At this event, businesses, service providers, nonprofits and other interested community members will learn how to build capacity to compete for SDWP funds. Participants will also have an opportunity to network. I hope to see you there. Fiscal Year 2016 Adopted Budget by Unanimous Council Approval This week, my council colleagues and I unanimously approved the FY 2016 Budget that restores staffing and expands city services and projects. I’m thrilled that the Fourth District will benefit from these services and projects including: extended recreation center hours (MLK, Paradise Hills, & Encanto), additional library hours & the restoration of the Library materials budget, and park upgrades at Encanto, Lomita, Skyline, Widman, and Skyview Neighborhood Park. Every community in the City deserves adequate fire-rescue, community-oriented policing services, safe streets and sidewalks. This budget also includes $1 million for the design and environmental analysis of the much-needed sidewalks and street enhancement on Market Street. This will take us closer to providing the safety and the dignity for our residents that often have to walk and push strollers on dirt or in the street to get to the trolley station or the beautiful Malcolm X Library. On Wednesday, I stood with the Mayor and a few of my council colleagues during the Budget Signing Ceremony. I know that we have a lot more work to do but I feel really good that this budget is a step in the right direction.

Clear View of Our Neighborhood Skies: Bay Terraces & Paradise Hills Pole Removal Ceremony
On Friday, Councilmember Cole gave the order to remove the final pole on our communities’ utility undergrounding project that
placed 3.3 miles of overhead lines underground and impacted 410 residences. Among other highlights, the project installed 80 streetlights and now the people who live, work, and visit the Paradise Hills and Bay Terraces Communities can enjoy one of the
benefits of increased street lights – increased safety and we can all appreciate that… a special thank you to the lead engineer,
Michelle White, a woman of color and kudos to the entire project management team, SDG&E, AT&T, and Cox Communications.
Lakiba Palmer Avenue Sign Installation Ceremony
During a ceremony honoring Seaman Lakiba Palmer, Councilmember Cole, the family of the Seaman, and a crowd of
supporters looked on as the sign was installed that officially renamed Lise Avenue to Lakiba Palmer Avenue in the Chollas
View Community.
Seaman Lakiba Palmer, one of 17 sailors killed when suicide bombers attacked the USS COLE (DDG 67) on October 12, 2000
while harbored in the Yemeni port of Aden, was born and raised in San Diego and grew up on this same street. As one of
the first women killed on a battleship in U.S. Naval history, Seaman Palmer is a hero. The installation of the new street
name sign ended a seven year effort by her family to have the street renamed.
