Being that the summer this year is proving to be a
scorcher we thought it would be a perfect opportunity to remind everyone about the
rules around fencing the swimming pool, hot tub or
spa pool.The popularity of the backyard
swimming pool dates back to the Hollywood movies of the 1950s. The trend took a while to catch on here – after all, most Kiwis live within an easy drive of the beach – but the most recent census indicates New Zealand has a total of 65,000 swimming pools and 125,000 spa pools.
Of course the thing we need to think about when thinking about selling our property if we have a pool is that it is correctly fenced and complies with the council by-laws. Below is the Ashburton District Councils fencing guide which can also be found on the ADC website.
While a pool can provide great family entertainment it is important it is kept safe for young children. The Fencing of Swimming Pools Act 1987 was introduced to protect young children from the dangers of unfenced swimming and spa pools.
All swimming pools, spa pools, hot tubs must be registered with Council. You might also require a building consent to install your pool.
The fence must comply with the following criteria:
• The minimum height of a swimming or spa pool fence is 1.2m above ground level
• Gates or hinged doors must comply with regulations and be fi tted with a self-closing device capable of closing and operating the latching device from an opening distance as small as
150mm• Where the latch is on the pool
side of the fence it must be accessible only from over the top of the fence or through a hole at least 1.2m above the ground
• If outside the pool area, it must be at least 1.5m above the ground and the gate must always open away from the pool
• All swimming pools are required to be registered at Council
If a pool is not fenced to the standard of the Act, the owner must ensure the pool is kept empty.
All private swimming pools need to be fenced unless:
• The maximum depth is 400 mm or less
• The walls of the pool are 1.2 metres or more above the ground with no steps, hand holds or projections enabling a child to climb
Pool owners who would like to be considered for an exemption must apply in writing to Ashburton District Council stating which features do not comply with the Act and the means provided to ensure the safety or restrict access for young children.

There are many ways to improve your
outdoor living area to make it suit your
household's lifestyle. It may mean creating hidden
spaces in your garden or adding well-placed furniture to capture the sun but leave enough space for a game of backyard cricket.
Regardless of the size of your section or your budget it's relatively easy to change it to suit.
Consider the space – do it on paper if you must - and then decide where you want to base an outdoor dining area and table and chairs. Decide whether the space will be close to the house or further into the garden, hidden among the trees and shrubs. Keep in mind, that some professionals say that an outdoor space is more likely to be used for entertaining if it's closer to the house.
Once the area has been identifi ed, create a path to it. This may mean lying formal walkways, or using more rustic means such as tree branches to identify paths. Or just shaping the lawn to encourage people to walk to it. The use of recycled bricks is also popular.
To get the best out of the area, consider the benefi ts of planting shrubs around the spot for wind protection, or topping trees to allow for natural light to reach the spot.
There may also be a need for privacy and planting climbing trees up a trellis is one easy option, as is a stand-alone fence screen, which might block the view of neighbours.
There are benches, chairs and
couches that suit outdoor areas. However, do plan your seating according to any weather conditions. A sofa and cushions is great for a protected veranda area, but not in the middle of lawn. Chose furniture made from outdoor fabrics that withstand the heat of the sun but dry quickly after rain.
Include a variety of seating choices with intimate grouping of two chairs and more for bigger groups allowing the area being overcrowded – seating for six or eight is ideal, depending on your entertaining requirements.
Art or water features can give outdoor living areas a boost of style and are good for Feng Shui. If your budget does not stretch to a full sized garden water fountain look for smaller versions. There are table top sized water features.
Putting shelves on a wall to add feature or placing hanging plants or hooks can add style to an area, as can the addition of cushions or pillows and even healthy table top plants. The addition of modern wall art is also a good choice for brick/concrete or plain walls. And it's easy
and relatively inexpensive to change outdoor living accessories with new pillows, slipcovers or umbrella shades.
If you are in the position you could also consider adding an outdoor fi replace or a wood fi red pizza oven for extra fl air.
Using practical multi-use furniture is a sensible option. These might include benches that double as storage containers for cushions or tools or tables that break into stools.

The Multi Cultural Bite is a festival that celebrates the cultural diversity in Ashburton District. It provides an opportunity for people to experience the diversity of cultures that are part of our community, as well as giving the di� erent ethnic groups within our community an opportunity to showcase their culture.
The event is free to attend and involves performing arts, ethnic food and interactive children’s activities.
• There will be 26 ethnic food stalls selling bite-sized portions of typical national dishes for you to sample.
• A dynamic performance programme, featured on a large stage runs throughout the day. The programme is currently being fi nalised, but as an example, in 2013 some of the performances included the Japanese drum group Takumi, Scottish highland dancing, cueca (traditional Chilean dance) and waiata performed by Ocean Waitokia.
• Children can participate in cultural games, dance and crafts, and have their face painted with national fl ags in the children’s area.
The Multi Cultural Bite is held on Waitangi Day in the centre of Ashburton, on the main road in front of the iconic clock tower and Baring Square East. The road closure for the event runs along East Street, between Havelock and Wills Streets.
