Pada bulan November, kita telah menyambut bulan Bersih dan Hijau tahunan kita. Mereka yang menghadiri acara-acara hijau secara

tetap di Bandar kita mungkin telah perhatikan satu perubahan dalam beberapa tahun yang lalu.

Sebagai sebuah negara, kita telah beralih dari setakat menanam pokok dan mengingatkan rakyat agar jangan membuang sampah sembarangan dalam bulan Bersih & Hijau. Kini, anda akan melihat kita meneroka kebun-kebun masyarakat baru, menganak-angkatkan pokok, membersihkan kejiranan-kejiranan kita dan memberi peng-hormatan kepada para pekerja pembersihkan kita.

Kita mengucapkan terima kasih kepada dua puluh lima daripada pekerja pembersihan terbaik kita – lima daripada setiap kawasan undi – atas kerja kuat mereka, dengan menghadiahkan mereka wang tunai dan hadiah barang. Di samping itu, tiga daripada pekerja pembersihan kita telah diberi penghormatan oleh Agensi Sekitaran Kebangsaan atas usaha mereka.

Saya berbesar hati melihat perubahan-perubahan ini dalam bulan Bersih dan Hijau. Mereka menunjukkan bahawa masyarakat kita telah menjadi lebih matang, melakukan lebih banyak perkara bersama dan menghargai kerja orang lain.

Majlis Bandaran telah juga menunjukkan penghargaannya kepada para pekerja pembersihan kita dengan memberi mereka gaji lebih, dan juga dengan mencuba memudahkan lagi tugas mereka. Mesin baru seperti mesin sapu tolak dari belakang dan alat pencuci sembur berpaip panjang akan membantu mereka menghabiskan kerja dengan lebih cepat dan lebih efisien.

Marilah kita terus menjadi lebih rapat dan lebih baik hati sebagai sebuah masyarakat sambil kita mendewasa ke 2014.

Over November, we celebrated our annual Clean and Green month. Those who regularly attend the green events in our

Town might have noticed a change over the years.As a nation, we have moved beyond

planting trees and reminding people not to litter during Clean & Green month. Now, you’ll see us exploring new community gardens, adopting trees, cleaning up our neighbourhoods and honouring our cleaners.

We thanked twenty-five of our best cleaners - five from each division - for their hard work, awarding them with a cash prize and a gift. In addition, three of our cleaners were honoured by the NEA for their efforts.

I am heartened to see these changes in Clean and Green month. They show that our community has grown, doing more things together and appreciating the work of others.

The Town Council has also shown its appreciation for our cleaners by paying them more, and also by trying to make their jobs easier. New machines like the push-behind sweeper and the long-lance washer will help them finish the job quicker and more efficiently.

Let us continue to become closer and kinder as a community as we grow into 2014.

The green-thumbed among us have been hard at work, planting vegetable crops, fragrant herbs and blooming flowers at various

Community Eco-Gardens scattered throughout our Town.

With a helping hand from the AVA – who taught, nurtured and guided our gardeners in successful farming methods – we are proud to say that we now grow our own vegetables!

At our newest Community Eco-Garden, between Block 28 and 29 Marsiling Drive, a rich selection of local vegetables, tasty herbs and colourful flowers sprout and bloom in neat rows.

Launched by Mr Hawazi Daipi on 23 November after a re-vamp carried out with the help of the AVA, this latest gardening hot-spot

now features the Vegewall crop-planting system for improved irrigation and minimised risk of mosquito breeding.

Put together using familiar white PVC drainpipes, the Vegewall’s vertical structure allows us to plant more vegetables and herbs in a confined space without leaving stagnant pools and puddles.

Our Eco-Garden at Marsiling Drive is the newest, but it certainly won’t be the last. AVA tells us that several other gardens have been planned.

These gardens make the ideal spot for aspiring gardeners to share friendly tips and bond, while the young ones can see, hear, touch and smell how their favourite veggies are cultivated.

As the crops in our Eco-Gardens grow, so, too, will our kampung spirit!

Cultivating that kampung spirit

Turnips, kang-kong, cabbage and bittergourds, oh my! We harvested familiar favourites at our latest Community Eco-Garden in Marsiling.

At the official opening of the Zone 1 community garden, Mr Hawazi joined in harvesting some vegetables to be shared with needy elderly in the neighbourhood.

Early in the morning, they are cleaning and sweeping. When evening falls, they are still hard at work. Our cleaners are our unsung heroes, helping to maintain our clean and pleasant Town. This month, the Town Council thanked five of the best cleaners from each division for their efforts, presenting each with a $300 cash prize, a gift and a certificate of appreciation.

Honours for our cleaners

Three of our cleaners were awarded a crystal plaque and a $200 voucher by the NEA at the big Clean and Green Singapore celebrations at NorthPoint on 16 November.

Letter from Blk 350, Woodlands Ave 324 November 2013

My block was full of mess and rubbish at the staircase. The next day I was very impressed because all of the mess had been cleaned up by the cleaners.

This was not the first time. Many times our block is very dirty and full of

rubbish along the staircase. But thankfully the cleaners do their job and clean up the mess. I was really, really impressed by them. They really did a good job and we really appreciate it.

I would like to compliment the cleaner of our block for his efficiency. He is hardworking and our corridors are always swept and the dustbin area is clean. His initiative to immediately clear any stuff left near the rubbish chute is greatly appreciated. Thank you for employing such workers.

Letter from Aisha on 3 September 2013I would like to compliment Sembawang Town

Council and 800 Super Waste Management, on the cleanliness of Blocks 769 to 779 and 786A to 786F.

I was having my morning jog when I saw how clean the area was and there wasn’t much litter lying around. I also saw the cleaners working diligently, cleaning every corner of the area. The supervisor was also looking around and inspecting the area.

I really appreciate their efforts in keeping our area clean and almost litter-free. Keep up the good work!

Letter from Blk 421 Woodlands St 417 August 2013

My mum lost her phone on 29 July at Block 427 at 11pm while meeting her friend. The next day she saw Mian Nasir so she tried her luck by asking him whether he had her phone. He told my mum that one of his friends saw it and took it. Immediately he made an effort to call his friend and ask his friend to return the phone. At first his friend did not want to so he kept trying. In the end my mum got her phone back.

Besides that I would also like to praise Mian Nasir for keeping our area clean and tidy. He really does his work.

I would like Sembawang Town Council to do something to praise such a good and helpful worker.

We asked Mdm Hajarrah how she felt about being chosen as one of the best cleaners in our Town. “Bagus. Very happy,” she said. But getting a reward for a job well done was not a new thing for her. She has been awarded by the Town Council before and, “My residents always say, ‘very clean’. And they give me food and drinks to show their appreciation!”

When we asked Mr Mohamed Nasser if there was anything his residents could do to make his job a little easier, he said, “I would ask them to put their rubbish in the bin, not beside it. And I would ask them not to put any trash under the parked cars. It’s very difficult to clean up under the cars!”

This is also the second time Mr Ng Chwee Guan has been awarded by the Town Council. He cares for Blocks 601, 602 and 603 in Woodgrove. He echoed a wish made by many of the cleaners we spoke to: “Some residents don’t put their rubbish in the hopper so that it goes down the chute. They put it beside the hopper. We never know who does it, we just have to clean it up every day.”

Mr Kamis Bin Ali was delighted to win an award after five years of cleaning. He told us of an incident that happens now and then in the blocks he cares for. “Throwing curry is the problem,” he said. His supervisor agreed that when leftover curry was not carefully wrapped and bagged before being put in

the rubbish chute, it caused his cleaners a lot of trouble, particularly if the bag of curry is left on the floor beside the chute. “You have to wash and mop with soap and water. It takes a long time to clean up the mess. And the oil in the curry is slippery. That’s dangerous.”

We expect a lot from our cleaners, but it is wonderful how often their efforts exceed our expectations. Here are a few compliment letters the Town Council has received.

At the recent awards ceremonies, HeartTalk had a chance to chat with a few of the prize-winning cleaners. They all asked us to leave less mess!

Financial Report FY 12/13

With an income of $114,286,000 and expenses and transfers of $111,050,000, the Town Council achieved a modest operating surplus of $3,236,000 for the year.

To allow the Town Council to meet future cyclical maintenance and replacement needs, a sum of $32,957,000 was transferred to the sinking fund.

The highest expense item for the year was water and electricity. In total, $24,786,000 was spent on these necessities.

The Town Council was able to transfer $6,467,000 to the Improvement Fund last year.

The bulk of the Town Council’s usable income continued to come directly from residents in the form of Service and Conservancy Charges (S&CC).Grants from the government totalling $20,608,000 made up about 18% of the Town’s usable income. In addition, other income of $13,989,000 came from such things as fees charged for maintaining HDB carparks, licences, fees for the use of void decks, and so on.

In the year ending 31 March 2013, the Sinking Fund gained $43,540,000. During the same financial period, $42,550,000 of the Sinking Fund was spent.

Over 3,000 of us took a trip down memory lane on 10 November and at the Tanjong Pagar railway station, now a national monument, we played with five stones and hula hoops!

It was a great location for our Town’s Active Ageing Carnival, a place that brought back happy memories to many of the elderly among us.

There was lots to do besides playing some traditional games. We had Chinese chess, laughing yoga, golf putting, rummy-o, and an amazing lego game in which new citizens and locals formed teams to make a lego piece together.

We all enjoyed healthy fruit – like pineapples, apples and jackfruit – as an encouragement to join the programmes and learn a healthier lifestyle.

Active Ageing

In addition to visiting a Singapore national monument, new citizens attending the Carnival enjoyed many traditional games and even got to taste ice balls.

Ia adalah sebuah lokasi yang elok bagi Karnival Penuaan Aktif anjuran Bandar kita, kerana tempat ini membawa kenangan manis kepada ramai daripada kita yang lanjut usia.

Kami menyertai banyak kegiatan yang telah diatur selain bermain beberapa permainan tradisional. Kami bermain catur Cina, melakukan yoga ketawa, menggolekkan bola golf ke lubang, rummy-o, dan permainan lego yang amat menarik di mana warga baru dan warga tempatan membentuk pasukan-pasukan untuk membuat lego bersama-sama.

Kami semua menikmati buah-buahan sihat – seperti nanas, epal dan nangka – sebagai galakan untuk menyertai acara-acara dan belajar mengamalkan gaya hidup yang lebih sihat.

New Wheelchair Aided Scheme

Mr Ang Chin Koon, CEO of myCK Dept Store, has donated $50,000 to buy wheelchairs for needy residents

in our Town.Now, if you need a wheelchair long term,

and cannot afford one, you can approach your CC or RC and apply for one.

Under the Sembawang Wheelchair Aided Scheme wheelchairs will be given free of charge to residents who meet certain financial and medical criteria.

The Free Loan of Wheelchair Scheme, launched last year, continues to offer you wheel chairs on short-term loan. Again, you can approach your CC or RC to apply for one.

Skim Bantuan Kerusi Roda Baru

Encik Ang Chin Koon, Ketua Pegawai Eksekutif gedung membeli-belah myCK Dept Store, telah menderma $50,000

untuk beli kerusi roda bagi penduduk yang memerlukan di Bandar kita.

Sekarang, jika anda memerlukan kerusi roda untuk kegunaan jangka panjang, dan tidak mampu membelinya, anda boleh berjumpa Balai Rakyat atau Jawatankuasa Penduduk anda untuk memohonnya.

Di bawah Skim Bantuan Kerusi Roda Sembawang, kerusi roda akan diberi dengan percuma kepada penduduk yang memenuhi kriteria kewangan dan perubatan tertentu.

Skim Pinjamkan Kerusi Roda Percuma, yang dilancarkan tahun lalu, terus menawarkan kerusi roda kepada anda berdasarkan pinjaman jangka pendek. Untuk ini juga, anda boleh berjumpa Balai Rakyat atau Jawatankuasa Penduduk anda untuk memohonnya.

“We tend to be shy and reserved, and we don’t

know our neighbours. We check our phones in the

lift. Don’t you think coming home would feel different if we said hello, and got to

know our neighbours?”

Grandmothers aceing the motion-control games on the Wii. Children decorating cookies. Silly hats, bouncy castles and a

whole lot of fun. Those, along with hundreds of beaming faces,

were at our family carnival held at the hardcourt next to Block 336 Woodlands Avenue 1 on 27 October. And together that morning, we greeted Mr Tan Chuan-Jin, our Acting Minister for Manpower, on his visit to our Town.

Along with our MPs for Sembawang GRC, Mr Tan enjoyed a lively morning of shows, games and food. Speaking of which, one lucky person snagged a packet of ding-ding candy, dinged by the minister himself!

We carried on at play while our special guests made their way down the street to Woodgrove Mall. There, they gave breakfasters a surprise morning greeting, before sitting down to a fruitful discussion about our community.

(Above) The first stop of Mr Tan’s visit was a three-generation family carnival held at the hardcourt next to Block 336 Woodlands Avenue 1. There were games, performances and contests for all to enjoy, as well as educational booths, and even places where you could sign up for a job. (Below) Mr Tan and our MPs also made a tour of Woodgrove Mall, stopping at the coffeeshop to say hello to everyone before taking part in a community dialogue at the open space outside NTUC.

A unique event at the family carnival was the three-generation look-alike contest. Seven families took part in good fun, and Mr Tan, along with our MPs, took the chance to have a massive Sembawang Family picture taken with them.

For the latest Town Council Management Report by the Ministry of National Development, Sembawang Town Council scored in the highest rating across all five assessment categories. These are: Cleanliness,

Maintenance, Lift Performance, Service & Conservancy Charges and Corporate Governance.

We are pleased to have attained another round of good results, and we thank our residents for their prompt feedback and their civic-mindedness. Keeping a big stack of combustible items right outside the front door is very dangerous. Should it catch fire, the heat and smoke will cut off any escape attempts and make rescue

highly difficult.

Crowding the corridor is a bad idea. Clutter makes it difficult to get in and out of our flats, and during

emergencies, can pose an outright danger.

Putting potted plants on the staircase and landing creates

obstruction and increases mosquito breeding hazard to everyone.

What an unsightly mess! Nobody likes to be greeted at the lift by a

huge pile of junk.

Yes there is! Corridor clutter continues to be a prevalent issue in our housing

estates, posing a problem for all Town Councils island-wide. For Sembawang Town, common area cluttering made up 43% of all maintenance observations in the latest report.

Storage boxes, potted plants, sofas, fish tanks, even laundry – these are just some of the items cluttering up our corridors. Not only are they unsightly and a nuisance to neighbours and

visitors, corridor clutter is also a fire and safety hazard. The Singapore Civil Defence Force warns that these items can be easily flammable. During times of crises, cluttered common areas slow down medical and emergency personnel, wasting precious minutes.

So heed the call! If you have any items placed outside your home, make an effort to bring them back indoors. Don’t forget, you can also call us to help you remove unwanted bulky items. Together we can make Sembawang Town a cleaner and safer home for all.
