What is Therapeutic Court?
Welcome to the Grays Harbor County Therapeutic Court. This handbook is designed to answer
your questions and provide you with information about the Therapeutic Court Program. As a
participant, you are expected to comply with all aspects of this handbook, the Therapeutic
Court Contract, as well as instructions from the Judge and Therapeutic Court Team. This
information is not intended to replace directions from team members, treatment providers
or Superior Judicial Officers.
The office of the Prosecuting Attorney will determine who may be considered for the
Therapeutic Court. All violent and sex offenses are disqualifying criteria. The Therapeutic Court
is a comprehensive program designed to utilize an evidence-based model combining the judicial
system with treatment and social services working together to help addicted offenders into long-
term recovery while ensuring community safety.
The program includes regular court appearances, meetings with a case manager along with
comprehensive chemical dependency treatment and other ancillary services as needed. Treatment
will include: individualized treatment plans, individual and group counseling sessions, cognitive
behavioral therapies (MRT), relapse prevention and individual needs workbooks. The program
requires regular attendance at Recovery Support Activities (Narcotics/ Alcoholics Anonymous),
and random urinalysis testing.
Why participate in the Therapeutic Court Program?
To get the support and accountability needed to live a healthy and substance-free life.
To build healthy, sober and positive relationships with family, community and friends.
To take responsibility for and repair the harm caused to victims and the community.
Completion of the Therapeutic Court Program will result in dismissal of
charges.
When you make your decision to enter the program and sign your Therapeutic Court
Contract, your life essentially becomes an “open book”. All aspects of your life, both in and
out of the program, will be shared with all members of the Therapeutic Court Team.
However, any information of a sensitive nature will NOT be discussed in court sessions
during your review.

Therapeutic Court Team Members
Therapeutic Court Judge
Oversees the Therapeutic Court program and presides over all Therapeutic Court hearings when
available. The Judge provides direction and focus for the program. The Judge builds a
relationship with the participants through their interactions in the courtroom. While in court
participants have the opportunity to share their successes, discuss any concerns they may have
and review any issues with the Judge.
Therapeutic Court Prosecutor
Represents Prosecutor’s Office at all court hearings and staffing. Works directly with
Therapeutic Justice Program Coordinator and other team members regarding client progress,
including admission, sanctions, termination and graduation.
Therapeutic Justice Program Coordinator
Manages the day to day operations of the Therapeutic Court Program. Works closely with all
team members to ensure the mission and goals of the program are being met. The coordinator
works with program participants to provide guidance regarding program requirements and
support them as they progress through the program.
Community Supervision Deputy
Provides supervision and direct services to program participants. Conducts field and home visits
to monitor participant compliance with the Therapeutic Court Program. Administers urinalysis
testing, coordinates with social service agencies and participates at team staffing and court
hearings.
Problem Solving Court Case Manager
Works closely with community partners and program participants to link services necessary for
recovery. These include but are not limited to behavioral health, housing, education and
employment. Develops Participant Case Management Goals and Action Plans and monitors
Progress.
Treatment Counselor
Works directly with Therapeutic Court participants to develop individualized treatment plans.
Provides both individual and group counseling to program participants. Attends all Therapeutic
Court staffing and reports participant’s treatment progress to the team.
Defense Attorney
Attends Therapeutic Court staffing and court hearings. Advises program participants while in
the Therapeutic Court Program.

Program Rules and Overview
1. Totally abstain from the use of alcohol, marijuana and all other drugs. Any
prescriptions or over-the-counter medications require a signed medication form and must
be reported to the Therapeutic Court Team.
2. Comply with all directives and recommendations of Therapeutic Court Team members.
3. Obtain a substance abuse evaluation and follow through with all treatment
recommendations.
4. Obey all Federal, State and local laws.
5. Live at an address approved by the Therapeutic Court Team. Maintain a current address
and phone number at all times and do not change residence without prior approval from
the team.
6. Do not associate with known drug users.
7. Immediately inform Case Manager of any contact with law enforcement.
8. Not own, use or possess any firearms.
9. Not enter any taverns/bars/lounges/casino or other establishment where the primary sale
is alcohol or marijuana.
10. Upon request by any law enforcement officer, Community Supervision Deputy or
Therapeutic Court team member you must submit to a search of your person, residence
and vehicle (see details following rules)
11. Cannot send correspondence or visit any inmate that is incarcerated in jail or prison.
12. Must obtain permission to travel or leave Grays Harbor County overnight at least one
week in advance through Case Manager.
13. Cannot enter into any Instant Meaningful Relationship with peers in Therapeutic Court.
14. Attend all required appointments, to include case management, court hearings and
counseling sessions.
15. Comply with all drug screening requirements (includes urine tests, saliva tests, hair
follicle testing when necessary).
16. Allow for program staff to have access to any online social media profile you maintain.
17. No gang affiliated or alcohol/drug related clothing or attire.
18. Remain current with treatment and Therapeutic Court financial obligations (details
outlines in phase requirements).
19. Be honest and respectful to all program staff and participants.
20. Make satisfactory progress in the program as measured by activities completed in each
phase.
21. Comply with all rules for Court Hearings, Treatment groups and Case Management as
outlined by program staff at Therapeutic Court Orientation.

Home Inspections and Search Requirements
As a participant in Therapeutic Court, searches of your person, as well as your home, any and all
curtilage and vehicle searches and assessments will be conducted by the Grays Harbor
Therapeutic Court Community Supervision Deputy and/or other members of law enforcement at
the request of any Therapeutic Court team member. If you are residing in a residence where you
are not the homeowner or listed on the rental or lease agreement, the legally responsible party
will be required to agree to the same searches as previously mentioned. If the homeowner or
renter does not agree to allow random searches, this will not be a residence approved by the
Therapeutic Court Team and you will be required to find alternative living arrangements.
Possession of any type of weapons is prohibited while participating in the Therapeutic Court
Program. Residing with someone else who owns or possesses weapons or firearms must be
discussed with the Therapeutic Court Coordinator and Community Supervision Deputy. The
Therapeutic Court team will determine if this living arrangement is acceptable. Prior approval is
required.
Drug paraphernalia of any kind is prohibited while participating in Therapeutic Court. This
includes but is not limited to pipes, bongs, rolling paper, whippet containers, stems, needles,
cookers, hookah pipes, air dusters and empty prescription bottles. If you are unsure about what
you are allowed to have, ask the Therapeutic Court Coordinator, your Case Manager and/or the
Community Supervision Deputy.
During home inspections you will be subject to an alcohol test (breathalyzer) and/or drug screen
(oral/saliva test). You will be notified of any positive result immediately by the Community
Supervision Deputy. All positive tests will be sent to the lab for confirmation. If there is an
admission of alcohol or drug use following a positive test you may have the opportunity to waive
the confirmation test and receive a lesser sanction. This will still be considered a positive test
and you will be sanctioned accordingly. Denial of use can result in additional sanctions for not
being honest in the program.

The Grays Harbor County Therapeutic Court Program is designed with four (4) highly structured
program phases. Each phase consists of clearly defined requirements for advancement to the
next phase. The program lasts a minimum of 12 months to a maximum of 24 months.
The Judge, with recommendations from the Therapeutic Court Team, determines when you have
sufficiently satisfied each of the phase requirements. However, completion of the requirements
alone does not automatically advance you to the next phase. Other factors are taken into
consideration such as the stability of your mental/emotional health, your living arrangements,
progress or lack thereof towards goals and any other circumstances or behaviors that may
compromise your sobriety and successful completion of the program.
Phase 1-Stabilize (Avg. length 3-4 months)
Primary Goals-Discontinue substance use, stabilize physical and mental health.
Court appearances weekly
Develop individualized substance abuse treatment plan and enter recommended services
Attend program orientation
Meet with case manager minimum 1x per week
Establish case management goals and action plan
Home visits minimum 2x per month
Random drug/alcohol testing
Attend 2 self-help meetings/groups per week
Complete Thinking for Good
Maintain compliance with treatment program
Maintain compliance with all contract obligations
Make plan with case manager to begin paying Therapeutic Court fees and restitution.
Follow all directives and ancillary recommendations of program and treatment staff
* To advance the following must occur
Must be in full compliance and have no violations for minimum 14 days
prior to advancement
Maintain stable living environment/address for 4 weeks prior to
Verifiable clean time of 60 consecutive days
Complete phase advance questions and turn into program staff
Phase Requirements

Primary Goals-Remain substance free, establish structure, routine and direction.
Court appearances bi-weekly
Continue in recommended treatment services
Meet with case manager minimum 1x per week
Demonstrate progress towards case management goals and action plan
Home visits minimum 2x per month
Random drug/alcohol testing
MRT How to Escape Your Prison
Pay court fees, $25 per week and restitution per financial plan with case manager.
Attend 2 self-help meetings/groups per week (AA/NA/etc.) and obtain a sponsor.
Provide proof of employment or verification of enrollment and attendance in:
-Life Skills Classes
-Education/GED/Job Readiness/ Vocational Training
Maintain compliance with treatment program
Maintain compliance with all contract obligations
Follow all directives and ancillary recommendations of program and treatment staff
* To advance the following must occur
Must be in full compliance and have no violations minimum 14 days prior to
advancement
Maintain stable living environment/address for 4 weeks prior to
Verifiable clean time of 90 consecutive days
Complete phase advance questions and turn into program staff
