JNVs, by forming Cluster schools partnership, is taken up. British Council through UKIERI is providing a unique platform for sharing of education development and reforms, opportunities for dialogue and networking. Under this programme 10 Principal/ teachers from different JNVs of 5 different clusters have visited UK Schooks and UK teachers from 4 UKIERI - Kalbeliya Folk Dance by British Teachers ! - JNV, Rajsmand
different clusters of schools have visited JNVs during the year 2006-07. 34 more Principal/teachers from different cluster JNVs are visiting UK school in the month of June-July 2007.
Adolescence Edn. Training Session
Adolescence Education Programme
Navodaya Vidyalaya Samiti is organising Adolescent Education Programme in collaboration with UNFPA, NCERT and MHRD in 500 Jawahar Navodaya Vidyalayas. Emphasis is given to life skill education and awareness regarding process of growing up, HIV, AIDS, substance abuse, etc. are taken up. Training program to teachers, principals and officers of the Samiti are ogranised who in turn ensure effective implementation of Adolescence Education activities in JNVs though well organised co-curricular activities.

for children of neighbouring schools through sharing of facilities.

settig activies undertaken by Navodaya Vidyalayas.

Alumni Association JNVs organise JNV Alumni meetings on the 1st Sunday of December every year. JNV Alumni are entering the main streams and bringing laurels to Alma Matter by excelling themselves in the field they have chosen in National and International arena.

ART IN EDUCATION
Art in Education programme is an expansion of the Samiti’s pace-setting
activities. Besides providing an opportunity for students to inculcate nationalistic values through cross cultural interchange, it also emphasizes upon educational enrichment
and integration with the community in which the Vidyalaya is located. Eminent personalities from the fields of the
Literature, Arts and Sciences are invited to interact with students. Students receive
training in traditional art under the tutelage of traditional Gurus and contemporary
Theatre Directors. Under this programme, a National Integration Meet is organised
every year in which children and teachers from Navodaya Vidyalayas all over the
country participate. The Art in Education programme also aims at strengthening universal values and promoting group
activities whereby joy of learning is achieved. It aims at personality
development of students by emphasizing result oriented activity for the children.

Navodaya Vidyalaya Samiti has organised 80 various workshops for JNV students during 2006-07 pertaining to the theme of the Girl Child, "APOORNA SE SAMPOORNA" .The Art in Education
workshops on the theme of the Girl Child - "APOORNA SE SAMPOORNA" were
followed by the National Integration Meet of 2006 held in December at National Bal
Bhavan. The NI Meet included a Student Seminar on the Rights of the Girl
child. It was inaugurated by Smt. Santosh Yadav, and various eminent personalities such as Dr. Madhu Pant,
School Education & Literacy inaugurated the Traditional performing Art & Theatre Programme & Sh. Sudhakar Sharma,
Secretary, Lalit Kala Akademi inaugurated the Art Exhibition on the Girl
Child theme which included students' works on female foeticide.
Information and Communication Technology (ICT) in Jawahar Navodaya Vidyalayas (JNVs)
NVS gives utmost importance to Computer Aided Education in JNVs. JNVs are well equipped with needed hardware and software in the recent past. Training is imparted to all the members of staff in general and to teaching faculty in particular. Round the clock internet connection through VSAT connectivity is extended in a phased way. To facilitate classroom transaction more effectively and viably, e-contents are being developed by majority of JNVs. More than 200 websites are opened by the JNVs so far. By and large Teachers and Students are using Information & Communication Technology in Teaching – Learning Processes very enthusiastically.
ICT Classes at JNV Mungehpur(Delhi)
As on date, 541 JNVs are covered under the programme and provided with computers, accessories and a computer teacher to ensure Computer Education programme go on successfully in these JNVs. Computer, pupil ration in NVS is 1 : 12.
All the JNVs are being provided with Internet facilities. 301 JNVs are cleared for VSAT Internet connectivity; Of these 201JNVs are already having VSAT Internet connectivity and they have access to 24 hours Internet connection. A minimum 40 Computers to the existing 33 Smart School JNVs . A minimum 36 Computers to JNVs having permanent buildings. A Minimum of 11 Computers to JNVs running in temporary sites. Multimedia Projector to each Jawahar Navodaya Vidyalayas. Most of the JNVs have developed their own websites. Hands on Trainings given to all the staff of JNVs make use of ICT in classroom transactions effectively. Samiti organises Video Multicasting with the help of ERNET India, New Delhi periodically Samiti published and put to use computer text books for teachers/students in JNVs. Established collaboration with Intel, Microsoft, Confederation of Indian
Industry (CII), Oracle, Azim Premji Foundation, Bhartiya Jain Sanghatan for effective implementation of ICT in JNVs. Computer Literacy Program to neighbourhood school children during summer holiday Navodaya Computer Labs were opn for training of local school children. As on date more than 5000 local students have undergone such training. Students and teachers are excellent themselves in different ICT competition at National and International level. Samiti encourages JNVs to participate actively in large number of IT / ICT related contests. It is also providing data, guidance and regular followup with JNVs. As such, Jawahar Navodaya Vidyalayas have been participating in many Contests/ Quiz being organized by Government Organisations/MNCs/States at various levels. Students and Teachers of many JNVs are bringing laurels while bagging these prestigious awards .
Achievements - Awards
Computer Literacy Excellence Awards (CLEA) for schools have been sponsored by Ministry of Communication and Information Technology, Department of Information Technology since past few years. Our JNVs have been consistently getting more and more awards every year.
Seven Jawahar Navodaya Vidyalayas viz. East Godavari, Andhra Pradesh; Saharsa, Bihar ; Karnal, Haryana; Shimla, Himachal Pradesh; Kasargod, Kerala; Raisen, Madhya Pradesh; Priyakalapet, Pondicherry have won the award at State Level (Government/Municipal Schools Category) in the contest CLEA – 2004. The award comprises a trophy alongwith a cash prize of Rs.1.5 lakhs. Out of these JNVs JNV East Godavari and JNV Pondicherry have won the National Award by bagging 1st Runner up JNV- East Godavari– Rs.5 lakh and 2nd Runner up JNV-Pondicherry Rs.3lakh).
Awards were presented by Hon’ble Minister for IT Sh. Raja, in colourful ceremony held on 18th October, 2007 at Vigyan Bhawan,
New Delhi.
A total of 13 JNVs (out of total 26 schools under Government sector through out India) have got Computer Literacy Excellence Awards for 2005 which has been just announced. We congratulate these JNVs : All these 13 JNVs got a cash prize of Rs. 1.5 lacs each apart from trophies. The list of these JNVs are given below. Of these 13 JNVs, the three JNVs viz. (i) JNV, Shimoga got Ist place in the category and bagged an additional cash prize of Rs. 7.00 lacs. (ii) JNV, Vizag, (iii) JNV, Sambalpur won 2nd place and 3rd place respectively in the category and got additional cash prizes of Rs. 5.00 lacs and 3.00 lacs respectively

Joint Contest Organised by Intel – NVS on Best Practices of Technology Integration in Education Since last three years Joint Contest organised by Intel India and Navodaya Vidyalaya Samiti to identify “Best Practices of Technology Integration in Education“. There are three separate category of awards constituted viz. School, Teacher and Student.

Students ProfileAbout l.58 lakh students were on the rolls of Navodaya Vidyalayas. The percentage of students belonging to SC/ ST categories, girls and rural areas in the Navodaya Vidyalayas is well above national norms (15 % SC & 7.5 % ST)
Thus the JNVs are serving rural students, specially girls, SC & ST students in excess of national averages. For this they have also been commended by the Standing committee of Parliament for the Ministry of Human Resource Development In April, 1997 as follows:
"The Committee is happy to note that various norms made for reservation of seats for SC's and ST's are fulfilled and hopes that this practice would continue in future also."
Navodaya is the only scheme providing quality education to students from the rural areas and weaker sections of the society with a 75% reservation of seats for students from rural .areas, 1/3 seats for girls, and reservation for SC and ST students in proportion to their population in the district.
A socio-economic survey of Navodaya Vidyalaya students was carried out in 221 Vidyalayas in the year 1989-90.The salient findings of the survey were as under:

Another sample survey was carried out in 94 Vidyalayas in four select Union States and the findings of the survey confirmed that over the years socio-economic profile of the students remained the same with minor variations
The chain of Navodaya Vidyalayas is managed by Navodaya Vidyalaya Samiti which is an autonomous organization of the Ministry of Human Resource Development, Department of Secondary Education and Higher Education.
The Samiti functions through an Executive Committee under the Chairmanship of the Union Minister of Human Resource Development. Union Minister of State for Education is the Vice- Chairman of the Samiti. The Executive Committee is assisted by Finance Committee, and Academic Advisory Committee in its functions.
The Samiti has eight Regional Offices for administration of Vidyalayas under their respective regions. These offices are located at places in different States. For each Vidyalaya, there is a Vidyalaya Advisory Committee and a Vidyalaya Management Committee for the general supervision of the Vidyalaya. District Magistrate of the concerned district is the Chairman of the Vidyalaya level Committees with local educationists, public representatives and officials from the District as members. NVS headquartered is presently located at A-28, Kailash Colony, New Delhi-110 048.
Jawahar Navodaya Vidyalaya Selection Test for Admission Class VIAdmissionsAdmission to Jawahar Navodaya Vidyalayas is made through National Level Competitive Examination conducted by Central Board of Secondary Education and the children are admitted at class VI level. Children are also being admitted against the vacant seats in class IX and in class XI also through Regional Level Examination/Marks in the previous qualifying examination. Education in Navodaya Vidyalayas is free of cost. A total of 75% of seats are reserved for rural children and a minimum of 33% of seats are reserved for girls. SCs/STs also have due reservations of 15% & 7½% respectively. The Scheme envisages establishment of Jawahar Navodaya Vidyalayas, one in each district of the country.
The medium of the test is in 21 Indian languages and is largely non-verbal and objective in nature and is so designed that talented children from rural areas are able to compete without suffering a disadvantage. All the children who have studied in and passed from Class V from any recognized school of that district and are between 9 to 13 years of age are eligible to appear JNVST for Class VI.
As per the Scheme, a maximum of 80 students can be admitted in Class VI per year in a JNV. However, in view of shortage of accommodation in some Vidyalaya, it is restricted to 40 only.

Procedure For AdmissionAdmissions to Jawahar Navodaya Vidyalayas take place on the basis of a selection test designed and conducted by the CBSE. The test, called the Jawahar Navodaya Vidyalayas Selection Test (JNVST) is of non-verbal nature, class neutral and so designed as to ensure that talented children from the rural areas are able to compete without facing any disadvantages. Because of the poor communication facilities in rural areas special care is taken to ensure that children from far flung rural areas get admission forms free of cost without any problem. Sufficient publicity is done through Doordarshan, All India Radio, local newspapers, pamphlets, visits of Principals and teachers of Navodaya Vidyalayas to the local schools of the district. As a result rural areas are becoming aware of the Navodaya Vidyalaya Scheme.
Eligibility ConditionsTo appear at the Selection Test, a candidate has to fulfill the following eligibility conditions:
A candidate appearing for the Selection Test must be studying in Class V in a Government/Government-Aided or other recognized school or schools under Schemes of "Sarav Shiksa Abhiyan" or 'B' certificate competency course of National Institute of Open Schooling in the same district where he/she is seeking admission in the just preceding academic session for which Selection Test is conducted. Actual admission in Class VI in the session is, however, subject to the condition of having passed Class V before admission.
A candidate seeking admission must be between the age group 9-13 years on 1st May of the year of admission for which the Selection Test is conducted. This applies to all categories of candidates including those who belong to the Scheduled Castes and Scheduled Tribes.
A candidate claiming admission from rural quota must have studied and passed class III, IV & V from Government/Government Aided/recognized schools spending one full academic session each year in a school located in Rural area. Such conditions, however, are not application on those candidates who apply from urban quota.
A candidate who is not promoted to Class V before November of the preceding academic year for which, the test is conducted is not eligible to apply.
No candidate is allowed to appear in the selection test, for the second time under any circumstances.
The parents of the children who qualify the Selection Test will have to submit following at
the time of admission:
i) Affidavit/Residence Certificate in prescribed proforma in addition to other
documents demanded by the concerned Vidyalaya.
ii) For candidates seeking admission under rural quota, the parents will also
have to submit an affidavit to the effect that the child is studying in an Institute
located in a notified rural area and that they are residing in a notified rural
area.
The above conditions are applicable to all the candidates irrespective to their caste or gender.
ReservationAt least candidates selected from rural areas fill 75% of the seats in a district and remaining seats are filled from the urban areas of the district. A candidate who has studied in a school located in an urban area, even for a part of session in any of the classes III, IV, and V or passes any one or more of these classes from such a school as above are considered as an urban candidate. Urban areas are those, which are so defined in the 2001 census or in subsequent Government notification. All other areas are considered rural.
Reservation of seats in favour of children belonging to Scheduled Castes and Scheduled Tribes is provided in proportion to their population in the concerned district provided that no district, such reservation will be less than the national average (15% for SC and 7.5% for ST) but subject to maximum of 50% for both the categories (SC & ST) taken together. These reservations are interchangeable and over and above the candidates selected under open merit.
Efforts are made to ensure that one-third of the total seats are filled up by girls.
Jawahar Navodaya Vidyalaya Selection Test for Lateral Admission to Class IX
1.0 INTRODUCTION
In accordance with the National Policy of Education (1986), Government of India started Jawahar
Navodaya Vidyalayas (JNVs) all over the country except Tamil Nadu. These Vidyalayas are co-
educational, residential in nature which are fully financed by Government of India and run by an
autonomous organization, Navodaya Vidyalaya Samiti under the Ministry of Human Resource
Development. Though admission to these Vidyalayas is at Class VI level, but in order to make
optimum use of infrastructure facilities available in the Jawahar Navodaya Vidyalayas, the vacant
seats at Class IX level are also proposed to be filled up through a Selection Test. While education
in these Vidyalayas is free with the board, lodging, uniforms and textbooks upto Class-VIII, a
nominal fee of Rs.200/- per month is collected from the children from IX to XII Class. However,
children belonging to SC/ST, Girls and those from the families of below poverty line, are
exempted from payment of fees.
2.0 OBJECTIVES OF THE SCHEME OF NAVODAYA VIDYALAYA
2.1 To provide a good quality modern education including a strong component of culture, inculcation of values, awareness of the environment, adventure activities and physical education to the talented children from rural areas without regard to their family’s socio-economic condition.
2.2 To ensure that students attain a reasonable level of competency in three languages as envisaged in Three Language Formula; and
2.3 To serve in each district as focal point for improvement of quality of school education in general through sharing of experiences and facilities.
3.0 STATE-WISE DISTRIBUTION OF JAWAHAR NAVODAYA VIDYALAYAS
As per the provisions of the Scheme, one Jawahar Navodaya Vidyalaya is set up in each district. At present, there are 565 Jawahar Navodaya Vidyalaya spread over 34 States and UTs except in the State of Tamil Nadu.
4.0 ADMISSION TO CLASS IX AGAINST VACANT SEATS
In view of the need for optimum utilization of the infrastructure and facilities available in the Vidyalayas, it has been decided by the Samiti to fill up the vacant seats in IX class through an All India level Selection Test. The district-wise vacant seats in the Vidyalayas have been separately notified in the local newspapers.
5.0 HOW TO APPLY FOR JAWAHAR NAVODAYA VIDYALAYA SELECTION TEST FOR ADMISSION IN CLASS IX
Vidyalaya wise vacant seats in class IX have already been notified. The eligible candidates may apply for their admission to class IX in the prescribed application form, which is attached with this Prospectus, and can be obtained free of cost from the office of the Principal of Jawahar Navodaya Vidyalaya of the concerned district. The Application Form can also be downloaded from the Navodaya Vidyalaya Samiti website, http://www. navodaya.nic.in
6.0 HOW TO SUBMIT THE APPLICATION FORM
Application Form duly completed in all respect must reach the office of the Principal, Jawahar Navodaya Vidyalaya of the concerned district on or before 4 th May, 2007 through registered post A/D. If the candidate prefers to submit Application Form in person, he/she is required to get the acknowledgement receipt from the office of the Principal of Jawahar Navodaya Vidyalaya.
7.0 ISSUE OF ADMIT CARD
Admit Card for appearing in the Selection Test will be issued to the candidates by 21 st May, 2007. If any candidate does not get the Admission Card latest by 30 th May, 2007, he/she may contact to the office of the Principal of Jawahar Navodaya Vidyalaya for the same.
8.0 DATE AND VENUE OF THE SELECTION TEST
Selection Test for admission to class IX will be conducted on Sunday, the 10 th June, 2007 in the Jawahar Navodaya Vidyalaya of the concerned district.
9.0 RESULT OF SELECTION TEST
Result of the Selection Test will be notified on the Vidyalaya Notice Board as well as published in selected local newspapers. Selected candidates will also be intimated by post.
10.0 ELIGIBILITY
10.1 Only those candidates are eligible for the selection test who have studied or studying in Class VIII in 2006-07 in one of the Govt./Govt. recognized schools of the district where the Jawahar Navodaya Vidyalaya is located.
10.2 Candidates seeking admission must have not been born before 01.05.1991 and after 30.04.1995. This will apply to candidates of all categories including those belonging to SC/ST.
10.3 Navodaya Vidyalaya Samiti reserves the right to refer any candidate to MEDICAL BOARD for confirmation of the age in case of any doubt on age certificate produced by the candidate before the admission is given.
11.0 RESERVATION
The existing vacant seats in the SC/ST category are reserved for the SC/ST students as notified by the Regional Office/concerned Jawahar Navodaya Vidyalaya.
12.0 SELECTION AND ADMISSION
12.1 Mere qualifying in the selection test will not vest any right to secure admission in the Jawahar Navodaya Vidyalaya till the candidate produces all the relevant documents such as date of birth certificate, pass certificate of class VIII with mark sheet, SC/ST certificate etc. as prescribed by the Navodaya Vidyalaya Samiti.
12.2 Details of the marks obtained in the test will not be communicated and there is no provision for their re-checking/re-totaling etc.
12.3 Candidates will be considered for the admission only for that Jawahar Navodaya Vidyalaya for which he/she has appeared for the Selection Test.
12.4 At the time of admission, candidates belonging to Scheduled Castes (SCs) and Scheduled Tribes (STs) categories will have to produce the required Scheduled Caste/Tribe Certificate issued by the competent authority.
12.5 In case of any dispute, the decision of NVS will be final and binding on the candidates.
13.0 EXAMINATION
Date of Examination – Sunday, the 10 th June,2007.
Duration – Three hours (10.00 AM to 1.00 PM).
Centre for Examination shall be in the JAWAHAR NAVODAYA VIDYALAYA of the district concerned.
Medium of Language for Examination will be English / Hindi.
14.0 COMPOSITION OF THE TEST
Selection Test will consist of subject of Mathematics, General Science, Hindi and English. The level of the test paper shall be at par with Class VIII.
Lateral Admission to Class XI
1.0 Notification
Applications are invited from eligible students for admission to Class XI against the vacant seats likely to be available in JNVs during the academic year 2007-08. Admission will be made on the basis of performance of students in Class X Board Examinations certificate by CBSE / State Education Board.
2.0 Objectives
The main objectives of Navodaya Vidyalaya Samiti as set forth in the Memorandum of Association are:
2.1 To provide good quality modern education including a strong component of culture, inculcation of values, awareness of the environment, adventure activities and physical education to the talented children predominantly from the rural areas, without regard to their family’s socio-economic condition.
2.2 To ensure that all students of Navodaya Vidyalaya Samiti attain a reasonable level of competence in three languages as envisaged in Three Language Formula; and
2.3 To serve, in each district, as focal point for improvement in the quality of school education in general, through sharing of experiences and facilities.
3.0 Salient Features
3.1 Good quality modern education for talented children predominantly from rural areas.
3.2 Candidates – Rural, at least 75% Urban, utmost 25%.
3.3 Reservation of seats for students from SC/ST categories in proportion to their population in the district subject to the national minimum.
3.4 Reservation of seats for girls – 33%.
3.5 Co-educational and fully residential, up to Class-XII.
3.6 Location – usually in rural areas. One the basis of offer of cost free land and rent free temporary buildings by State/UT Governments.
3.7 Free education including boarding and lodging as well as expenses on Uniforms, Text Books, and Stationery etc.
3.8 Affiliated to CBSE.
3.9 Admission in only Class-VI only through objective type test designed and conducted by CBSE in the concerned district.
3.10 Implementation of Three-Language Formula.
3.11 Regional languages as medium of instruction for first three years. Hindi/English afterwards.
3.12 30% of students in Class-IX from a Vidyalaya located in one linguistic area spend one academic year in a Vidyalaya in a different linguistic region to promote national integration through understanding of the diversity and plurality of country’s cultures and people.
4.0 Criteria for Admission of Students to Class-XI against vacant seats
4.1 Admission of students will be made against available vacancies in Class-XI on the basis of marks secured by students in Class-X Board Exam during academic session 2006-07.
4.2 Candidates are required to submit their applications in the prescribed proforma alongwith photocopies (duly attested by the Head of the Institution last attended) in support of their qualification, caste etc. The Principal of the concerned JNV will verify these information furnished by the candidates from original certificates at the time of admission.
4.3 The selected students will be informed by the Principal of the concerned JNV by registered post.
4.4 Newly admitted students have to undergo medical check up by the Vidyalaya Doctor. Students suffering from infectious disease/serious ailments shall not be admitted.
4.5 Ten days orientation programme will be arranged for newly admitted students to bridge the learning gaps and to adapt them for new environment.
5.0 Scheme of Studies
Streams available in Jawahar Navodaya Vidyalayas will be allotted to students as per the following criteria:
(A) Science with Mathematics
i) 50 % marks in Mathematics, and
ii) 50 % marks in Science, and
iii) 55 % marks in Mathematics and Science taken together , and
iv) 50 % marks in aggregate of all subjects
(B) Science without Mathematics
i) 55 % marks in Science, and
ii) 50 % marks in aggregate of all subjects
(C) Commerce Stream
i) 45 % marks in aggregate of all subjects, and
ii) 50 % marks in mathematics, if Mathematics is offered as compulsory subject in this stream.
(D) Humanities Stream
There is no restriction of marks for admission to Humanities Stream. However, in case a student officers Mathematics, he/she must have secured at least 50 % marks in this subject in class X.
(E) Bio-Technology
A minimum of 55 % marks in Science in class X and 50 % marks in agreegate.
(F) Vocational Steam
There is no restriction of marks for admission to vocational streams.
6.0 Relaxation of marks for admission to Science/Commerce Streams in Class-XI
It may be ensured that weightage is given to the eligible Sports/NCC/Scout/Guide students for admission to various streams in Class-XI in accordance with the following norms:

8.0 How to apply for admission in Class-XI in Jawahar Navodaya Vidyalaya
8.1 The Principal of the concerned JNV shall work out vacancies in various streams of Class-XI immediately on receipt of CBSE result in respect of this Vidyalaya.
8.2 The vacant seats available in each JNV will be notified in local newspaper by the concerned JNV.
8.3 The Prospectus-cum-Application form containing detailed instructions can be obtained free of cost from the office of Principal, Jawahar Navodaya Vidyalaya and office of District and Block Education Officers of the District. Application forms can also be downloaded from our office website http://www.navodaya.nic.in. Neatly typed and Xeroxed copy of the application can also be used for applying.
8.4 Application forms filled in all respect are to be submitted to the office of Principal, Jawahar Navodaya Vidyalaya of the concerned District either through Registered post or in person latest by ______________________ (to be decided by RO).
