To provide basic information on the emergency procedures GSA employees, GSA contractor employees (as addressed via contract), and visitors need to know as occupants of GSA’s Central Office Headquarters Building referred to throughout this document as “CO HQ Building.” 2. Background. This Occupant Emergency Plan (OEP) was created to assist occupants in the event of an emergency at the CO HQ Building. These guidelines provide basic information on necessary emergency procedures. The overall authority for the OEP is 41 CFR §§ 74.230 - 74.260. Homeland Security Presidential Directive 5 requires that "heads of Federal departments and agencies shall adopt the NIMS [National Incident Management System] within their departments and agencies and shall provide support and assistance to the Secretary [of Homeland Security] in the development and maintenance of the NIMS.” This means that all Federal departments and agencies will use the NIMS in their domestic incident management and emergency prevention, preparedness, response recovery, and mitigation activities, as well as those actions taken in support of state or local entities. 3. Scope and applicability. This OEP applies to all employees, GSA contractor employees, and visitors occupying the CO HQ Building. It is intended to provide the initial guidance to be used when a determination has been made that an emergency may/will impact the facility in part or in whole. The facility is an eight story (plus a basement) concrete office building located at the intersection of 18th Street and F Street, NW, Washington, DC. The address is 1800 F Street, NW, Washington, DC 20405. These instructions are applicable building-wide, and are established under the authority of the Office of Mission Assurance (OMA). Each specific office may have additional security policies regarding access to their office doors and interior spaces. Employees should consult with their HSSO, director, supervisor, or other applicable agency official(s) for details regarding these requirements. 4. Cancellation. GSA POLICY AND PROCEDURE

INTRODUCTION

Preface

The best way to protect against the potentially harmful effects of both man-made incidents and natural disasters is to ensure that all CO HQ Building occupants know how to respond in an emergency. This level of protection involves pre-planning, training, and rehearsal.

Pre-planning includes establishing the Occupant Emergency Organization comprised of employees designated to undertake certain responsibilities to ensure that personnel are moved quickly to safety, that damage to property is minimized, and that proper authorities are notified in the event of a localized emergency, as outlined in this OEP. Training is conducted to ensure that all tenants understand the contents of the OEP and their individual responsibilities. Rehearsals, or drills, provide an opportunity to practice emergency procedures to ensure efficient response in the event of a real emergency.

Participation in OEP activities includes all tenants regardless of employment status (e.g., managers, supervisors, OEP team members, volunteers, contractor employees where required by contract, and visitors). Each individual must assume the responsibility for his or her own planning and safety in an emergency, as well as for working effectively with emergency planning officials.

Training

The Office of Security will conduct monthly training for all employees and GSA contractor employees as addressed via contract, on the OEP and how to utilize the Stryker Evacuation Chair. For additional information on the training, contact the Office of Security at 202-501-0774.

Effective Date

1.1.0 INCIDENT COMMAND STAFF, COMMAND STRUCTURE AND POSTS 1.1.1 INCIDENT COMMAND STAFF Incident Command

The highest ranking GSA official in the CO. Responsible for activating the plan for all emergencies during normal duty hours and overseeing response and recovery efforts.

Monitors incident operations and advises Incident Command staff (DO, IC, Deputy IC, Assistant IC) on all matters relating to operational safety and associated systems and procedures. Has the authority to stop and/or prevent unsafe acts during incident operations.

Medical Advisor

Head Nurse or Medical Director

Provides advice and recommendations to the Incident Command staff in the context of incidents involving medical and mental health services, mass casualty, acute care, vector control, epidemiology, and/or mass prophylaxis considerations, particularly in the response to a chemical or biological related incident.

Special Security Advisor

Physical Security Specialist

Serves as primary assistant to the Deputy IC. Coordinates and monitors entry/egress at the CO entrances on the E Street and F Street sides of the facility during an incident.

Special Advisor Deputy Director of Security

Provides advice and recommendations to the Incident Command staff in the context of incidents involving contract Security Office support.

Office of Security

Emergency Planning Specialist

Oversees the day to day occupant emergency plan activities including OEO recruitment planning, testing, training, and exercise. Also, ensures the contact information and roster of OEO personnel is kept updated and made available to employees and occupant agencies.

Frontline Security Services

Protective Service Officers, Guard Force

Protects the lives of GSA employees, GSA contractor employees, and visitors as well as GSA property in the confines of the building grounds.

1.1.2 GENERAL EVACUATION STAFF The CO’s Occupant Emergency Organization (OEO) structure consists initially of only the Incident Command Staff and General Evacuation Staff. If the emergency warrants, the full Incident Command Structure (ICS) in accordance with the National Response Framework (NRF) will be initiated. An ICS is based upon a changeable, scalable response organization providing a common hierarchy within which people can work together effectively. The ICS personnel may be drawn from multiple agencies that do not routinely work together, and ICS is designed to give standard response and operation procedures to reduce the problems and potential for miscommunication on such incidents. The decision to implement the full ICS structure will be determined by the Designated Official (DO) and/or Incident Commander (IC) based upon the type, impact, and duration of the incident. The General Evacuation Staff consists of the following:

1. Floor Wardens 2. Wing Monitors 3. Stairwell Monitors 4. Evacuation Assistance Volunteers (Evacuation Buddies)

OEO personnel are provided with the following visual identifiers to be used during activation of the OEP:

• Reflective vest • OEP hard hat • A two-way portable radio • Arm bands

While an OEP serves as a reference for facility protocol, a cadre of personnel who are part of the OEO have responsibility for implementing and maintaining it. Supervisors should encourage participation in the OEO. OEO participants must attend training and all occupants must be familiar with this plan. To demonstrate their commitment, staff offices must issue a memorandum to their staffs to participate in the planning and training sessions for participants of the OEO.

One component of this effort is to develop an updated list of all CO occupants who have special needs and/or who request assistance during an emergency evacuation, as well as those who volunteer to assist such employees during evacuation procedures.

First Line Supervisors and/or Managers:

1. Develop a list of all employees under your supervision who believe they will need assistance in an emergency or evacuation of the building. This can be either a temporary need or permanent need for assistance.

2. Develop a list of people under your supervision who are “able” and “willing” to volunteer as a 'buddy' for each of the employees identified as having requested evacuation assistance.

3. Forward the list of names of people needing assistance and the list of volunteers, to the Office of Security located in Room B-119.

All managers who have employees assigned to the OEO will notify the Office of Security when any member is transferred, retires, or because of extraordinary work and/or circumstances, can no longer perform their duties as an OEO member. Managers must then assign a replacement, providing the name and other pertinent information required to the Office of Security.

1. Floor Warden Floor Wardens are volunteer personnel who oversee the safe and orderly evacuation of occupants on specific floors. Floor Wardens act in several different capacities, depending upon the emergency. They should be aware of all occupants with physical impairments, including those persons who cannot use stairways or fire escapes because of temporary illness or other impaired physical condition. Floor Wardens are present to assist in the quick and orderly evacuation of building occupants from areas/floors in the event of fire or other emergencies. You may call the Office of Security on 202-501-0774 for a list of all Floor Wardens and OEO team members. The Floor Wardens will wear identifiable hats and/or vests and actively assist in the evacuation of the building. Floor Wardens will perform the following duties:

• Ensure that evacuation routes are clearly identified to floor occupants.

• Direct the orderly flow of personnel to identified evacuation routes during drills and actual emergencies.

• Immediately establish a new evacuation route if the identified route is endangered or otherwise inaccessible.

• Expedite movement of personnel in an orderly manner using stairways.

• When required, direct and assist occupants with special needs to Safe Haven locations. The

floor warden will contact the Incident Command Center (ICC) to confirm those occupants who are located in Safe Haven locations.

• When required, direct and assist occupants to Shelter-in-Place (SIP) locations and provide

instructions on SIP procedures. The floor warden will contact the Incident Command Center (ICC) to confirm those occupants who are sheltered-in-place at a particular location.

• Maintain constant contact with the Incident Command Center, located eastside of the F

Street Main Lobby. Report when the designated floor area is clear of occupants. Upon exiting the building, report respective floors as being cleared to the OEO Personnel at the E Street and F Street exits.

2. Wing Monitor Wing Monitors are personnel who assist in the orderly evacuation of personnel from specific building Wings into hallways leading to exits in conjunction with the other Wing Monitors on a floor. Wing Monitors perform the following duties:

• Ensure that evacuation routes in his/her area of responsibility are made known to the work

center occupants. Ensure that all personnel in his/her area of responsibility are aware an evacuation is underway.

• Direct the orderly evacuation and flow of personnel from specific Building Wings into floor area hallways during drills and actual emergencies.

• When required, direct and assist occupants with special needs to safe haven locations.

• When required, direct and assist occupants to SIP locations and provide instructions on SIP

procedures.

• Report to the Floor Warden when his/her designated area is clear of occupants.

3. Stairwell Monitor

• Go to assigned stairwell.

• Direct personnel to enter a stairwell. If a stairwell is blocked or closed, direct personnel to another stairwell on the floor. If all stairwells are blocked, move furthest away from the threat and have Floor Warden notify OEP Building Incident Commander.

• Integrate occupants into the stairwell flow of traffic by directing them to enter along the outside rail and merge to the inside rail before they reach the floor below.

• The Wing Monitor will notify the Stairwell Monitor when their side of the floor is evacuated.

• Request assistance from the Floor Warden, if needed.

• Exit the floor with the Floor Warden when your side of the building is evacuated.

4. Evacuation Assistance Volunteers (Evacuation Buddies)

Evacuation Assistance Volunteers assist individuals with special needs to designated stairways or elevator cars and receive instructions from the Floor Wardens.

• Ensure that individuals with special needs are evacuated to a safe haven room if they are

unable to be safely evacuated. When required, direct and assist individuals with special needs to SIP locations.

• Evacuation Assistance Volunteers should be familiar with the location, use and operation of special emergency evacuation chairs installed at strategic locations throughout the building in the vicinity of each elevator lobby.

Evacuation of CO HQ Building

The Alarm System

The CO HQ Building has an alarm system that is designed for full evacuation. Upon full activation, it sounds throughout the entire building. If the alarm sounds, evacuate the building via the nearest and safest stairwell and proceed to your designated Assembly Area. In all circumstances, use your best judgment and common sense.

Emergency Notification System

The Everbridge system is an automated calling system that enables GSA to disseminate critical information within minutes, turning emergency communication into a fast, reliable, and simple way to execute Disaster Recovery and the Continuity of Operations Plan. Within minutes, the Everbridge system can concurrently and continuously communicate to all CO HQ employees through standard message delivery services including home phone, cell phone, work phone, pager, email, instant messaging, fax, Smartphone, wireless PDA, and wireless laptops, until the message is received by the intended party. Safely Exiting the Building

Prompt and orderly evacuation is the key to survival. The Floor Warden on each floor will direct the evacuation. Wing Monitors will check all spaces to ensure that everyone evacuates. Stairwell Monitors will ensure occupants descend the stairwells in an orderly fashion, keeping to one side. Food and drink are prohibited in the stairwells as spillage causes safety hazards. The Safe Evacuation of People with Special Needs People who will need assistance evacuating the building should identify themselves in advance to their supervisor. (This includes people who have temporary physical limitations such as pregnancy, persons recovering from medical procedures, etc.). The supervisor will be responsible for ensuring that assistance is provided by Evacuation Buddies or by other floor occupants should Evacuation Buddies not be present.

If the area becomes hazardous, people with special needs shall be assisted to the nearest and safest stairwell or safe haven location and wait for assistance from emergency personnel.

Employees should not be required to divulge a disability or their reason for requesting assistance but simply need to identify themselves as a person who is requesting or who may need assistance during an emergency or evacuation. All information obtained should be held in confidence for the protection of employee privacy and adherence to the Americans with Disabilities Act.

Changing Circumstances

Occupants evacuating CO HQ Building should listen to and comply with instructions from the emergency communication system and emergency officials. Occupants should be aware of their surroundings and be ready to respond to changing circumstances at all times. Elevators

The CO HQ Building elevators are tied in with the fire alarm system. When a fire alarm sounds, all elevators will go either to the First Floor (“F” street elevator banks) or the Ground Floor (“E” Street elevator banks). All occupants will be required to evacuate using stairwells. For this reason, the Office of Security should be notified of employees who have either a permanent or temporary disability. This is critical to ensure that assistance can be provided and that Floor Wardens, Wing Monitors, and Evacuation Buddies in the area of these employees receive training on using the evacuation chairs (See 4.1.8).

The CO HQ Building has 14 passenger elevators to serve occupants and 1 freight elevator for deliveries. There are multiple banks of elevators that serve different floors. The elevators are numbered as follows: Elevators F Street:

Elevators 1 & 2 (Wing 1), serve the Basement through the 7th Floor.

Elevators 3 & 4 (Wing 2), serve the Basement through the 7th Floor.

Elevators 5 & 6 (Wing 3), serve the Basement through the 7th Floor.

Elevators E Street:

Elevators 7 & 8 (Wing 1), two newly installed high speed passenger elevators that serve the Basement through the 6th Floor.

Elevators: 21, 22, 23, & 24 (Wing 2), four newly installed high speed passenger elevators that serve the Basement through the 7th Floor.

Elevator: 25 (Wing 2), a newly installed freight elevator is connected to the Loading Dock and is now located in the East Courtyard. The Freight Elevator serves the Basement through the 7th Floor.

Elevators 11 & 12 (Wing 3), serve the Basement through the 6th Floor.

DO NOT use the elevators to evacuate the building in the event of an alarm.

Assembly Area Location

The Assembly Area Locations designated for your office can be located in Appendix 4.1.4 and on GSA Central Office InSite – Security Procedures for GS Building. Accounting for Occupants

Once evacuated, all employees, contractors and visitors must report immediately to their designated Assembly Area and check in with their supervisors. All supervisors must contact 100 per cent of assigned personnel and visitors, including persons with special needs, who were on-site at the time of the evacuation. All supervisors must report the status of all employees, including those working

offsite. All supervisors must report the names of any unaccounted persons, to the CO HQ Building, Incident Commander. If for some reason you cannot report to your assembly area, you should contact your supervisor or call the Security Command Center on 202- 501-1016 or the EOC on 202-219-0338. Supervisors shall also develop a method for accounting for personnel that are on leave, teleworking, on official travel, or off-site. Re-entry

The Incident Commander will notify the Designated Official when emergency authorities have determined that re-entry is safe. 2.3.1 Full Evacuation Building Layout For the purpose of an effective evacuation, the CO HQ Building is divided into five Wings (Wing 0, 1, 2, 3 and 4).

2.4.0 TYPES OF EMERGENCY SITUATIONS

2.4.1 FIRES…IF THE ALARM SOUNDS

• Leave the building via the nearest and safest stairwell, or as directed by local emergency personnel.

• Report immediately to your designated Assembly Area and check in with your supervisor.

NOTE: The fire alarm pull stations are located at all stairwells and door exits.

2.4.2 BOMB THREAT…IF YOU RECEIVE A BOMB THREAT OVER THE TELEPHONE

• Stay calm and courteous. • Obtain as much information as possible. • If possible during the call, fill out the “Telephone Bomb Threat Checklist,” (See 4.1.1) • If the danger is imminent, call 911. • Call the Security Command Center on 202-501-1016.

2.4.3 CHEMICAL/BIOLOGICAL THREAT…IF YOU RECEIVE A CHEMICAL/BIOLOGICAL THREAT

• Stay calm and courteous. • Obtain as much information as possible. • If possible during the call, fill out the “Chemical/Biological Threat Checklist,” (See 4.1.2) • If the danger is imminent, call 911. • Call the Security Command Center on 202- 501-1016.

2.4.4 POTENTIAL HAZARDOUS SITUATION…IF YOU ENCOUNTER A POTENTIALLY HAZARDOUS SITUATION

2.4.5 PACKAGE OR ENVELOPE THAT CONTAINS SUSPICIOUS MATERIAL…IF YOU’VE OPENED A PACKAGE THAT CONTAINS SUSPICIOUS MATERIALS

• Do Not Panic. If the danger is imminent, call 911. • Call the Security Command Center on 202- 501-1016. • Don’t shake or empty the contents of the package or envelope. • Place the package in a plastic bag or some other type of container to prevent the leakage of

contents. If no container is readily available, cover the package or envelope with anything available, such as a trash can, clothing, or paper. Don’t remove the cover.

• Isolate the package and close off the room by shutting all doors. • Keep others from entering the area. • Do not touch your eyes, nose, or any other part of your body. • Wash your hands thoroughly as soon as possible with soap and water. • Make a list of all people who had contact with the package. • Building Management Staff will be responsible for closing down the building ventilation system.

2.4.6 SHELTER-IN-PLACE (SIP) CHEMICAL SITUATION…IF YOU ENCOUNTER A

POTENTIALLY CHEMICAL SITUATION

This procedure will go into effect when a chemical emergency has occurred and the safety of occupants warrants SIP. Based on emergency management guidelines, occupants should plan for 4 to 8 hours of sheltering at the highest floor level possible. You can do this by preparing a personal Emergency Supply Kit containing water, medications and other items essential for your survival. Chemical agents will disburse and set in at ground level. At 1800 F Street, NW, GSA has designated floors 5, 6 and 7, using hallways and office space where available, as the shelter location during a chemical emergency. After securing the building and placing occupants on the shelter floors, GSA will operate under the guidelines/orders of the Federal Emergency Management Agency (FEMA) & the Federal Bureau of Investigation (FBI).

Floor Wardens and Monitors a. Guide all occupants to floors 5, 6 and 7, using hallways and office space.

1. Occupants from Floors B, G, 1, will Shelter-in- Place on the 5th floor using offices and hallways.

2. Occupants from Floors 2, 3, and 4 will Shelter-in-Place on Floors 6 and 7 using offices and hallways.

b. Inspect the area to ensure all occupants have cleared the floor, radio the CO Command Center and go to assigned floors.

2.4.7 SHELTER-IN-PLACE (SIP) RADIOLOGICAL SITUATION…IF YOU ENCOUNTER A POTENTIALLY RADIOLOGICAL SITUATION

This procedure will be used when a radiological emergency situation has occurred and safety of occupants warrants Shelter-In-Place. Based on emergency management guidelines for a radiological emergency, occupants need to plan for 4 to 8 hours of shelter below the ground level at 1800 F Street, NW. You can do this by preparing a personal Emergency Supply Kit containing water, medications and other items essential for your survival. The Basement and Ground Floors will be designated as a shelter during a radiological emergency. After securing the building and placing occupants in the shelter location, GSA will operate under the guidelines/orders of FEMA & the FBI.

Floor Wardens and Monitors a. Evacuate all Floors and guide all occupants to the Basement and Ground Levels.

1. Occupants from the Basement, and Floors 1, 2, 3 and 4 will Shelter-in-Place on the Basement Level using offices and hallways.

2. Occupants from the Ground Floor and Floors 5, 6, and 7 will Shelter-in-Place on the Ground Floor using offices and hallways.

b. Inspect the area to ensure all occupants have cleared the floor, radio the CO Command Center and go to the Ground Floor.

2.4.8 OTHER EMERGENCIES WHICH PROBABLY WOULD NOT NECESSITATE EVALUATION

Power Failure Occupants should remain in their work areas. A tremendous amount of light will come in due to the glass windows in the building. In the case of a total outage, people may be trapped in elevators. The Incident Commander will contact the Building Management Office to facilitate the release of any people trapped in elevators. Wing Monitors will keep everyone away from elevators because of the imminent danger of an open door to an empty elevator shaft.

Wing Monitors will be equipped with flashlights and on alert for any hazards on their floors, such as objects in hallways invisible to the eye, due to lack of lighting. Wing Monitors should verify that emergency lighting in the stairwell is operating properly and will, as necessary, assist individuals caught in the stairwell if the emergency lighting does not come on. Severe Weather (storms, hurricanes, floods and tornados)

Occupants should remain calm, move to interior spaces (such as the stairwells) and keep away from windows. The Designated Official or designee, in conjunction with the Incident Commander and local emergency authorities will determine the appropriate measures to be taken. The General Evacuation Staff will then carry out subsequent decisions. Medical Emergencies If there is a severe medical emergency that requires immediate care, call 911 and then call the Security Command Center on 202-501-1016. If it is a minor medical situation that does not require immediate care, call the Health Unit Nurse on 202-501-1008, then the Security Command Center on 202 -501-1016.

2.4.9 EARTHQUAKE

• Drop to the ground; take COVER by getting under a sturdy table or other piece of furniture; and HOLD ON until the shaking stops.

• If there isn’t a table or desk near you, cover your face and head with your arms and crouch in an inside corner of the building.

• Stay away from glass, windows, outside doors and walls, and anything that could fall, such as lighting fixtures or furniture.

• Stay inside until the shaking stops and it is safe to go outside. Listen for further instructions over the Voice and Strobe Announcing System.

• DO NOT use the elevators. • Be aware that the electricity may go out or the sprinkler systems or fire alarms may turn on.

2.4.10 ELEVATOR MALFUNCTION OR ENTRAPMENT

• Remain calm. Use the emergency communications device in the elevator to request assistance, stay on the line until rescued and refrain from attempting to self-rescue.

2.4.11 WORKPLACE VIOLENCE

Threats and Violence Not threatening, but angry or hostile customer/co-worker • Stay calm. Listen attentively. • Maintain eye contact. • Be courteous. Be patient. • Attempt to avoid escalating the situation. Threatening Person Shouting or Swearing • Signal a co-worker or supervisor that you need help. • Do not make any calls yourself. • Have someone call 911 if danger is imminent, or the Security Command Center at

(202) 501-1016.

Threatening with a Gun, Knife or other Weapon • Stay calm. Quietly signal for help. • Maintain eye contact. Stall for time. • Keep talking, but follow instructions from the person who has the weapon. Never try to grab a

weapon. • Watch for a chance to escape to a safe place. • Have someone call 911, then the Security Command Center at (202) 501-1016.

2.4.12 ACTIVE SHOOTER

Evacuate • Plan escape options in advance. • Leave your belongings behind. • Keep your hands visible. Hide Out • Hide in area out of the active shooter’s view. • Block entry to your hiding place and lock doors. Take Action As a last resort, and only when your life is in imminent danger, attempt to disrupt and /or incapacitate the active shooter by: • Acting as aggressively as possible against him/her. • Throwing items and improvising weapons. • Yelling. • Committing to your actions. • Refer to the Active Shooter video: Active_Shooter_Awareness_Training_.ppt

2.4.13 CODE ADAM (MISSING CHILD)

Security Officials shall take the following actions if a child is reported missing/abducted Step 1 – Obtain a detailed description of the child. • At a minimum, the description should include name, race, gender, age, eye color, hair color,

approximate height, weight, any identifying marks; description of clothing to include shoe color and style, time the child was last seen, and last known location. Note: A child’s clothes may be changed, but an abductor does not usually remove or change shoes. Direct or take parent/guardian/responsible party to a predetermined contact location/main staging area. This will allow for easy access to the person in case further information is needed.

Step 2 – Report the information to entrance control posts immediately by issuing a Code Adam Alert for the building / location. • Pass description information to entrance control posts. If available, use a Public Address (PA)

system to broadcast an announcement that a Code Adam Alert is in full effect so that tenants are alerted to look for the missing child.

• Establish a central command location to which all designated personnel can report and coordinate their efforts with all responding personnel. This includes notifying the FPS Mega Center by dialing (202) 708-1111, that a Code Adam Alert has been initiated. Also, place a courtesy call to local police (911) to report missing child.

Step 3 – Conduct a thorough search of the building. • All available designated personnel should assist in search efforts. • If a CCTV system is in place, monitor it closely for the missing child. • If the CCTV system has capabilities of viewing without interrupting ongoing recording, review the

video to identify the last time the child was seen. • All access control points should continue to control/monitor building access, as well as monitor all

people leaving the building. Use any personnel identified in the building’s OEP to assist with the search. Designated Personnel should use caution if it is decided to question a person with a child. Search all potential hiding places, offices, common areas, and exterior areas of the property. Positively identify all children located in the building.

Step 4 – Document the Incident. • Notify all personnel to maintain documentation regarding the incident. • The Incident Commander should collect, track, and document areas that have been searched

and cleared. Step 5 – Terminate the Alert. • Terminate the Code Adam Alert when a parent or guardian positively identifies the child and the

child’s safety/well-being has been established. • If the child is found unharmed, appears to have been lost, and no criminal activity has occurred,

reunite the child with his or her parent or guardian. • If the child is harmed, ensure immediate medical attention is given by calling 911. • The Incident Commander will conclude the incident by announcing that the Code Adam Alert is

canceled by any available means of dissemination. Contact local law enforcement authorities when a Code Adam Alert renders negative results (child not found).

3.2.11 Active Shooter

3.2.12 CODE ADAM (Missing Child)

3.1.0 FACILITY RECOVERY PLANS Facility Recovery Plans help facility occupants to recover from a major, usually catastrophic event, which may deny access to the normal facility for an extended period of time. These plans often cover recovery actions specific to information technology functions.

Refer to the following facility plan for additional details pertaining to recovery operations:

Type of Plan: Continuity of Operations Plan (COOP)

Scope and applicability: The plan is applicable to the full spectrum of manmade, natural, and technological emergencies and threats. The provisions of the COOP Plan are applicable to all GSA CO employees (including GSA contractor employees as required via contract).

3.2.0 OCCUPANT RECOVERY PLANS 3.2.1 EXPLOSION OR FIRE

• Contact the local disaster relief service to help with immediate needs. • Do not enter the damaged facility. • Normally, the fire department will ensure that utilities (e.g., water, electricity, and natural gas) are

either safe to use or are disconnected before they leave the site. Do not attempt to turn on utilities yourself.

• Food, beverages, and medicine exposed to heat, smoke, soot, and water should not be consumed.

3.2.2 HAZARDOUS MATERIAL INCIDENT: CHEMICAL • Return to work only when authorities say it is safe. Open windows and vents and turn on fans to

provide ventilation. • Act quickly if you have come in to contact with or have been exposed to hazardous chemicals.

Do the following: 1. Follow decontamination instructions from local authorities. You may be advised to take a

thorough shower, or you may be advised to stay away from water and follow another procedure.

2. Seek medical treatment for unusual symptoms as soon as possible.

• Place exposed clothing and shoes in tightly sealed containers. Do not allow them to contact other material. Call authorities to find out about proper disposal requirements.

3.2.3 HAZARDOUS MATERIAL INCIDENT: BIOLOGICAL • If you believe you have been exposed to an infectious biological agent or if you develop

symptoms that you believe might be associated with such an exposure, immediately contact a physician. Your physician may choose to contact the local health department to determine the best course of action based on the circumstances of the exposure.

• In addition to early detection, rapid diagnosis, and treatment with antibiotics or antiviral, quarantine and isolation may be used to contain the spread of illness. Isolation applies to persons who are known to be ill with a contagious disease. Quarantine applies to those who have been exposed to a contagious disease but who may or may not become ill.

3.2.4 HAZARDOUS MATERIAL INCIDENT: RADIOLOGICAL • Depending on the nature and extent of the radiological incident, prior to allowing access to

potentially contaminated areas, authorities will evaluate the environmental conditions in the affected areas by conducting radiation measurements and beginning recovery operations including any necessary decontamination of facilities.

3.2.5 MEDICAL EMERGENCY • Complete all appropriate injury/incident reporting. • Analyze the cause of the medical emergency. • Examine the effectiveness of response. 3.2.6 SEVERE WEATHER

• Wait for emergency announcements/instructions. • Do not attempt to move or fix anything until a full damage assessment is completed. • Check interior of facility for broken windows and water damage. • Check yourself for injuries before helping others who are disabled, injured or trapped. • Do not move seriously injured people unless in immediate danger of further injury. 3.2.7 EARTHQUAKE • Remain Calm. Listen for emergency announcements over the general announcement system.

Follow directions of emergency response personnel. 3.2.8 PACKAGE OR ENVELOPE THAT CONTAINS SUSPICIOUS MATERIAL • Discuss the circumstances of the incident with staff members. Encourage employees to share

information about ways to avoid and respond to similar situations in the future. • Offer stress debriefing sessions and post-traumatic counseling services to help workers

recover from a disturbing incident. • Law enforcement officials will investigate all incidents and threats, monitor incident trends by type

or circumstance, and institute corrective actions. • Discuss changes in the program during regular employee meetings. 3.2.9 BOMB THREATS • Discuss the circumstances of the incident with staff members. Encourage employees to share

information about ways to avoid similar situations in the future. • Law enforcement officials will inform victims of their legal right to prosecute perpetrators. • Offer stress debriefing sessions and post-traumatic counseling services to help workers recover from a violent incident.

Appendix C. 4.1.3 Childcare Occupant Evacuation Plan

• A copy of CHILDCARE Occupant Emergency Plan is available in the GSA Security/Emergency Management offices, Control Center and in each division of DHS located inside the Regional Office Building.

• The CHILDCARE Plans are comparable to the GSA CO OEP plan and will work in concert with the GSA Security Emergency Management Division.

EVACUATION AND EMERGENCY CONTACT PROCEDURE

• Child/ Staff ratios will be maintained, and the children will be evacuated to the following locations,

depending on the distance required to be away from the Center:

o The Walt Whitman Park- 19th & E Streets, NW o Department of the Interior- 1849 C Street, NW, Washington, DC 20240

Contact: Steve Hargrave, 202-208-6642 o Organization of America States - building cafeteria, across the street on F Street, NW o Shelter-in-Place Location - GSA Auditorium located across from the Infant Room on

the first floor.

• Federal authorities will direct the exact location of the children in an emergency situation, in consideration of the threat condition to which we are responding.

• Federal Protective Services (FPS) is called in the event of an evacuation. The FPS will assist the school with the evacuation procedures and safety protocol. Additionally, two building representatives (to be named) will assist the child care center with evacuation procedures.

• Evacuation diagrams will be posted in each classroom and will clearly note primary and

secondary egress routes. • Infants should be evacuated using the evacuation cribs. • Carolyn Mackey, Center Director and Teleda Whitley, Assistant Director, are designated as the

leaders responsible for clearing the classrooms and leading the children/teachers to the rendezvous point during an evacuation and will work in conjunction with FPS. Alternative designees should be identified to serve in the absence of either the Director or Assistant Director.

• Center Staff will maintain “Situational Awareness” while in route to the evacuation destination to

ensure that all children are accounted for. The Child Ratio Count will be taken to the evacuation destination.

• Center Staff will count the children in each group being evacuated and count the children again when they reach the evacuation destination.

• Once safely at the evacuation destination, take name-to-face attendance using the Child Ratio

Count. Names of any personnel unaccounted for must be given to the GSA Security Command Center.

• At the sound of the alarm or signal of evacuation the children will stop their activities immediately and proceed to the nearest exit. Center Staff will give children clear, simple instructions about exiting the facility.

• Carolyn Mackey, Center Director, or Teleda Whitley, Assistant Director, or other designee will

carry attendance and emergency contact information from the facility to the appropriate evacuation location (possible locations listed above) and compare master attendance records with that of the teachers.

• Carolyn Mackey, Center Director, or Teleda Whitley, Assistant Director, will move the emergency

supplies to the designated evacuation area. • To assure that complete evacuation has occurred, the last person to leave each part of the

building will conduct a final, thorough 'sweep' of all areas accessible to children (whether or not children are allowed in those areas).

• Carolyn Mackey, Center Director, or designee will be the last person to leave the building, and

will perform the final 'sweep' to ensure that no one is left behind. • If re-entry into the building is not possible, children will be evacuated to the appropriate

evacuation location (possible locations listed above). • Families will be notified of the evacuation by telephone. In the event local communication is

inoperable, the Emergency Contact Procedure (see below) will be followed and every reasonable attempt will be made to post a note at the Center identifying the evacuation location. When the evacuation order is lifted, parents will be notified.

• Evacuation drills will be held monthly. The timing of the drills will be varied to include early

morning, mealtimes, and nap times. Children will be appropriately prepared for and reassured during drills. This monthly drill may or may not include FPS or emergency personnel.

Emergency Contact Procedure • The Bank Board Small Savers Child Development Center shall supply each Center Employee

and parent/guardian with the Emergency Hotline number, in the event of a regional disaster.

• Carolyn Mackey, Center Director, will a) notify Michelle McGraw, Regional Director, the alternate contact to inform her that the disaster plan has been implemented and to give any information that should be distributed via the Emergency Hotline; and b) call Michelle McGraw at regular intervals to gather status information of parents/guardians calling in.
