TRAVEL AND TRIP MAKING
Traffic into and around Cambridge
• Traffic coming into Cambridge has been fairly stable since 1996.
• However, congestion occurs in many areas of the city with unreliable journey times, particularly in the peak periods.

THE FUTURE TRANSPORT NETWORK – WITH PLANNED GROWTH
Future traffic growth
• By 2031, if we carry on as we are, with growth:
• 32% increase in traffic in Cambridge in morning peak
• 38% increase in traffic in South Cambs. in morning peak
• Time spent in congested conditions could more than double
What would this mean for everyday car journeys?

HOW CAN WE ACHIEVE AN EFFICIENT NETWORK?
Tools for addressing congestion
• Managing demand (typically seen as a stick)
– For example restrictions on movement, expansion of parking controls, fiscal measures
• Enhancing capacity (typically seen as a carrot)
– For example bus lanes / priority, cycle lanes, pedestrian crossings, new roads, new public transport services
• Changing behaviour
– For example travel planning, promotions, incentives
Carrots and sticks
• City Deal programme currently contains lots of ‘carrots’ and no ‘sticks’
– ‘Carrots’ alone have not reduced congestion, in Cambridge or elsewhere
Intended / unintended consequences
• Transport network needs to be considered as a whole – interventions in one area will have knock-on effects elsewhere
