The concession period is 42-years.

• The bridge provides a permanent link:– Reducing crossing time to 5min (compared to 45min average before)– Improving crossing comfort to high standards and– Remaining in operation whatever the weather conditions.

• The Rion – Antirion Bridge is the longest multi-span cable stayed bridge ofthe World with its 2,252 meters’ deck and its 90 meters diameter.

• The PATHE axis is one of the key projects included in the priority list of Trans-European Network projects (TENs) approved by the Essen European Council.

• EIB’s support for the project underlines its catalytic role in helping to co-finance major infrastructure projects together with the public and privatesector (PPPs).

• The beginning of operation of Athens International Airport “Eleftherios

Venizelos” on March 28th, 2001 marked the onset of a new era for air

transport in Greece.

• The new airport changed radically the image of the Greek capital and

quickly developed into the most important air-hub in Southeastern

Europe.

ATTIKI ODOS S.A.

• Attiki Odos is a closed toll motorway, extending along 65 km.

• Constitutes the ring road of the greater metropolitan area of Athens and abackbone of the road network of the entire Attica region connecting thirtymunicipalities of the metropolitan area and major road, air, sea and railtransport infrastructures.

• Construction of the project began in 1996.

• The Attiki Odos is incorporated in the Trans-European Networks (TEN). It is apriority project aimed at developing the greater area of Athens and Greeceas a whole.

• An extension of the Attiki Odos motorway has been planned since 2005. Thenew section could be up to 76km and will be constructed towards Rafina,Lavrio and Vouliagmeni (total length will then be 141km).

PPP Law 3389/2005

• Clear approval process – centralized control by the InterministerialCommittee for PPPs (ICPPP)

• Award procedures clearly drafted in coordination with EuropeanDirectives

• Specified contractual framework - minimum content of a PPP contract

• Incentives for the private sector – ie. fast track provisions for the grants of authorisations and permits

• Continuous follow-up by the Special Secretariat for PPPs which facilitates and administers projects.

• Provisions include implementation of projects featuring both availability payments and users fees

Major infrastructure concession projects fall within the jurisdiction of theMinistry of Infrastructure, Transport and Networks.

All other PPP projects are procured by other Public Sector ContractingAuthorities, controlled by the Ministry of Economy, Competitiveness andShipping (Law 3389/2005) and fall into all other sectors.

The PPP Law was ratified by

the Greek Parliament in

2005.

Clear PPP policy

According to recent decisions by the Inter-ministerial committees, theprojects to be tendered within the next two years relate to theprocurement of social infrastructure projects (availability basedprojects) of approx 2bn euro in the following sectors:

– Education

– Waste management

– Transport management systems

– Public buildings

Open consultation with regional governments and municipalitiesall over Greece, for the identification and promotion of new PPPprojects, focusing on sectors such as:

– Energy

– Tourism

– Environment

– Transportation

– Urban development

Blending EU funds in PPP projects

• Utilization of EU funds for PPP projects, via the JESSICA initiative

• Within JESSICA, target loans will complement public resources(Community and national) for actions within the Operationalprogrammes supported by the Structural Funds.

• A EUR 258 mn JESSICA holding fund has been set up, which willdeploy EU Structural Funds in support of integrated andsustainable urban development PPP projects.

• Design, financing, setting in operation, maintenance and facility managementof an Integrated Telematics System for providing information to the users ofETHEL (Thermal Bus Company) and ILPAP (Electric Buses of the Athens andPiraeus Region) and managing their fleet of vehicles.

• The duration of the partnership is 12 years.

• Direct cooperation with European PPP Expertise Center (EPEC) onpolicy matters.

• The Special Secretariat for PPPs is member of the Team of PPPSpecialists of the United Nations Economic Commission for Europe(UNECE).

• Direct collaboration with the European Investment Bank (EIB) forprojects’ financial support

• On-going cooperation with the World Bank for the operations ofthe South-East European and Mediterranean Network for thediffusion of know-how on PPPs, based in Greece.

• Delegations from countries such as Egypt, Jordan, Bosnia, Bulgaria,Latvia, Cyprus and Ukraine visit Greece in order to obtain know-how and expertise from the Greek authorities.
