Introduction: Green Skill Development Programme
The Ministry of Environment, Forest & Climate Change (MoEF&CC), Government of
India has been implementing a Central Sector Scheme titled Environmental Information
System (ENVIS) since 1982-83. ENVIS by providing scientific, technical and semi-
technical information on various environmental issues has served in facilitating policy
formulation and environment management at all levels of Government as well as in
decision-making aimed at environment protection and its improvement for sustaining
good quality of life for all living beings. ENVIS is a decentralized network of 67 Centres
of which 32 Centres are dealing with “State of the Environment and Related Issues” are
hosted by State Government / UT Administrations, called ENVIS Hubs and remaining 35
Centres are hosted by environment-related governmental and non-governmental
organizations / institutes of professional excellence, with varied thematic mandates
pertaining to environment, called the ENVIS Resource Partners (RPs). Utilizing the vast
network and expertise of ENVIS Hubs/RPs, the Ministry has taken up an initiative for
skill development in the environment and forest sector to enable India’s youth to get
gainful employment and/or self employment, called the “Green Skill Development
Programme (GSDP)”. The programme endeavors to develop green skilled workers having
technical knowledge and commitment to sustainable development, which will help in the
attainment of the Intended Nationally Determined Contributions (INDCs), Sustainable
Development Goals (SDGs) and National Biodiversity Targets (NBTs). India being the
second most populous country in the world is bestowed with a large working population
and has advantage of reaping this demographic dividend. However, high drop-out rates
from school coupled with poor vocational skills may hinder in reaping this dividend.
There exists a demand-supply gap of skill sets, both cognitive and practical, at various
levels in the Environment / Forest fields in India. Green skilling is crucial for making a
transition from energy and emissions – intensive economy to cleaner and greener
production and service patters. Hence future activities under GSDP will include process
based green skills such as, monitoring and managing activities such as waste, energy
efficiency, impact minimization and assessment, etc. Realizing the demand for green
skilled youth, the (GSDP) has been conceptualized and developed in MoEF&CC in
consultation with National Skill Development Agency (NSDA), the nodal agency for
synergizing skill development initiatives in the country, under the Ministry of Skill
Development & Entrepreneurship (MSDE).

About us
Gujarat Cleaner Production Centre (GCPC) was established by the Department of
Industries and Mines, Government of Gujarat with technical support of United Nations
Industrial Development Organization (UNIDO). GCPC is a regular member of Global
Resource Efficient and Cleaner Production Network (RECPnet), UNIDO and Climate
Technology Centre and Network (CTCN) – an operational arm of UNFCCC Technology
Mechanism, hosted by the UNEP in collaboration with UNIDO.
GCPC is acting as an Environmental Information System (ENVIS) Resource Partner (RP)
for Ministry of Environment, Forest & Climate Change (MoEF&CC), Government of
India as per the new mandate of ENVIS, MoEF&CC, GoI. GCPC started its activities
under ENVIS in the year 2003 as ENVIS Node and in the year 2005 the Node has been
converted to the centre.
The centre is actively engaged in the promotion of Cleaner Production (CP) and Clean
Technology (CT) through its various activities such as Orientation / Awareness
Programmes, CP Assessment Projects, CP Demonstration Projects, CP Dissemination
Programmes etc.
GCPC has played major role in framing Gujarat Industrial Policy, 2009 and 2015 and
supported Government of Gujarat in framing various schemes/ policies pertaining to CP
& CT. GCPC has so far conducted more than 500 Orientation Programmes in different
Industrial Estates and Academic Institutions. The centre has successfully completed more
than 200 CP Demonstration Projects in different industrial sectors inclusive of Textile,
Dairy, Pulp & Paper, Chemical and Petrochemical, Pharmaceutical, Dyes and Dye
Intermediates, Electroplating, Bentonite Manufacturing, Stone Crushing, Ceramic, Glass,
Re-Rolling and in service sectors like Hotels and Hospitals and documented success
stories for the same. With efforts of GCPC ‘Cleaner Production’ has been included as a
subject in course curriculum of B.E. & M.E. Environment in engineering colleges of
Gujarat.
GCPC as a ENVIS Centre disseminates the theme of Cleaner Production and Clean
Technology through various online of offline sources such as through Website Updation,
Publishing Quarterly Newsletters, Publications in form of book, posters, leaflets,
participating in various Seminars, Workshops and Exhibitions, etc.

Selection Criteria format
The selection of the candidates for admission is a two-step process. In the first step, education
qualification points to be given by GCPC-ENVIS based on the information received in
application.
The minimum qualification is science graduate. The points will be given based on the
following trends. Maximum point for first step is 5.

GCPC-ENVIS Centre organized Launching Ceremony of ‘Certificate Course on Cleaner
Production Assessment’ under Green Skill Development Programme (GSDP), ENVIS,

The inauguration started with Lighting of Lamp by the dignitaries, Saraswati Vandana
and with a floral welcome of dignitaries on dias.
The session continued with welcoming the
dignitaries on dias and Senior Officials from
Pollution Control Board, Environmental
Consultant and Industries, academia, local
ENVIS Centres.
Dr. Jain mentioned about the Environmental
Information System (ENVIS) Scheme of
Ministry of Environment, Forest & Climate
Change (MoEF&CC), Government of India,
its objectives and advantages. He mentioned
that the decentralized network of ENVIS consists of almost 67 centres of which 32 centres
are dealing with the state of the environment and related issues they are hosted by state
government or UTs administrations and they are known as ENVIS hub and 35 centres are
hosted by environmental related governmental and non-governmental and professional
agencies like GCPC and they are known as ENVIS Resource Partners (RPs). He thanked
ENVIS for selecting GCPC-ENVIS to conduct two certificate training course for master
trainers. One, CETP/ETP/STP operation and maintenance at Vapi where GCPC is training 15
master trainers who in-turn train 10th & 12th drop outs and second Cleaner Production
Assessment. He assured ENVIS that GCPC will use their full capacity for the success of
these training courses and give major contribution in skill development.

Dr. Jaimin R. Vasa, President, GCCI,
elaborated the need of skill workers in the
industrial/ manufacturing sector. He mentioned
that this programme will be helpful to the
candidates in developing skills, especially to
those candidates who has not been able to
continue higher education as a result of
financial and social constraints and will also
give chance to do something fruitful for the
environment and society. The programme will
also help in generating more and more employment opportunities. As President of GCCI
and Gujarat Chemical Association, he assured his support to GCPC-ENVIS from GCCI
to make this programme successful.
Shri Prabodh Patel, President, FIA, shared his
experience working with GCPC including
benefits of adopting cleaner production in his
respective industry. He mentioned that cleaner
production helped their industry through
reducing the cost of waste disposal as a result of
re-using their waste as a by-product within the
industry. He assured the support from Federation
of Industries Association (FIA) to
GCPC-ENVIS in promoting the concept of
Cleaner Production.
Shri Pradeep Singh, IFS, Director
(Environment), Forests & Environment
Department, GoG mentioned that it is a
pleasure that we are launching such a useful
course i.e., Certificate Course on Cleaner
Production Assessment, Master Trainers. The
course will enable Government of Gujarat
emphasis on environmental protection with an
additional benefit of Skill Development as a
part of Skill India Mission. The Green Skill
Development Programme (GSDP) conceptualized by MoEF&CC, GoI is a need of the
day, this will benefit our country in achieving environmental sustainability as well as
developing Green Skilled Youth. He wished GCPC-ENVIS for the success of this course.

Dr. Rene VAN Berkel, Representative, UNIDO,
New Delhi made a detailed presentation on
“RECP: Background & Concept, Business Model
& Global Scenario. He briefed about the activities
of United Nations Industrial Development
Organization (UNIDO) to promote Sustainable
Industrial Development, promoting ‘Resource
Efficient and Cleaner Production’ (RECP) in
MSMEs, to increase their productivity as well as
Strategic Policy for Industrial Transformation. He
discussed various topics such as Waste Management, Energy Efficiency, Waste-to-Energy,
RECP and Clean Technology Innovations in various industrial sectors inclusive of dairy,
textile industries at Surat and Chemical Industries located at Ankleshwar. He concluded
wishing GCPC-ENVIS for the success of this course.
Dr. Anandi Subramanian, Senior Economic
Advisor, MoEF&CC, GoI, New Delhi stressed
upon the importance of ‘Cleaner Production’ (CP)
Concept of looking to the current environmental
scenario and its degradation, mentioning that CP
is important as it focuses on prevention, it can be
used as management tool, quality improvement,
economical and as an integrated environmental
management tool. She mentioned that it is not
limited to the industries but also to our lives applying in our day-to day activities in
household. CP can be useful for addressing the issues of ‘Climate Change’ and achieving
‘Sustainable Development’. She briefed about the ENVIS Scheme of MoEF&CC,GoI
since 1982. She concluded mentioning about the Green Skill Development Programme
(GSDP) initiative of ENVIS, MoEF&CC, GoI for developing Green Skilled Youth in the
country. She added that, total 40 skilling programmes are running by the different centres
across the country.

6. Sustain Cleaner Production Activities
During practical training the candidates were divided into six (6) different groups and
they have been assigned a task to conduct CP Assessment. Each group has been
provided different sector specific industry i.e., (Dyes and Dye Intermediates,
Chemical, Recycle Paper, Pesticide, Fish Processing, Surgical Cotton) for practical
application of Six Step Cleaner Production Methodology.

Theoretical Session
Under the Green Skill Development Programme on ‘Cleaner Production Assessment’ (Master Trainers), the theoretical training started from 27th August, 2018, Monday
wherein Dr. Bharat Jain, Member Secretary, GCPC & Coordinator, GCPC-ENVIS
focused on ‘Cleaner Production: Concept and Principles’. He briefed the Industrial
Scenario of Gujarat and India including the major industrial incidents such as London
Smog and Bhopal Gas Tragedy. He elaborated the pollution problems and its sources
including the difference between ‘reactive’ (pollution control) and ‘proactive’ (pollution
prevention) measures for reduction of pollution. Dr. Jain, mentioned about the ‘Concept
of Cleaner Production’, its definition mentioned by the United Nations Environment
Programme (UNEP) and Cleaner Production Hierarchy.
Dr. Jain, after a lunch break discussed the ‘Different between End-of-Pipe (EOP)
Treatment Technologies and Cleaner Production’, wherein he introduced the concept
of End-of-Pipe Treatment which focuses on ‘Treatment of Waste and Emissions after its
generation at various facilities such Effluent Treatment Plants, Common Effluent
Treatment Plants, Sewage Treatment Plants, Common Hazardous Waste Incineration
Facilities, Treatment Storage and Disposal Facilities, etc.

Dr. Jain continued mentioning about the ‘Benefits of Cleaner Production
Implementation to Environment, Health and Safety’; he concluded mentioning about
‘Cleaner Production Indicators’.
On day-2, 28th August, 2018, Tuesday, Mr. Hiren Bhendwal, Dy. Environment
Engineer, GCPC continued the training session mentioning about the ‘Cleaner
Production: tools’, giving simple examples he mentioned that CP options or measures is
grouped into three major categories: 1) Waste Reduction at Source, that includes Good
Housekeeping and Process Change (process change includes Raw Material Change,
Better Process Control, Equipment Modification and Technology Change 2) Recycling
includes (On-Site Reuse and Recovery) and (Creation of Useful By-product) and 3)
Product Modification.

On day-3 & 4, 29th August, 2018 Wednesday & 30th August, 2018, Thursday,
Mr. Punamchandra Rathod, Programme Officer, GCPC-ENVIS continued the
training session discussing the ‘Cleaner Production Methodology (Six Steps for
Cleaner Production Implementation)’.

He briefed the six step methodology of Cleaner Production i.e., Getting Started consist of
CP team formation. He continued mentioning about the team members required to form a
CP team which includes plant head / factory manager, person from production, utility,
purchasing, accounting including, cleaner production officer, EHS head and other
interested employees, he mentioned the responsibilities of each member in the team.
He discussed the methodology step-by-step giving simple examples including generation
of cleaner production options in the industry. He continued discussing about the other
steps such as Analyze Process Steps, Generating CP Opportunities, Selecting CP
Solutions, Implementation of Cleaner Production Solutions and Maintaining & Sustaining
Cleaner Production.
Mr. Punamchandra, discussed the need for material and energy balance, preparation of
mass balance, waste steam identification, CP options generations, including economic
and environmental evaluation of generated options, implementation of options. He
concluded mentioning about sustaining cleaner production activities. He also elaborated
on Exchange of waste within companies and introduced the concept of ‘Industrial
Symbiosis’ to the students mentioning that Industrial Symbiosis focuses on using ‘Waste
as a Resource (By-Product) within and between companies. He also briefed about the
concept of ‘Eco Industrial Parks or Green Industrial Parks’ where the systems for waste

management, resource conservation, re-use and recycling of waste and common
environmental infrastructure facilities with advanced technologies. He mentioned that
Eco Industrial Parks Development focuses on Sustainable Industrial Development. He
concluded briefing the Eco Industrial Development initiatives taken in Naroda and Vapi.
On day-4, 30th August, 2018, Thursday, Shri Samir Shah, Director, Devarsons
Industries Pvt. Ltd., Odhav discussed about ‘Case Studies on Cleaner Production
implementation in Chemical Sector’ including the environmental conservation
initiatives taken at Devarsons. He briefed the Scenario of Before and After the
implementation of Cleaner Production mentioning that CP Implementation not only
helped their industry improving their environmental performance but also helped in
gaining financial savings.

On day-5, 31st August, 2018, Friday, Shri Sushil Vegda, Senior Environment
Engineer, Gujarat Pollution Control Board (GPCB), Gandhinagar had a detailed
discussion on the ‘Environmental Audit Scheme’ with the candidates.
Shri Sushil Vegda mentioned that Environmental Audit Scheme applies to all industrial
units situated in Gujarat that manufacture and process specified products. He mentioned
that it was introduced by the honorable high court of Gujarat. The scheme classified the
industries which are required to submit periodical audit reports. This scheme is
supervised by GPCB. He mentioned that the scheme was introduced with objective to
enforce discipline amongst the industries and for regular monitoring of industries of
Gujarat with the perspective of environmental protection and sustainable development.
He mentioned that ‘Environmental Auditing’ is a management tool comprising of a
systematic, documented, periodic and objective evaluation of how well the environment
management systems are performing. The aim of this scheme is ‘Waste Prevention and
Reduction, Assessing compliance with regulatory requirements, facilitating control of
environmental practices by a company’s management and placing environmental
information in the public domain’. He discussed about the audit team consisting of 4
members in the form of an Environmental Engineer, Chemical Engineer, Chemist and
Micro Biology / Bio-Chemistry or Chemistry or Biotechnology or Environment Science.

He concluded discussing about the classification of industries and products as per the
scheme.
Dr. C.B. Upasani, Director, Jyoti Om Chemical Research Center Pvt. Ltd.,
Ankleshwar continued the session discussing the ‘Case Study on Cleaner Production
Implementation in Chemical and Pharmaceutical Sector’. He briefed about the
chemical reaction, manufacturing process, material balance, he briefed the detailed
scenario of before and after implementation of Cleaner Production Implementation
including the environmental benefits achieved after CP implementation which resulted in
reduction in wastewater generation, conservation of natural resources in for of water and
energy, conservation of raw materials, prevention of waste and emissions. He concluded
discussing various chemical reactions and various Cleaner Production Tools applied in
their respective industry.

The session continued discussing ‘Cleaner Production Assessment in Re-rolling Mills’ by Ms. Tarjani Jani, Assistant Project Engineer, GCPC.
She briefed about the project including the Scenario of Re-Rolling Sector across the
India. She briefed about the classification of re-rolling mills, classification of products,
process description, cleaner production assessment methodology and designated team by
GCPC, detailing of manufacturing process, observations by the designated CP team,
Waste Stream Identification, Suggested Cleaner Production Options, Options for Waste
Re-use and Recycling, Waste Minimization, Energy Conservation etc. She concluded
mentioning about the environmental and economical benefits of cleaner production
implementation in the sector.

Production Assessment in Ceramic Sector’
He explained various CP tools for energy and water conservation, solid and liquid waste
reduction with environmental / technical and financial benefits.

Practical Training
The practical training was conducted from 4th to 16th September, 2018 wherein students
were provided a platform where they can apply their theoretical knowledge into practice
providing exposure of conducting ‘Cleaner Production Assessment in Industries’. GCPC-ENVIS team divided the candidates into six different groups, each group having
2/3/4/5 candidates had been assigned the task of conducting CP Assessment in the
different industries of different industrial sectors i.e., Dyes and Dye Intermediates,
Chemical, Recycle Paper, Pesticide, Fish Processing, Surgical Cotton etc. The exercise
includes formation of CP Assessment Team for conducting CP Assessment in the
Industries.

of Cleaner Production Options, Selection and Implementation of Cleaner Production
Options and Strategy for Sustaining Cleaner Production Activities’.

ENVIS, MoEF&CC, GoI. He thanked ENVIS, MoEF&CC, GoI for giving GCPC-ENVIS

GSDP is a dream of Shri Narendra Modi, Hon’ble Prime Minister of India, for Skill
Development in the environment sector in India and for Zero-Deffect-Zero-Effect
manufacturing. Under this GCPC-ENVIS RP has successfully taken up Certificate Course
on Cleaner Production Assessment for Master Trainers, all the candidates have
successfully completed this course and this is the time for certificate distribution.
The session continued with a short video on highlights of activities undertaken by
GCPC-ENVIS Centre during these Certificate Courses.
