Aloha Conference Participants and Guests,

It is our privilege to welcome you on behalf of the Region 9 Head Start Association and Head Start Association of Hawaii. This beautiful location was chosen with you in mind. More importantly, the presenters and learning sessions of this Conference were selected with an eye for innovation and practical application. Family Engagement has been a pillar of Head Start since its inception.

Today, we are reminded from many sources how critical this approach is if we truly want our chil-dren to succeed in school and in life. Therefore, The Council for a Strong America established strengthening families and communities as a priority for 2018. Representing the interest of law en-forcement leaders, retired military, business executives, pastors, coaches and athletes, The Council sees the critical importance of building upon the unique strengths of each family. In Head Start, we strongly believe that the key to sustaining the trajectory is authentic parent engagement. Respect-ful of culture and responsive to the changing needs of communities and families.

In this conference, we encourage you take advantage of the national and international experts lead-ing your sessions. We hope that you will spend time touring the curriculum displays and hearing from your peers. Additionally, we hope you will join us for our annual Celebration Reception/Dinner on Thursday evening. We are excited to share the sounds of the Nevah Too Late Band.

The Dollar per Child Campaign supports Head Start advocacy across the nation. The National Head Start Association (NHSA) works hard to protect and improve Head Start programs by raising aware-ness about the millions of children living in poverty in the U.S. Elected officials have so many issues to focus on, that unless they hear from us, it is easy for them to overlook the impact that Head Start has on families. Not a single dollar of federal funds is spent on advocacy work. Therefore, voluntary contributions are a critical source of our advocacy support. Region 9 Head Start Association is the largest region of the nation and serves over 150,000 children. Help us meet our goal of $1 for every Head Start child in Region 9.

Registration

Your main conference registration (Wednesday through Friday) includes the opening, general, and closing sessions, pre-conference seminar 2 (Director’s Exchange), education sessions, Curriculum Fair, health walk, and Parent Welcome Reception. The pre-conference sessions 1 and 2, pre-conference seminar 1, local site tours, and Celebration Reception require an additional fee. If availability still permits, tickets for these events can be purchased in the registration area.

Badges

All attendees are required to wear their conference badge in order to attend conference sessions and events. Replacement badges due to any misspelling errors can be obtained at the registration area located in Haleakala 2. Attendees who have purchased access to any of the special events such as pre-conference sessions 1 or 2, pre-conference seminar 1, local site tours, and Celebration Recep-tion, will have a ticket inside their badge for each activity they have access to. For any questions, please visit the registration area.

Cell Phones

Please remember to silence your cell phones during sessions and other events.

Evaluations and Certificate of Participation

After each education session, and the conference, attendees are asked to fill out an evaluation. The information provided on the evaluations is instrumental in the planning of future conferences and professional development events. A workshop evaluation form will be handed out to you at each session you attend, and then be collected at the end of the session by the assigned room monitor. A conference evaluation form can be found inside this program. Conference evaluations may be re-turned to the registration desk by the end of the event. A conference certificate can be found at the back of this program book. For any post-event certificate of participation or evaluation questions, contact [email protected].

Exhibit Area

Be sure to visit the vendors at the conference who will be showcasing products, resources, and services available to Head Start, parents, staff, and other early childhood professionals. Exhibit days and times are Wednesday and Thursday from 8:00 AM – 3:00 PM.

Changes

While we have taken precautions to avoid them, last-minute changes and cancellations are some-times unavoidable. To let conference attendees know about these changes, a daily attendee e-mail will be going out each morning, so keep a lookout! We apologize ahead of time for any incon-veniences.

Emergency and Lost and Found

The Grand Wailea is fully prepared to handle different types of situations to assist guests. In case of an emergency, please dial the hotel internal emergency number 55. It is the policy of Grand Wailea to make every effort to return any found property to its rightful owner. All found property in the hotel will be recorded, stored, and disposed of, whether it is found in a guestroom, public space, or any other area of the hotel. The hotel will make every attempt to determine the legitimate owner and return the found property. Please contact Housekeeping at extension 57. For valuables, please contact Security at extension 4001.

Pre-Conference Session 1 (Ticketed event)Working with Traumatized FamiliesAgency: Pacific Clinics Time: 9:00 AM – 4:00 PM Location: Pikake 1-2Description: Over twenty years of research using the ACEs questionnaire (Adverse Childhood Experiences) suggests that over half of American families have experienced at least one kind of trauma, and that the percentage of trauma experience is even higher among Head Start families.

This workshop is designed to help Head Start staff work more effectively with Head Start family members, particularly caregivers, who have experienced trauma.

Pre-Conference Session 2 (Ticketed event)Mindfulness Matters: Lifelong Tools for Nurturing Emotional, Mental, Physical and Interpersonal Well-being in Children, Families and StaffAgency: Zoe Sameth, M.S. Time: 9:00 AM – 4:00 PM Location: Maile 1-2Description: Mindfulness, the practice of developing moment-by-moment awareness, is being used with great success in the fields of education and health. Attendees will learn about its many benefits, including:• helping children and adults focus, self-regulate, and calm themselves• reducing effects of toxic stress and trauma• promoting balance, relaxation and well-being

This session focuses on experiencing a diversity of mindfulness and compassion practices that can also be shared with the children and families. Adaptations to make the activities culturally appropriate will be discussed. Participants leave this training inspired, with tools they can immediately use in their personal and work lives!

Pre-Conference Seminar 1 (Ticketed event)Lifelong Civic Engagement: Social and Civic Responsibility Across a LifespanAgency: OrgLearning2 | LLC Time: 1:00 PM – 4:00 PM Location: Ilima 2-3Description: The term “lifespan development” refers to age-related changes that occur from birth, throughout a person’s life, into and during old age. The eight stages of lifespan development include: Conception, Infancy and Toddlerhood, Early Childhood, Middle Childhood, Adolescence, Early Adulthood, Middle Adulthood, and Older Age. This three-hour workshop will focus on cutting-

edge, emerging research on how to inspire the development of engaged community involvement in each of those stages of life.

Description: Join us for a facilitated discussion on the emerging challenges that face Head Start, Early Head Start, and our Family Child Care Partnerships. This session will be a mix of strategic planning, table top exercises, resource sharing, and networking. In addition, the facilitators will work to match new and experienced directors with the hope of ongoing mentoring or general support. This session is open to executive directors, directors and deputy directors. This pre-conference session will initiate new member resource – R9 Director’s Exchange. A tri-annual gathering of resources and support for agency and district leadership.

Local Tours (Ticketed event)

Day: Tuesday October 23, 2018 Time: 9:00 AM – 12:00 PM Meeting: Makena South

Tours will consist of the following sites:

Kihei Head Start (Kihei Elementary School)

The Kihei Head Start Center provides a comprehensive child development program. It has a capacity of 20 children with ages ranging from three to five years old. The center operates from Monday through Friday, providing chil-dren with age-appropriate and stimulating activities that enable them to gain new skills in preparation for kindergarten.

University of Hawaii Maui College Head StartUniversity of Hawaii Maui College and Head Start of the Maui Economic Opportunity (MEO) are partners in the UHMC-MEO Head Start, a preschool for 3-5 year olds on the west end of campus. First priority for this free program for eligible families is to children of Maui College students. Hours are 7:30 a.m. – 3:00 p.m., Monday through Friday. The college campus provides a variety of hands-on experiences for enrolled children, and the classroom is also used for practicum students working in Early Childhood Education and nursing. A hot breakfast and lunch, plus an afternoon snack, are provided.

Maui Family Support Services Early Head Start Center (Wili Pa Loop

MFSS conducts the only Early Head Start funded, Infant and Toddler Early Childhood Development Centers in Maui County. These centers are located in Wailuku and Lahaina.

In 2015, MFSS opened Hale Hi`ipoi, the first licensed Infant and Toddler De-velopment Center in Hana. Hale Hi`ipoi is made possible due to a collaboration between MFSS, the Department of Education, the County of Maui and Kamehameha Schools.

Join us to dine under the stars on the Chapel Lawn. The evening will feature a selection of Hawaiian Pupus and live entertainment by the one and only band Nevah Too Late. They perform Hawaiian, Local Contemporary, and tunes spanning all eras from the 20’s through the present! Come join us, relax and enjoy the warm trade winds, celebrating our work of strengthening families for a brighter future. If available, dinner tickets will be available for purchasing on-site at the registration table (Haleakala 2). Ticket price is $95.00 per person.

Health Walk – Walk for DPC!

The Curriculum Fair will provide participants an opportunity to showcase some of their program’s high impact practices. We are looking for Head Start staff who are interested in having their activ-ities displayed in the conference. An opportunity will be provided for staff to present their ideas to others during the conference.

Wednesday October 24, 2018Opening General SessionThe Education ‘Auwai- A Call To Work And Repair Our Early Education Systems

Daniel “Ka‘eo” Goya has a Bachelor of Arts degree in Hawaiian Ethnic Studies from the University of Hawai‘i at Mānoa, where he also earned his Post-Baccalaureate Certificate in Secondary Education (PBCSE). Danny has over 15 years of experience teaching K-12 in the Hawai‘i State Department of Education, Hawai‘i Association for Independent Schools (HAIS), and the school system in Japan. Danny and Terry are the only two active male NCFL (National Center for Family Literacy) Certified Trainers in the nation, and the only Certified Trainers focusing their efforts on homeless families.

General Session

Dr. Deborah Bergeron serves as the Director of the Office of Head Start. Known as “Dr. B” to former students and teachers, she has spent three decades in pre-K–12 public education as a classroom teacher and elementary and high school administrator. In the course of her career, Dr. B also started, grew, and ultimately sold her own educational services company. She holds a bachelor’s degree from Texas State University. She earned a master’s in education leadership and doctorate in education policy from George Mason University.During her tenure as a school administrator, she specialized in school im-provement. Her focus was on academic achievement and school climate. Dr. B will use her experience as an elementary principal and her strong background in pre-K–12 instructional leadership to provide unique insights

into how Head Start can support our most vulnerable children to become school ready. She hopes to spend a great deal of her time visiting Regional Offices and specific Head Start programs. Dr. B most looks forward to spending time with all of the children, teachers, and program directors who are her inspiration!

Closing General Session & LuncheonPowerful Partnerships

Karen L. Mapp, Ed.D., is a senior lecturer on education at the Harvard Graduate School of Education (HGSE) and the faculty director of the Ed-ucation Policy and Management Master’s Program. Over the past twenty years, Mapp’s research and practice focus has been on the cultivation of partnerships among families, community members and educators that support student achievement and school improvement. She served as the co-coordinator with Professor Mark Warren of the Community Organizing and School Reform Research Project and as a core faculty member in the Doctorate in Educational Leadership (Ed.L.D.) program at HGSE. She is a founding member of the District Leaders Network on Family and Com-munity Engagement, is a trustee of the Hyams Foundation in Boston, MA,

and is on the board of the Institute for Educational Leadership (IEL) in Washington, D.C. From 2011 to 2013, Mapp served as a consultant on family engagement to the United States Department of Education in the Office of Innovation and Improvement. She currently serves as a consultant to the Family and Community Engagement (FACE) division of Scholastic, Inc.

The Education ‘Auwai- a call to work and repair our early education systems

Description: The Taro plant is a significant to the Native Hawaiian culture. Taro is not only a staple to the diet of the Hawaiian, but can also heal and is a key component of the Hawaiian creation story. Native Hawaiians traditionally have seen the land not as a commodity to be bought and sold, but as a source of life and therefore, having a responsibility to be righteous stewards of the land. The Native Hawaiian system of agriculture and irrigation can be seen as genius. It balances nature and the need for human survival. A series of ‘auwai or water channels filtered water into taro patches. The water flowed in and out to provide key nutrients from the mountain to the sea. If storms or other events caused a ‘auwai to get clogged, a “call” would be put out to assist in clearing the ‘auwai to allow the waters to flow. Today, our community needs to “hear the call” and assist in clearing the “educational ‘auwai” so that our children will be allowed to thrive!”

Migrant and Seasonal Head Start provides services in 36 states serving 32,000 children. We will explore the growth of the program that began in 1969 as a birth to 5 program, share current demographics, family characteristics and program requirements which include both parents working 51% in agriculture. The program will celebrate 50 years of service in February 2019.

Session 2.3The Power of Play Through Music

Description: This engaging and interactive early childhood music workshop introduces preschool teachers to the power of play centered music and movement for children. This music and movement workshop includes songs and music from African and Native American cultures. It also introduces them to Nick Young’s approach to early childhood music education and gives them guidance on classroom management techniques that are effective for preschool music time. Session 4.1Mobile Homeless Preschool - A homeless NAEYC preschool

Description: When families welcome a newborn, Home Visitors and Family Advocates may struggle to balance support for undisturbed bonding time with the need to provide timely guidance when it is needed most. We will explore the evolving physical, emotional and social needs of parents and newborns in order to plan well-timed, supportive messaging to effectively connect with families in the immediate postpartum.

Many programs experience challenges connecting with families in the busy first weeks after birth, yet it is a critical time for building home visiting relationships and providing critical anticipatory guidance to keep newborns safe and healthy. We will explore evolving physical, emotional and social needs of parents in order to plan well-timed, supportive messaging that forges a strong connection postpartum.

Session 4.3A Second Look at Family Engagement: Motivating for Change

Description: Move Into Wellness is a wellness and stress management program for educators and parents that includes a variety of tools using creative movement and mindfulness exercises to bring balance, health and joy into our lives. Creative Movement/Dance, Affirmations, Journaling, Visualization, Meditation and Mindfulness, Emo-tional Freedom Technique and Stretching/Yoga.

This workshop will begin with laying out the major components and values of Korean culture. Then, this workshop will connect those values to the perspectives of Korean parents on education and child development. Participants will examine how each value impacts on Korean families to create perception on education and child development. Description: The Parent Leadership Training Institute (PLTI) is an award-winning program that has been in existence for over 20 years across the nation and has been adapted for Hawaii. Participants develop leadership and civic engagement skills including: public speaking and an understanding of government, media, and civic relations. PLTI helps families get informed, engaged, and involved in their neighborhoods, schools, and communities to improve the health, safety, and learning outcomes of children.

The goal of PLTI is to develop and support a culture of civic engagement across Hawaii, where parents and community members work side by side with policymakers to improve child outcomes.

No one knows what children need better than parents. Parents are the citizens with the greatest moti-vation to change their children’s lives, but ironically, their voices are often unheard in government and formal community systems.

Session 5.3Partnering with Families to Create a Culturally Responsive Environment

Description: Viewing families as equal partners and engaging them will dramatically improve connections with families, resulting in academic success and powerful family learners and leaders. Discussions and hands-on activities facilitate a deep understanding of the distinct roles of the staff and the caregiver, the importance of working together and the critical role a strong, family/school partnership plays in improving student and family outcomes. Participants will reflect on barriers and biases that keep caregivers and educators from fully engaging. Hands-on activities and self-reflections encourage educators to collaborate with families in meaningful ways to get to know families: their stories, the hopes and dreams they have for their children, and the strengths and assets they bring to your center. Participants will learn the stages of cultural competencies and how to use the strengths of the different cultures represented in the center to create a culturally responsive environment. Description: Home Visitors and Family Advocates are in an ideal position to support and encourage families to breastfeed. After exploring the tremendous safety net breastfeeding provides families, participants will master brief interventions to help mothers and babies breastfeed comfortably, and will be able to identify and assist with common challenges. With simple tools and techniques, programs can improve child health and developmental outcomes by promoting evidence-based best practices in infant feeding in a manner that builds upon cultural strengths and acknowledges traditional practices.

Session 6.1Reaching the Hardest to Reach Families

Description: There are always some families that are especially hard to engage in program services. Often these are families that have experienced trauma and have reasons not to trust agencies (like those who have been involved with the child welfare system, have mental health issues, have experiences with racism, are gender non-conforming, and/or have immigration documentation issues). Teachers, home visitors, drivers, supervisors, administrative assistants, and anyone else working in a Head Start or Early Head Start program can be a positive force for engaging families. This interactive workshop will take a holistic program and trauma-informed perspective and emphasize the importance of systems of support. Participants will discuss concrete strategies to help ALL program staff build trust and meaningfully engage the most challenging families in program activities. And because working with challenging families is…well...challenging, methods of developing specific and meaningful self-care plans will be discussed.

In this workshop you will be offered an at a glance view of the collaborative initiatives between HCAP Head Start and Family Hui Hawaii, a local early childhood education partner, actively working together to support our Head Start families in offering peer-to-peer discussions which engage families in building positive and goal oriented relationships. Family Hui Hawaii initiated a pilot program with HCAP Head Start to cultivate Hui’s among our families to engage, nurture, and empower the continued growth of the Hui after a child’s enrollment in Head Start has concluded with the goals of enhancing positive growth and success in our neighborhoods, schools and work environments for the future. Session 6.4Fostering the Language of Affect and Play in Cross-Cultural Parenting: A Professional Development Workshop

Description: Regardless of a child’s home language and culture, the affective and social context of language is a large part of how communication develops. Non-verbal communication makes up between 70-80% of all communication. While there is a growing focus on Dual Language Learners and the importance of supporting home languages along with English acquisition for children, the value of non-verbal language, including social and affective cues, and child led play, is often overlooked. Session 6.5Road Map to Family Engagement: You Choose the Path

Family Engagement should not be treated in isolation but through collaboration. Participants will learn about strategies on creating inclusive opportunities for all individuals, teachers, family service workers, supervisors, and families to play an active role in Family Engagement. Participants will conceptualize and learn how to create their own Road Map to Family Engagement.

They will understand the importance of developing positive relationships/ reinforcement in dealing with challenging behavior which leads to positive school readiness skills and a positive family life.

Description: In this highly interactive session, the presenters will facilitate a discussion on how participants are working to create safer and more welcoming environments and supporting strengthened resilience for Head Start families and staff. They will provide an introduction with basic information on Trauma Informed Care and share ideas and resources from their agency’s ongoing process of implementing Trauma Informed Care within a large (serving over 4000 children across 16 counties) Head Start provider. Participants will identify where they are already using trauma informed practices and discuss where and how they might increase these – by both degree and volume – within their own workplace and practices. Participants will leave with practical ideas about implementing trauma informed practices and resources for supporting organizational change. This session is designed for participants with at least some basic prior knowledge about Trauma Informed Care. Session 7.5Lots of Littles! Description: Having multiple children in a home visit can be both fun and challenging! When the children are triplets, twins, or young siblings close in age, it can be extremely overwhelming for parents and home visitors. Participants will learn to understand parent’s challenges in engaging with their children, how to help parents engage in positive interactions, the benefits of sibling interactions to child development, and how parents can support positive child to child interactions. The importance of considering families’ cultural influence will be discussed. Participants will learn how to plan for and implement home visit strategies and activities to effectively engage families. These will allow parents and home visitors to observe each child’s uniqueness and help manage common challenges. Special considerations will be included for working with twins and triplets. Strategies to incorporate multiple children in activities and help them adjust to new routines with siblings will be discussed.

improvement. Despite this research, many states, districts and schools still lack an intentional focus on the development of effective partnerships between families and schools.

The purpose of this presentation is to share what we know, given the extensive research on family engagement, about the powerful impact of effective family–school partnerships on stu-dents, parents, teachers, and schools. Dr. Mapp will summarize the research and promising practice strategies featured in the 2013 USDOE Dual Capacity Framework for Family-School Partnerships, and from her latest publication, Powerful Partnerships: A Teacher’s Guide for Engaging Families for Student Success.
