Unique Aspects –Major System Acquisition

Performance based solicitations:• Describe mission capability in

generic terms (no specific systems)• Identify schedule/cost/capability

objectives, known constraints• Require use of Earned Value

Management System• Do not mandate or reference

Government specs/standards

Specific contract phasing coincides with major program/project phases:

– Concept exploration – Demonstration– Full-scale development– Full production

Beyond this broad guidance, the FAR is silent other than to require agency heads to develop their own procedures.

Orion - Phased Acquisition Using Progressive Competition (FAR Part 34, NASA FAR Supplement 1852.217-72)

• Down-selection strategy, phased acquisition• Single solicitation is issued for all phases of the program• Initial phase contracts are awarded • Contractors for subsequent phases are chosen through “down-selection” from the preceding phase
