CP;J 2'30 UnitPricer-- PROCLAMATION NO. 274/2002 A PROCLAMATION TO ESTABLISH COOPERATIVES' COMMISSION WHEREAS, it has become necessary to enable the rural and urban working people to solve the economic and social problems they face by themselves depending on local resources and become self-reliant by being organized in cooperatives societies different in type and standard; WHEREAS, it has become imperative to establish an autonomous organ responsible for registering and supporting cooperative societies organized at federal level, conducting research, rendering training and other technical support to achieve the above mentioned objective; NOW, THEREFORE, in accordance with Article 55(1) of the Constitution of the Federal Democratic Republic of Ethiopia and Article 55 of the Cooperatives Societies Proclamation No. 147/1998, it is hereby proclaimed as follows: 1. Short Title This Proclamation may be cited as the "Cooperatives' Commission Establishment Proclamation No. 274/2002. 2. Objective of the CommissionThe objective of the Commission is to enable rural andurban working people to solve the economic and socialproblem theyface by themselvesand become self-reliantby being organized in cooperatives different in type andstandard depending on the local resources.

Ther,,~ommis~ionshallfhaveth.e,powersand duties to:1) formulatepolicies and preparedraft laws suitablefor
the activities and develqpm~nt of~ooperativesocieties,and~~ubmit.thesanield,th~govemmentandfollow up their impl~mentation;
2) encourage that the organization of cooperativesocieties be in accordance with Cooperatives'Proclamation No. 147/98 and in line with theinternational principles of cooperatives' or~
. ganization;3) direct and supervise cooperatives' training institute
to be set up at federal level; .
4) undertake research and study to promote traditionaland local self~help associations to modemcooperative societies, it shall make known anddisseminate the results of the study, and follows upthe implementationthereof;
5) make that the values, principles, organization, andbenefitsof the cooperativesbe further known by thesociety and educationalestablishments;
6) organize, register, and issue licenses of the legalpersonality to, the cooperative societies to be or~gani,zedat federal level,and the cooperativesocietiesto be establishedby:(a) twp or more primarysocietiesfound in different
regions, and unable to be organized at regionallevel due to their peculi¥ nature;
(b) regional cooperative societies found in two ormore regions;
(c) the union cooperative societies organized pur~suant to (a) and (b) of this Sub-Article,or by theunion of different cooperative societies or~ganized pursuant to (b) of this Sub Article;
7) audit and inspect the accounts of cooperativesocieties to be set up at federal level and assign aliquidator, cancel them from its recorct when dis-solved: and it shall provide uniform standards ofaccounting and audit for cooperative societiesthroghout the country;
8) promote the product of the cooperative societies sothat they may find market, and facilitate conditionsin order to bring consumers and producers to directcommunicationin the home market;
9) provide professional and technical support toprocess agricultural products of the cooperativesocietiesto industrial products so that they will havebetter added~vaiue,and to develop artisansproducts;
10) provide professional assistance to create the or~ganizationof cooperatives based on the culture andexperiencesof pastoralists and which enables themto improve their living contitions;

6.. Organizationof the CommissionThe Commissionshall have:
1) A Commissioner.and a Deputy Commissionerto be'appoint~ by.the gevernlIl~nt;and
2) The necessarystaff.7. Powersand Duties of the Commissioner
1) The Commissioner is the Chief Executive of theCommission and, shall direct and administer theactivitiesof the Commission.
2) Without prejudice to Sub-Article (1) of the Article,. the Commissioner shall:
(b) employand administerthe staffof the Commis-sionpursuant to the FederalCivil ServiceLaws;
(c) draw up work programmes and budget; andimplementthe same upon approval;
(d) effectexpendituresin accordancewithapprovalwork programmes and budget of the commis-SiOn;
(e) represent the Commission in all its dealing$with third parties;
(f) present reports on the activitiesof the Commis-sion.
3) The Commissionermaydelegatepart of hispowersand duties to other officials and employees of theCommission to the extent necessary for the ef-ficiency of the Commission.
8. The Deputy Commissioner1) He shall act on behalf of the Commissioner in his
absence.2) He shall carry out other activities to be entrusted to
him by the Commissioner.
9. BudgetThe income of the Commission shall be drawn from thefollowing sources:(a) the budgetallocated by the Federal Government.(b) aid receivedfrom domestic and foreign donors and
other resources.
10. Books of Accounts ,
1) The Comr'nissionshall keep complete and accuratebooks of accounts.
