Dear GTSC Members and Friends,
As GTSC begins its fourth year of service, we sincerely thank our members for their generous engagement and we enthusiastically welcome new members. Earlier this year I gratefully accepted an offer to join the esteemed Steering Committee. I said yes because I believe in GTSC and its members. GTSC is a mission-driven organization, comprised of small and midsized companies devoted to providing support for our nation’s homeland and national security mission.
GTSC has proven itself a valuable resource with high integrity. It provides a bridge between smaller businesses and our existing and potential Federal clients. A non-profit, non-partisan organization, GTSC’s mission is to harness the energy and ingenuity of its members in order to understand and shape how our businesses can support the Federal community we serve.
Our Coalition has accomplished a tremendous amount in a very short period of time – we’ve grown to over 140 companies, added a cadre of deeply experienced strategic advisors and developed new programming areas, in-reach, and opportunities for engagement with our Federal partners. All of this and much more helps each of our members to establish better and stronger relationships with the departments and agencies that are our core business focus.
More, GTSC has become a valuable partner for government itself. We have identified opportunities for technology and services deployments and have provided counsel on how to streamline procurement for small and midsize companies. The plethora of security risks our nation faces are real and increasing, from terrorist threats to a daunting range of criminal threats to our nation’s physical and cyber infrastructure. GTSC’s members are actively engaged in helping our Federal partners to mitigate these risks. GTSC’s numerous programs are built to amplify, focus and support that commitment.
We believe that GTSC’s growth – in membership and programming – is an indication of its commitment to this special partnership between government and industry. I look forward to a successful year and to further expansion of GTSC’s important work.

Dear GTSC Members & Community, Thank you for a stellar year! From our inception in 2011, we have
rapidly grown in numbers and stature because of our work on
behalf of our government partners. GTSC’s projects have evolved
based on what our government partners need to achieve
mission. This focus has drawn the people and companies
committed to the best solutions and fresh ideas needed to protect
America. It hasn’t been easy, but our members have stepped up to create
new avenues to bring their innovation, cost effectiveness and agility
to our partners. New initiatives like the Business Development
Exchange, the Emerging Small Business Group, market research
projects and other activities with our Federal partners provided
concrete ways to work collaboratively and ethically to exchange
information and cultivate an environment where innovation thrives.
You’ll learn more about our activities in the next pages – our new
programs, the successes of member initiatives such as the Lion’s

INSIGHT SESSIONS Monthly, GTSC hosts Federal or Congressional officials to discuss the challenges in the Federal security mission, host workshops on engagement
with the Federal customer and promote the exchange of innovative ideas between the public and private sector.
CEO-to-CEO ROUNDTABLES No one understands the challenges and unique demands of our market like someone who has grown a successful company in it. Understanding that, CEOs of
our member companies share their insights, lessons learned and advice for others working in the homeland and national security markets.
CAPACITY BUILDING Every company, small to large, faces a host of growing pains and internal challenges to meet the needs of success. Through exceptional relationships with an A-list of advisors, mentors and luminaries in corporate

Government Technology & Services Coalition -- Building Our Community Members, mentors, and partners in the Government Technology & Services Coalition are committed to building a community of homeland and national security professionals, and more importantly, colleagues. We show that commitment by supporting efforts to reintegrate our warfighters, assure that we maintain the highest values and standards in our community, and recognize those who adhere to the spirit as well as the letter of teaming, partnership and mentoring. We are actively working to assure that our numerous responders and public and private partners are not “exchanging business cards at the scene.”
Business Workshops for Government Meeting with Executive Officials throughout the Federal government, the Government Technology & Services Coalition heard repeatedly that everyone wanted – and needed – a better understanding of the private sector. To that end, GTSC developed four workshops that provide a mini “MBA” on the lifecycle, process, challenges and decisions that companies face as they enter and grow in the Federal market. Taught by Chief Executive Officers and C-suite level executives from the GTSC membership, these workshops cover small business, mid-tier ($15 million-$1 billion), and large business ($1 billion+). GTSC Recognition Awards GTSC members know that numerous public and private sector officials work to protect the homeland every day. Many work with little recognition on challenges and issues critical to achieving the mission of protecting our country. GTSC recognizes numerous individuals and companies at our Holiday Awards, to honor these heroes and raise awareness of their contributions to the homeland and national security mission.
Linden Resources GTSC partners with Linden Resources to find meaningful employment for veterans on their return to civilian life. Linden Resources’ Vets Ready2Work program empowers veterans with disabilities to attain and sustain employment, enabling them to achieve independence and regain self-sufficiency. GTSC member companies work with Linden to hire veterans, provide feedback on workplace requirements and refer veterans to the program.
Supporting the Missions of our Government Partners Since GTSC’s inception we have worked to align our priorities with the missions of our homeland and national security agencies. We have developed resources, programming, and activities for our members and the broader community to align with our government partners on cybersecurity, insider threat, preparedness, infrastructure protection and much more. Through workshops, webinars, surveys and awareness campaigns, GTSC works to educate our members and build a strong community of partners in the homeland and national security community.

GTSC Awards: Federal Small Business Champion of the Year Federal Small Business Champion of the Year is awarded annually to the Federal official(s) who show a distinct commitment and tangible results toward improving the environment and success for small businesses in the Federal homeland and national security market.
Market Maven Award This award is presented to an exceptional individual who contributes in a tangible way to the efficiency, productivity and effectiveness of the homeland and national security market. The awardee is a proven thought leader with a belief in increasing individual opportunity, the power of free enterprise and the nurture of innovation to advance and support the homeland and national security mission.
Most Valuable Player Award MVP is awarded to a Federal official who modernizes and improves the operations and performance of an agency, component, program or division to increase capacity and performance, speed delivery and use innovation. These leaders also focus on the future – developing strategies and plans to address our constantly changing, dynamic threat environment.
Small Business Member of the Year The award is presented annually to the GTSC Member that exemplifies exceptional quality and ethics for the Federal government, a commitment to GTSC’s small business members and advocacy on behalf of our community.
Mentor of the Year Mentor of the Year is awarded annually to the GTSC Mentor who has worked to increase members’ understanding of the homeland and national security market, increase business opportunities for small companies through formal and informal mentoring and engage with GTSC to promote an innovative, robust, fair market for all. Mid-Tier Member of the Year Mid-Tier Member of the Year is awarded to the firm that has contributed positively to increasing the opportunities, ideas and understanding of mid-tier companies in the Federal market. Coined “other than small,” these companies often are “rewarded” for their success with untenable competition from billion+ companies. GTSC’s Mid-Tier Member of the Year works on market solutions, creative market partnerships and increased options for growth.
GTSC and Government Contracting Weekly Join Forces to Present The Mentors Washington, D.C. – Government Contracting Weekly, the only television program devoted to winning government contracts, and the Government Technology & Services Coalition launched “The Mentors,” a Special Award Program and Strategic Partnership to recognize companies that mentor and contribute to the success of small businesses. The awards program recognizes and salutes government contractors for their leadership and concrete actions in assisting small government contracting firms through mentoring, training, inspiration, teaming and cooperation. NEW in 2014! GTSC Business Development Exchange Earlier this year, GTSC members asked for the Coalition to develop a trusted environment to meet and develop potential teaming partners, make their business development efforts more efficient, and share information among peers. Randy Lange, Chief Growth Officer for Eagle Ray, Inc. chairs the group, limited to 20 GTSC companies. Participants are required to attend each meeting, participate actively in the information exchange and contribute their leadership in subject matter areas. The BDE group meets monthly to share information and opportunities.

Emerging Small Business Group The Emerging Small Business Group (ESBG) was formed to provide dedicated programming and resources for Emerging Small Businesses (businesses with revenue <$2.5M). The group focuses on engaging emerging small business owners, understanding the numerous challenges of starting/growing a small business in the Federal space and marshaling GTSC’s vast resources of peers, owners, mentors, subject matter experts and online virtual tools to provide our members the knowledge and techniques needed to meet the challenges of growing a business. The workshops cover small business loans, marketing, teaming, partnerships and growth strategy, among the many other issues confronted by a new firm in the Federal contracting space.

Improving Market Research Members of GTSC believe that the market research currently performed by Federal agencies is not sufficient to bring the best products and solutions to our Federal partners. The Request for Information (RFI) process, while a “tool” to provide input, is not seen as dynamic enough to really develop ideas and requirements, or inform on capabilities. Additionally, smaller companies with great technologies have tremendous difficulty taking time away from pursuing business, in favor of responding to requests for information that may not result in a contract or opportunity. To assist, GTSC members, under the leadership of Brian Nault, President of BlueWater Federal, have developed a series of conversations with procurement officials to discuss the challenges of market research, and how we can improve it to achieve better results and more options for the government. The Lion’s Den is a distinguished cadre of mid-tier companies devoted to the homeland and national security market. Their success, based on exceptional client work and outstanding business acumen, has graduated these companies to “other than small” in the Federal market. This status creates new and difficult challenges for mid-sized companies now ineligible for set-asides and facing intense competition from very large companies. The Lion’s Den is focused on creating awareness and supporting programs, along with policies and ventures to support the continuum of growth from small to mid-sized through partnership, advocacy and increased business opportunities.
GTSC Members! We have had a tremendous year, and as Chair of the Lion’s Den, I can attest to tangible progress on behalf of our members. The Lion’s Den is comprised of GTSC Member companies classified as “other than small” and membership in the group is included in GTSC’s offerings. As you all know, GTSC believes in the success of all our members — regardless of size. So, when small businesses approach, and cross over into what we categorize as "mid-tier,” we want to provide the best resources, and the most effective collaboration and assistance possible. GTSC members are automatically included in the Lion’s Den when they cross the important milestone of growing out of their NAICs code. GTSC and I have been working on several important projects with our government partners — particularly within DHS. We’ve educated procurement and acquisition professionals on the value proposition of our mid-tier firms. We’ve provided briefings to educate our customers about the unique value member firms bring to our government partners. And, we've helped our partners think through how they can craft procurements that encourage more competition and opportunity for all of us. The response has been extremely positive from our collective government customers and we anticipate more activity and engagement with them as a result. We’ve made a lot of progress educating and elevating the challenges of mid-tier companies among our agencies. A big thank you to our team of Lion’s Den members — they have been incredibly active, and engaged in all of our monthly meetings and presentations with our government partners. I appreciate working with all of you and believe we have some incredible opportunities to pursue in 2015.

THE MENTOR AWARDS
New in 2014, GTSC partnered with Government Contracting Weekly to launch the inaugural
Mentor Awards. The awards program recognizes and salutes government contractors for
their leadership and concrete actions in assisting small government contracting firms
through mentoring, training, inspiration, teaming and cooperation. GTSC members believe
that mentoring is critical to the contracting community. Large firms that mentor small
companies play a critical role in saving their Federal clients money and time, commit to
putting action behind the mantra of bringing “innovation and creativity” to the Federal
mission and bring a higher level of professionalism to the contracting community.
Winners of the First Annual Mentor Awards included GTSC members B3 Solutions – a
small business firm, and GTSC Mentors, General Dynamics Information Technology
(GDIT) and L3 National Security Solutions (president of L3 NSS, Les Rose, is Co-Chair
of the GTSC Mentor Forum). Other corporate winners included BAE Systems, Electronic
Systems Sector, HeiTech Services, InfoPro, Inc, REI Systems and SERCO.
The Mentor Awards also featured several exceptional government officials who recognize

VOICEGTSC has made so much progress since our last Annual Report! GTSC members have created numerous opportunities to engage with our government partners, provide input to various initiatives impacting the contracting community, and make significant progress in educating and raising awareness of our members on cybersecurity, insider threat, data breaches, and personnel security.
ACHIEVING THE MISSION: SECURING THE SUPPLY CHAINGTSC members take seriously their role as a critical part of the Federal supply chain. We hosted numer-ous activities to assist small and mid-sized compa-nies in securing their data, infrastructure, people and facilities. Together with the Office of the Director of National Intelligence (ODNI), GTSC hosted a day-long seminar on the current state of threat against our companies from both an econom-ic espionage and insider threat perspective.
GTSC also aligned – for our third year – with the U.S. Department of Homeland Security’s priorities around National Preparedness Month (NPM), National Cybersecurity Awareness Month (NCSAM) and Critical Infrastructure Security & Resilience Month (CISRM). During NPM we hosted an in-depth session with our partners at the Federal Emergency Management Agency to discuss the Agency’s priorities, business preparedness and risk mitigation. During NCSAM, for the second year, GTSC hosted four weeks of activities focused on our members’ cyber aware-ness and security. Strategic Partner Dickstein Shapiro conducted two critical webinars: Key Cyber Security Issues: Managing Cyber Securi-ty Risks for Government Contractors and Cyber Security Compliance for Government Contrac-tors: What You Need to Know Now to Stay Ahead of the Curve. GTSC also joined forces with the FBI’s public-private partnership for infrastruc-ture protection, InfraGard of the National Capital Region to discuss how to partner more effectively to strengthen the public private partnership to protect our cyber infrastructure. We also worked with InfraGard to develop a cybersecurity survey to understand better the needs and concerns of the private sector in securing their cyber assets (the results are available on our website: www.GTSCoa-lition.com). For CISRM, we were honored to have Assistant Secretary Caitlin Durkovich join our Annual Meeting to discuss the National Protection and Programs Directorate of the U.S. Department of Homeland Security’s priorities for infrastructure protection.

ASSURING GTSC MEMBERS HAVE THE BEST RESOURCES AVAILABLE TO THEM
GTSC has made incredible progress developing the voice and presence of our innovative, creative members. In addition to numerous projects with our Federal partners, GTSC launched our first “GTSC Capitol Hill Day” with Founding Strategic Partner, Michelle Mrdeza at Cornerstone Government Affairs. Working with Michelle, GTSC members met with key legislators and heard about current and future intiatives.
We also continued our work with Department of Homeland Security headquarters and components on several projects to help achieve mission faster, and with more innovation. The Lion’s Den – GTSC’s mid-tier companies – presented on the mid-tier value proposition and challenges faced after becoming “other than small.” Additionally, we worked to build understanding between industry and government through more valuable interaction, including improving the de-brief process, market research, industry days, and government outreach. GTSC was proud to work with the Transportation Security Administration on market research and industry outreach to increase competition and innovation. Additionally, GTSC collaborated with all of our members to answer a number of strategic questions posed to us by our government partners. We provided your comments and suggestions to the Office of the Chief Procurement Officer (OCPO), covering topics such as DHS industry outreach, strategic sourcing, sequestration and cybersecurity.
GTSC also developed, with Strategic Partner Dickstein Shapiro, input on the U.S. Department of Defense – General Services Administration (DoD-GSA) Acquisition Cybersecurity and Resilience recommendations. In addition to providing written comments, we hosted the architects of this effort at our Annual Meeting and at our cyber activities in 2013. GTSC also worked with the Science & Technology Directorate of DHS on their annual Small Business Innovation Research (SBIR) Conference, providing an overview of how companies with innovative ideas should approach the Federal market.
Finally, we co-hosted an unprecedented meeting on DHS Personnel Security with the Industrial Security Working Group. The session brought together representatives from DHS Headquarters, Customs & Border Protection, the Federal Emergency Management Agency, Federal Law Enforcement Training Center, U.S. Immigration & Customs Enforcement, Transportation Security Administration, U.S. Coast Guard, U.S. Citizenship & Immigration Services, and the U.S. Secret Service. Components explained their suitability requirements, their clearance process and answered numerous questions on clearance issues.
GTSC invested significantly in the structure and opportunities for our members. We developed a strategic partnership with Government Contract-ing Weekly. GTSC's CEO joined GCW as their Contributing Editor on Homeland and National Security and worked with GTSC members on several panels and topics. Together with GCW, GTSC also launched The Mentor Awards to recognize those large companies that work collabo-ratively with their subs to provide the latest innova-tion, professionalism, and expertise to our Federal partners.
We made some exciting leadership changes as well. We were proud to welcome Les Rose, President of L3 National Security Solutions and Wayne Lucernoni, President of Harris as the co-chairs of our Mentor Forum. Michael P. Jackson, Ph.D., former Deputy Secretary of the Departments of Homeland Security and Transporta-tion, and CEO of VidSys, Inc. joined us as Chair of our Steering Committee. We also launched our Sector Chief Initiative to work more closely with our members on prioritizing the content and focus of the Coalition. Sector Chiefs advise us on the priorities, areas of interest, and concerns with our select Federal partners.
GTSC also launched the Business Development Exchange (see p. 17) that provides a trusted environment for information sharing, teaming and relationship building. The group is self-limited to 20 members and meets once a month to discuss opportunities. GTSC also offered sponsorship opportunities for the first time – members interested in increasing their visibility at a selection of our activities were provided some valuable opportuni-ties. Thank you to Agilex, DynamicPro, Eagle Ray, EnProVera, Harris, LeapFrog Solutions, and PReSafe Technologies for their support of our work.
